    The first Airbus CC-295, purchased by the Government of Canada for the Royal Canadian Air Force's (RCAF) Fixed Wing Search and Rescue Aircraft Replacement (FWSAR) program, rolled out of the paint shop showing off its final livery at the Airbus facility in Seville, Spain. The aircraft will now go through the final preparation phase before its delivery to the customer, planned to take place in Spain before the end of the year. The aircraft adopts the yellow paint scheme following the tradition defined in the 1970s for search and rescue aircraft, giving high visibility for those in the air and on the ground. The contract, awarded in December 2016, includes 16 CC-295 aircraft and all in-service support elements including training and engineering services, the construction of a new training centre in Comox, B.C., and maintenance and support services. The aircraft will be based where search and rescue squadrons are currently located: Comox, B.C.; Winnipeg, Man.; Trenton, Ont.; and Greenwood, N.S. Considerable progress has been made since the FWSAR programme was announced two and a half years ago: the first aircraft is due to be delivered in Spain in the coming months; another six aircraft are either completing flight tests or in various stages of final assembly; and seven simulators and training devices are starting up preliminary acceptance tests.     Airbus aggressively sourcing more Canadian content

    by Chris Thatcher When Tom Enders, then the chief executive officer of Airbus, announced in October 2017 that Canada would become the company's fifth home country and first outside of Europe, following a deal with Bombardier to acquire a majority stake in the C Series passenger jet, small- and medium-sized Canadian aerospace companies had reason to be optimistic. Canada has typically ranked eighth or ninth among Airbus suppliers. But with the C Series now firmly under the Airbus tent (it was renamed the A220 in July), a contract award in 2016 to provide the Royal Canadian Air Force with 16 C295W fixed-wing search and rescue (FWSAR) aircraft, and looming competitions for a future fighter jet and strategic tanker and transport aircraft, Airbus is aggressively sourcing more Canadian content. Before you make your pitch, however, Ruben Tauste Caro, responsible for Airbus's strategic procurement in North America, has a few words of advice: no bashing the competition, no me-too products, and go easy on the wonders of your new shop floor machinery. “I want you to tell me that you work in a very, very dedicated frequency. And in that frequency, I want you to tell me that you are the expert in a very specific niche. Then you've got me,” he told the Abbotsford Aerospace, Defence and Security Expo in August. Airbus routinely conducts in-person assessments of its prospective suppliers and, while cost, quality, and on-time production are obvious baseline requirements, what interests Tauste Caro are signs of continuous improvement and true innovation. He said companies that claim to build a better mouse trap or be a one-stop shop for all his supply needs are quickly dismissed. “Tell me what you are really, really good at, and if I have an opportunity in the future, that will be yours,” he said. Continuous improvement need not involve large investments. A dashboard with measurable targets will suffice if it clearly shows progress, said Tauste Caro. “Show me your KPIs [key performance indicators]. If you don't [meet] a target that month, do you have an action behind it?” A clear ability to set and reach targets is important, he emphasized, because if there is ever an issue with product quality, “The question is, will you overcome that issue? Do you have the right procedures, the right way of working? Is your workforce engaged?” That's why he also asks questions about innovation. Most companies have a tendency to highlight their shop floor. While new machines and robotics are important, he always looks beyond to the people operating them. “Innovation is people,” he said. “{They] are the key parameters in the innovation equation...[D]on't waste time on machines, tell me your way of working.” In particular, how do ideas move from the shop floor to the C-suite? For suppliers eyeing opportunities with Airbus's commercial aircraft production, an ability to ramp up production and deliver at high rates is critical. “This is extremely important,” he stressed. “We cannot afford to have one aircraft system stopped in the warehouse.” Tauste Caro heads a small four-person team responsible for supplier identification and development throughout North America, so he encouraged companies to call or “knock on the door,” to keep him apprised of product changes, expansion plans, new strategies, and contract awards. “Feed me with that information. That is the daily bread and butter of my job within strategic procurement,” he said, explaining that if he's asked to recommend a supplier, “I have to be able to answer right away.” While ramp-up of A220 production this year and delivery of the first FWSAR aircraft in 2019 might mean more opportunities for Canadian suppliers, Airbus is particularly focused on the value proposition it can offer in a future fighter jet and air-to-air refuelling aircraft competition. “We need to work with you right now,” he told executives at the Abbotsford trade show, to identify industrial and technological benefits (ITBs) proposals for both programs and meet FWSAR obligations.     Fires and rollovers plague Canadian Army's $600 million fleet of new armoured vehicles

    David Pugliese, Ottawa Citizen he Canadian Army's new armoured vehicles have been plagued by rollovers and fires, the latest in a series of problems to affect the $600-million fleet. Since April 2014, there have been 10 incidents when Tactical Armoured Patrol Vehicles have tipped on to their sides, six where they have rolled over completely, and four where they have caught fire. Pat Finn, the assistant deputy minister in charge of procurement at the Department of National Defence, told Postmedia there have been no serious injuries as a result of the incidents. But the problems are not the first to hit the Tactical Armoured Patrol Vehicles or TAPVs. The TAPV program has “experienced a number of significant technical issues, particularly affecting vehicle mobility,” then-defence minister Rob Nicholson was told in August 2014. There have been problems with the suspension, steering and other items on the vehicle, according to a briefing document released under the Access to Information law. The technical issues significantly delayed the test program for the vehicles, the document added. “These accumulating incidents, which relate to the vehicle's ability to travel distances on medium cross country terrain, led the project office to conclude the existing testing could no longer continue.” The Conservative government announced the TAPV contract in 2012 as part of its re-equipping of the Canadian Army. Canada bought 500 TAPVs from Textron, a U.S.-based defence firm, at a cost of $603 million. The TAPV is a wheeled combat vehicle that will conduct reconnaissance and surveillance, security, command and control, and armoured transport of personnel and equipment. Finn said as a result of the various incidents further quality assurance tests are being done. “It's kind of high off the ground so it can be more agile,” he explained about the vehicle. “(But) it brings with it a high centre of gravity.” “It may be it's about training and understanding the vehicle,” Finn added. None of the vehicles have been written off because of the incidents, according to the Canadian Army. “Upon review of the major TAPV incidents, it has been identified that the most common contributing factors of these incidents tends to be human error due to limited familiarity time operating the vehicles,” the army noted in an emailed statement to Postmedia. The army pointed out that investigations into the incidents did not reveal any design or mechanical faults. “Primary reports on the majority of these incidents (rollover and tip-overs) were attributed to a combination of factors, such as operator experience, the vehicle's high centre of gravity, weather conditions, and/or vehicle speed,” the email noted. The army did not provide any explanation for the four fires on the TAPVs. The army noted that it is considering limits on the speeds the vehicles can operate at as well as “rollover hazard mitigations” and “recommendations such as the use of new technology to enhance experience for new drivers and crew.” The army did not provide further details on those new technologies or initiatives. The TAPV project will cost taxpayers a total of $1.2 billion, which not only includes the vehicles but also includes the building of infrastructure to house them, as well as the purchase of ammunition and service support for the equipment. The initial problems with steering and other issues delayed the delivery of the vehicles. After those were dealt with, the army had to contend last year with concerns about brakes and the distance the vehicles needed to stop. The TAPV is a heavy vehicle and requires longer stopping distances at higher speeds than most new drivers are familiar with, noted DND spokesman Dan Le Bouthillier in July 2018. The fleet of TAPVs have been distributed across seven bases and 24 units throughout Canada. The Canadian army has said it expects to declare full operational capability by mid-2020, following training of all operators.
