NAVY

The Boeing Co., St. Louis, Missouri, is awarded a $45,803,988 firm-fixed-price delivery order (N61340-19-F-0135) against a previously issued basic ordering agreement (N00019-19-G-0002) to procure P-8A aircrew training system production concurrency upgrades for the Navy and the government of Australia. Work will be performed in St. Louis, Missouri (45%); Jacksonville, Florida (40%); Adelaide, Australia (12%); Whidbey Island, Washington (2%); and Orlando, Florida (1%), and is expected to be completed in December 2022. Fiscal 2017 aircraft procurement (Navy) funds in the amount of $37,000,969; and cooperative engagement agreement funds in the amount of $8,803,019 are being obligated on this award, $37,000,969 of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.

CM Construction Services Inc.,* Visalia, California, is awarded a $20,000,000 indefinite-delivery/indefinite-quantity contract for other specialty trade contractors construction alterations, renovations and repair projects at Naval Support Activity Monterey. Projects will be primarily design-bid-build (fully designed) task orders or task orders with minimal design effort (e.g. shop drawings). Projects may include, but are not limited to, alterations, repairs, and construction of electrical; mechanical; painting; engineering/design; paving (asphaltic and concrete); flooring (tile work/carpeting); roofing; structural repair; fencing; heating, ventilation and air conditioning; and fire suppression/protection system installation projects. Work will be performed in Monterey, California. The term of the contract is not to exceed 60 months, and is expected to be completed September 2024. Fiscal 2019 operation and maintenance, (Navy) (O&M, N) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by O&M, N. This contract was competitively procured via the Navy Electronic Commerce Online website with 18 proposals received. Veterans Northwest Construction LLC,* Seattle, Washington, is awarded a $12,277,000 firm-fixed-price task order N44255-19-F-4417 under a multiple award construction contract (N44255-17-D-4015) for a special project (repair railroad tracks), Naval Base Kitsap, Bremerton, Washington. The work to be performed includes repair to three railroad bridges and track modifications. Work will be performed in Shelton and Bremerton, Washington, and is expected to be completed by June 2021. Fiscal 2019 operations and maintenance, (Navy) contract funds for $12,277,000 are obligated on this award and expire at the end of the current fiscal year. Two proposals were received for this task order. The Naval Facilities Engineering Command, Northwest, Silverdale, Washington, is the contracting activity (N44255-17-D-4015).

Eastman Aggregate Enterprises LLC,* Lake Worth, Florida, was awarded a $15,949,855 firm-fixed-price contract for nourish critically eroded shoreline along Miami-Dade Beach. Bids were solicited via the internet with seven received. Work will be performed in Miami, Florida, with an estimated completion date of July 17, 2020. Fiscal 2019 civil construction funds in the amount of $15,949,855 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity (W912EP-19-C-0025).

Golden Wolf Ewing Cole JV, Huntington, Maryland (W912DY-19-D-0020); HKS WSP JV, Dallas, Texas (W912DY-19-D-0021); and Rogers, Lovelock & Fritz Inc., Orlando, Florida (W912DY-19-D-0022), will compete for each order of the $9,900,000 firm-fixed-price contract for the procurement of specialized medical facilities architect-engineering services. Bids were solicited via the internet with 17 received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 10, 2021. U.S. Army Corps of Engineers, Huntsville, Alabama, is the contracting activity.

    Croatia gives Israel deadline for sale of US-made fighter jets

    Croatia urges Israel to overcome disagreement with the US by January 11 or says it will cancel deal. Croatia has urged Israel to overcome a rare disagreement with the United States and to confirm it can carry through on a deal to sell 12 used American-made fighter jets. Croatia's Defence Ministry said on Thursday it needed an answer from Israel by January 11 or the Balkan country's $500m order for a dozen F-16 aircraft would be cancelled. Israel made a tentative deal to sell the upgraded F-16 Barak fighters to Croatia in March pending US approval for allowing the jets to go to a third party. The deal ran into trouble after the US State Department hinted that Israel needs to strip off the upgrades that were added after Israel took delivery of the planes from the US some 30 years ago. Israel upgraded the jets with sophisticated electronic and radar systems, which was crucial in Croatia's decision to buy the planes from Israel rather than from the US. "If the planes are not in accordance with what we have agreed, the deal will not be carried out and we will have another purchase bid," Croatia's parliament speaker, Gordan Jandrokovic, said. Relations between the Trump administration and Israel have been very close, particularly on defence issues. But the sale of the jets to Croatia appears to be an exception. US Secretary of State Mike Pompeo and Israeli Prime Minister Benjamin Netanyahu met on Tuesday in Brazil but didn't agree on a way to end the impasse. "We are expecting final and clear stands from both Israel and the United States on this issue and then we will make a final decision," Croatian Prime Minister Andrej Plenkovic said. Croatian Defence Minister Damir Krsticevic said Thursday that Israel provided guarantees during the contract bidding process that US officials would greenlight the sale. The controversy over the bid has triggered calls for the defence minister's resignation. The deal is Croatia's largest single military buy since it split from the Yugoslav federationduring the 1991-95 war. NATO member Croatia faces a mini arms race with Russian ally Serbia, which recently received six used Russian MiG-29 fighter jets.     Space Force picks launch provider for 44 technology demonstration satellites

    Nathan Strout VOX Space will launch 44 technology demonstrator satellites into orbit for the U.S. Space Force, the Space and Missile Systems Center announced April 10. Under the $35 million task order, VOX Space, a wholly owned subsidiary of Virgin Orbit, will provide launch services for Space Test Program-S28 (STP-S28), an effort to put demonstrator satellites on orbit to test and develop new space situational awareness and communications technologies for the military. VOX Space will launch the 44 small satellites into low earth orbit using three of their LauncherOne rockets. Unlike traditional launches where the rockets start from a vertical position on a pad, the LauncherOne rockets are launched in midair from a Boeing 747 aircraft. The first launch is tentatively slated for October 2021. While four companies are battling for five years of contracts under the National Security Space Launch effort, which will place the country's large exquisite satellites on orbit, the U.S. military and the intelligence community have looked to exploit the growing commercial small launch market under new contracting mechanisms. For instance, the National Reconnaissance Office has begun using its new “rapid acquisition of a small rocket” contract vehicle in 2020, successfully launching its first payload under that program with Rocket Lab in January. A second planned launch with Rocket Lab slated for March was delayed due to the COVID-19 situation. The VOX Space award is the first task order under Orbital Services Program-4 — an indefinite delivery, indefinite quantity contract awarded to eight companies by the Space and Missile Systems Center in October. OSP-4 is a follow-on to OSP-3, which expired in November. Like it's predecessor, OSP-4 is the Defense Department's effort to leverage the growing commercial small launch market to put government payloads on orbit. The program enables the launch of payloads greater than 400 pounds to any orbit within 12-24 months after a task order is awarded. Last year, the Air Force said it expected to use OSP-4 to launch 20 missions over a nine-year period. “The competitive award of the STP-S28 task order is a prime example of the flexible and responsive contracting processes the Launch Enterprise is using to deliver resilient and affordable space capabilities to our Nation,” said Col. Rob Bongiovi, director of SMC's Launch Enterprise Systems Directorate. “In today's contested space domain, contracts must be flexible and responsive to meet the challenges facing the warfighter.
