    Government of Canada Announces Successful Proposals for All Domain Situational Awareness Science & Technology Program

    October 20, 2017 – Ottawa The All Domain Situational Awareness (ADSA) Science & Technology program will support the development of options, over a period of five years, for enhanced domain awareness of air, maritime surface and sub-surface approaches to Canada, in particular those in the Arctic. Surveillance solutions explored and selected through the ADSA Science & Technology program will strengthen the Government of Canada's ability to exercise sovereignty in the North, and will provide a greater awareness of safety and security issues, as well as transportation and commercial activity in Canada's Arctic. Canada's contributions to regional Arctic security also form a core part of the Canada-United States defence relationship. Nowhere is this more apparent than in joint efforts to renew the North Warning System (NWS) and modernize elements of the North American Aerospace Defense Command (NORAD). As the security dynamics in the Arctic evolve, Canada and the United States will continue to work side by side to secure our shared northern air and maritime approaches. The NWS is a chain of unmanned radar stations in Canada's Arctic that provides aerospace surveillance of Canadian and United States northern approaches. While the current NWS is approaching the end of its life expectancy from a technological and functional perspective, the range of potential threats to the continent, such as those posed by cruise missiles, has become more complex and increasingly difficult to detect. To this end, Canada and the United States have already launched bilateral collaboration to seek innovative technological solutions to continental defence challenges including early warning. Studies are ongoing to determine how best to replace this important capability as part of the overall modernization of NORAD. The ADSA Science & Technology program is part of this bilateral collaboration. The following are the successful proposals from the first Call for Proposals: Title: Acoustic Source for Ocean Propagation Experimentation Supplier: GeoSpectrum Technologies Inc Location: Dartmouth, Nova Scotia Domain: Sub-Surface Surveillance Project Type: Technology Demonstration Funding: $4,953,038 (until 31 March 2020) GeoSpectrum Technologies Inc has been awarded a contract to develop, design, build and test an acoustic source which will support scientific experiments in underwater sound propagation. Such a device may form part of future systems capable of providing long distance underwater communications to support, for example, an unmanned underwater vehicle engaged in open ocean or under ice survey work. Title: Acoustic Array for Persistent Under-Ice Vehicles Supplier: GeoSpectrum Technologies Inc Location: Dartmouth, Nova Scotia Domain: Sub-Surface Surveillance Project Type: Research and Development Funding: $1,944,175 (until 20 September 2019) The objective of this project is to design and build a sensor array suitable for towing from an unmanned underwater vehicle (UUV). The innovative design, employing a fishing line-like cable with acoustic sensors, may be suitable for year-round underwater and under-ice operations, in environmentally hostile Arctic waters. Title: Development of the Canadian High Arctic Ionospheric Models (CHAIM) Supplier: University of New Brunswick Location: Fredericton, New Brunswick Domain: Air Surveillance Project Type: Research and Development Funding: $1,165,143 (until 31 March 2020) Current ionospheric models, used for prediction of radio wave propagation for communications and other applications, have significant shortcomings in Arctic regions. This is due to inaccuracies and limited local ionospheric observations. This project aims to improve this by producing high latitude electron density models at altitudes between 100 and 3,000 kilometres. Title: Bistatic High Elevation Long Endurance (HALE) Unmanned Air System (UAS) Scenario Study Supplier: C-CORE Location: Ottawa, Ontario Domain: Surface Surveillance Project Type: Study Funding: $221,000 (until 31 July 2018) This project is for the study of the potential capabilities of using a high altitude long endurance (HALE) unmanned air system (UAS) as a receiver in a bistatic configuration with commercial synthetic aperture radar (SAR) missions, both current and future.     U.S. should follow Canada's lead in placing far right groups on terror list, says report

    DAVID PUGLIESE, OTTAWA CITIZEN The U.S. should follow Canada's lead in putting far-right extremist groups on its list of outlawed terrorist organizations, a new report on the danger of the white supremacist movement recommends. There is also a growing trend for white supremacist groups to seek military training and experience in foreign conflicts, particularly in Ukraine, warns the New York-based Soufan Center in its report “White Supremacy Extremism: The Transnational Rise of The Violent White Supremacist Movement. U.S. government efforts to fight white supremacy extremism (WSE) are lacking despite the increasing danger it poses, the report pointed out. “White supremacy extremism is a transnational challenge — its tentacles reach from Canada to Australia, and the United States to Ukraine – but it has evolved at a different pace in different parts of the world,” noted the report. “To make serious progress, the United States should consider building upon Canada and the United Kingdom's leadership by sanctioning transnational WSE groups as foreign terrorist organizations.” The report specifically pointed to Canadian efforts against the international neo-Nazi network called Blood & Honor. In June, Canada for the first time added right-wing extremist groups to its list of terrorist organizations. Blood & Honor as well as its armed branch, Combat 18, which has carried out murders and bombings around the world, were both put on the list. Blood & Honor was founded in the United Kingdom in the late 1980s but has supporters in Canada. By designating white supremacist groups as international terrorists, the U.S. government could hinder the travel of their members and prosecute individuals for providing material support to designated groups. In 2018 white supremacist extremists were connected to 50 murders in the U.S. The Soufan Center, created by former FBI agent Ali Soufan who was involved in a number of counter-terrorism cases, also warned white nationalists have been traveling to Ukraine to learn combat skills. Such recruits are on both sides of the conflict between Ukraine and pro-Russian separatists and an estimated 17,000 foreigners from 50 countries have gone to fight in that war, it added. “In Ukraine, the Azov Battalion has recruited foreign fighters motivated by white supremacy and neo-Nazi beliefs, including many from the West, to join its ranks and receive training, indoctrination, and instruction in irregular warfare,” the report outlined. The Azov Battalion has been formerly incorporated into the Ukrainian military, at least in theory, the report added. But the battalion has cultivated a relationship with members of the Atomwaffen Division, a U.S.-based neo-Nazi terrorist network. In late September police arrested a U.S. Army soldier in Kansas for allegedly sharing bomb-making instructions online and discussing attacks on the news media, left-leaning activists and former U.S. Congressman Beto O'Rourke. The soldier, Jarrett William Smith, was interested in joining the Azov Battalion in Ukraine, according to the FBI. He was corresponding with another man in Texas who had fought in Ukraine for a right-wing extremist organization. In June 2018 Canadian government and military officials in Ukraine met with members of the Azov Battalion, which earlier that year had been banned by the U.S. Congress from receiving American arms because of its links to neo-Nazis The Canadians were photographed with battalion members, images which were shared on the unit's social media site In a statement to this newspaper Department of National Defence spokesman Dan Le Bouthillier said the meeting was planned by Ukrainian authorities and Canadian representatives had no prior knowledge of those who would be invited. “Canada has not, does not, and will not be providing support to Azov and affiliated entities,” Le Bouthillier said. “Canada is strongly opposed to the glorification of Nazism and all forms of racism, racial discrimination, xenophobia, intolerance and extremism.” The Soufan Center report also noted that Russian neo-Nazis have links with white supremacists in western nations.     Ottawa Airport Authority to test drone detection technology

    The Ottawa Macdonald-Cartier International Airport Authority has partnered with NAV Canada and QinetiQ Canada to trial drone detection technology at Ottawa International Airport (YOW). Named Obsidian Counter UAS System, the technology is equipped to accurately recognise drone features and avoid classifying non-drone activity such as wildlife movement. NAV Canada and QinetiQ will work with the airport authority to install and deploy the Obsidian micro-Doppler radar unit, determining the compatibility of the system in a civilian airport environment. Ottawa Macdonald-Cartier International Airport Authority president and CEO Mark Laroche said: “The trial with QinetiQ's Obsidian Counter UAS System will provide all parties the opportunity to test a viable detection and mitigation system at an active airport. “The trial dovetails perfectly with both the Airport Authority's Drone Incident Protocol and the recommendations in the BRTF's Interim and Final reports.” The trial will evaluate the accurate and timely detection of drones or remotely piloted aircraft systems (RPAS). It will assess the effectiveness of the system in initiating the right response to drone / RPAS detection between the airport authority and NAV Canada. The trial will also assess the system compatibility in an international airport environment, which is prone to interference by other partner systems. QinetiQ Canada MD Robert Aubé said: “Obsidian Counter UAS is specifically designed to meet the current and forecast threat of drone incursion upon critical national infrastructure, including daily operations in complex environments such as the Ottawa Macdonald-Cartier International Airport.” NAV Canada is a non-profit corporation that owns and operates the country's civil air navigation system. Last month, two flights were diverted to nearby airports due to suspected drone activity in the surroundings of Dubai International Airport. London's Gatwick Airport closed for approximately 36 hours in December 2018 due to threats posed by illegal drones flying near its runway.
