Here are some early adopters of the controversial JEDI cloud

There will be 14 early adopters of the Pentagon's controversial new enterprisewide general-purpose cloud, Defense Department CIO Dana Deasy said Dec. 12.

Deasy, speaking at the AFCEA NOVA Air Force IT Day, said parties eyeing a move to the Joint Enterprise Defense Infrastructure (JEDI) cloud are U.S. Transportation Command, Special Operations Command, Joint Special Operations Command and the Navy.

“What's really unique is the variety of the 14 early adopters allows us to test various principles on JEDI from the tactical edge all the way to the top secret — needing to use the cross-domain,” Deasy said. “So we're going to learn fairly quickly what it takes to actually now go from the strategic vision to the ability to stand it up and to bring it to life.”

Federal Times asked the Department of Defense to provide the other 10 components among the first movers. A DoD spokesperson didn't immediately respond.

Deasy reiterated what he told Defense News earlier in the week: that the unclassified JEDI environment will be ready in February, with the “secret” environment ready six months after that. There is also no specific timeline for the top-secret environment.

He said that there are meetings every two weeks where the JEDI team discusses the “60 to 70 services” that must be ready to go when the unclassified environment kicks off.

DoD awarded the JEDI contract to Microsoft over Amazon Web Services, which recently filed a protest in the U.S. Court of Federal Claims that relied heavily on interference allegations against President Donald Trump. The contract is potentially worth $10 billion over 10 years.

Throughout the entirety of the JEDI procurement, DoD has struggled to dispel the notion that the Pentagon's only cloud would be JEDI, when in reality the JEDI cloud is just one in a multicloud environment. Deasy took aim at that characterization in his address, highlighting that there are “something like” 10 more cloud contracts out for bids next year.

“The whole reason we started JEDI was we were not short on clouds,” Deasy said. “What we were short of was an enterprise capability ... all the way out to the tactical edge. ... There will always be a need for special-purpose clouds."

Once the JEDI cloud is set up, Deasy said, the next step is to look across the department at the various siloed cloud and ask “do they serve a unique purpose that is truly distinctly different than JEDI? Or is there overlap?” The Pentagon has signaled that it will move 80 percent of its systems to the JEDI cloud.

Consolidation is an option for overlapping clouds, but Deasy said the DoD won't know what to do specifically with the overlaps until the JEDI cloud is stood up.

The JEDI cloud environment will allow the DoD to significantly reduce the number of clouds it has, which the Congressional Research Services has estimated sits at more than 500. With the JEDI cloud, Deasy's ready to reduce that number by hundreds.

At the end of the day, “we sure in the heck don't need 100 clouds, we probably don't need 50 clouds, but we definitely need more than one or two clouds,” Deasy said.

    Chinese threats means the Pentagon needs new C4ISR systems

    By: Chiara Vercellone For the United States to meet the goals laid out in the National Defense Strategy, especially in Asia, and to realize President Donald Trump's vision of an open Indo-Pacific, the Department of Defense's battlefield technology must undergo significant changes, according to a Center for a New American Security report released Jan. 28. The report, an independent assessment mandated by Congress in the 2019 National Defense Authorization Act, proposed the revamping of C4ISR systems as they remain “brittle in the face of Chinese cyberattacks, electronic warfare and long-range strikes.” The Pentagon's C4ISR capabilities have fallen behind technologically, as they were developed “in an era when competitors or adversaries could not attack U.S. assets in space or at long ranges,” the report found. At the same time, a 2019 Department of Defense's report on China's military and security developments found that country has prioritized military capabilities with disruptive potential, including hypersonic weapons, counterspace capabilities, artificial intelligence and C4ISR advanced robotics. Thus far, the Department of Defense has been able to develop countermeasures against China's abilities, said Chris Dougherty, a senior fellow at CNAS and one of the authors of the report. “As the threat continues to get more sophisticated, these [countermeasures] will likely lose their effectiveness,” Dougherty said. “This necessitates building a new architecture that is designed around resiliency, kill webs, and graceful degradation.” While under attack, U.S. systems sometimes fail to have any connectivity and have sporadic dial-up speeds. Instead, they should still have some level of communication even while the attack is going on, even if this means at lower bandwidths. To strengthen its systems, the report recommended, the U.S. military should develop space capabilities resistant to kinetic attacks, synthetic training environments for U.S. forces to practice C4ISR operations, systems that can transmit data via multiple pathways and surveillance systems that can avoid being detected. A recent project by RAND found that, while the Department of Defense maintains an advantage in airspace penetration capabilities, it remains vulnerable to air base attacks and Chinese anti-surface warfare. An initial system with these developments could be in place in the next decade if the Department of Defense and armed services create a basic system and improve it over time, Dougherty said. “If, as we have done in the past, we wait around for a ‘perfect' set of requirements to develop an ‘objective' future system, we could see this take 15-20 years, at which point China will likely have far surpassed us in this competition,” he said. https://www.c4isrnet.com/newsletters/daily-brief/2020/01/29/chinese-threats-means-the-pentagon-needs-new-c4isr-systems/

    Navy Rushes To Get F-35s on USS JFK; Other Ford Carriers Wait Their Turn

    The service's aircraft carrier boss says the COVID economic slowdown hasn't effected building new carriers -- yet. By PAUL MCLEARY WASHINGTON: The Navy's rushed effort to retrofit its newest aircraft carrier to operate the F-35 will create a testbed for the service's other Ford carriers — which have not been built to fly the fifth generation aircraft — as the Navy juggles work on the remaining three big decks. The $11 billion USS John F. Kennedy (CVN 79) was designed and christened without the capability to fly the 5th generation fighter because of cost caps and the aircraft's infamously delayed development. Those schedule slippages forced the Navy to design and build the ships while the messy F-35 was still undergoing development. In the 2020 NDAA Congress indicated it had had it's fill of delays to the carrier and ordered the Navy to get to work refitting the Kennedy before it sets sail in 2024, forcing the Navy to improvise and refit the just-christened ship. Speaking with reporters today, Rear Adm. James Downey, head of the Navy's carrier programs, said those changes are forcing him to hold off on some early work on the forthcoming USS Enterprise (CVN 80), the third Ford-class carrier, and the USS Doris Miller (CVN 81) to ensure the Kennedy retrofits are done correctly before incorporating them on the other ships which have just started their build cycles. Downey said he's working to accelerate the integration of the F-35 on the JFK and prove out the upgrades in operational testing before doing similar work on the next Ford carrier to be built, the USS Enterprise. That way, all of the bugs will be ironed out on the JFK. The original plan to incorporate the F-35 on the four Ford-class ships was to phase the capability in after the ships were declared operational, and then to refit them as they came into port for overhaul. But Congress, frustrated that the nation's newest class of carrier couldn't operate the nation's newest fighter plane, told the Navy to speed things up. The namesake of the class, the $13.2 billion USS Gerald R. Ford, is currently acting as a training asset off the East Coast, where air wings get carrier certified as the ship continues to iron out remaining issues with its weapons elevators. Simply put, the Ford won't fly the F-35 for years to come. Those electromagnetic elevators have been one of the biggest issues plaguing the ship over the past two years, as the Navy installed them without first testing the new technology ashore, resulting in a ship that had no functioning weapons elevators. And what use is a warship without weapons? It's been slow progress to get them up and running, but the Navy recently certified that just the fifth of eleven elevators is now up and running. The working lifts have logged more than 8,000 cycles over the past several months of operational testing as the Ford acts as the Navy's East Coast training platform to certify pilots. The Ford has been operating one month at sea and one pierside for the last several months, and has launched 2,300 aircraft in that time. Downey said the Ford is keeping to its schedule, and that impending supply-chain issues the services are dealing with as the COVID-19 crisis shutters the global economy shouldn't have any near-term impact on the program overall. “We don't have any real significant concerns right now; we know where the suppliers are,” he said. “Prior to this, we had increased some of our procurements for spares and various materials so we had a pretty steady demand signal.” While the Ford class ships wait for the F-35 upgrades, the 36-year old USS Carl Vinson is undergoing a $34 million refit in Bremerton, Wash. so it can begin flying F-35s by 2021, making the veteran ship the first carrier in the Navy to fly the 5th generation aircraft even before the JFK. While both Nimitz and Ford-class aircraft carriers can operate with F-35Cs aboard, significant modifications are required for both classes to fly and sustain the aircraft for extended periods. Also, the ships will need the capability to push and fuse all the data the F-35s can generate, along with building additional classified spaces, new jet blast deflectors and other refits. Room also needs to be made for Osprey tiltrotor aircraft, which will replace the Navy's C-2A Greyhound fleet that are unable to haul the F-35's heavy engines out to the ship. The USS Enterprise is slated to deploy in 2028 and the USS Doris Miller will be ready to sail in 2032.     UK defense plans could take major hit from coronavirus fallout

    By: Andrew Chuter LONDON — Britain is facing some “distasteful medicine “ in an upcoming defense review, with question marks around money, allies, the industrial base, Defence Secretary Ben Wallace has warned. Giving evidence in a virtual session of the Parliamentary Defence Committee April 22, Wallace said there were some difficult issues to be addressed by a post COVID-19 Britain. “We will have to take some pretty distasteful medicine," he told committee members spread across the country in the first ever virtual session of the committee. "It's not just about sums of money. It is about cultural change — our relationship with our allies, what Britain's ambitions are going to be. Do we want to do everything? Do we want to do less? Do we want to let go of something? Do we want to bank on international consortia every time, or do we want to invest in our industrial base? All those are difficult questions. The defense secretary, who only recently recovered from COVID-19, said changing the culture is going to be as important as the sums of money made available to the Ministry of Defence in the integrated review. The government refers to it as an ‘integrated review' as it involves, defense, security, foreign policy and international development departments. Wallace said that whether the review is uncomfortable or not, his hope is the defense ministry will have a realistic amount of money available to undertake what it recommends. That's rarely been the case in previous reviews over the last 30 years or so, and few people here are expecting much different this time round. The issue is already complicated by the never-ending budget pressure at the MoD. According to the National Audit Office, the government's financial watchdog, the MoD already has a financial black hole for its equipment program of between £3 and £13 billion, or as much as $16 billion. John Louth, an independent defense analyst in the U.K., said one of the big challenges facing the MoD will be putting the procurement roadmap back together post COVID-19. “One of the real challenges will be re-profiling a schedule for procurement," Louth said. Everything is slipping to the right, and re-profiling is going to be difficult, particuarly as many of the programs are interdependent on other programs. That poses a large and difficult challenge within a restricted budget." The economic impact of the COVID-19 pandemic is likely to make more difficult allocation of cash to its various departments and ministeries in the next comprehensive spending review. That's not withstanding the fact that MoD personnel — nearly 3,000 at the last count — have been lauded for their excellent performance assisting the National Health Service and others, carrying out tasks ranging from delivering oxygen to hospitals to setting up and running command and control centers. In particular the MoD has been widely praised for rapidly constructing several field hospitals for COVID-19 sufferers, including a 4,000 bed facility at the Excel Centre in London. The site is well known to defense contractors, as it's the venue for the DSEI exhibition. The government announced last week it was pausing the integrated review to focus resources on the COVID-19 fight, without saying when the work would recommence. Wallace answered that question — twice. First he said the review would recommence next year; later he said the correct date was the end of this year, but he was seeking clarity on the exact timing. That decision will be taken by the Cabinet Office who are leading the review. They had previously ordered the review, which was initiated after Prime Minister Boris Johnson won the general election last December, be completed by July. That was a date many analysts and politicians, including the defense committee, thought was risky. “This [the delay] is welcome news. I want a longer period for the integrated review. I want us to examine our place in the world, especially post COVID. It's going to be a different world,” he said. Wallace, an ex-British Army officer, said the number one threat is lack of resilience. "I suspect it will be higher up the agenda as a result of the virus,” he said. The defense secretary said that unlike countries such as France, Britain wasn't bringing forward a number of programs to protect the industrial base. “We are though speaking to industry to ensure their cash flow is continuing. There is a lot of work on the books that we would like to keep going,” he told the committee. One industry executive who asked not to be named said, “cash is not an issue yet, but I'm prepared for that to happen. I'm bracing for extended credit being taken by our customers, but I haven't seen it yet.” The virus has had an impact on a number of major defense programs in the U.K., as people have been ordered to work at home or, if that's not possible, adopt social distancing requirements in the workplace. The impact that might have on defense suppliers ability to meet their contractual obligations, and subsequently their financial viability and and that of the supply chain, has been recognized by the government . A series of actions relating to paying suppliers has been in place since late March, with MoD procurement authorities advised to support suppliers in a range of ways to maintain cash flow. This includes forward ordering, payment in advance, interim payments and payment on order rather than receipt. The scheme has been well received by industry here. The executive said he applauded the government for its swift action, but acknowledged the challenge remains for protecting employment and cash flow. The executive did say though that more clarity was needed from the government over the availability of initiatives like the Corona Business Interruption Loan scheme for defense exporters. Wallace named BAE's F-35 and nuclear submarine activities as programs where the balance between COVID restrictions to keep workers safe and keeping production and cash flow moving were vital. “It's really important that we continue some work that's absolutely key. We also need to help these firms to get through the process, because cash flow is really important to their survival,” said Wallace. But it's not easy keeping your distance from colleagues if you are trying to build something like a nuclear submarine. As such, Wallace said submarine building activities in the U.K. had some of the highest absentee rates in the sector. BAE employs around 9,000 people at its nuclear submarine yard at Barrow in northwest England where it is building Astute-class attack submarines and working on the Dreadnought class of Trident nuclear missile boats. About 4,000 of the staff are working from home with over 1,100 employees now working on site – up from 800-900 last week. A BAE spokesperson said the employees were supporting critical work at the yard.
