Deputy Secretary General reiterates NATO’s commitment to responsible innovation in defence and security

NATO Deputy Secretary General Mircea Geoană addressed the Responsible Innovation Defence and Security Conference in Brussels on 27 November 2023 and thanked Belgium, the Netherlands and Luxembourg for organising the event, together with the NATO Emerging Security Challenges Division. He said that new technologies can transform our lives for the better in countless ways, but like any new technology, they bring risks, including to our security. Mr Geoană said that it is vital to develop these technologies responsibly and respecting our values - freedom, democracy, human rights and the rule of law.

    European nations should shape their air-combat fleets to support the F-35, US analysts say

    By: Sebastian Sprenger COLOGNE, Germany — European NATO nations without the fifth-generation F-35 combat jet should mold their fleets to complement the U.S.-developed aircraft in future operations, according to a new report commissioned by U.S. European Command. The analysis, done by the think tank Rand and published Oct. 22, ascribes such a vital advantage to the F-35′s stealth and sensor-fusion features that the jet would be the only aircraft suitable for an initial contact with Russian forces in the event of a conflict. Following that logic, European nations that have already signed up for the Lockheed Martin-made jet should hone their tactics toward that initial engagement, and countries with less advanced aircraft should strive to maximize their ability to complement such an operation, the authors argued. The United Kingdom, the Netherlands, Denmark, Norway, Belgium and Italy are European NATO members in various stages of getting F-35 aircraft. One tier below that, in the eyes of Rand analysts, are countries like Germany or France whose Eurofighter and Rafale fleets, respectively, have sensors advanced enough to be considered “fourth-generation-plus” aircraft. The report's recommendations are based on the hypothetical premise of a Russian land grab on the alliance's eastern flank. “One common scenario considers a calculation by the Russian government that Russia could leverage a regional imbalance in ground forces to occupy some slice of NATO territory, employ air defenses to stave off allied air forces, present a fait accompli similar to that seen in Crimea, and politically divide NATO by calling for negotiations,” the document stated. “The ability of European fifth-generation fighters to penetrate Russian air defenses and make significant combat contributions from the opening hours of a response — at the vanguard — would most likely challenge the logic behind this scenario, improving deterrence by increasing the Russian risks associated with this approach.” The observation follows the belief, which the authors propose is shared by Russia, that NATO forces have the upper hand in air-combat capability, whereas Moscow has the lead in ground forces. To be sure, the Rand analysis covers only one dimension in a potential confrontation with Russia. Air and naval assets as well as cyber weapons for information warfare would also shape the battlefield in potentially unpredictable ways, not to mention any surprise capabilities that either side could throw into the mix to nullify the opponent's technological advantage. The problem for European nations' fourth-generation and “fourth-generation-plus” aircraft, which lack stealth capabilities, is the inability to get close enough to targets without getting shot down by sophisticated air defense weapons, according to Rand. The key to making the best of the continent's aircraft mix is developing the fleets with greater interoperability in mind, the analysts argued. In that sense, non-stealthy combat planes, which typically can carry more weapons than the F-35, still have an important role to play after more advanced fighters clear any ground-based threats. European nations are studying two versions of a sixth-generation weapon for air combat, namely the Tempest project (led by the U.K.) and the Future Combat Air System (led by France and Germany).     Australia invests in advanced maritime weapons, minehunters

    By: Nigel Pittaway MELBOURNE, Australia — Australia's defense minister announced initiatives Monday that will fund early development work on a range of advanced guided weapons and new mine countermeasures/hydrographic ships for the Royal Australian Navy. The guided weapons program, to be developed under Project Sea 1300, is part of a 20-year, AU$24 billion (U.S. $19 billion) investment in maritime weapons that will deliver long-range anti-ship missiles, extended-range surface-to-air missiles, advanced lightweight torpedoes and maritime land-strike capabilities to the Navy. Under Project Sea 1300, the Australian government will continue to invest in the international development program for the Evolved Seasparrow Block 2 surface-to-air missile. Funds will also be used to further develop the SM-2 Block IIIC and SM-6 Block I missiles. The weapons upgrades will be integrated into the Navy's current and future major surface combatant fleet, beginning with the eight Anzac-class frigates, which are undergoing a series of upgrades via a midlife capability assurance program. “All of these new weapons will enhance the protection of our maritime resources and also our nation's border. They will also hold potential adversaries out to much greater distances — up to 1,500 kilometers [932 miles],” Defence Minister Linda Reynolds said. Reynolds added that the investment is in line with the recent Defence Strategic Update, which noted that “a number of nations” in the Asia-Pacific region are developing maritime capabilities, including sophisticated long-range strike weapons. “These announcements are not about any one nation in particular. They are about ensuring Australia has the sovereign capability in the maritime, land and air domains to protect our nation from any potential threats,” she said. Reynolds also announced that the government will acquire eight new, role-adaptable ships for mine countermeasures and hydrographic missions under Project Sea 1905. The new ships will be a variant of the Arafura-class offshore patrol vessels currently under construction for the Navy and will be built at Henderson in Western Australia. The government previously promised to build three vessels for the mine countermeasure and hydrographic roles; the new commitment for five more ships will attract an additional investment of AU$5 billion. “[The Department of] Defence has also released an invitation for Australian industry to provide us with a toolbox of robotic and autonomous systems for these eight new vessels,” the minister said. “And I would encourage all Australian companies — and we have many companies who are at the leading edge of autonomous systems, vehicles and vessels — to have a look at this and to work with Navy to develop options,” she said. https://www.defensenews.com/naval/2021/01/26/australia-invests-in-advanced-maritime-weapons-minehunters/
