La DGA lance CI-AILE, un cluster d’innovation technique de défense dans le domaine de l’aéromobilité

La Direction générale de l'armement a inauguré le 19 décembre 2019 sur son centre d'expertise et d'essais Techniques aéronautiques à Balma (proche de Toulouse) un cluster d'innovation technique de défense dans le domaine de l'aéromobilité. Baptisé CI-AILE, ce cluster a été créé en associant quatre partenaires régionaux fondateurs : la DGA, l'armée de Terre, l'institut supérieur de l'aéronautique et de l'espace (ISAE-SUPAERO) et la communauté défense du pôle Aerospace Valley dans les régions Occitanie et Nouvelle Aquitaine.

Le cluster CI-AILE a pour objectif de détecter, orienter et expérimenter les innovations portées par les acteurs régionaux afin de faire émerger de nouvelles solutions technologiques pour la défense dans le domaine de l'aéromobilité en lien avec l'Agence de l'innovation de défense (AID).

Basé en région Occitanie, il pourra bénéficier d'un écosystème riche dans le domaine aéronautique et en particulier dans celui de l'aéromobilité, tout en restant ouvert à des partenariats avec des acteurs implantés dans d'autres régions de France.

Le comité stratégique de CI-AILE est co-présidé par le directeur du centre d'expertise et d'essais DGA Techniques aéronautiques, le sous-chef d'état-major plans et programmes de l'armée de Terre, le directeur général de l'institut supérieur de l'aéronautique et de l'espace . Son comité de pilotage comprend un représentant de chaque membre fondateur. Ce nouveau cluster s'inscrit dans l'effort global du ministère des Armées en faveur du soutien à l'innovation, coordonné par l'Agence de l'innovation de défense en lien étroit avec la DGA.

CI-AILE est un partenariat dont le fonctionnement repose sur un comité stratégique qui donne les orientations du cluster et un comité de pilotage qui anime et conduit les ateliers technico-opérationnels.

Le comité de pilotage de ce cluster est constitué de personnels de DGA Techniques aéronautiques, de la 11e brigade parachutiste basée à Toulouse, du commandement des forces spéciales terre basé à Pau, de l'ISAE-SUPAERO et d'Aerospace Valley.

Il se réunira pour la première fois en janvier 2020.

Les périmètres attendus de l'innovation dans le domaine de l'aéromobilité sont la captation et l'évaluation de technologies innovantes dans les domaines :

- du parachutage de combattants de l'armée de Terre et d'équipements, de mise à terre à partir d'aéronefs (aérolargage, aérocordage...)

- de l'embarquement sur aéronefs (voilure fixe et tournante) de combattants de l'armée de Terre et d'équipements (aérotransport, aérocordage...)

- de l'équipement du combattant débarqué et embarqué, toutes fonctions opérationnelles confondues, et de son adaptation aux contraintes du parachutiste

- des méthodes et des moyens d'essais et de la R&T dans le domaine de l'aéromobilité.

Cinq clusters d'innovation techniques ont déjà été créés en 2019 par la DGA autour de ses centres d'expertise et d'essais, CI-AILE étant le sixième :

  • ALIENOR à Saint-Médard-en-Jalles dans le domaine aérospatial
  • GIMNOTE à Toulon et ORION à Brest pour le domaine des techniques navales
  • GINCO à Vert-le-Petit (Essonne) dans le domaine de la maitrise des techniques nucléaire, radiologique, biologique et chimique
  • LAHITOLLE à Bourges dans le domaine des techniques terrestres.

    BAE reportedly comes out on top in Australia’s future frigate showdown

Larter and Aaron Mehta WASHINGTON ― In a move that could send shock waves through the global frigate market, Australia appears poised to announce that it has selected BAE Systems' Type 26 design for its new future frigate design. The Wall Street Journal reported Thursday that on June 29, the Australian military will make the formal announcement that BAE has won the AU$35 billion (U.S. $26 billion) contest to build nine frigates, which are being designed with anti-submarine warfare in mind. Under the competition guidelines, construction on the ship is scheduled to begin at the shipyards at Osborne in 2020. The design beat out two strong challenges from ships that, unlike the Type 26, already exist. The move is a major blow to Fincantieri, which had been pushing its anti-submarine warfare FREMM for the requirement. The Spanish shipbuilder Navantia, which already has a major operation in Australia, was also a strong competitor for the contract with its F-100 frigate design. In 2007, Navantia was selected to build the Australian air warfare destroyer. The competition also has implications for the Canadian frigate program, which is expected to announce a winner later this year, said Byron Callan, an defense analyst with Capital Alpha Partners. “The win is a positive for BAE because it's the first international order for the Type 26 and it may help position that ship type for Canada's Surface Combatant program that should be decided in late 2018,” Callan said. Canada has a 15-ship requirement. The unit price for the hull is about $850 million to $1 billion, which does not include some government-furnished systems. The U.K. has already agreed to buy eight of the Type 26 designs, with the goal of fielding them in the mid-2020s. BAE started building the first of three Type 26s it has under contract last year. The first warship is currently scheduled to enter service with the British Royal Navy in 2027 to start replacing the Type 23 fleet. Rolls-Royce with its MT30 gas turbine engine and MBDA with the Sea Ceptor anti-air missile are among the Type 26 subcontractors who could be significant beneficiaries from the Australian order. There has been speculation in the media that the decision to go with BAE may be driven, in part, by Australia's desire to secure strong terms with the U.K. as it negotiates a series of new trade agreements after Britain leaves the European Union. The announcement came just hours after the U.S. State Department announced it had clearedthe sale of $185 million in parts to help Australia connect its CEAFAR 2 phased array radar system with Lockheed Martin's Aegis combat system, with the goal of having both pieces of equipment aboard the future frigates.     US Army scraps ERCA autoloader plans, heads back to the drawing board

    Ashley Roque Weight and mobility challenges have forced the US Army to abandon a government-designed autoloader for its Extended Range Cannon Artillery (ERCA) programme and the service is now looking for help from six tech companies. Brigadier General John Rafferty, the head of the Long-Range Precision Fires Cross-Functional Team, spoke at a virtual Fires Conference on 29 September and provided an update of programmes under his purview. One notable change is an army's decision not to move forward with an autoloader that it had been developing for the new weapon based off BAE Systems' Paladin M109A7 self-propelled howitzer. “The integration challenge for [it] was too much of a trade with mobility and durability, and some of the results from putting 3,000 miles on a combat vehicle [out at Yuma Proving Ground] weighted up with the centre of gravity issue that we had,” the one-star general told the audience. “It was an easy decision to say that we can't do that.” Instead the army is looking to a group of six companies previously picked to help find artillery munition resupplying solutions – Actuate, Apptronik, Carnegie Robotics, Hivemapper, Neya Systems, and Pratt Miller. Although Brig Gen Rafferty did not provide in-depth information on the path ahead, he noted that a future capability may not be an autoloader at all. ”I've learned that it was really stupid to go into this saying, ‘Hey, we want an autoloader'.
