KC-46: What's Happened So Far?

The KC-46 Pegasus is a U.S. air-refueling tanker that is expected to reach initial operating capability (IOC) around 2017. It is produced by Boeing.

The KC-46 is intended to replace the first third of the U.S. Air Force (USAF) KC-135 fleet in the primary role of air-refueling, as well as in secondary roles of transport and aeromedical evacuation. Compared to the KC-135, the new aircraft can deliver more fuel at all ranges; operate from shorter runways; and carry three times as many cargo pallets, twice the number of passengers and over 30% more aeromedical evacuation patients.

    France wonders: Can we always count on American support?

    By: Pierre Tran PARIS — The U.S. is a close and valued ally to France, but the European country seeks continentwide strategic autonomy in defense and security, with a stronger and more cooperative industrial base, said French Armed Forces Minister Florence Parly. “The United States is our ally and our friend, and it will remain so,” she said Sept. 11 at the Summer defense university, a gathering of parliamentarians, officers and foreign guests. “Our cooperation in defense and security is intense and highly valued.” Parly had planned to pass on that message when she saw U.S. Defense Secretary Jim Mattis in Washington on Thursday, but that trip to the U.S. — which included a presentation at the Atlantic Council — was canceled due to Hurricane Florence hitting the East Coast. “Can we always count, in every place and in every circumstance, on American support?" she said. “Listen to the statements of the U.S. president, read his tweets: The message sent is clear and without ambiguity,” she added. “We have to count on ourselves ... build a European strategic autonomy.” But Robbin Laird, an analyst with U.S.- and France-based consultancy ICSA, said the U.S. is very present in Europe. “Despite the president's comments on NATO and Article 5, his administration has committed significant resources in Europe,” he said, referring to the alliance's charter that calls for a united response should a member nation come under attack. Mattis was recently “very visible in Finland,” attending a trilateral meeting with Finnish and Swedish senior officials, Laird said, noting the upcoming NATO Trident Juncture exercise in Norway in October and November. “It is clear Trump would welcome a more European capability; a real defense capability is what he is looking for, not just words,” he said. On the industrial front, Parly said France and Germany have signed up for projects for a Future Combat Air System — centered on a new fighter jet— and a new tank. This is a “historic step for Europe, for the future of our equipment and the strength of our industry,” she said. These were long-term commitments, open to other nations, she added.     Why Did Boeing Opt To Fully Redesign The KC-46 Remote Vision System?

    Lee Hudson Why did Boeing opt to fully redesign the vision system on the KC-46 instead of using the Royal Netherlands Air Force KDC-10's reliable and proven technology? Aviation Week Pentagon Editor Lee Hudson answers: The Netherlands' Organization for Applied Scientific Research, Physics and Electronics Laboratory designed the Tanker Remote Vision System in 2006 for the McDonnell Douglas KDC-10. It is used on two tankers that serve in both tanking and transporting missions. The technology supports inflight refueling operators by providing a picture of the air-to-air tanking process, even in bad visual conditions. Boeing was unable to use the KDC-10 Tanker Remote Vision System (TRVS) because the technology does not meet U.S. Air Force requirements for the KC-46. The 1980s design does not support covert aerial refueling missions or operate in all lighting and background conditions. Boeing says that is why it opted to build a system featuring high-resolution cameras, display and processing capability. Some critics believe the Air Force and Boeing would both be better off if the remote vision system outfitting the KC-46 adopted pieces of the TRVS, given the new aircraft has experienced years of delays and cost overruns. Boeing took a $551 million charge in the first quarter because of changes agreed to by both the company and the Air Force in April for the KC-46 Remote Vision System (RVS). The redesign includes high-definition color cameras, updated displays and computing systems. The problem with the initial RVS design is what the Air Force called a “rubber sheet” effect that distorts the image on the visual display used by the boom operator during refueling. To date, Boeing has taken more than $4 billion in charges for the problem-plagued tanker.
