    Avion de combat du futur: Dassault et Airbus appellent Paris et Berlin à avancer «sans plus attendre»

    Dassault Aviation et Airbus ont appelé lundi Paris et Berlin à lancer «sans plus attendre» les études menant à la conception d'un démonstrateur pour le Système de combat aérien futur (SCAF), remplaçant des Rafale et Eurofighter. «Il importe à présent de faire avancer concrètement le SCAF», affirment les deux groupes dans un communiqué commun. Il s'agit notamment de notifier aux industriels les contrats pour les études menant à la construction d'un démonstrateur en 2026. «Le prochain conseil des ministres franco-allemand doit servir de catalyseur à cette volonté commune d'aller de l'avant par le lancement rapide de cette phase de démonstrateurs et par l'engagement des nations partenaires sur un plan de financement fiable pour confirmer le caractère pérenne et cohérent de ce programme de développement européen», ajoutent-ils. «Nous appelons les responsables politiques à tout mettre en oeuvre pour lancer le plus rapidement possible ces démonstrateurs, étape clef pour mettre cet ambitieux projet en marche», affirment le PDG de Dassault Aviation Eric Trappier et le président exécutif d'Airbus Defence and Space, Dirk Hoke, cités dans le communiqué. La ministre française de la Défense Florence Parly se rendra mercredi à Berlin pour préparer le futur conseil des ministres franco-allemand. Paris, Berlin et Madrid ont signé le 17 juin lors du salon du Bourget un accord-cadre structurant les trois pays autour du SCAF. Au coeur de ce système se trouve le futur chasseur (NGF, Next Generation Fighter) destiné à remplacer les actuels Rafale et Eurofighter à l'horizon 2040. «Les technologies futures doivent être développées dès maintenant pour être ensuite testées et qualifiées en vol» par le biais de ce démonstrateur, arguent Dassault et Airbus, qui rappellent avoir pour leur part «su rapidement trouver des accords et se mettre en ordre de marche». «On espère notifier les contrats d'ici la fin de l'année» a-t-on indiqué à l'AFP au ministère des Armées, où l'on se dit «raisonnablement confiants» sur le fait d'avoir «un démonstrateur du NGF qui vole en 2026». Mi-septembre, le patron de Dassault avait imputé ce retard de notification de contrats à des règles «d'exportabilité» du futur SCAF à définir entre Paris et Berlin.     US Air Force announces rocket deal with SpaceX for military satellite

    By: Andrew C. Jarocki WASHINGTON — U.S. Air Force Space Command will send a new military satellite into space in 2020 with the help of SpaceX. The AFSC's Space and Missile Systems Center announced Friday a $130 million contract with the rocket design and manufacturing company. The relatively low-cost price tag secured the deal for SpaceX's Falcon Heavy rocket, beating out main rival United Launch Alliance (composed of Boeing and Lockheed Martin) by tens of millions of dollars and earning praise from the Air Force. Lt. Gen. John Thompson, program executive officer for the Space and Missile Systems Center, approved the contract, saying it “directly supports [the Center's] mission of delivering resilient and affordable space capabilities to our nation while maintaining assured access to space.” The agreement for the Evolved Expendable Launch Vehicle service contract includes “launch vehicle production, mission integration and launch operations” from SpaceX, according to a news release. The Heavy Falcon can deliver a payload of 70 tons to low-Earth orbit.     Air Force to dole out nearly $1 billion for ABMS development

    Nathan Strout The Air Force will dole out up to $950 million over the next five years to develop and enable its Joint All Domain Command and Control concept, according to a May 29 contract announcement. JADC2 is a new data architecture being pushed primarily by the Air Force for multidomain operations across the service branches. Under JADC2, the Department of Defense wants to connect any sensor to any shooters, regardless of domain. For instance, one aspect of JADC2 is ensuring that data collected by space-based sensors can be processed, transferred to a command-and-control node where it can be fused with other sensor data, and distributed to the appropriate shooter in near-real time. The Air Force has pursued this JADC2 vision by investing in the Advanced Battle Management System family of systems. ABMS seeks to bring the internet of things to the battlefield with an open architecture. The Air Force began testing ABMS last year and is set to conduct its next test in August or September. The Air Force contracts, with a ceiling of $950 million total, will provide maturation, demonstration and proliferation of JADC2-related capabilities across platforms and domains. Contractors will be expected to leverage open-system designs, modern software and algorithm developments to enable the JADC2 vision. Twenty-eight companies will compete for task orders under the new indefinite delivery, indefinite quantity contracts. Several of the vendors selected are not traditional DoD contractors, highlighting the Air Force's desire to include novel commercial approaches to ABMS. “We want a wide variety of companies, and we definitely want fresh blood in the ABMS competition, so there is a lot that can be contributed from companies that are commercially focused, that know a lot about data, that know a lot about machine learning and [artificial intelligence] and know a lot about analytics. Those are going to be the most important parts of the Advanced Battle Management System,” Assistant Secretary of the Air Force for Acquisition, Technology and Logistics Will Roper told reporters May 14. While the announcement didn't delineate what each of the vendors would bring to the table, multiple vendors on the contract have provided technologies that fit into the JADC2 concept as well. For example, Persistent Systems supports the Wave Relay Tactical Assault Kit program, which provides multidomain communications and situational awareness to Air Force convoys. In a news release, Silvus Technologies announced it would supply its StreamCaster Mobile Ad hoc Networking radio systems for ABMS under the contract. Silvus says its technology can provide a high-bandwidth, tactical-edge network that connects assets across domains. That technology fits into meshONE, a part of ABMS focused on battlefield networks. MeshONE was used in the December 2019 ABMS test, and the new contract will provide more equipment for future tests. No funds were issued at the time of the award.
