F-35 Fighter Jets Need An Engine Upgrade; Pentagon Awards Contract To Pratt & Whitney

Under the F-35 Joint Strike Program, Pratt and Whitney announced that it has been awarded a $1.5 million contract for the study of F135 modernisation study and operational assessment.

Pratt & Whitney, a division of Raytheon Technologies Corporation, will assess F135 engine enhancements required to support future F-35 weapon system capability requirements across all F-35 variants beginning with Block 4.2 aircraft.

“Designed with the knowledge that operational environments will evolve and threats will advance, the F135 is postured to meet future F-35 capability requirements,” said Pratt and Whitney in a statement.

The study would concentrate on enhancements addressing improvements to up and away thrust, powered lift thrust, power and thermal management capacity, and fuel burn reduction. Reportedly, the study will be completed in March 2021.

“This award is a significant milestone for the programme and the warfighter, as we look to ensure the F135 propulsion system continues to provide the foundation for all air vehicle capability requirements over the full lifecycle of the F-35,” Pratt & Whitney Military Engines President Matthew Bromberg said.

Lockheed Martin's F-35 Lightning II fighter aircraft is single-seat, single-engine, all-weather stealth multirole combat aircraft. The F135 engine is used in all three variants – the F-35A CTOL (Conventional Takeoff and Landing), F-35B STOVL (Short Takeoff and Vertical Landing) and F-35C CV (Carrier Variant).

The F135 engine is capable of delivering more than 40,000 lbs. of thrust. The F135 has evolved from the proven F119 engine, which exclusively powers the U.S. Air Force's F-22 Raptor, and features best-in-class single-engine reliability, fifth-generation stealth capabilities as well as advanced prognostics and health management systems.

    Germany picks its lead vendor for European tactical radio program

    By: Sebastian Sprenger COLOGNE, Germany – The German defense ministry has designated radio specialist Rohde und Schwarz as the national lead toward the development of a tactical radio for European land forces. The designation follows German lawmakers' approval late last year to join the European Secure Software Defined Radio, or ESSOR. The project aims to unify radio equipment operated by land forces on the continent, eventually replacing national variants with a common system. Having hardware that allows multinational troops to communicate seamlessly on the battlefield is a key premise of the European Union's push for greater military prowess. The ESSOR program, founded in 2008, is managed by OCCAR, a pan-European defense-acquisition agency. Besides Germany, the other members of the radio program are Finland, France, Italy, Poland and Spain. Their national industry leads are, respectively, Bittium, Thales, Leonardo, Radmor and Indra. All companies are represented in the a4ESSOR joint venture. Rohde und Schwarz joins the effort as the “Operational Capability 1” phase, centered on a high data rate waveform, has been underway since 2017. That stage “defines the joint development and updating of an interoperable, trustworthy, robust and wideband radio waveform for connected armed forces,” the company said in a statement. The Munich-based company plans to bring its SOVERON D radio to the program, which is slated for delivery to the German armed forces sometime this year. The European radio program also has its feet in the pool of PESCO initiatives, designed to foster multinational defense projects within the bloc by ways of subsidies from the envisioned European Defence Fund. Under the EU umbrella, officials hope to develop additional waveforms, “for example for specific use cases for air-based operations,” reads the Rohde und Schwarz statement.     Latvia relaunches ground vehicle competition following industry complaints

    By: Aaron Mehta WASHINGTON — In recent years, the Baltic nation of Latvia has gone on a modernization spending spree, putting down cash for new Black Hawk helicopters, self-propelled howitzers, reconnaissance vehicles and anti-tank weapons. But there's another platform competition on the horizon, with officials in Riga having relaunched a stalled contest for tactical wheeled vehicles. In 2018, Latvia's Ministry of Defence awarded to Finland's Sisu Auto a €181 million (U.S. $197 million) deal for four-wheel drive armored vehicles. But the contract was overturned in early 2019 by a government watchdog after two bidders — AM General from the United States, and South Africa's Paramount Group — filed complaints over the process. Turkish firm Otokar had also bid on the program at the time. The recompete has seen offers from more than 10 companies for what will be a government-to-government agreement for a final contract. The price for the new contract will depend on the eventual winner and is not locked in at the Sisu contract level. Speaking to Defense News in September, Janis Garisons, state secretary for the MoD, said it's unlikely the government will reach a decision on the winner of the competition in the short term. “What we have to do, we will test the vehicles, because we want to ensure we are looking at vehicles fit for our terrain, that can drive into our forests and we are not [getting] stuck on the roads,” said Garisons, who is the No. 2 official at the ministry. “We will look also at the industrial part because we very much interested to have [the] ability to maintain those vehicles.” The last point is key, as Latvia is concerned about the ability to maintain its new purchases, something the country has struggled with, according to Garisons. “We don't want to be in that situation anymore.” The country is also focused on building up its domestic industrial base so that much of the maintenance on its new equipment can be done in-country, in case of conflict. Along those lines, the competition for a four-wheel drive vehicle is likely be the last big platform purchase for a while, as the ministry is turning its attention toward procurement efforts to benefit training and sustainment. “Now we face trying to implement everything and put [them] into service. This takes time, and of course all logistical tails, which goes with that,” he said. “Therefore, we now have to concentrate more on — it's not very fancy things, but basically the training is going on already on all those capabilities that [have been bought], but now we have to ensure all the logistical issues are solved and maintained and sustainment is ensured.” Regarding research and development, Latvia is working on a joint effort with Estonia to produce unmanned ground vehicles. “That is something for the future capabilities.
