    Air Force Research Laboratory Tests UAS Traffic Control System

    Mike Rees The Air Force Research Laboratory (AFRL) has announced that, in conjunction with the Ohio Unmanned Aircraft Systems Center, it will begin testing groundbreaking aviation technology at the Springfield-Beckley Municipal Airport. The Federal Aviation Administration (FAA) recently confirmed that new technology developed in collaboration between AFRL and the State of Ohio – called SkyVision – safely, accurately, and effectively allows UAS to detect and avoid other aircraft while in flight. The validation of this aviation technology led the FAA to grant AFRL a certificate of authorization to test defense-related drone technology without reliance on a visual observer or chase aircraft. Typically, drones can only fly within the uninterrupted line of sight of the person operating the UAS, but this special waiver allows AFRL and the Ohio UAS Center, which is part of the Ohio Department of Transportation's DriveOhio Initiative, to use SkyVision to test drones beyond the visual line of sight within a 200 square-mile parcel of unrestricted airspace near the Springfield-Beckley Municipal Airport. “As our country steps more and more into the unmanned age of flight, this technology is on the forefront of the aviation frontier, making Ohio a critical national asset for the research and development of UAS technology,” said Ohio Governor Mike DeWine. “This also opens the door for commercial companies to work with Ohio, AFRL, and the FAA to test their own UAS-related technology using our SkyVision detection system. This is a major step in revolutionizing the transportation industry, with Ohio leading the way in aerospace, defense, and aviation innovation.” “This is an important development in the progression of unmanned aircraft,” said Major General William Cooley, Commander of AFRL at Wright-Patterson Air Force Base. “This waiver provides the latitude to test beyond-line-of-sight keeping AFRL on the leading edge of world-class research and accelerates the delivery of technology that makes a difference to the warfighter.” “By enabling our lower-altitude airspace for advanced modes of transportation, we'll be able to facilitate new opportunities around advanced autonomous aircraft research and development,” said Lt. Governor Husted. “This will bring investment to Ohio and solidifies Ohio's position as a world-recognized leader in aviation technology.” Ohio's SkyVision detection system could potentially be used by the state to develop and test UAS technology to assist citizens in the event of a natural disaster or to significantly enhance the capability of search and rescue teams to find missing persons in time-critical situations. Commercial companies, such as those looking to use drones to survey damaged infrastructure or hoping to launch drone commerce operations, will also now have incentive to move to Ohio to test their own UAS technology. VyrtX, a company based out of Dayton, is among the first companies that has committed to expand into Springfield to work with AFRL and the Ohio UAS Center. VyrtX is currently developing technology for the potential transport of organ donations between hospitals for transplant surgeries. UAS test flights will take place at heights ranging from 1,000 feet above ground to 10,000 feet mean sea level. Air traffic control experts from the Ohio UAS Center will operate SkyVision during each flight. The SkyVision detection system is located within a mobile unit so that it can be flexibly placed in optimum positions for each flight. “Today's announcement comes after years of hard work and collaboration among an incredible group of partners,” said Jeff Hoagland, President and CEO of the Dayton Development Coalition. “AFRL and Ohio had a bold vision to bring UAS into the national airspace for true beyond-visual-line-of-sight flight. The work done here will shape the industry for years to come.” The State of Ohio and AFRL both invested a combined $5 million for the research and development of SkyVision. Supported by the Ohio Department of Transportation, DriveOhio works to ensure Ohio's regulatory environment and public policies are conducive to the development of the infrastructure and technologies needed for smart mobility.     Textron Aviation announces furlough of thousands of workers

    By: Valerie Insinna WASHINGTON — Textron Aviation is furloughing more than 7,000 workers in the hopes of containing the spread of coronavirus, the company announced Wednesday. Textron Aviation mostly produces commercial business jets, turboprops and piston-engine aircraft through its Beechcraft, Cessna and Hawker brands. However, it also produces a number of military-specific aircraft, such as the Beechcraft T-6 Texan trainer used for basic pilot training by the U.S. Air Force and the AT-6 Wolverine, a weaponized version of that aircraft, and the Scorpion jet. News of the furlough was first reported by The Wichita Eagle, which also detailed number of workers slated to lose work. Textron has declined to specify how many workers will be furloughed or the functional areas of the business that will be impacted. Textron Aviation spokeswoman Sarah White said support for contracts would move forward, though with few details. The Air Force on Monday awarded Textron Aviation a $70 million contract for two AT-6 planes, training and support. That aircraft is manufactured at its plant in Wichita, Kan. “We are abiding by the requirements established by the DoD and our partner nations, as well as the protocols implemented across U.S. and customer bases worldwide,” she said in a written statement to Defense News. “We will continue to support our Defense customers according to our funded contract requirements.” More generally speaking, the furlough “will allow us to do our part in mitigating and containing the spread of the COVID-19 through social distancing, while continuing to support our customers,” White said. The company is also “limiting large group meetings, increasing daily cleaning of its facilities, restricting travel, and cancelling our participation in several global meetings and events” in response to the pandemic.     Northrop Grumman Expands Plant 42 as B-21 Continues Development

    By BRIAN EVERSTINE PALMDALE, Calif.—Northrop Grumman is expanding its side of the secretive Plant 42 facility here and hiring thousands of employees while development of the new B-21 bomber remains largely under wraps. An older tan hangar-turned-production facility sits next to recently built white and blue buildings. Another large hangar is still under construction, and trailers serving as offices are lined up on-site. Heavy equipment dug through the dirt as speakers praised the evolution of the legacy B-2, which is helping lay the foundation for its next-generation successor, at a recent birthday ceremony at Northrop's facilities. The company won't specifically say whether the growth is driven by the B-21 Raider, only that the new construction is for “programs.” But it has funneled “multiple hundreds of millions” of dollars to improve Plant 42, according to Janis Pamiljans, the president of Northrop's aerospace sector. The company has also grown from about 25,000 to 28,000 employees in California alone since 2015 and continues to hire. “We've been on a tremendous hiring spree ... and you can see the kind of structures being built,” Pamiljans said. Northrop moved some of its other systems, such as the RQ-4 Global Hawk and the MQ-4 Triton, to new locations so it can better serve production of those aircraft. The shifts also free up space for other endeavors. Reporters were not allowed near the new facilities during an escorted visit throughout the Southern California site earlier this week. No other companies that are involved in B-21 development were visible on the premises. The promise of a new design remained even as Northrop and the Air Force celebrated the B-2 turning 30 years old at an Aug. 20 event. The “Spirit of Missouri” was parked in front of a hangar that is now partially used to produce F-35 jet fuselage and is partially dedicated to “other programs,” Pamiljans said. The B-21 is eventually expected to replace the stealthy B-2 over the coming decades. Northrop plans to use the Spirit program's focus on supportability, sustainability, and mission-capable rate as the blueprint for maintaining the B-21 as well. Northrop officials say they are taking lessons learned in the development and sustainment of low-observable technology, a key to the B-2's stealth, and applying them to these “other programs,” Pamiljans said. “The B-2 is setting the path, course for the B-21,” Pamiljans said. “What we've learned on B-2, we're finding baselined into the design of the B-21.” Eighth Air Force Commander Maj. Gen. James Dawkins told reporters in Palmdale that aspects of B-2 sustainment like computers, maintenance, and materials can naturally be leveraged for the B-21. He said the platform's cost and schedule performance are “right on expectations.” “From that standpoint, it's been very successful so far,” he said. “We're really happy about the way Northrop has approached this.” The Air Force remains mum about the state of B-21 production, other than to occasionally say it is going well. Air Force Vice Chief of Staff Gen. Stephen Wilson said last month the service is planning first flight of the B-21 in December 2021. The service is so far sticking with its plan to buy at least 100 of the bombers to go with 75 B-52s that will remain in service. The Air Force and Northrop continue to crunch overall production numbers, and haven't settled on an exact strategy for phasing out the B-2 as the B-21 comes online.
