C'est le 24 novembre que Saab a tenu une réunion de haut niveau avec les autorités du Brésil et de la Suède pour présenter les six premiers avions Gripen E de série, qui ont quitté l'usine et sont entrés en phase de livraison. Les délégations des deux pays ont également eu l'occasion de discuter d'activités communes qui seront bénéfiques au programme Gripen.

    USAF Announces New Major Deficiency On KC-46

    Lee Hudson The U.S. Air Force has upgraded an existing deficiency for the KC-46A Pegasus fuel system to Category 1. The service's program office first identified “excessive fuel leaks” in July after an air refueling test. The Air Force and Boeing are working together to determine the root cause and implement corrective actions. A Category 1 deficiency means the government has identified a risk that jeopardizes lives or critical assets. “The KC-46 Program Office continues to monitor the entire KC-46 fleet and is enhancing acceptance testing of the fuel system to identify potential leaks at the factory where they can be repaired prior to delivery,” according to an Air Force statement. Boeing is contractually obligated to rectify this deficiency at no additional cost to the Air Force. “We are disappointed to learn of this development and are already implementing assembly and installation improvements to correct the issue,” Boeing spokesman Larry Chambers said in a statement to Aerospace DAILY. “We have repaired several of the airplanes and will continue to implement repairs as needed. Boeing is working with urgency to address this issue.” The Air Force discovered several required fuel-system repairs, Chambers said. The fuel system is equipped with redundant protection for fuel containment. “In some cases with this issue, aircraft maintenance crews are finding fuel between the primary and secondary fuel barriers within the system,” Chambers said. The KC-46A program still faces other unresolved Category 1 deficiencies that involve the Remote Vision System (RVS) and the boom telescope actuator. The problem with the RVS is what the Air Force calls a “rubber sheet” effect that distorts the image on the visual display used by the boom operator during refueling operations. The actuator on the boom needs to be more sensitive to smaller receiver aircraft, such as A-10s and F-16s. Boeing has agreed to pay for the RVS design fix, while the Air Force will finance the design change to the actuator. “There's profound problems with the system,” Air Force Chief of Staff Gen. David Goldfein said March 3 during a Senate Armed Services Committee hearing. The service is certifying the aircraft to conduct airlift and medical evacuation missions. The plan is for the Air Force to employ the KC-46 in those roles while a long-term fix is being developed, Goldfein said. Goldfein told new Boeing CEO Dave Calhoun to focus on the KC-46 program, even as it is fixing the 737 MAX. Calhoun said the KC-46 is his top military priority. “I have seen a change in the behavior of that company since he took over, and so that's why we're more confident sitting here today that we have a serious fix on the table,” Goldfein said. “We're in final negotiations, so we can't go into any more detail than that.     Taking sides: Italian defense industry rep attacks Franco-German fighter deal

    By: Tom Kington ROME — Plans by France and Germany to team up on a next-generation fighter are an affront to Italy and will weaken the European Union, according to the head of an Italian defense industry association. In a strong attack on the Future Air Combat System, or FCAS, deal, Guido Crosetto told Defense News that Italy would seek closer ties with the U.K. as a consequence, despite the U.K.'s pending exit from the EU. “The fighter deal between Germany and France leaves all others on the margins. And since the only other country with equal industrial capabilities is Italy, the deal is clearly against Italy,” he said. “Have France and Germany tried to get the Italy involved? It doesn't look that way,” he added. “Additionally, if two European stakeholders strike deals together, how should the others react? This risks weakening the EU, while giving more justification to those trying to weaken the EU.” Crosetto is the head of the Italian defense industry association AIAD. After signing to pursue a joint fighter last year, France and Germany this month awarded home players Airbus and Dassault a first contract for a concept study worth €65 million (U.S. $73 million), while Safran Aircraft Engines and MTU Aero Engines announced a partnership to supply propulsion. The FCAS program covers both manned and unmanned aircraft, which are due in service from 2040 to replace French Rafale fighters and Eurofighters currently flown by Germany. Showing that Paris and Berlin do want additional partners, Spain signed up Feb. 14, stating it would become an equal partner on the program. But in the belief that Germany and France will call the shots, Crosetto said Italy would do well to sign up with the U.K. to work on the British future fighter known as Tempest. “A jilted partner has the right to look around for other partners, and the U.K. has asked us to join Tempest,” he said. Italy's junior defense minister, Angelo Tofalo, said in December that the country “needed to enter the program immediately.” Crosetto said he was not alarmed by the potential difficulty of doing business with the U.K. if and when it leaves the European customs union, which is due to happen this year. The split will be a headache for Italy's defense champion Leonardo, which owns facilities in the U.K. and would spearhead Italy's work on Tempest. “Brexit would mean more red tape for Leonardo but would not be a difficulty — the Italy-U.K. relationship would remain very positive,” he said. As Germany and France signal progress on FCAS, they are also drawing closer politically in the face of Brexit and the rise of populist governments in Europe, including in Italy. Last month, Italian Prime Minister Giuseppe Conte told Italian daily Corriere della Sera he was upset by France's offer to Germany to get it a permanent seat at the U.N. Security Council, despite long-term plans in Europe to give a new seat to the EU, and not to an individual country. Italy is already involved in a row with France over migrant quotas and Italian support for the gilet jaunes protesters in France, which have targeted the government of Emmanuel Macron. Crosetto said the current rift with Paris was not a cause of Italy's being sidelined on the fighter deal. “That predates the recent rows,” he said. The new Franco-German tie-up suggests the two countries will now look to work together on joint programs that can draw on cash made available by the new European Defence Fund, possibly isolating Italy.     India opens contest to supply more than 100 fighter jets

    NEW DELHI (Reuters) - India is seeking to buy around 110 fighter jets, the air force said in a request for information issued on Friday, marking the first step toward a long-delayed deal that could be worth more than $15 billion. Boeing (BA.N), Lockheed Martin (LMT.N), Saab (SAABb.ST) and Dassault Aviation (AVMD.PA) are among the manufacturers expected to compete. The aircraft must be built largely in India as part of Prime Minister Narendra Modi's drive to build a domestic industrial base. The air force said in a notice that “85 percent will have to be made in India by a Strategic Partner/Indian Production Agency”. Lockheed has offered to move its F-16 production line in Fort Worth, Texas, to India and make it the only plant worldwide to produce the F-16 for not only India but also other countries, said Vivek Lall, vice president, strategy and business development at Lockheed Martin. Lockheed has teamed with India's Tata Advanced Systems to build the planes locally while Sweden's Saab has entered into a partnership with the Adani Group, a resources conglomerate. The other contenders have not announced their local partners. The tender will be open for makers of both single engine and twin-engined combat jets, in a widening of the field. The Eurofighter Typhoon and Russian aircraft are also potential contenders under the new requirements. A spokesman for Dassault Aviation which makes the twin-engine Rafale declined to comment. Earlier, the defense ministry had sought expressions of interest from single-engine manufacturers which effectively restricted the contest to Lockheed's F-16 and Saab's Gripen fighter jets. But in February the government asked the air force to open up the competition to twin-engined aircraft, in the latest flip-flop in policy that has delayed the acquisition process for years and left the air force short of hundreds of planes. India began its search for new planes for the Indian air force in 2003 to replace its Soviet-era MiG fighters. The request for information is open until July, the air force said. A request for proposal will then be issued followed by bid evaluations and contract negotiations.
