    Highlights: Onboard computer provides superior processing capacity and enhanced situational awareness Processor, based on advanced open systems and COTS, allows for faster and easier upgrades Reaffirms Harris' strategy to leverage open systems processors into new platforms Harris Corporation (NYSE:HRS) has been awarded a contract by The Boeing Company to partner with Boeing AvionX in supplying the mission management open systems processor for the MQ-25 unmanned aerial refueling program. “Harris and Boeing have invested substantial R&D to develop affordable, high-performance solutions that allow for faster and easier upgrades,” said Ed Zoiss, president, Harris Electronic Systems. “This contract reaffirms Harris' strategy to leverage open systems processors into new platforms.” The mission management processor is based on an advanced open systems architecture solution and commercial-off-the-shelf (COTS) technology. The mission management processor manages sensor and communications functions on the MQ-25, providing the onboard processing capacity necessary to support advanced computing needs. Harris will provide hardware and firmware in conjunction with Boeing's open systems architecture solution. The MQ-25 is the U.S. Navy's first operational carrier-based unmanned aircraft and is designed to provide a much-needed refueling capability. The contract supports Boeing's engineering and manufacturing development program to provide four MQ-25 aircraft to the U.S. Navy for Initial Operational Capability by 2024. Harris has been a supplier to Boeing since the 1980s on a wide range of military aircraft, munition, and satellite programs. By PAUL MCLEARYon May 06, 2020 at 3:27 PM WASHINGTON: The Navy needs to comb through a host of thorny issues before deploying a new fleet of unmanned ships to confront China, Russia, and Iran. “You don't hear me talking about artificial intelligence and machine learning and things like that just yet,” said Capt. Pete Small, the Navy's program manager for Unmanned Maritime Systems at a C4ISRnet conference this morning. “Those aren't my first concerns. My first concerns are about the field stability and sustainability of these systems right now.” The Navy just isn't equipped to deploy or sustain a new fleet of unmanned vessels yet. “Our infrastructure right now is optimized around manned warships,” Small said. “We're gonna have to shift that infrastructure for how we prepare, deploy, and transit” over large bodies of water before large numbers of unmanned vessels can be effective, he said. It's not clear where that planning stands, but the service has already invested tens of millions in the early work of developing a family of large and medium unmanned vessels, and is looking to vastly ramp that up in the 2021 budget, asking for $580 million for research and development. In 2019 an unmanned Sea Hunter prototype autonomous vessel sailed from San Diego to Hawaii, but it needed to repair several broken systems along the way, forcing sailors to board the ship. It was the first experiment of its kind, one the Navy has not repeated. Those mechanical problems point to work the Navy must do to reconfigure its logistics tail to meet the needs of a new class of ship. “We're going to have to transition from a [system] more optimized around our manned fleet infrastructure to a more distributed mix of these large manned platforms to smaller platforms,” Small said, “we're gonna need to talk about things like, tenders for heavy lift ships, or forward operating bases, things like that.” The early thinking is the service will use the ships as sensors deployed well forward of manned ships and carrier strike groups, which could be at risk if they maneuvered too close to contested waters. But the Navy isn't going to pin everything on a nascent fleet of robot boats — a new class of manned frigates is also being built to operate inside the range of enemy precision weapons. The frigates are going to be smaller and faster than current destroyers, with the ability to generate much more power so they can use lasers and other weapons for both offensive and defensive missions. The Navy is considering several sizes of USVs, including a large variant between 200 and 300 feet in length and having full load displacements of 1,000 tons to 2,000 tons. The ships should be low-cost, and reconfigurable with lots of room capacity for carrying various payloads, including mine hunting and anti-surface warfare. The 2021 budget submission proposes using research and development funding to acquire two more prototypes and another in 2022. Plans then call for buying deployable LUSVs at a rate of two per year. Medium unmanned ships will likely come in at between 45 to 190 feet long, with displacements of roughly 500 tons. The medium ships are thought to skew more toward mission modules revolving around intelligence, surveillance and reconnaissance payloads and electronic warfare systems. The first MUSV prototype was funded in 2019, and the Navy wants to fund a second prototype in 2023. Fundamental issues need to be sorted out before the Navy buys one of these ships. “We need to find a balance of vehicle designs that enables the cost to be cheap enough that we can afford them, but it's not so highly optimized towards the purely unmanned spectrum that it's cost prohibitive to maintain them,” Small said. If the maintenance is too complicated and time consuming, and “we have to take the whole vehicle out of the water and take it apart in some explicit manner to replace the parts, it's not gonna really support what we need in the field.     New COVID bill dampens hopes for defense industry aid

    Joe Gould WASHINGTON ― Democrats unveiled a $2.2 trillion coronavirus relief package Monday night without defense industry stimulus funding, hinting that the billions of dollars defense firms sought to diffuse the economic impact of the pandemic are not coming. Defense officials warned they will have to tap modernization and readiness funds if Congress does not appropriate about $10 billion for defense contractors' coronavirus-related expenses, as authorized by Section 3610 of the Coronavirus Aid, Relief, and Economic Security Act. However, neither the new Democratic measure nor the last draft from Senate Republicans contained any such aid. Smaller than the $3.4 trillion bill that passed the House in May in order to come closer to a compromise with Republicans, the new bill comes as House Speaker Nancy Pelosi, D-Calif., and Treasury Secretary Steven Mnuchin are attempting to revive long-stalled aid negotiations. The House bill could be a final attempt to pass coronavirus aid legislation before the Nov. 3 presidential and congressional elections. The House bill does propose nearly $2.5 billion for defense: $320 million in emergency operations and maintenance funding for the services to buy personal protective equipment; $1.4 billion to pay salaries and other needs of military base facilities like child care centers and post exchanges that are usually paid by revenue-generating accounts; and $705 million for the Defense Health Program to cover COVID-19 prophylactics, therapeutics and personal protective equipment. Senate Majority Leader Mitch McConnell, R-Ky., proposed his own $300 billion bill, but that legislation failed in the Senate earlier this month. That bill left out the $29 billion for defense ― which included $11 billion in Section 3610 reimbursements ― that Republicans proposed in their $1 trillion stimulus in July. The Senate is set to vote on a House-passed continuing resolution to prevent a government shutdown. It would extend the window for Section 3610 reimbursements through Dec. 11, a step sought by trade groups. But there has been no matching appropriation. Defense industry sources say lobbying for aid hasn't gained traction beyond a handful of hawkish Republicans, despite a public push from Pentagon acquisition chief Ellen Lord. The Pentagon's senior-most officials have not been as vocal as Lord, and lawmakers from both parties have been wary of new spending that favors industry after the Pentagon won a timely budget at record levels. “There's never been an appetite for defense stimulus from the parties that matter,” an industry source told Defense News. “I would be shocked if defense, being in neither of the two chambers' bills, ended up in the final bill.” Undercutting the argument that defense industry relief would immediately stimulate the economy, Lord said earlier last week that it will likely take five to six months before industry receives any reimbursements under the CARES Act. Lord also said that only 30 of the hundreds of defense subcontractors shuttered by the pandemic remained closed. Days ago, Lockheed Martin reportedly signed off on a 8.3 percent quarterly dividend increase to pay $2.60 per share and announced plans for an additional $1.3 billion share buyback. Lockheed is one of the main recipients of the Pentagon's accelerated payments to contractors, meant to boost cash flow to large and small defense companies during the coronavirus crisis. In May, Democratic lawmakers questioned Pentagon leaders about why they had spent just 23 percent of the $10.5 billion the department received under the CARES Act. The Pentagon responded with with its spending plan for the aid, which allocated $688 million to aid suppliers of aircraft engine parts, shipbuilding, electronics and space launch. Last week, key progressives, Reps.
