First B-21 'Starting To Look Like An Airplane,' USAF Says

The first Northrop Grumman B-21 test aircraft in final assembly is “starting to look like an airplane,” a senior U.S. Air Force official said.

The first B-21 entered the assembly process last fall at Northrop's plant in Palmdale, California, and continues to make progress.

“The first test aircraft is being built, and it's starting to look like an airplane. Suppliers from across the country are delivering parts that are coming together now,” said Randall Walden, director of the Air Force's Rapid Capabilities Office, which is managing the B-21 development program.

But Walden also continued to emphasize that, although the program is proceeding well, the complexity of developing a modern combat aircraft can still cause setbacks.

“Aircraft programs will always have a few surprises early on, and we won't be any different, but overall the B-21 Raider is coming along nicely,” Walden said.

Walden's quotes appeared in a little-noticed news release issued by the public affairs officer for Air Force Secretary Barbara Barrett on Aug. 3. Barrett and Walden had accompanied Defense Secretary Mark Esper on a visit to Northrop's design and development headquarters in Melbourne, Florida.

“I am thoroughly impressed by the dedication and progress across the B-21 Raider team,” Esper said.

Gen. Timothy Ray, the head of Air Force Global Strike Command, also joined the tour.

“The progress I saw today further adds to my confidence that the B-21 Raider will preserve our long range strike and penetrating bomber capability,” Ray said.

The B-21 is not expected to achieve first flight until 2022 and arrive at operational bases until the mid-2020s.

    German Defence Ministry punts key US defense-cooperation projects to the next government

    By: Sebastian Sprenger COLOGNE, Germany — The German Defence Ministry will leave planned air defense investments and other high-profile programs involving U.S. vendors unresolved in the final months of the Merkel government, officials have told lawmakers. A Feb. 3 list of “important” but unfunded programs, as officials wrote, includes several trans-Atlantic defense efforts that have been simmering for some time. As a result, American contractor behemoths Lockheed Martin and Boeing are left to wait until a new government re-litigates Germany's defense acquisition posture sometime after the Sept. 26 election. Lockheed Martin, along with MBDA Deutschland, has been gunning for a contract on the TLVS missile defense program following more than a year of negotiations and several years of German-American co-development. The program's prospects turned dimmer last fall, as new requirements drove up costs. Unsurprisingly, TLVS now officially appears on the to-do list for the next chancellor. Notably, a project aimed at defending against short-range aerial threats, like drones or mortar fire, is also lacking a budget, defense officials wrote to lawmakers. Defence Minister Annegret Kramp-Karrenbauer late last year reframed Germany's air defense requirements as needing greater focus on drone threats, as evidenced by the Nagorno-Karabakh conflict. She said a wholesale evaluation of the entire weapons portfolio would determine the way ahead, including what systems the Bundeswehr needs to counter threats of different sizes from various distances. Whatever happened with the review, it appears it did not spur an appetite to start something new soon. That leaves Germany's fleet of Patriot systems, along with a limited order of counter-drone systems made by Kongsberg and Hensoldt aimed at fulfilling Germany's commitment to NATO for 2023, as the baseline equipment for the time being. Lockheed also must wait for what happens next in the Bundeswehr's heavy transport helicopter program, which is meant to replace the fleet of CH-53G models. The Defence Ministry effectively halted the acquisition process last fall after Lockheed and Boeing went over budget with their custom offers of the CH-53K King Stallion and the CH-47 Chinook, respectively. German defense officials recently requested information from the U.S. Defense Security Cooperation Agency about buying more standard, and presumably cheaper, versions of the desired aircraft instead. In response, Lockheed launched a formal protest, which is now on the docket of the Federal Cartel Office, as newspaper Die Welt first reported. Company officials said they want to get a ruling of whether Berlin walking away from the purchase altogether was in line with fair-competition rules. German acquisition laws make it difficult for companies to protest when the government chooses not to award any contract at the end of a competition, said Christian Scherer, a public procurement expert with the law firm CMS Germany in Cologne. “Generally speaking, you can't force the government to buy anything,” he said. “But bidders might have compensation claims.” Judging offers as economically unfeasible, for example, could qualify as a valid reason for the government to withdraw, Scherer told Defense News. At the same time, there is a legal path if companies suspect abusive implementation of the rules, especially if the government's requirements remain the same, he added. Those rules exist to protect offerers against favoritism and other forms of manipulation. “You can't go ahead and compete the same thing with the intention to award the contract to your preferred bidder.” Finally, Germany's long-term campaign of replacing its fleet of Tornado combat aircraft will remain untouched during the final months of the Merkel era, according to the Defence Ministry. Defense officials last spring settled on a mixed fleet of mostly Eurofighters plus a smaller number of Boeing-made Super Hornets for electronic warfare and nuclear missions. The decision has morphed into something more akin to a mere recommendation that would require years to play out, leading Eurofighter maker Airbus to hold out hope that U.S. manufacturers can be entirely kept out of the business when all is said and done. Tobias Lindner, a Green Party member of the Budget and Appropriations committees in the Bundestag, said the list of unfunded programs is “almost more interesting” than the acquisitions considered doable by the time the Bundestag session ends in late June.     UAE launches ‘Edge’ conglomerate to address its ‘antiquated military industry’

    By: Agnes Helou ABU DHABI, United Arab Emirates — The United Arab Emirates has launched a government-owned company meant to position the country as a global player in advanced technology that can address the threat of hybrid warfare and streamline the local defense industry. The crown prince of Abu Dhabi and the deputy supreme commander of the UAE Armed Forces, Mohamed bin Zayed Al Nahyan, led the inauguration ceremony of the new entity, known as Edge. “The solution to address hybrid warfare lies at the convergence of innovations from the commercial world and the military industry. Established with a core mandate to disrupt an antiquated military industry generally stifled by red tape, Edge is set to bring products to market faster and at more cost-effective price points,” said Faisal Al Bannai, CEO and managing director of Edge. With a combined annual revenue of $5 billion, Edge employs more than 12,000 individuals, and it will consolidate a number of companies and other entities totaling 25 subsidiaries. Those subsidiaries include Nimr, AMMROC, Abu Dhabi Ship Building, Al Tariq, Caracal, Emirates Advanced Research and Technology Holding, ADASI, Al Hosn, Al Jasoor, Al Taif, APT, Beacon RED, EPI, ERS, ETS, GAL, Halcon, Horizon, Jaheziya, Knowledge Point, Lahab, Remaya, and Sign4l. Edge will also adsorb Emirates Defence Industries Company, Tawazun Holding as well as Advanced Investments Group. “The conglomerate will manage effectively the five clusters it has, through the chief executive of each entity who will report to the chief executive of the cluster within the conglomerate,” Al Bannai told Defense News. Those five focus areas are platforms and systems; missiles and weapons; cyber defense; electronic warfare and intelligence; and mission support. The executive said ongoing contracts signed by the subsidiaries before Edge's creation will continue as usual. "With respect to new contracts, they will be signed by Edge if they are strategic deals, and others will be signed by the subsidiary entity depending on the type of the contract,” he added. “EDGE will invest extensively across [research and development], working closely with front-line operators to design and deploy practical solutions that address real-world challenges.” Lockheed Martin's Middle East chief executive, Robert Harward, praised the creation of Edge as “a great opportunity for Lockheed Martin and other partners to engage with the UAE in a new and innovative way.” “Today's announcement is indicative of the UAE's growing defense and technology ecosystem,” Harward said. "We look forward to working with Edge and helping them expand their capabilities through effective partnerships.” The conglomerate will develop partnerships with original equipment manufacturers and defense contractors, small and medium enterprises, and academia, according to an Edge news release. The company also said it will seek industry experts and talent from around the globe to help on a wide spectrum of modern product development related to its five clusters.     The Air Force’s robot pilot returns to the skies

    Nathan Strout A developmental robot pilot that transforms manned aircraft into unmanned systems is flying again after the Air Force Research Laboratory took its ROBOpilot out for a test flight at Dugway Proving Ground, Utah, Sept. 24. ROBOpilot's name belies the simplicity of the program. In order to turn a manned aircraft into an unmanned one, AFRL simply replaces the human pilot with a robot who interacts with the aircraft controls the same way a human would: it can pull the yoke, press pedals to control rudders and brakes, adjust the throttle and flip switches. In addition to the robot's own internal GPS and inertial measurement unit, the system scans the gauges on the dashboard for information about the aircraft and its position, processing that information with a computer to independently fly the plane. Importantly, ROBOpilot requires no permanent modifications. All operators need to do is remove the pilots' seats and replace them with ROBOpilot. And if users determine that they want to return the aircraft to a manned mission, ROBOpilot is simply removed and the pilots' seats are reinstalled. The robotic system is the result of a Small Business Innovative Research (SBIR) award granted to DZYNE Technologies by the AFRL's Center for Rapid Innovation (CRI). Despite a successful first flight in August 2019, the system was later grounded after it maintained damage during a landing mishap. “The CRI and DZYNE team analyzed the findings and incorporated the recommendations to ensure the success of this latest test,” said Marc Owens, CRI's program manager for ROBOpilot. “We determined the cause of the mishap, identified the best course of corrective action and we're very pleased to be flight testing again.” Since then, ROBOpilot has been cleared to fly again and installed in a new Cessna 206. On Sept. 24, the system returned to the skies for a 2.2 hour test flight over Utah. “Since this is a completely new build with a different Cessna 206, we re-accomplished the flight test points completed on our first flight last year,” Owen explained. “ROBOpilot is too good an idea to let the mishap derail the development of this technology.” https://www.c4isrnet.com/unmanned/2020/09/28/the-air-forces-robot-pilot-returns-to-the-skies/
