Electric Boat Corp., Groton, Connecticut, is awarded a $327,822,562 cost-plus-fixed-fee modification to previously awarded contract N00024-20-C-2120 for lead yard support and development studies and design efforts related to Virginia class submarines. Work will be performed in Groton, Connecticut (92%); Newport News, Virginia (7%); and Newport and Quonset Point, Rhode Island (1%), and is expected to be completed by April 2021. Fiscal 2020 research, development, test and engineering (Navy) (41%); and fiscal 2020 (25%); 2019 (12%); 2014 (9%); 2017 (7%); 2015 (3%); and 2018 (3%) shipbuilding and conversion (Navy) funding in the amount of $134,585,918 will be obligated at time of award. Fiscal 2020 research, development, test and engineering (Navy) funds in the amount of $55,000,000; and fiscal 2014 shipbuilding and conversion (Navy) funds in the amount of $11,792,469 will expire at the end of the current fiscal year. This contract was not competitively procured. The statutory authority for this sole-source award is in accordance with Federal Acquisition Regulation 6.302-1(a)(2)(iii); only one responsible source and no other supplies or services will satisfy agency requirements. D Square LLC & AU Authum KI,* Tucson, Arizona (N62478-17-D-4018); Hawk-Niking LLC,* Wahiawa, Hawaii (N62478-17-D-4019); MACNAK-BCP JV,* Lakewood, Washington (N62478-17-D-4020); and Tokunaga Elite JV LLC,* Pearl City, Hawaii (N62478-17-D-4021), are each awarded an $80,000,000 firm-fixed-price modification to their respective previously awarded indefinite-delivery/indefinite-quantity, multiple-award, design-build/design-bid-build construction contracts for construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC), Hawaii area of responsibility (AOR). The work to be performed provides for, but is not limited to, labor, supervision, tools, materials and equipment necessary to perform new construction, repair, alteration and related demolition of existing infrastructure based on design-build or design-bid-build (full plans and specifications) for infrastructure within the state of Hawaii. This modification increases the total cumulative value of the combined contracts to $178,000,000. No task orders are being awarded at this time. Work will be performed at various Navy, Marine Corps, Air Force and miscellaneous federal and other facilities in the NAVFAC Hawaii AOR and is expected to be completed by July 2022. No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued. Tekla Research Inc.,* Fredericksburg, Virginia, is awarded a $24,405,000 commercial firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide test and evaluation support services for Commander, Operational Test and Evaluation Force Expeditionary Warfare Division. The contract will include a 60-month base ordering period with an additional six-month ordering period option pursuant of Federal Acquisition Regulation 52.217-8 – to extend services, which if exercised, will bring the total value to $27,000,000. The base ordering period is expected to begin November 2020, and be completed by November 2025; if the option is exercised, the ordering period will be completed by May 2026. All work will be performed in Norfolk, Virginia. Fiscal 2020 research, development, test and evaluation (Navy) funds in the amount of $2,500 will be obligated to fund the contract's minimum amount and funds will expire at the end of the current fiscal year. Individual task orders will be subsequently funded with appropriate fiscal year appropriations at the time of their issuance. This contract was competitively procured with the solicitation posted on beta.SAM.gov as a service-disabled, veteran-owned small business set-aside using commercial items procedures, with two offers received. The Naval Supply Systems Command, Fleet Logistics Center Norfolk, Contracting Department, Norfolk, Virginia, is the contracting activity (N00189-21-D-0001).

    Reaper Replacement Reveals Bold New GA-ASI Vision

    Steve Trimble In December 2018, General Atomics Aeronautical Systems executives still felt the bitter sting of a losing bid two months earlier for the U.S. Navy MQ-25 contract, but a clearly disappointed company president vowed to return for the next competition against the aerospace industry's largest companies. “If the [request for proposals] comes out for a major program of record, we're all-in,” said David Alexander in that December 2018 interview in his offices in Poway, California. “We'll maybe have a few more lessons learned on what to do and what not to do,” he added. "But we'll go in with both feet planted again and go after it.” Eighteen months later, General Atomics Aeronautical Systems (GA-ASI) is doubling-down on Alexander's commitment, releasing exclusively to Aviation Week a concept rendering of a next-generation unmanned aircraft system (UAS) that reflects the characteristics the company's designers view as essential for the class of aircraft that could replace the MQ-9 by the early 2030s. Ultra-long-endurance UAS proposed GA-ASI hints at propulsion advances GA-ASI was among at least five industry teams that responded to the U.S. Air Force's request for information (RFI) for a next-generation intelligence, surveillance and reconnaissance (ISR) and strike UAS to enter service in fiscal 2030. Northrop Grumman and Lockheed Martin shared concepts for next-generation UAS designs on Sept. 11. Boeing and Kratos also responded to the Air Force RFI by the July 15 deadline but declined to release concepts at this nascent stage of the bidding process. Arguably, GA-ASI invented the role of the ISR/Strike UAS with the MQ-9, and the company's concept for the Reaper is no less provocative, featuring a jet-powered aircraft with distinctive, tear-shaped inlets and a long, high-aspect-ratio wingspan that appear optimized for ultra-long-range flight at high altitudes. “We're embracing ultra-long endurance to keep our next-generation ISR/Strike UAS in the fight for longer periods than many ever imagined possible,” Alexander said in a statement to Aviation Week. Although GA-ASI released no specifications with the rendering, it is clear Alexander means the next-generation concept should have even longer range that the 27-hr. endurance currently offered by the Air Force's MQ-9. The Air Force Research Laboratory defined ultra-long-endurance in 2019, when a popular light sport aircraft, the Pipistrel Sinus, was modified to fly autonomously for 2.5 days over the Dugway Proving Ground, Utah. The modified aircraft was called the Ultra-Long-Endurance Aircraft Platform. How the new GA-ASI concept achieves ultra-long endurance is likely to include intriguing surprises beyond the disproportionately long, thin-chord and highly swept wings. The tear-shape inlets appear to feed airflow through parallel ducts down the middle of the fuselage into a mysterious propulsion system. Alexander's statement hints that the aircraft's engine is a critical element of the ultra-long-endurance capability. “Our advancements in propulsion technology will give commanders a longer reach than ever before,” Alexander said. In the late-1990s, GA-ASI designed the MQ-9 to perform the hunter-killer UAS mission's three “F's”—find, fix and finish—by itself if necessary, with a targeting sensor embedded beneath the nose and AGM-114 Hellfire missiles along with GBU-12 laser-guided or GBU-38 GPS-guided gravity bombs under the wing. GA-ASI's next-generation UAS concept appears capable of performing the role in a similar stand-alone fashion. A faintly visible bulge under the leading edge suggests capacity for a large payload bay, allowing the future concept to carry sensors and weapons internally, unlike the MQ-9. But the Air Force's concept of operations is changing. Whether manned or unmanned, any aircraft in the future combat fleet must be capable of finding and striking targets on their own, but they are expected to be able to operate as part of a network. Data from onboard sensors must be shared to the network, and data coming from other sensors elsewhere on the network must be receivable. GA-ASI's concept is adapted to that approach, Alexander said. “We envision [the] next-gen ISR/Strike [aircraft] as a conduit, supplier and consumer of information,” hesaid. “We believe it is imperative that future unmanned systems are able to communicate, share information and collaborate—together and intuitively with their human counterparts—across systems and domains in record time.” The next-generation UAS also addresses the workforce needed to operate the MQ-9, including separate teams of pilots and sensor operators during cruise flight and takeoff and landing.     US Army’s interim short-range air defense solution crystallizes

    By: Jen Judson WASHINGTON — The U.S. Army's interim short-range air defense system, which will urgently fill a capability gap identified a few years ago in the European theater, has crystallized. The Army had already decided the Interim Maneuver-Short-Range Air Defense system would be developed around its Stryker combat vehicle, but it has now chosen Leonardo DRS to supply a mission equipment package that will include Raytheon's Stinger vehicle missile launcher, according to Col. Chuck Worshim, program manager for cruise missile defense systems with the Army's Program Executive Office Missiles and Space, who spoke to Defense News on June 28. General Dynamics Land Systems — which produces the Stryker — will be the platform integrator for the IM-SHORAD system, he added. The Army went through a selection process through the Department of Defense Ordnance Technology Consortium to determine the best collection of vendors to build prototypes. A Boeing-GDLS team was a front-runner for an interim SHORAD mission package, unveiling before any other vendor a solution in August 2017 at the Space and Missile Defense Symposium in Huntsville, Alabama. Using an Avenger system on top of the Stryker, which was the team's solution, sought to take what was already in the Army's inventory to create a system. And a SHORAD demonstration at White Sands Missile Range, New Mexico, last September saw more possibilities for the interim solution including Rafael's Iron Dome and South Korean defense firm Hanwha's Flying Tiger. But a dark horse emerged at the Association of the U.S. Army's Global Force Symposium, also in Huntsville, in March. Leonardo DRS showed an unassuming small-scale mock-up of its concept at its booth at the symposium that featured its partner Moog's Reconfigurable Integrated-weapons Platform. The platform would provide a choice of sights, direct-fire weapons and missiles, Ed House, DRS Land Systems' business development manager, told Defense News at the show. The system would be able to integrate both Stinger and Longbow Hellfire missiles, requirements for the service's IM-SHORAD solution. It also would come equipped with a complement of direct-fire weapons and sights to include the M230 chain gun and the 7.62mm coaxial machine gun. But the solution also has non-kinetic defeat capabilities and Rada's onboard multimission hemispheric radar. And that dark horse has won the opportunity to provide the mission equipment package for the IM-SHORAD prototype program. The system will also have Hellfire rails as well as an onboard sensor, according to Worshim. The Army decided to choose DRS to provide the mission equipment package because of the flexibility of its reconfigurable turret, which allows for growth opportunities should the threat change or something else change that requires a new interceptor or another capability, Worshim said. The solution also posed less intrusion to the existing Stryker platform, he added, and provided an increased level of protection as the crew reloads ammunition, which can be done under armor. While the Avenger solution was deemed technically acceptable and met requirements, one of the reasons the Army decided against using the Avenger on Stryker as the solution was because the government felt it would require major modifications to the Stryker, according to Worshim. The Army has a desire to keep the Stryker as common across the fleet as possible, Worshim said. Boeing was also looking to the government to supply Avenger turrets, of which a limited amount of those exist readily in the service's inventory, which would have been problematic when considering the Army's goal to deliver 144 IM-SHORAD systems by fiscal 2022, he explained. Now that vendors have been selected, the Army will move into a negotiation period expected to wrap up in mid- to late July. The service expects to officially award the contract to build nine prototypes by Aug. 31, but has the intention to possibly move that date up, Worshim said. Once the contracts are solidified, DRS will provide the first mission equipment package, complete with a new digital Stinger missile launcher in February 2019. Then GDLS will fully integrate the SHORAD prototype by April 2019. The final prototypes will be delivered to the service by the first quarter of fiscal 2020. As the prototypes are coming along, the Army will conduct prototype testing to see if the systems are meeting requirements. “From there, the Army will decide if this solution truly meets requirements in this respect,” Worshim said. If the solution does meet requirements, production efforts to build 144 systems — a total of four battalions — will move forward. The Army's goal is to provide the first battery no later than the fourth quarter of 2020, but that will depend on funding. If funding is lower than expected, the Army will deliver the first platoon by about that time, according to Worshim. The service has moved from receiving a directed requirement in late February 2018 to selecting vendors for the IM-SHORAD solution in just about four months, which, Worshim noted, is moving at “lightning speed” for a typical acquisition process.
