India's move to ban the import of certain weapon systems will do little to boost local manufacturing and is sowing uncertainty at a time when the South Asian nation is trying to ramp up defenses on its restive borders with China and Pakistan, according to analysts.
Prime Minister Narendra Modi's administration earlier this month announced curbs on $47 billion worth of imports that include communication satellites, conventional submarines and light machine guns. But defense experts said they didn't address critical issues such as the certification of systems and locally-made components, and won't prevent the military from making emergency purchases of equipment from foreign vendors.
Modi has struggled to transform the world's second biggest arms importer into a defense manufacturing powerhouse since a 2014 proposal to produce indigenous equipment and systems worth $100 billion by 2020. The target has since been slashed in half and the deadline extended to 2027, while the need for more advanced weaponry grows more urgent following the most deadly border clash with China in four decades.
Modi Backtracks on Free-Trade Vow With Import Curbs in India
The ministry's ban on imports will have little impact beyond “measures already taken to localize defense production and reduce import dependency,” said Amit Cowshish, a consultant with the New Delhi-based Manohar Parrikar Institute For Defence Studies and Analyses and a former financial adviser on acquisitions in the Ministry of Defense.
“The promotion of local manufacturing requires more cooperation between the military and domestic defense industry,” Cowshish said. “Mutual trust is missing, with everyone working at cross purposes.”
While New Delhi is the world's third-biggest military spender, its air force, navy and the army are still equipped with weapons that are largely obsolete.
The push for locally-produced systems and hardware was a big step toward self-reliance in defense and creates an opportunity for the Indian defense industry to manufacture the items using their own design and development capabilities, the Ministry of Defense said in a statement on Aug. 9.
A defense ministry spokesperson was not immediately available for a comment.
Similar policy declarations to stem imports were made by India in 2013, under then prime minister Manmohan Singh, and also by Modi's administration in his first term in 2018, didn't significantly increase the ‘Made in India' products deployed by the military.
“Time and access to technology is fundamental to such efforts -- currently a large proportion India's defense industry is little better than system integrators,” said Rahul Bedi, a New Delhi-based independent defense analyst. “A major dose of realism is needed.”
The banned list is also vague on the position of joint-ventures between Indian and foreign manufacturers and license produced weapon systems, he said.
Despite its drawbacks, India's nascent defense industry is cautiously optimistic about the new policy.
“We are sure that this list will keep getting amended to add newer programs that lay a road map matching our nation's aspiration,” said Jayant Patil, senior executive vice president (defence & smart technologies), Larsen & Toubro Limited.

The US State Department has notified Congress it plans to sell 18 battle-ready MQ-9B drones worth an estimated $2.9 billion to the UAE as part of a bigger deal that includes up to 50 F-35 fighter jets, as well as air-to-air and air-to-ground munitions. The UAE would become the first Middle Eastern customer to acquire lethal drones. Why now? The Israeli-UAE normalization of relations laid the foundation for it all, Lebanese strategic expert Naji Malaeb told me. “The path of normalization with Israel and the agreements that paved the way for it included deals that were not announced up until today,” the retired brigadier general said, adding that “more arms sales should see the light in the long run.” According to him, the sale had to be pushed fast given that the new administration in Washington might reconsider the whole matter. “Can we really assume that things remain the same under the Biden administration?” he asked, which explains the “urgency to finalize the deal without missing out on the opportunity to help both the American defense industry and the UAE.” Another reason is the fact that the Trump administration loosened measures to export drones after reinterpreting a Cold War-era arms agreement (the MTCR) between 34 nations to allow U.S. defense contractors to sell more drones to allies. “Trump's CAT policy with its emphasis on drone exports opened the door for such a sale a while ago,” senior fellow at the Middle East Institute and former Pentagon official in charge of security cooperation in the Middle East Bilal Saab told Breaking D in an interview. Abu Dhabi's increased interest in drones is due to its growing military role in the Gulf, Yemen and the Horn of Africa. “With the great role of Turkish Bayraktar drones emerging in both the Libyan and Nagorno Karabakh wars, and the game of regional axes, Turkey and the United Arab Emirates face off on more than one front,” Khattar Abou Diab, professor of geopolitical sciences at the Paris Centre for Geopolitics, told me. Simply, “Washington fears more Turkish independency or not controlling the Turkish situation,” he said, which is why it “provided one of its vital allies in the region with advanced weapons.” Another strategic perspective is the growing naval threat from Iran, I believe. Although the drone variant is yet to be confirmed, the UAE may get hold of the MQ-9B Sea Guardian which can be equipped with maritime surveillance radars, capabilities would be useful to the Gulf state. Military researcher and defense analyst at the Arab Forum for Policy Analysis in Cairo, Mohammad Al-Kenany believes the UAE will be using the Reapers for both land and maritime missions. “The systems won't be specialized to perform certain missions,” he said. Instead, the Gulf country is planning to operate them in missions related to overland ISR and to monitor the maritime activities across the Gulf. “It remains more important to the UAE however to keep a close eye on its waters,” he emphasized, given the ongoing Iranian threats in that area. The details of the deal clearly indicate that the UAE will also be equipped with ASW mission kits, receivers and acoustic processors, thermometric sonobuoys, active and passive sonobuoys and ASW acoustic operator workstations,” Al-Kenany explained, adding that “Iran's small fleet of submarines could well be a driver behind the UAE pursuing ASW capability with its drones.” What The Deal Represents The deal is a win-win situation for the US and the UAE as it clearly represents a huge leap for General Atomics' MQ-9 production line for one and the UAE air force for another. With Chinese and Turkish competitors proving highly successful at selling armed drones on the export market, and indigenous Arab industries quickly becoming more capable in producing their own unmanned vehicles, the agreement puts America on the map again. Saab, however, says he is less concerned about the first part: “We're less worried about competition in that space than we are in fixed-wing aircraft and larger land and air-based platforms. Our competitive advantage in UAS equipment is strong.” The UAE operates dozens of Chinese-made Wing Loong armed UAVs that were used against Houthi rebel leaders in Yemen and against ISIL-affiliated fighters in the Sinai. It produces its own drones, recently unveiling the new Garmousha drone, a light military unmanned aircraft designed to carry payloads of approximately 100kg with an endurance of six hours and 150km. All that shouldn't be a problem however because, “as cheesy or self-evident as it sounds, U.S technology offers greater operational flexibility,” said Saab. Malaeb agrees. “The UAE has long awaited such technologies even with the Chinese armed drones making a significant effect on the battlefields across the MENA region,” he said. “But let's face it, the MQ-9 Reaper is combat-proven, with an excellent operational record, albeit over non-contested skies.” Still, only time will tell the specific details of the deal which could reveal the kind of technology the U.S agreed to grant the UAE, without undermining Israeli military superiority or its military qualitative edge in the region. https://breakingdefense.com/2020/11/mq-9-reapers-to-the-uae-why-now/

By: Mike Yeo MELBOURNE, Australia — Japan has named Mitsubishi Heavy Industries as the prime contractor to build its next-generation fighter jet, with the Defense Ministry announcing earlier Friday that it signed a contract with the company. “We will steadily proceed with the development of the next fighter (F-X) together with the company,” the ministry said in a brief statement posted on it website. Local media is reporting Defense Minister Nobuo Kishi said the country will select an overseas partner by the end of this year for collaboration on aircraft technology, with stealth technology being one area of focus. The selection of MHI as the prime contractor for the F-X program comes as little surprise, given Japan was determined to restart its indigenous fighter aircraft capabilities. The company is the only one in Japan with experience in this area. The firm took the 21st spot on Defense News' most recent ranking of the top 100 defense companies in the world. Reuters previously reported the contract for the aircraft is worth up to $40 billion. Defense News emailed the Defense Ministry's Acquisition, Technology and Logistics Agency for an update on the contract value but did not receive a response by press time. The Defense Ministry is also seeking more funding for F-X research and development in its latest budget request submitted to the country's Finance Ministry in late September. The Defense Ministry requested $555.8 million for the main program and an additional $113.6 million for R&D of fighter subsystems, such as radars and mission systems integration. The funding will allow Japan to continue its R&D work into fighter technology, which it has kept up over the past decade despite the end of production on the Mitsubishi F-2 fighter jet and the decision to buy the Lockheed Martin F-35. Work the country plans to continue includes the development and refinement of stealth designs and materials, active electronically scanned array radars, and afterburning turbofan engines. Toward that end, local engine manufacturer IHI is expected to continue work on its XF9-1 afterburning turbofan. Japan conducted a series of test flights of a locally designed and built fighter technology demonstrator from 2016 to 2018 to validate its work. The country used the data gleaned from the test program to further refine its indigenous capabilities. The ministry previously said it wants to launch the basic design process for the F-X airframe and engine before the end of the current Japanese fiscal year, which ends March 31, 2021. This would be followed by the production of the first prototype, which is planned to begin in 2024, with flight tests earmarked to start in 2028 following finalization of the design and production plans. Japan plans to replace its fleet of approximately 90 F-2 jets with the new fighter jet starting around 2035. The F-2 was developed in conjunction with Lockheed in the 1990s, and resembles a larger version of the American company's F-16 multirole fighter but is primarily equipped with indigenous systems. Japan also plans to acquire 147 F-35s, which will include 42 of the short-takeoff-and-vertical-landing variants. That version, the F-35B, will operate from a pair of helicopter destroyers currently undergoing modifications to handle the jet.
