    What AIAC’s Vision 2025 could mean for smaller sized enterprises

    by Chris Thatcher; Skies Magazine Posted on December 24, 2019 When the Aerospace Industries Association of Canada in June released its blueprint for the next five years, Vision 2025: Charting a New Course, support for small- and medium-sized enterprises (SMEs) was one of its core themes. Small companies make up over 90 per cent of the sector and the report argued for greater government support to help them scale up, generate more jobs, and enhance their global competitiveness. That could include new funding to pursue digital business transformation, a reduction in the complexity of government contracting, and greater priority in the value propositions of prime contractors chasing defence procurements. “If our small- and mid-sized companies are left at risk, the negative impacts will be felt across Canada's aerospace industry as a whole,” according to the report, prepared by Jean Charest, a former premier of Quebec and deputy prime minister of Canada. Small companies are viewed as the prime creators of aerospace jobs and, in a sector buffeted by changing technology and new players, many may be more agile and better able to adapt than larger counterparts that must answer to corporate headquarters outside of Canada. But support from original equipment manufacturers (OEMs) and governments is essential to their survival, according to a panel of SMEs at the Canadian Aerospace Summit in November. There is no one-size-fits-all to helping SMEs scale up. Companies at different stages of growth require different types of support, they noted. But help with skilled labour shortages and easier access to government programs are common challenges for all. A solid position on a major platform is critical to initial success, but long-term growth requires diversification, observed Barney Bangs, chief executive officer of Tulmar Safety Systems. Located between Ottawa and Montreal in the small community of Hawkesbury, Ont., the company manufactures protective and safety equipment, associated components and in-flight training products. Traditionally, its focus has been 80 per cent defence — Tulmar has been a supplier to a military platform for over 25 years and benefitted from a strong aftermarket. In recent years, though, the company has sought a better balance between military and commercial customers. “As of last year, we were 65 per cent defence and 35 per cent (civilian) aerospace,” he said. Tulmar has also become more of what he called “a solution provider,” integrating components from other suppliers to provide an OEM with a final, certified piece of equipment such as an aircraft seat rather than just the safety harness or seatbelt. “We are doing more in-house and saving customer-costs for the OEM,” said Bangs. Diversification has also been a priority for Apex Industries, a machining, components, subassembly and structures manufacturer in Moncton, N.B. Twelve years ago, its aerospace business was five per cent defence and 95 per cent civil, much of it geared to Bell Helicopter and Bombardier. “We made a conscious effort to diversify into the military side a lot more,” said vice-president Keith Donaldson. “We are very conscious of not allowing our sales to go too high on one platform or with one customer.” Challenged by cost-savings pressures in commercial aviation contracts, military platforms offer a company like APEX “good visibility,” he said. However, militaries have long been trading quantity for technological superiority, meaning fewer platforms and a relatively short production cycle. And ramping up quickly with people and equipment to meet tight delivery schedules is a challenge for small businesses that need other options to justify and sustain the investment when the contract ends. “It is very tough for a SME like ourselves to invest.” However, defence procurement and government programs can go a long way to supporting the scale-up of SMEs, said Patrick Mann, president of Patlon Aircraft & Industries, a technical sales force for global manufacturers of custom components and systems. The scale-up program must be run by single entity within government committed to the Canadian SME community that would be “funded, independent and have the authority to make decisions.” Mann suggested coping what has worked well in other jurisdictions, noting the success of the United States Small Business Administration's set-aside program. “Within that, there is a small business innovation research program which has been highly successful in scaling up SMEs,” he said. The Vision 2025 report called for a federal scale-up program to “provide advice, coaching, networking, value proposition development and consortium-building support to incentivize growth and build capacity–helping firms expand their global footprints and giving them the means and maturity to support OEMs effectively.” The report recommended the Office of Small and Medium Enterprises (OSME) within Public Services and Procurement Canada shoulder that responsibility. “Having OSME at the table as a contributor to the development of government procurement strategies and as a champion of small and medium-sized business interests will help ensure government policies and programs recognize the unique characteristics of small firms,” it stated. “We are a pretty good example of a scale-up of an SME using competitive bid government procurement as a mechanism,” said Mann. However, developments over the past 10 years such as single point of accountability and bundling, where multiple small contracts are combined in one larger procurement that is awarded to one contractor, have been “devasting” to smaller suppliers. “It has been a real issue for us. Again, it is an issue where (OSME) can play a role.” OEMs can bolster government programs by mentoring small companies within their supplier base on management and production processes, especially around digitization, added Donaldson. “OEMs have a lot of that knowledge ... [but] I don't think [they] do enough of that.” He and Bangs both cautioned that the ability to scale up will be contingent on resolving talent shortages. Developing and attracting skilled labour is a chronic problem affecting the entire sector, but it is particularly acute for SMEs in more remote locations that don't have the resources to recruit as widely or navigate the immigration system. “Before we launch a scale-up program with support for financing and working capital, we have to make sure we have our skills done first,” said Donaldson. However the Liberal government opts to respond to the Vision 2025 report, the value of investing in SMEs should be clear. Viking Air, KF Aerospace or IMP Aerospace & Defence were once small companies and are “now thriving global participants,” said Mann. “That is the reason why todays SMEs are an important part of our industry.”

    The Canadian Surface Combatant (CSC) project is the Royal Canadian Navy's acquisition programme to build 15 CSC multi-role ships which will replace both the retired Iroquois-class destroyers and the Halifax-class frigates. The project is estimated to cost between $56bn and $60bn and the new warships are being built by Irving Shipbuilding at its Halifax Shipyard. The CSC has the capacity to conduct air, surface, sub-surface and information warfare missions simultaneously on both open ocean and highly complex coastal environments. The multi-mission combatant can be deployed in a range of missions such as delivering decisive combat power and supporting the Canadian Armed Forces. It can also conduct counter-piracy, counter-terrorism, interdiction and embargo missions for medium intensity operations. Canadian Surface Combatant development details The Canadian Surface Combatant project is part of Canada's National Shipbuilding Strategy and is the biggest shipbuilding activity in the country since the World War II. Irving Shipbuilding was appointed as the prime contractor for the CSC project definition and implementation phases in January 2015. The Government of Canada and Irving Shipbuilding awarded a sub-contract to Lockheed Martin Canada for the design of CSC fleet in October 2018. In February 2019, the design of BAE Systems' Type 26 Global Combat Ship, the most advanced and modern anti-submarine warship, was selected for the CSC vessel. BAE Systems opened the first visualisation suite for the CSC vessel in Ottawa, US, in November 2020. The visualisation technology will create a virtual prototype which helps in better understanding of the vessel and offers detailed view of the ship's design from all angles. Rolls-Royce Centre of Excellence facility based in Peterborough, Ontario was expanded for supporting the CSC acquisition project. Design and features of the Royal Canadian Navy's CSC ships The CSC will have a length of 151.4m, beam of 20.75m and a navigational draught of 8m. With a displacement of 7,800t, the warship will accommodate up to 204 crew members. The warship can carry a CH-148 Cyclone helicopter and provide facilities for embarking remotely piloted systems. It will also feature reconfigurable mission and boat bays including a 9m rescue boat, two 9-12m multi-role boats, Rolls Royce' mission bay handling system, and modular mission support capacity. The Canadian Surface Combatant will also house a medical facility and dedicated gym/fitness facilities. Weapons The weapons suite for the CSC will include 127mm main gun, two stabilised rapid fire 30mm naval gun systems, LMC MK 41 missile vertical launch system, 32-cell MK54 lightweight torpedoes, twin launch tubes, and MBDA Sea Ceptor close-in air defence system. The warships can be armed with a wide range of missiles including Raytheon Standard Missile 2, Raytheon Evolved Sea Sparrow point defence missile, and Kongsberg Naval Strike Missile. Command and control of Canadian Surface Combatant The warship will be installed with various command and control systems including Lockheed Martin Canada's (LMC) CMS 330 combat management system with Aegis combat system, USN cooperative engagement capability, integrated cyber defence system, OSI integrated bridge and navigation system, and L3 Harris' internal and external communication suite. Sensors and countermeasures The LMC SPY-7 active electronically scanned array (AESA) radar will be installed for continuous surveillance and protection against modern threats. The combat ship will also be fitted with MDA's solid state AESA target illuminator, X- and S-band navigation radars, electro-optical and infrared systems, laser warning and countermeasures system, radio frequency and electronic jammers, and electronic decoy system. Underwater warfare capabilities of CSC ships The Royal Canadian Navy's future combat ships will be equipped with an integrated underwater warfare system, which includes Ultra Electronics' S2150 hull-mounted sonar, towed low frequency active & passive sonar, and SEA SENTOR S21700 towed torpedo countermeasures. General Dynamics' sonobuoy processing system and expendable acoustic countermeasures will also be installed aboard the vessels. Propulsion and performance of Canadian Surface Combatant The CSC combat ship will be powered by a combined diesel-electric or gas propulsion system (CODLOG) integrating two GE electric motors, a Rolls Royce MT 30 gas turbine, and four Rolls Royce MTU diesel generators. The vessel will be able to sail at a maximum speed of 27k and achieve a maximum cruising range of 7,000nm. Contractors involved Lockheed Martin Canada is collaborating with BAE Systems, CAE, L3Harris, MDA and Ultra Electronics for the design of the global combat ship. MDA signed a $2.99m contract with Lockheed Martin Canada for the initial phase of design work of the Canadian Surface Combatant ships in April 2019. Lockheed Martin will also be responsible to provide the electronic warfare suite system.     Canadian air chief looks to speed up up fighter buy

    DUBAI — Canada will kick start its competition for a future fighter jet in 2019 with the hopes of awarding a contract by 2021, but the head of the Royal Canadian Air Force wants the process to move as quickly as possible. “The plan right now is to have a request for proposal out to industry by 2019. we're in discussions and have been in discussions with a number of the people who are considering competing for that, and what I'd like to see is that accelerated as much as possible,” said RCAF commander Lt. Gen. Michael Hood, in an exclusive interview with Defense News. “A 2019 RFP would get us into contract probably by 2021, and certainly my advice to government is the sooner the better.” The RCAF wants to procure 88 fighter jets to replace its current inventory of aging 76 F/A-18 Hornets, which are nearing the end of their lifespans. Canada is an international participant in the F-35 joint strike fighter program and has helped pay for the development of the aircraft. But Prime Minister Justin Trudeau vowed not to procure the F-35 during his campaign, and his government has opened up the competition to industry instead of moving forward with a sole-source acquisition. The Eurofighter Typhoon, Dassault Rafale, Boeing Super Hornet and Saab's Gripen E are all projected to compete for the opportunity. To bridge the gap between its Hornet fleet and a future fighter, the RCAF initially intended to procure 18 F/A-18 Super Hornets from Boeing — a move some analysts speculated could trigger a larger procurement later on. However, the Canadian government suspended the deal due to Boeing's legal complaint against Canadian aerospace company Bombardier over its commercial business. With a Super Hornet buy unlikely as long as Boeing and Bombardier feud, and Trudeau's promise not to buy the F-35, U.S. defense experts worry that Canada could be driven into the arms of a European fighter manufacturer, thus eroding Canada's long tradition of flying U.S. jets — a move that increases the militaries' interoperability. However, Hood stated that interoperability with the United States continues to be “the most important thing to me as command of the Royal Canadian Air Force.” “Every step less of interoperability is one step less of effectiveness, so interoperability is right at the top of the list beside operational advantage,” he said. “I want the young men and women that are going to be flying fighters into harm's way to have an operational advantage, and that will be key to me in the competition that's coming.” That need for interoperability with the U.S. Air Force does not diminish the chances of European fighters, he added. Canada continues to investigate alternative ways to acquire an interim fleet of F/A-18s, including potentially buying used Hornets from Australia. However, a potential deal for Super Hornets with Boeing is still on the table, Hood said. “I think the government has been presented with the FMS case for Boeing. And as they're looking at options, that's one option,” he said. “The Australian aircraft are another, and the government has not made a decision yet.” If the RCAF moves forward with a used Hornet buy from Australia, it will have to extend the lives of the airframes, which are meeting their structural ends, Hood noted. That business would likely go to L3 Technologies, which has done life extension work on the Canadian F/A-18s in the past. But Canada would still be able to acquire the aircraft “within the next couple of years” once a decision is made. Lockheed officials have said that if Canada ultimately decided not to procure the F-35, it could end its industrial partnership with Canadian firms — which totals 110 Canadian companies with $750 million in contracts, according to Lockheed — that already help manufacture the F-35. However, asked whether Canada was concerned about losing that business, Hood demurred. “I'm not privy to the industrial aspects of our partnership with Lockheed Martin,” he said. “What I can say is Lockheed Martin is a fantastic partner for Canada and for the Royal Canadian Air Force, has been for years.
