    U.S. sent ‘blunt’ letter to Canada criticizing defence spending: sources

    BY MERCEDES STEPHENSON AND KERRI BREEN Canada has been officially called out by the United States over how much it spends on the military, Global News has learned. A “blunt” letter from the U.S. government was delivered to the Department of National Defence that criticized Canadian defence spending levels and repeated American demands that Canada meet NATO targets. Global News has not seen the letter — said to have a frustrated, critical tone — but multiple sources have confirmed it was sent and received. U.S. President Donald Trump has long called for members of the 29-nation military alliance to beef up their budgets for defence. His national security adviser Robert O'Brien, who spoke Saturday at the Halifax International Security Forum, said getting NATO members to meet the established target — two per cent of Gross Domestic Product (GDP) — is an urgent priority. “There are very serious threats to our freedom and our security and if NATO is going to be effective, and if we want to put our money where our talk is, we got to spend that money to defend ourselves,” he said. Nations including Canada agreed at the 2014 NATO summit in Wales​ to move towards the military spending target within a decade, he noted. “We expect our friends and our colleagues to live up to their commitments and their promises,” he said. He also praised Canada's plan to build and deploy Arctic patrol vessels. The North, he said, is going to be the new “frontline” of defence, as Russia and China have made it clear they are going to militarize the Arctic. One Canadian source told Global News that the U.S. is concerned that Canada does not take the threat from those countries in the Arctic seriously and wants the country to boost its contributions in that area. Just seven countries — including the U.S. and the U.K. — have met NATO's two per cent of GDP spending goal, according to figures released in June. NATO's estimates show Canada is expected to spend 1.27 per cent of its GDP on the military this year, up from about one per cent in 2014. Canada does fare better when you look at its defence budget in dollars and cents, said Dave Perry, vice president of the Canadian Global Affairs Institute. The country spends the sixth highest amount overall among NATO members on its military. As for meeting the percentage of GDP target, Perry's not optimistic despite planned increases in the defence budget. “Canada is not on a path to live up to the commitments that we were signing up for in 2014 in Wales,” he said. Last year, Canada spent about $22.9 billion on the Department of National Defence. But Ottawa intends to dramatically boost military spending in the coming years. In 2017, the government released a plan to increase the budget to almost $33 billion annually within a decade. Asked about the letter from the U.S., Defence Minister Harjit Sajjan touted this plan to strengthen spending. Discussions around “burden sharing” within the bloc have been happening for some time, he said. He noted that under the government's plan, the defence budget would see an increase of 70 per cent, a “significant amount.” “The relationship with Canada and the U.S., the defence relationship, I think, is even stronger now, because they see a tangible plan that we have created,” he said on an episode of The West Block that aired Sunday. “It's working, actually, extremely well.” The U.S. sending such a letter is an unusual, formal means of relaying a message, and it represents an escalation from previous attempts to get Canada to spend more on its military. That pressure has been increasing in recent weeks ahead of the NATO summit in London starting on Dec. 3. In fact, the same message has been conveyed in multiple ways to the federal government, a diplomatic source said, and NATO itself also wants to see more military spending from Canada. In July, however, NATO Secretary General Jens Stoltenberg suggested publicly he was happy with improvements in Canadian defence spending. “Under your leadership,” he said to Prime Minister Justin Trudeau, ​​”Canada has stepped up its contributions to our NATO alliance including with forces for NATO missions and operations and increased spending.” But one former defence minister said the letter from the U.S. — NATO's leader in defence spending in relation to its GDP — was not a good sign.     Trump may have given Trudeau the excuse he needs to ditch the F-35 once and for all

    David Pugliese, Ottawa Citizen The defence and aerospace industry is abuzz about the letters the U.S. government sent to Canada over the upcoming competition to acquire a new fleet of fighter jets to replace the RCAF's CF-18s. In short, the Trump administration has given an ultimatum to Prime Minister Justin Trudeau and his government. If Canada insists that industrial and technological benefits must come from the outlay of $19 billion for a new fighter jet fleet then Lockheed Martin's F-35 stealth jet is out of the race. Full stop. The U.S. argument is that because Canada is a partner in the F-35 program it cannot ask Lockheed Martin to meet specific industrial benefits for a Canadian competition if the F-35 is selected. Under the F-35 agreement, partner nations are prohibited from imposing requirements for industrial benefits as the work is determined on the best value basis. In other words, Canadian firms compete and if they are good enough they get work on the F-35 program. Over the last 12 years, Canadian firms have earned $1.3 billion U.S. for their work on building F-35 parts. The U.S. had boldly stated it cannot offer the F-35 for the Canadian competition if there are requirements to meet for set industrial benefits. But that ultimatum could seriously backfire on the Trump administration. Trudeau and the Liberal government has never been keen on the F-35 (Trudeau campaigned against purchasing the jet). There have also been a number of negative headlines over the last year outlining the increasing maintenance costs for the F-35s, not a good selling point for the jet. The U.S. ultimatum may have just given Trudeau a way out of his F-35 dilemma, particularly if the prime minister can say that it was it was the Americans themselves who decided not to enter the F-35 in the Canadian competition. Trudeau will also be able to point to the other firms ready and keen to chase the $19 billion contract. Airbus, a major player in Canada's aerospace industry, says it is open to producing its Eurofighter Typhoon in Canada with the corresponding jobs that will create. Boeing, which has a significant presence in Canada, will offer the Super Hornet. Saab has also hinted about building its Gripen fighter in Canada if it were to receive the jet contract. To be sure, if the U.S. withdraws the F-35 from the competition, retired Canadian military officers and the defence analysts working for think-tanks closely aligned with the Department of National Defence be featured in news reports about how the Royal Canadian Air Force will be severely hindered without the F-35. Some Canadian firms involved in the F-35 program may complain publicly about lost work on the F-35 program but companies tend not criticize governments for fear they won't receive federal contracts or funding in the future. There will be talk about how U.S.-Canada defence relations will be hurt but then critics will counter that U.S. President Donald Trump used national security provisions to hammer Canada in ongoing trade disputes. And let's face it. Defence issues are rarely a factor in federal elections or in domestic politics.     Chantier Davie won’t take ‘no’ for an answer

Published on Dec 1, 2017 10:46am QUEBEC – Chantier Davie in Lévis, across the St. Lawrence from Quebec City, will be forced to lay off 800 shipyard workers before Christmas without a new contract to build a second supply vessel for the Canadian navy. “We're not taking no for an answer on that,” Davie CEO Alex Vicefield said in a telephone interview on Thursday, after Defence Minister Harjit Singh Sajjan told Le Journal de Québec last week through his press attaché that the government does not plan to buy a second supply ship. In an email response Thursday, Sajjan's press attaché Bryne Furlong reiterated that, “Navy and Coast Guard supply requirements have been extensively studied and are subject to long-term planning, which does not include a second supply vessel‎.” The layoffs have begun, now that the Davie workforce has completed — on time and on budget — conversion of the German-built container ship Asterix into a supply ship to deliver fuel, water, food and supplies to the ships of the Royal Canadian Navy. Davie's plan now is the $600 million conversion of the Obelix, a sister ship to the Asterix, into the navy's second supply ship. Vicefield said Ottawa's plan calls for paying $2 billion each for two new supply vessels, the first of which will only be available 10 years from now. “Why do we need to build these ships for $2 billion each?” Vicefield asked, noting the Asterix and Obelix cost $600 million each and are superior vessels. “I'm not a political activist but we believe in the project and we delivered,” Vicefield said. In 2011, the Harper government unveiled its National Shipbuilding Procurement Program, awarding $38-billion in contracts to build ships for the Navy and Coast Guard to Irving Shipbuilding Inc. of Halifax and Seaspan Shipbuilding of Vancouver. Davie, emerging from bankruptcy at the time, is Canada's largest shipyard and was excluded. Cost estimates have risen since then, Vicefield noted, with the cost ballooning to over $100 billion. And in the six years since the plan was announced, the two winning shipyards have delivered no ships. Officially, Seaspan is to launch its first replacement supply ship in 2021. But Vicefield noted that Andy Smith, the official responsible for shipbuilding in the federal department of fisheries and oceans, told a Commons committee Nov. 7 that Seaspan has a backlog of three ships to build before work on the first supply ship can begin in 2023, for delivery in 2027. Vicefield said that in spite of granting the lion's share of shipbuilding contracts to Halifax, the Conservatives where shut out in Atlantic Canada in the 2015 election, and Steven Blaney, the Conservative MP representing Lévis, was re-elected even though Davie was excluded from the National Shipbuilding Procurement Strategy. “The key point here is that shipbuilding contracts do not win votes,” Vicefield said. “But major procurement scandals bring down governments. “If I was in government, I would be worried about a major procurement scandal, where you are spending five, six times the cost to buy a ship than any other country in the world pays and nothing is being delivered.” The Asterix is also a hospital ship and can deliver humanitarian aid in the event of major natural disasters, such as a tsunami or a devastating hurricane. Davie stepped into the breach in 2014, when the navy's two existing supply ships were scrapped and plans by Seaspan to build two replacement supply ships were a distant prospect. The Harper government granted Davie a contract to convert the Asterix into a supply ship for about $600 million as a private-public partnership, with Davie managing the project from stem to stern, its financing, as well as providing its civilian crew and leasing the ship to the federal government for five years. When Justin Trudeau led his Liberals to power in 2015, Irving Shipbuilding leaned on Liberal ministers from the Maritimes to have the contract cancelled. But the work was underway and Ottawa did not block the Asterix project. The Halifax-based and crewed Asterix will supply Canadian navy ships off the east coast, while off the west coast Canadian naval vessels will be supplied by Chilean and Spanish navy supply ships. “Why would you do that when you can put the money back into Canada and ensure the jobs of 800 people here for another two years?” Vicefield said. “It makes no sense.” Vicefield regards the Harper government's plans, renamed by the Liberal government as the National Shipbuilding Strategy, as “mind-boggling” and “a bit of a joke.” And he believes Canada can have three shipyards, including Davie, to build and maintain naval and Coast Guard vessels. “There are about 50 large ships that need replacing,” he said, noting the average age of the Coast Guard fleet is 40 years. “So there is enough work for sure for three shipyards for the next 30 years.” “We haven't been pushing against the National Shipbuilding Strategy,” Vicefield said. “I think it is going to fall on its own.” Irving, which is now building ships in Romania, and Seaspan, which has ordered two ferries to be built in Turkey, are defending the plan, and so far have political support. “They see the writing on the wall,” Vicefield said. “They want to destroy the competition.
