IM-SHORAD delayed by pandemic, but first unit equip date remains in place

WASHINGTON — The U.S. Army's newest short-range air defense system is one of several projects that are facing delays due to COVID-19, but top officials insist that all major acquisition programs remain on track for their planned delivery dates to the field.

For programs in the two largest categories of acquisition programs, “we remain on track for first unit equipped for all the programs,” Bruce Jette, the Army acquisition head, said Wednesday.

However, “that doesn't mean that some of the programs aren't having adjustments to delivery schedules or adjustments to milestone. We're making adjustments as necessary, and then working with the companies to try and catch up.”

One of the programs to fall behind is the Interim Maneuver Short-Range Air Defense (IM-SHORAD) system, which had been scheduled to wrap up developmental testing by June. Last week, Janes reported that there were software issues with integrating the weapons package onto the Stryker combat vehicle-based system used for the IM-SHORAD design. The Army plans to procure 144 of the systems, which would be deployed in Europe.

“I think we flipped a few months to the right, based upon some software issues,” said Gen. Mike Murray, the head of Army Futures Command. “And matter of fact, I was just talking to the CEO today on the software issues, and we're jumping on that and they got an update yesterday and we're making great progress, but we did slide that a little bit to the right.”

In addition to the software challenge, Murray said the need for COVID-19 safety measures was causing a delay in testing, as well.

“When you're working tests like that, the run up like that for the test, it's almost impossible to maintain the 6 feet of social distancing. So it was getting the right [personal protective equipment] in place, and then the software issues we had,” Murray said.

The general declined to say which CEO he had discussions with on the program. General Dynamics Land Systems (GDLS) is the lead integrator for the program, with a mission equipment package designed by Leonardo DRS. That mission equipment package includes Raytheon's Stinger vehicle missile launcher.

The two officials appeared on a call hosted by the Defense Writers' Group.

Jette said there is only one program that has had to make a “significant” change to its schedule, but described that program as an ACAT 3 level effort — the smallest acquisition category — with the delay a direct result of the small size of the company.

“The greatest sensitivities tend to be down in those programs which have connectivity to small companies, as their major source of technology, delivery services, etc. Because if one person gets sick in the company, you often end up with the entire company being in quarantine for 14 days. And then if they do it again, it gets worse,” Jette said.

“So with only one program having a major slip, and that being a small one, I think that's a pretty good success and tells you a little bit about how hard industry is working to try and stay on track,” he added.

    Italy plans new destroyers for 2028 delivery

    By: Tom Kington The Italian Navy is laying the groundwork for a new DDX-type destroyer program, adding naval firepower for the country amid an increasingly volatile Mediterranean region. (Italian Navy) ROME — Fresh from a burst of shipbuilding spurred by the retirement of old vessels, the Italian Navy is now back at the drawing board to design what it considers the cornerstone of its fleet — new destroyers. After building 10 FREMM-class frigates — the same type acquired by the United States — as well as designing new 4,500-ton multimission ships, a 33,000-ton landing helicopter dock and new logistics vessels, a risk-reduction study is due to start on two 10,000-ton destroyers dubbed DDX. “Destroyers are fundamental for a blue water fleet like Italy's, which must be capable of projecting capability at sea and from the sea while operating across the whole spectrum of maritime and joint operations,” Vice Adm. Aurelio De Carolis, deputy chief of staff of the Italian Navy, told Defense News. “Apart from carriers, amphibious vessels and submarines, you need destroyers with land strike and task group-protection capabilities,” he added. The Navy wants the 175-meter-long vessels to replace two aging destroyers, the ITS Durand de la Penne and ITS Mimbelli. Those two vessels entered service in the early 1990s and were joined in service by Italy's two more recent Horizon-class ships, which the Navy classifies as destroyers. “We have always had two pairs of destroyers in service, dating back to the 1960s,” De Carolis said. With €4.5 million (U.S. $5.3 million) budgeted so far for two-year feasibility and risk-reduction studies starting early next year, the Navy aims to have a final operational requirement by 2022, sign a construction contract in 2023 — funding permitting — complete the design in 2025, and receive the first ship by 2028. Current plans envisage vessels that are 24 meters wide with a 9-meter draft and more than 300 crew, while offering a top speed of over 30 knots using the CODOGAL (COmbined Diesel Or Gas And eLectric) propulsion system, De Carolis said. The system allows the use of either gas or diesel turbines, plus electric propulsion for lower speeds. Italy is renewing its Navy amid the Mediterranean Sea's shift from a backwater to a tinderbox as Turkey throws its weight around, Libya remains tense after years of conflict and Russia tries to increase its regional influence. When fully budgeted, the ships likely will be built by Italian state firm Fincantieri, keeping the yard busy after a run of recent naval construction thanks to Italy's $6.3 billion so-called Naval Law in 2014 that led to the landing helicopter dock (LHD), multimission vessels (PPA) and logistic ship programs. Equipping the warship Long-range firepower for the destroyers will be guaranteed by six eight-cell missile launchers for a total of 48 cells, with two launchers toward the bow (ahead of the bridge) and the remainder amidships. Aster anti-air missiles, already in use on other Italian vessels, will be adopted, as well as a land-strike missile. “The Navy needs a credible land-strike capability and we are considering options now,” De Carolis said. That could lead the Navy to consider MBDA's naval variant of the Scalp missile. What is confirmed is the acquisition of the European consortium's Teseo Mk2 Evolved anti-ship missile, which the admiral said offers “land-strike capability in the littoral.” The weapon will be fired from launchers located immediately behind the bridge, he confirmed. A rear helicopter deck and hangar will be able to host two Navy EH101 or two SH90 helicopters. The ship's cannons will be the same Italian-built types that have become standard issue for Italy's naval vessels in recent years. A Leonardo 127mm gun at the front of the vessel will fire the firm's Vulcano guided munitions, while two Leonardo 76mm guns at the center of the vessel will fire the guided Dart munition, again developed by the Italian firm. A third 76mm gun sits astride the helicopter hangar at the rear of the ship. Dubbed “Sovraponte” and built to be positioned on top of ship structures, the cannon was first developed for the PPA vessels. “We are satisfied with Sovraponte,” the admiral said. The cannon is one example of how the destroyer will leverage new technologies funded by the Naval Law, with radar another example. The destroyers will mount Leonardo's Kronos, an active electronically scanned array radar with a fixed face as well as C- and X-band antennas, which are mounted behind panels above the bridge. This technology was used in the two “Full” versions of the seven PPA vessels. Leonardo will also supply the same rotating L-band long-range radar, to be positioned at the rear of the vessel, which has also been adopted for the LHD Trieste. The combat management system as well as the communications and electronic warfare suites will be derived from those developed for the newest ships of the fleet, while anti-submarine capabilities will include sonars (both hull-mounted and towed array), torpedo launchers, and decoys. What's next? The Trieste is set to join Italy's three San Giorgio-class amphibious assault ships to provide a four-strong amphibious fleet, which will require protection, De Caroils said. “We will need at least two destroyers ready at all times, which means four destroyers in total,” he explained. “The procurement is also part of our commitment to NATO since we are part of a project to stand up new amphibious task forces, each containing three battalion-level landing elements with related combat and combat-service support, which means four amphibious ships and destroyers for protection. “These destroyers will defend — together with [anti-submarine warfare] frigates, submarines and embarked naval aviation — amphibious naval task groups during their movement towards assault areas, and then provide effective naval fire support for the sustainment of projection and ashore operations carried out by elements of the landing force. All this is required, including the capability to play the crucial role of coordination and control of the airspace over the amphibious objective area. “The U.S. and Russia still operate cruisers, but most other navies today rely on destroyers for fighting power. They must cover anti-air, anti-ship and anti-submarine operations with a focus on integrated air and missile defense, including ballistic missile defense.” The most “critical task” for destroyers, he added, is protecting carrier battle groups and playing the typical “shotgun role” for carriers. Examples he gave included the 1990-1991 Persian Gulf War when the Italian vessel ITS Audace was part of the escort to the U.S. Navy aircraft carrier Theodore Roosevelt, and during Operation Enduring Freedom in 2002, when the ITS Durand de la Penne escorted the U.S. Navy carriers John C. Stennis and John F.     Defense firm advocates for ‘hybrid procurement system’ to save billions in the UK

    By: Andrew Chuter LONDON – Adopting a new hybrid procurement system could save Britain's Ministry of Defence billions of pounds and get cutting edge technology in the hands of troops faster, a top American satellite communications company argued to the parliamentary Defence Committee. Written evidence from Viasat's U.K. arm advocating a shake-up in British procurement processes was published by the committee May 13 as part of its inquiry into the procurement and prosperity aspects of the country's defense industrial policy. Top of the list of proposals submitted by the company is a hybrid approach to procurement that saves money and leads to experimentation to deliver missions faster, said Viasat UK Managing Director Steve Beeching in an interview with Defense News following publication of the evidence. “We need a hyrid process with a platform-centric approach for very long lead, complex structural equipment elements," said Beeching, adding that more agile,, adaptive procurement for technology is required to meet the mission threat. "At the end of the day buying outdated technology doesn't deliver the mission,” Beeching said. The hybrid idea is among a raft of potential procurement changes proposed by Viasat. The company also advocated for ‘test before you buy' solutions from industry to reduce MoD costs and risk; building trusted partnerships between government and the private sector to drive information advantage; sharing risk and design obligations, thereby alleviating the burden on existing program processes; and executing an outcomes-based assessment program. The proposals come as the company is considering a potentially significant investment in the U.K. From a U.K. base near Farnborough, southern England, Viasat has a growing presence in the defense and security sector providing UHF satellite communications, tactical data system, sovereign information assurance and other services. It is currently considering investing about £300 million, or $366 million, in the U.K. and doubling its workforce of some 80 people with additional network and cyber personnel. Viasat, which is headquartered in Carlsbad, California, said a change of direction on procurement in the upcoming integrated review of defense and security could bring big rewards for government, the military and the domestic defense industry. “The 2020 strategic defense and security review will, if carried out correctly, give the MoD an opportunity to save billions of pounds, end complex procurement procedures and ensure that U.K. armed forces have available the most up-to-date equipment,” Viasat said in its evidence. “This will help to meet the rapidly changing adversarial environment the U.K. is facing. The review must provide a process to deliver a stronger industrial base, with more UK jobs at higher skill levels, achieving greater foreign investment and opportunity for exports,” the company told the committee. “To improve, the MoD needs to simplify the complexity of its huge defense organization into elements that can deliver change for the benefit of the nation, troops and way of life. Behavioral challenges occur where the MoD manages risk and outcomes as the primary objective [to keep the nation safe], but to move forward requires risk-taking,” said the evidence. The MoD's performance has been heavily criticized over many years for late delivery and cost overruns; although often the fault lays with government or the military rather than procurement officials. Despite several efforts to reform procurement, most recently through the Levene and Gray reviews, the right remedy to the problem has been elusive, despite some performance gains. Now, the new integrated defense review, virtually paused for the next few months as a result of the COVID-19 crisis, is likely to have another go at getting it right. Beeching, said that the present procurement policy was failing to produce the required results. “Current procurement procedures have yielded program delays, overspending and higher risks to the MoD. We feel very strongly that a more agile, fused-hybrid approach is needed to procure the appropriate systems and services required to keep pace with technology advancement. By modernizing the procurement process, MoD can work toward better processes to keep the nation safer,” said Beeching. “Its about approach and behaviors. We are not advocating stripping everything apart,” he said. With the COVID-19 crisis grabbing most of the government's attention, a major overhaul of defense procurement may not be on the list of priorities. Beeching, though, said if you wait for the perfect time it will never exist. “The lessons we are learning through things like COVID-19, through other things that are happening in the world, make more imperative that an achievable plan like the one we are proposing moves forward.     Defence cooperation: Council launches 17 new PESCO projects

    The Council adopted an updated list of projects to be undertaken under PESCO. There will be 17 new projects in addition to the initial 17 projects agreed on 11 December 2017 and formally adopted on 6 March 2018. The projects cover areas such as training, capability development and operational readiness on land, at sea and in the air, as well as cyber-defence. Background On 11 December 2017, the Council adopted a decision establishing Permanent Structured Cooperation (PESCO). PESCO enables EU member states to work more closely together in the area of security and defence. This permanent framework for defence cooperation allows willing and able member states to develop jointly defence capabilities, invest in shared projects, and enhance the operational readiness and contribution of their armed forces.
