The U.S. Air Force Global Strike Command and Rapid Capabilities Office have launched an innovation challenge on Vulcan focused on the B-21 Raider Training Systems. The results of the challenge will inform USAF decisions on the adoption of innovative solutions that enhance training systems for pilots and maintainers. The challenge is the continuation of a user-centered innovation effort spurred by a multidisciplinary USAF team (incl. end users) and—depending on merit and viability —provides the opportunity to:

  • Engage with a state-of-the-art program and receive direct operator feedback.
  • Be selected for a funded prototype demonstration
  • Be considered for other potential development and/or integration activities beyond initial demonstration.

    How COVID-19 affected the Army’s plan for testing new network tools

    Andrew Eversden The ongoing COVID-19 pandemic has disrupted the Army's plans for testing upgrades to its network, according to two top Army generals working on the project. The pandemic has meant fewer soldiers have availability to perform operational testing for new network equipment, known as Capability Set '21. Units are either not training or have implemented safety measures such as social distancing or personal protective equipment. “The COVID-19 has had an impact on our cycle of testing, our access to units, and it's caused us to make some adjustments in our in our time schedule, as we've been trying to take care of the health and safety of our soldiers and our workforce, but still keep our modernization efforts on track,” said Maj. Gen. Peter Gallagher, director of the network cross-functional team for Army Futures Command, at a C4ISRNET event in May. The Army had to change plans for soldier experiments that were going to play important roles in informing the allocation of new devices across the brigades. “We had to really start with what were we going to learn specifically from those soldier experiments and how are we going to use that information to help make procurement decisions,” said then-Maj. Gen. David Bassett and former leader of Army Program Executive Office Command, Control, Communications-Tactical at the C4ISRNET conference. Bassett has since been promoted to lieutenant general and now leads the Defense Contract Management Agency. He added, “And so in most cases, we weren't really using that to decide whether we were going to buy something or not. [It was] more about the density and the way things were integrated.” Bassett also said that while the Army did lose out on some field testing, the service had already collected sufficient data in labs that could help “inform some of our decision-making.” He also said that the network modernization team was prepared to make adjustments to equipment because of the challenges associated with coronavirus. “We're looking really hard at and when the next opportunities are going to be available to us to get that detailed operational feedback from soldiers either in a training environment or a test environment,” Bassett said. The coronavirus pandemic “hasn't limited” the Army's ability to move forward on procurement decisions because of the large amounts of data it collected in testing for Capability Set '21. “I think the risk of making those procurement decisions at this stage has been exceedingly low. And something that I think is a reasonable balance of risk and rigor and agility,” Bassett said. This modification provides for the procurement of 228 configuration components required for completion of Configuration D Retrofit Component engineering change proposals for the F/A-18E/F and EA-18G aircraft for the Navy and the government of Australia. (N3220519C1000) (Awarded Dec. 31, 2018) Structural Associates Inc., * East Syracuse, New York, is awarded $10,008,000 for firm-fixed-price task order N4008519F4299 under a previously awarded multiple award construction contract (N40085-17-D-5048) for repairs for insulator shop relocation Building 166 at Portsmouth Naval Shipyard. The work to be performed provides building repairs and modernization to the historic 1941 Building 166. Exterior envelope repairs and replacement will include, but are not be limited to, roofing and wall systems, trim, windows and window systems, skylights, door repairs, concrete, the installation of roof and wall insulation, and reconfiguration of the building entrance to provide accessibility. Interior repair and renovation includes, but is not limited to, reconfiguration of existing toilet facilities, the renovation of electrical and plumbing systems, the replacement of deteriorated heating ventilation and air conditioning equipment and controls, and the modernization of fire protection systems. Work will include egress paths in order to improve space utilization, accessibility and life safety. The task order also contains five unexercised options, which, if exercised, would increase cumulative task order value to $10,691,110. Work will be performed in Kittery, Maine, and is expected to be completed by March 2020. Fiscal 2019 operations and maintenance (Navy) contract funds in the amount of $10,008,000 are obligated on this award and will expire at the end of the current fiscal year. Four proposals were received for this task order. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity. Correction: Contract awarded on Dec. 27, 2018 to Bell Boeing JPO, Amarillo, Texas, was announced with the incorrect award amount and contracting activity. The contract should have stated the award amount of $ $24,448,390 and that the contracting activity is the Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey. All other contract information is correct. ARMY O'gara-Hess & Eisenhardt Armoring Co. LLC,* Fairfield, Ohio, was awarded a $60,736,752 firm-fixed-price contract to procure Family of Medium Tactical Vehicles protection kits. Bids were solicited via the internet with six received.     MDA pauses defensive hypersonic missile design to refocus plan

    By: Jen Judson   WASHINGTON — The Missile Defense Agency has paused its effort to design a defensive hypersonic missile and wants to refocus its plan of attack by concentrating on near-term options that could feed into a more “elegant” solution, according to Vice Adm. Jon Hill, the organization's director. The agency tapped industry in January to design and build an interceptor capable of defending against regional hypersonic weapons threats, releasing a draft request for proposals to build prototypes. The request directed industry to submit whitepapers by March 19 to build a Hypersonic Defense Regional Glide Phase Weapons System interceptor. The plan then was to select at least one prime contractor to build prototypes that would culminate in a flight test, according to the draft RFP. But last month, the agency updated its posting on the federal government's contract opportunities website and said the final solicitation was under review. It also said the agency was assessing COVID-19 impacts, technology maturation efforts, threat analyses, and empirical data from the recent joint Defense Department hypersonic testing in March “to accurately establish the technical baseline and future end-state for hypersonic missile defense and the (RGPWS) effort.” Agency leaders said they expect to complete the review by the end of the first quarter of fiscal 2021. “One of the reasons we took the pause and said, ‘We'll get back to you later in the year,' is we want to see what we can do in the very near-term, and I'll define the near-term as the mid-20s, and then feed the science and technology investments going so you can get to that farther-term, more elegant solution,” Hill said at the virtual Space and Missile Defense Symposium Aug. 4. “But we want to get that capability out there as soon as possible to defend against the hypersonic threat and we want to continue to build out that capability and we believe the glide phase, further back in that trajectory, is always better than the terminal systems that we got today,” Hill added. He noted that the capability to take out threats in the terminal phase of flight is still critical. But, “you will want to move back that trajectory as far as you can,” he said. Achieving “glide phase” defensive capability could come through a variety of technologies, he said, including different warhead types, different effector types and what kind of propulsion is used to get there. MDA is on a long-term path to achieving hypersonic defensive capability, but it is focused first on its Hypersonic and Ballistic Tracking Space Sensor (HBTSS), according to Hill. “That is number one, we have got to be able to sense, detect and get tracking and fire control information down to the shooter,” he said. As the agency went through its analysis of alternatives for a defensive hypersonic interceptor, “we recognized there are two paths you can take to get to a weapon system,” Hill said. MDA is going to build off its command-and-control battle management and the effectors it has in place, Hill said, adding the agency can take advantage of terrestrial-based and mobile sea-based sensing today to get tracking data and push it where it needs to go. “The question is how long do you stay in the science and technology world?
