Ensuring Future Air Power Capability - Key to European and National sovereignty

June 9, 2020 - Contested environments: Threat levels are rising due to the increasing development and dissemination of Anti Access/Areal Denial means. European air forces and navies need to prepare themselves for potential large scale high tempo operations in contested environments. To maintain air superiority and minimize attrition levels, Europe's Future Combat Air System (FCAS) will be a system of systems leveraging manned and unmanned collaborative combat, bringing the next level of Air Power.

Decisive tactical edge: FCAS will ultimately require a New Generation Fighter in 2040, which will be more sophisticated with very low observability, cutting edge passive and active sensors, on board smart applications and human machine collaboration. Such a New Generation Fighter will be a battle management platform capable of operating deep within enemy space. When teaming with unmanned modular platforms, named Remote Carriers, New Generation Fighters will have the needed scalable and flexible force multipliers to open new fields of tactics based on deception and numeric superiority.

Accelerated operational tempo: European air forces and navies will need to accelerate the operational tempo to complete OODA (Observe Orient Decide Act) loops faster than the adversary and take control of the situation. The interoperable Air Combat Cloud will provide common situational awareness by instantaneously capturing, sharing, merging and processing massive amounts of data from all connected manned and unmanned platforms. The Air Combat Cloud's warfare analytics and real-time coordination will provide better situational awareness, tactical options, decisions and collaborative effects to speed-up the OODA loop.

Better effects paths: Operating as a system of systems orchestrated by an Air Combat Cloud, FCAS will allow the OODA loop to be distributed across platforms allowing the dynamic combination of sensing, shooting and battle management capabilities. With a distributed OODA loop, FCAS will provide European air forces and navies with better, faster and more resilient effects paths under human supervision.

Incremental journey: FCAS will be an incremental journey. In a world with increasing threats, Airbus and its industrial partners need to start providing from 2025 the first capabilities to maintain European and National sovereignty. FCAS will lead to a doctrinal and technological change. Using such new capabilities will be a huge challenge for European air forces and navies, which cannot be instantaneously achieved. New doctrines, processes and skills need to be gradually developed in alignment with the planned arrival of FCAS capabilities and meeting the related technological challenges. FCAS will require a step by step approach to be jointly tackled by European air forces, navies and industry.

    NAVY Rightstar Inc., Vienna, Virginia, is being awarded a multiple-award, firm-fixed-price Department of Defense (DoD) Enterprise Software Initiative (ESI) blanket purchase agreement (BPA) in accordance with the firms' General Services Administration (GSA) Federal Supply Schedule contracts. The potential estimated value of this category of BPA is $820,450,000. This agreement is being awarded as part of a multi-reseller/multi-software publisher software category management award for commercial off-the-shelf information technology asset management software; software maintenance support; information technology professional services; and related services in support of DoD ESI and under the direction of Office of Management and Budget, Enterprise Software Category. The software publisher under this agreement is Nlyte. The BPA provides for the purchase of Nlyte products and services by the DoD, U.S. intelligence community, and the Coast Guard worldwide. The ordering period will be for a maximum of 10 years from Nov. 1, 2019, through July 11, 2029. This BPA is issued under DoD ESI in accordance with the policy and guidelines in the Defense Federal Acquisition Regulation Supplement, Section 208.74. This BPA will not obligate funds at the time of award. Funds will be obligated as task orders using operations and maintenance (DoD) funds. Requirements will be competed among the awardees in accordance with Federal Acquisition Regulation 8.403-3(c)(2), and the successful contractor will receive firm fixed-price orders. This BPA was competitively procured via the GSA E-Buy web site among 679 vendors. Two offers were received and two were selected for award. Naval Information Warfare Center Pacific, San Diego, California, is the contracting activity (N66001-20-A-0006). Northrop Grumman Systems Corp. - Marine Systems, Sunnyvale, California, is awarded a cost-plus incentive-fee $77,377,019 contract modification (P00002) to a previously awarded contract (N00030-19-C-0015) for technical engineering services, design and development engineering, component and full scale test and evaluation engineering, and tactical underwater launcher hardware production to support the development and production of the Common Missile Compartment (CMC).     Malaysia to launch competition for drones and manned maritime patrol aircraft

    By: Mike Yeo MELBOURNE, Australia — Malaysia is moving ahead with its plans to acquire much-needed manned and unmanned aircraft to enhance maritime security, with the Southeast Asian country announcing that it will be issuing separate tenders for each type. The Aug. 25 announcement comes in the wake of its coast guard killing a Vietnamese fisherman following a confrontation off the Malaysian coast. And both countries along with China were recently involved in a three-way standoff over oil exploration in a part of the South China Sea claimed by all three nations. According to the tender announcement, Malaysia is seeking two maritime patrol aircraft and three medium-altitude, long-endurance unmanned aerial systems. The announcement was sent to “selected embassies” and published in two of Malaysia's national newspapers as well as the government's online tender portal. The government said the full tender documents will be available Sept. 3 and that interested parties must submit bids no later than Nov. 26. This announcement confirms earlier reports that Malaysia will split its requirement for maritime patrol aircraft and maritime UAS into two tranches, with this first tranche coming under the country's 2021-2025 five-year spending plan. Under its Capability 55 plan, the Royal Malaysian Air Force has an eventual requirement for four maritime patrol aircraft and six UAS to improve maritime domain awareness. Potential manned aircraft in the running include Leonardo's ATR 72MP, Airbus' C-295, PTDI's CN-235, Boeing's P-8A Poseidon and Kawasaki Heavy Industries' P-1. However, it's unlikely P-8A or P-1 will be chosen due to their respective costs. The drone requirement is likely to attract interest from General Atomics with its MQ-9 Reaper; Aviation Industry Corporation of China with its Wing Loong family of systems; Leonardo with the Falco; and Turkish Aerospace Industries' Anka series. Malaysia is one of six claimants to the Spratly Islands in the South China Sea, and it has faced other maritime issues such as piracy and smuggling. Despite its desire to bolster its maritime patrol fleet, Malaysia's fiscal troubles and political uncertainty has stymied efforts to acquire new aircraft. The country has undergone two changes in government since then-Defence Minister Hishammuddin Hussein gave the go-ahead to acquire a new maritime patrol aircraft type in September 2017. The program has since languished like much of Malaysia's other defense procurement programs. The Royal Malaysian Air Force currently operates three Beechcraft B200T King Airs in a maritime surveillance role, while the U.S. government has started deliveries of six Insitu ScanEagle drones to the Royal Malaysian Navy, donated using funding from the U.S. Maritime Security Initiative. The American program aims to improve maritime domain awareness capabilities of partner countries in the Asia-Pacific region.     First trans-Atlantic drone flight is set to leave from North Dakota

    By: The Associated Press   GRAND FORKS, N.D. — Officials say the first trans-Atlantic flight by a medium-altitude, long-endurance unmanned aircraft is set to take off from an aviation park in North Dakota. The General Atomics Aeronautical Systems Inc. drone is scheduled to leave from the Grand Sky park at the Grand Forks Air Force Base Tuesday afternoon. The flight will cover more than 3,000 miles before landing in Gloucestershire, England, where the Royal Air Force is holding its centennial celebration. The aircraft is an MQ-9B, which is 38 feet long with a wingspan of 79 feet. The plane recently flew continuously for more than 48 hours.
