Federal auditor general to dive into contentious fighter-jet 'capability gap'

Study will also look at how Canada will meet its 'obligations as it transitions to a new fighter fleet'

Canada's auditor general has started to dig into one of the Trudeau government's most contentious claims, upon which rests the fate of hundreds of millions of taxpayer dollars: that the country is facing an urgent shortage of fighter jets.

The claim was first made in November 2016 when the Liberals announced that Canada didn't have enough fighter jets to defend North America and simultaneously meet the country's NATO commitments, and that a stopgap was urgently needed until the entire CF-18 fleet could be replaced.

The government originally planned to buy 18 interim Super Hornets from Boeing for $6.4 billion before the deal was scuttled late last year in favour of buying 25 used jets from Australia for $500 million.

But critics, including opposition parties and former air force commanders, accuse the government of fabricating an urgent "capability gap" — as the shortfall is known — by changing the military's requirements to avoid having to buy the F-35 stealth fighter.

Auditor general Michael Ferguson is now scrutinizing this "capability gap" as part of an overall fighter-jet review, according to an internal memo written by officials at the federal procurement department and obtained by The Canadian Press through access to information legislation.

The memo to Public Services and Procurement Canada deputy minister Marie Lemay references a meeting with Ferguson's staff in December in which they laid out the objectives of their audit.

    Liberals set to break promise to buy back ‘all’ assault weapons in Canada

    The Liberal government is walking back an election promise to buy back “all" military-style assault rifles in Canada, opting instead to allow current owners to sell their weapons to the government or to keep them under a grandfathering process, federal officials say. The measure is set to anger both sides of the gun-control debate, who are already polarized over the looming ban of a number of semi-automatic weapons. The partial buyback program is the latest example of the Liberal Party of Canada promising strict gun-control measures during an election and then backing off in government. Under grandfathering, new weapons sales will be stopped, but current owners will be allowed to keep their banned weapons at home under certain conditions. The broad details of the buyback program were provided by federal officials, whom The Globe and Mail is not identifying because they were not authorized to speak publicly on the matter. Alison de Groot, of the Canadian Sporting Arms and Ammunition Association, said a partial buyback program is “bad public policy” and doesn't make sense. “It is totally ineffective and a waste of taxpayer dollars,” she said. “Canadians will not be safer.” Nathalie Provost, who was hit by four bullets during the 1989 École Polytechnique massacre in which 14 women died, said a partial buyback is another disappointment in her 30-year battle for gun control. She said she understands the logistical difficulties of a full buyback, but blamed the situation on a series of failures by successive governments to enact strong gun-control measures. She was particularly critical of the elimination in 2012 of much of the federal long-gun registry under the previous Harper government. “I'm so angry, you can't imagine,” said Ms. Provost, who is part of a gun-control group called Poly Remembers. As previously reported by The Globe, the federal government is implementing its election promise to ban military-style assault rifles in Canada. The government expects that banning the nine platforms and their variants will scoop up close to 1,500 different models in the country, totalling tens of thousands of individual firearms. In addition to the nine platforms, prohibitions are expected to be placed on guns with a muzzle energy exceeding 10,000 joules, which would snare .50-calibre sniper rifles, and those with calibres in excess of 20 millimetres, a rare grade of firearm that includes some grenade launchers. “Those are the only two prohibitions that make sense,” said A.J. Somerset, author of Arms: The Culture and Credo of the Gun and a former gunnery instructor with the Canadian Forces. “They seek to ban things around specifications. Going after individual models perpetuates the same failed approach." Mr. Somerset said that prohibiting specific models resembles a push in the 1990s to crack down on semi-automatic assault-style rifles under then-prime minister Jean Chrétien. Rather than passing comprehensive legislation, the government of the day sought to stamp out “military-style assault weapons” by identifying gun models through order-in-council. According to RCMP briefing notes, the orders-in-council were intended to be updated continually as new guns arrived on the Canadian market. For the most part, that never happened and gun manufacturers easily switched production to firearm models that circumvented the regulations. “As soon as they prohibit one model, other models will become popular – it's whack-a-mole,” said Alan Voth, a gun forensics consultant and retired RCMP firearms analyst. Mr. Voth said the 1990s prohibitions made Canada's classification system so convoluted that regional RCMP forensics labs would often disagree with one another over how certain firearm models should be classified. The government eventually centralized classification duties in Ottawa, in part to overcome regional discrepancies. Unlike the coming ban on specific assault-style weapons, the buyback program, and further gun-control measures being prepared by Ottawa, will need to be enacted through new legislation and are only scheduled to take effect next year. It remains unclear how much the buyback program will cost, but Ms. de Groot said the Liberals “grossly underestimated” the cost when they provided a $250-million price tag during the election. In a statement, Conservative MP Pierre Paul-Hus accused the government of using the “immediate emotion” of a recent mass shooting in Nova Scotia to “make major policy changes” such as the ban on assault weapons. The NDP and the Bloc Québécois both said they support a ban of assault weapons.     U.S. should follow Canada's lead in placing far right groups on terror list, says report

    DAVID PUGLIESE, OTTAWA CITIZEN The U.S. should follow Canada's lead in putting far-right extremist groups on its list of outlawed terrorist organizations, a new report on the danger of the white supremacist movement recommends. There is also a growing trend for white supremacist groups to seek military training and experience in foreign conflicts, particularly in Ukraine, warns the New York-based Soufan Center in its report “White Supremacy Extremism: The Transnational Rise of The Violent White Supremacist Movement. U.S. government efforts to fight white supremacy extremism (WSE) are lacking despite the increasing danger it poses, the report pointed out. “White supremacy extremism is a transnational challenge — its tentacles reach from Canada to Australia, and the United States to Ukraine – but it has evolved at a different pace in different parts of the world,” noted the report. “To make serious progress, the United States should consider building upon Canada and the United Kingdom's leadership by sanctioning transnational WSE groups as foreign terrorist organizations.” The report specifically pointed to Canadian efforts against the international neo-Nazi network called Blood & Honor. In June, Canada for the first time added right-wing extremist groups to its list of terrorist organizations. Blood & Honor as well as its armed branch, Combat 18, which has carried out murders and bombings around the world, were both put on the list. Blood & Honor was founded in the United Kingdom in the late 1980s but has supporters in Canada. By designating white supremacist groups as international terrorists, the U.S. government could hinder the travel of their members and prosecute individuals for providing material support to designated groups. In 2018 white supremacist extremists were connected to 50 murders in the U.S. The Soufan Center, created by former FBI agent Ali Soufan who was involved in a number of counter-terrorism cases, also warned white nationalists have been traveling to Ukraine to learn combat skills. Such recruits are on both sides of the conflict between Ukraine and pro-Russian separatists and an estimated 17,000 foreigners from 50 countries have gone to fight in that war, it added. “In Ukraine, the Azov Battalion has recruited foreign fighters motivated by white supremacy and neo-Nazi beliefs, including many from the West, to join its ranks and receive training, indoctrination, and instruction in irregular warfare,” the report outlined. The Azov Battalion has been formerly incorporated into the Ukrainian military, at least in theory, the report added. But the battalion has cultivated a relationship with members of the Atomwaffen Division, a U.S.-based neo-Nazi terrorist network. In late September police arrested a U.S. Army soldier in Kansas for allegedly sharing bomb-making instructions online and discussing attacks on the news media, left-leaning activists and former U.S. Congressman Beto O'Rourke. The soldier, Jarrett William Smith, was interested in joining the Azov Battalion in Ukraine, according to the FBI. He was corresponding with another man in Texas who had fought in Ukraine for a right-wing extremist organization. In June 2018 Canadian government and military officials in Ukraine met with members of the Azov Battalion, which earlier that year had been banned by the U.S. Congress from receiving American arms because of its links to neo-Nazis The Canadians were photographed with battalion members, images which were shared on the unit's social media site In a statement to this newspaper Department of National Defence spokesman Dan Le Bouthillier said the meeting was planned by Ukrainian authorities and Canadian representatives had no prior knowledge of those who would be invited. “Canada has not, does not, and will not be providing support to Azov and affiliated entities,” Le Bouthillier said. “Canada is strongly opposed to the glorification of Nazism and all forms of racism, racial discrimination, xenophobia, intolerance and extremism.” The Soufan Center report also noted that Russian neo-Nazis have links with white supremacists in western nations.     Canadian air chief looks to speed up up fighter buy

    DUBAI — Canada will kick start its competition for a future fighter jet in 2019 with the hopes of awarding a contract by 2021, but the head of the Royal Canadian Air Force wants the process to move as quickly as possible. “The plan right now is to have a request for proposal out to industry by 2019. we're in discussions and have been in discussions with a number of the people who are considering competing for that, and what I'd like to see is that accelerated as much as possible,” said RCAF commander Lt. Gen. Michael Hood, in an exclusive interview with Defense News. “A 2019 RFP would get us into contract probably by 2021, and certainly my advice to government is the sooner the better.” The RCAF wants to procure 88 fighter jets to replace its current inventory of aging 76 F/A-18 Hornets, which are nearing the end of their lifespans. Canada is an international participant in the F-35 joint strike fighter program and has helped pay for the development of the aircraft. But Prime Minister Justin Trudeau vowed not to procure the F-35 during his campaign, and his government has opened up the competition to industry instead of moving forward with a sole-source acquisition. The Eurofighter Typhoon, Dassault Rafale, Boeing Super Hornet and Saab's Gripen E are all projected to compete for the opportunity. To bridge the gap between its Hornet fleet and a future fighter, the RCAF initially intended to procure 18 F/A-18 Super Hornets from Boeing — a move some analysts speculated could trigger a larger procurement later on. However, the Canadian government suspended the deal due to Boeing's legal complaint against Canadian aerospace company Bombardier over its commercial business. With a Super Hornet buy unlikely as long as Boeing and Bombardier feud, and Trudeau's promise not to buy the F-35, U.S. defense experts worry that Canada could be driven into the arms of a European fighter manufacturer, thus eroding Canada's long tradition of flying U.S. jets — a move that increases the militaries' interoperability. However, Hood stated that interoperability with the United States continues to be “the most important thing to me as command of the Royal Canadian Air Force.” “Every step less of interoperability is one step less of effectiveness, so interoperability is right at the top of the list beside operational advantage,” he said. “I want the young men and women that are going to be flying fighters into harm's way to have an operational advantage, and that will be key to me in the competition that's coming.” That need for interoperability with the U.S. Air Force does not diminish the chances of European fighters, he added. Canada continues to investigate alternative ways to acquire an interim fleet of F/A-18s, including potentially buying used Hornets from Australia. However, a potential deal for Super Hornets with Boeing is still on the table, Hood said. “I think the government has been presented with the FMS case for Boeing. And as they're looking at options, that's one option,” he said. “The Australian aircraft are another, and the government has not made a decision yet.” If the RCAF moves forward with a used Hornet buy from Australia, it will have to extend the lives of the airframes, which are meeting their structural ends, Hood noted. That business would likely go to L3 Technologies, which has done life extension work on the Canadian F/A-18s in the past. But Canada would still be able to acquire the aircraft “within the next couple of years” once a decision is made. Lockheed officials have said that if Canada ultimately decided not to procure the F-35, it could end its industrial partnership with Canadian firms — which totals 110 Canadian companies with $750 million in contracts, according to Lockheed — that already help manufacture the F-35. However, asked whether Canada was concerned about losing that business, Hood demurred. “I'm not privy to the industrial aspects of our partnership with Lockheed Martin,” he said. “What I can say is Lockheed Martin is a fantastic partner for Canada and for the Royal Canadian Air Force, has been for years.
