    Rheinmetall modernizing Puma infantry fighting vehicle and other equipment for NATO spearhead VJTF 2023

    22/7/2019 - Rheinmetall is taking on a key role in equipping the NATO spearhead Very High Joint Readiness Task Force 2023 (VJTF 2023), which will be furnished by the German Bundeswehr. Contracts have now been awarded to a consortium for the “System Panzergrenadier VJTF 2023” project, in which Rheinmetall's share comes to over €470 million, including value added tax. Work has already begun and is set to continue through to the end of the VJTF readiness phase in 2024. On 11 July 2019, the Federal Office for Bundeswehr Equipment, Information Technology and In-service Support awarded a corresponding contract to ARGE Puma, a consortium consisting of Puma manufacturer PSM Projekt System Management GmbH – a joint venture in which Rheinmetall holds a 50% stake – and Rheinmetall Electronics GmbH. Subcontracting within ARGE will take place shortly. “System Panzergrenadier” links the Puma infantry fighting vehicle – the mainstay of the German Army's mechanized infantry – with the modular Future Soldier – Expanded System (IdZ-ES) soldier system, in an advanced, network-enabled warfare environment. Included in the “System Panzergrenadier VJTF 2023” package is a comprehensive combat performance upgrade of forty-one Puma infantry fighting vehicles, coupled with additional measures for improving communication between the infantry fighting vehicles and dismounted infantrymen. For Rheinmetall, the total value of this order comes to €258.3 million, including value added tax. The systems will be delivered at the end of 2020/beginning of 2021. Among other things, the package also encompasses complete logistic support of the VJTF Pumas for a period of five years, i.e. spare parts, special tools and spare parts logistics. Also included is a new generation of digital radios for the infantry fighting vehicles as well as integration of the MELLS multirole light guided missile system, significantly expanding the capabilities spectrum of Puma. New daylight and thermal imaging cameras and a colour display feature in the upgrade too. Optimized day and night vision will increase the range of reconnaissance, while simultaneously widening the crew's field of view. Furthermore, new training resources will enable the unit to train in a highly realistic manner. Closely linked to the hardware of the new optronic systems and monitors for the infantry fighting vehicles is the contract for development of the “Vision Enhancement, Chassis”, which is already underway. Including value added tax, it represents sales of €67.2 million, including value added tax. Furthermore, Rheinmetall is equipping the mechanized infantry companies of the VJTF 2023 with “TacNet”, its battle management system (BMS). In addition, an initial lot of ten platoon versions of the “Future Soldier – Expanded System” soldier system will be brought up to modern VJTF 2023 standard. Improved communication between the Puma crew and the dismounted infantry section will result in a continuously updated, uniform common operational picture. This way, Rheinmetall gives mechanized infantry a command-and-control capability that extends from the company commander to the individual rifleman on the ground. These modernization moves will mean incoming orders for Rheinmetall worth €146.5 million, including value added tax. “System Panzergrenadier VJTF 2023” substantially enhances the fighting strength of the VJTF 2023. At the same time, Rheinmetall views these measures as a template for further modernization and digitization of the Bundeswehr. Modernizing the command and control capabilities of complete mechanized infantry companies and bringing the IdZ-ES up to VJTF 2023 standard involves modifying the hardware and software. Dispensing with the “electronic backbone” is one key innovation. Others include advanced new radio systems for dismounted troops and infantry fighting vehicles, which result in improved command capabilities as well as enabling secure transmission of large amounts of data. During development of the new vision systems and their integration into the Puma, an initial lot of five sets of prototype assemblies will be fabricated and integrated into five standard vehicles. These tasks are to be complete by 2021. Verification will then take place at the Bundeswehr's technical centres by 2023. Furthermore, digitization of the vision technology will proceed in tandem with implementation of NATO Generic Vehicle Architecture (NGVA) in the Puma. It forms the foundation for the future sensor-to-shooter nexus. Already underway, the networking of sensors and effectors in individual vehicles will soon enable the networking of sensors and effectors in entire units and formations.     Epirus, a venture-backed startup, inks deal with Northrop for counter-drone tech

    By: Joe Gould WASHINGTON ― Epirus, a venture-backed startup offering a counter-drone capability, launched quietly enough two years ago, but it's making noise by bringing together key veterans of Microsoft, Northrop Grumman and Raytheon ― and by landing its first deal with a name-brand defense prime contractor. Epirus chief executive Leigh Madden was general manager for Microsoft's national security business before he joined the Hawthorne, Calif.,-based firm two months ago, and its chief financial officer, Ken Bedingfield, is a former chief financial officer at Northrop. The former chairman of Epirus is Joe Lonsdale, co-founder of the Silicon Valley data-analytics company Palantir Technologies. Epirus, this week, is expected to announce a previously undisclosed strategic supplier agreement with Northrop to provide exclusive access to Epirus' software-defined electromagnetic pulse system, called Leonidas. The dollar value of the deal isn't being disclosed. Northrop said Leonidas would augment its own kinetic and non-kinetic solutions to counter small drones. The Army recently selected Northrop's Forward Area Air Defense Command and Control software, or FAAD-C2, as the interim C2 system to counter small drones. (DoD's FY21 budget request included $18.7 million for counter-drone enhancements for the system.) “UAS threats are proliferating across the modern battlespace,” said Kenn Todorov, vice president and general manager of Northrop Grumman's Combat Systems and Mission Readiness division. “By integrating the Epirus EMP weapon system into our C-UAS portfolio, we continue maturing our robust, integrated, layered approach to addressing and defeating these evolving threats.” Many companies have jumped into the $2 billion counter-UAS market, anticipating a boom as commercial drones have grown cheaper and more commonplace, posing an asymmetric threat on the battlefield as well as a threat to airports, sports stadiums, government buildings and urban areas. So many companies are in the field the Pentagon has been working to streamline the number of systems available across the department. Epirus executives said the company's technology is unique because its use of solid-state commercial semiconductor technology makes it lighter and smaller ― and because it can have narrow effects or be “adjusted to sanitize a volume of terrain or sky, creating a forcefield effect.” The company's systems involve a combination of high-power microwave technology and, for enhanced targeting, artificial intelligence. Epirus Co-founder and Chief Technology Officer Bo Marr was a radio frequency engineer and technical lead on Raytheon's next-generation jammer program, under development by the U.S. Navy. Madden, a former U.S. Navy SEAL who spent eight years at Microsoft, and Bedingfield, who spent five years as Northrop's CFO, both said they joined Epirus because they were impressed by the technology and its potential. “Northrop and Microsoft are both multibillion-dollar defense businesses, and I think we bring a knowledge of how to operate around some of the larger opportunities and to make outsized impacts in the market,” Madden said. “We're taking that experience to a smaller, innovative company. I think that will allow us to really accelerate the pace of growth and have a more rapid and greater impact for our customers.” The Pentagon has attempted to shift toward working with smaller, more innovative companies to supplement its work with larger firms, which continue to dominate the marketplace. Flexible, non-traditional contact vehicles called “other transaction authorities” have grown more popular as the Pentagon has turned to Silicon Valley for cutting edge technologies. “One of the things that attracted me to come to Epirus is the ability to work in an agile enterprise that is trying to take some of the approaches of Silicon Valley and apply them to the defense world―to iterate quicker and to field faster, and to be able to respond to the urgent needs of the customer,” Bedingfield said. Bedingfield said the company is growing fast and generating revenue from working with customers on studies and technology demonstrations, but it's as yet unclear when it will begin to deliver products. The coronavirus pandemic has slowed its hiring, but the firm is looking to double in the next year, adding more than 50 employees in Hawthorne, and a planned office in Northern Virgina. Formed in 2018 and named after the magical bow of the Greek hero Theseus, Epirus was raising $17.8 million in new funding last November, according to its public filings. With Lonsdale and Marr, its co-founders include its previous CEO; current Vice Chairman John Tenet, from venture capitol firm 8VC; Chief Operating Officer Max Mednik, a Google veteran; UnitedHealthcare Chief Digital Officer Grant Verstandig is the current chairman. Palantir, which Lonsdale founded with billionaire Peter Thiel in 2005, appeared as an upstart when the Defense Department hadn't opened its arms as wide to Silicon Valley. Last year, Palantir beat Raytheon in a head-to-head competition to provide the Army a new version of its intelligence analysis system ― after a years long saga in which the Army rejected Palantir's offering and Palantir sued. In September, Epirus won a Small Business Innovation Research contract from the U.S. Air Force's Space and Missile Systems Center as part of its AFWERX technology accelerator. The contract was for the company's novel architecture for using commercial off-the-shelf field programmable gate arrays, which are semiconductor devices commonly used in electronic circuits, as ultra-wideband radio frequency transceivers. While traditional systems use large vacuum tubes, Madden said Leonidas is based in microchips and software. “We believe there is no other solution on the market that allows for fully software defined precision targeting at digital speeds, enabling both precision targeting as well as large-area, counter-swarm targeting of many drones at the same time,” he said.     Missile Defense Agency director lays out hurdles in path to layered homeland missile defense

    By: Jen Judson WASHINGTON — The Missile Defense Agency is planning to develop a layered homeland intercontinental ballistic missile defense architecture, but it must clear a range of hurdles to get after an approach that addresses emerging threats and fills a gap while a next-generation interceptor is developed, according to the agency's director. The agency unveiled plans in its fiscal 2021 budget request in February to create a more layered homeland defense system that would include regional missile defense capability already resident with the Navy and Army to bolster homeland defense against ICBMs. The plan would include establishing layers of defensive capability relying on the Aegis Weapon System, particularly the SM-3 Block IIA missiles used in the system, and a possible Aegis Ashore system in Hawaii. The underlay would also include the Terminal High Altitude Area Defense (THAAD) system. The Army is already operating a THAAD battery in South Korea and Guam. The layered approach would buy time while the Pentagon scrambles to field a new interceptor to replace older ground-based interceptors — after canceling its effort to redesign the kill vehicle for the GBIs — in its Ground-based Midcourse Defense system located primarily at Fort Greely, Alaska. With little detail conveyed in MDA's budget request for a layered homeland missile defense plan, Congress is pressuring the agency to come up with a strategy and approach to putting the architecture in place in both the House and Senate passed FY21 defense authorization bills. Much is riding on the success of an upcoming test of the SM-3 Block IIA missile, Vice Adm. Jon Hill said during a Heritage Foundation virtual event on Aug. 18. The missile has seen several test failures in the recent past. “We're going to really stress the SM-3 Block IIA outside its design space,” Hill said. “It was designed for medium and intermediate range. Now we're going against long-range intercontinental ballistic missiles. The analysis says we'll be successful, but nothing is real to any of us until we actually get the empirical data from being out in the flight range.” The test will involve several time zones on several different ranges and the same ICBM target used in the most recent GMD test, Hill said. And while the test is still on track to happen by the end of the year, Hill said, challenges in coordination and travel due to the coronavirus pandemic could possibly have an impact on schedule. When the pandemic hit, “we were ready and postured to go to the Pacific to execute” Flight Test Maritime-44, Hill said, “so we did get the target on station. So the target's out there in the Pacific and it's ready to roll.” Following FTM-44, the agency would like to execute another test against a very complex ICBM target unlike the “simple” one being used in the upcoming test. That target will have “a lot of separation debris and that has a lot of countermeasures,” Hill said. “We want to make sure that the system in total, from the space assets to the radar to the engage-on-remote capability that passes that information to the ship, that ship can actually sift through all that and say, ‘That's the [reentry vehicle] and that's the where the missile's going to go,‘” he added. Success in the upcoming test doesn't mean the agency's work is done, Hill said. Upgrades will be required based on threats, combat system certifications will need to be conducted and work with the Navy to determine where Aegis ships would deploy will have to occur. The agency will also have to determine how quickly it can ramp up its production line for SM-3 Block IIA missiles. Then “if we succeed with Aegis, then we'll go right down the path with THAAD,” Hill said. The second big challenge, after ensuring all the parts work to provide layered coverage, is developing engagement coordination between the different layers, according to Hill. “Let's just say that step one is a ship off the coast as a complement to GMD. Those systems today talk already, but they're not talking in terms of being layered defenders,” Hill said. “So if GMD, for example, decides he's going to wait this first shot out and let the ship take it, we have to have the communication network to go do that. We have to have the technical architecture with the Command and Control Battle Management system, but in that context of layered defense and engagement coordination.” Aegis ships are already able to do engagement coordination among each other and the work the Pentagon is doing to get THAAD and the Patriot air-and-missile defense system to coordinate are “extensible to that problem,” Hill said, “but we still need to do that kind of engineering and that sort of architecture work.” And while a layered missile defense architecture for the homeland is an intricate one, “you don't have to solve the whole problem” at once, Rebecca Heinrichs, a missile defense analyst at the Hudson Institute, said during the Heritage Foundation event. But she cautioned that she did foresee challenges in establishing such an architecture on the political front rather than on the technical side. “Congress always wants to vet these kinds of things, so even though it is Congress that wanted the SM-3 Block IIA test, whenever you start talking about which district it is going to be in, where it's going to go and that kind of thing, that is a political challenge that takes a lot of debate and conversation.” https://www.defensenews.com/digital-show-dailies/2020/08/18/missile-defense-agency-director-lays-out-hurdles-in-path-to-layered-homeland-missile-defense/
