    Pentagon science office launches program to develop manufacturing in space ... and on the moon

    Nathan Strout WASHINGTON — The Defense Department's emerging technology research arm will invest in new materials and processes that could enable manufacturing in space and on the moon's surface. To that end, the Defense Advanced Research Projects Agency is launching the Novel Orbital and Moon Manufacturing, Materials and Mass-efficient Design program, or NOM4D. “NOM4D's vision is to develop foundational materials, processes and designs needed to realize in-space manufacturing of large, precise and resilient Defense Department systems,” said Bill Carter, program manager in DARPA's Defense Sciences Office, in a press release. DARPA is launching the program in response to the natural limitations of rocket launches in placing larger structures and systems in orbit, the agency said. While the launch industry has expanded significantly in recent years, with dozens of new providers entering the fray, rocket launches are inherently limited — even the largest rockets have weight and volume restrictions. The solution? Place smaller pieces of a structure on orbit with multiple launches, and then assemble them in space. Or better yet, collect materials from the moon to build with. “We will explore the unique advantages afforded by on-orbit manufacturing using advanced materials ferried from Earth,” Carter said. “Large structures such as antennas and solar panels can be substantially more weight efficient, and potentially much more precise. We will also explore the unique features of in-situ resources obtained from the moon's surface as they apply to future defense missions.” Manufacturing in space could also enable more flexibility in the design of space systems. Today, most satellites are designed to be as compact as possible in order to be integrated with and launched on rockets. But by assembling systems in space, systems could be designed without some of those volume restrictions, allowing them to be more mass efficient. “We're looking for proposers to come up with system designs that are so mass efficient that they can only be built off-earth, and with features that enable them to withstand maneuvers, eclipses, damage and thermal cycles typical of space and lunar environments,” Carter said. “Given the constraints of ground test, launch and deployment, the traditional approach to designing space structures is not likely to result in dramatic improvements in mass efficiency. In order to take the next step, we've got to go about materials, manufacturing and design in a completely new way.” The idea of assembling systems and structures in space isn't new. Famously, the International Space System was assembled in space using a number of components individually launched into space. “People have been thinking about on-orbit manufacturing for some time, so we expect to demonstrate new materials and manufacturing technologies by the program's end,” Carter added. With NOM4D, DARPA will work with participants over three 18-month phases to develop precise, mass efficient structures that could be used for on-orbit construction. Each phase will focus on one of three applications: large solar arrays, large radio frequency reflector antennas, and segmented infrared reflective optics.     USAF Identifies Critical New KC-46 Design Flaw

    By Steve Trimble The U.S. Air Force has identified a potential new design flaw with the KC-46A tanker and banned the fleet from carrying cargo or passengers until a solution is found and delivered. Multiple cargo locks embedded in the floor of the aircraft released inadvertently during a recent operational test and evaluation flight, according to a statement by Air Mobility Command (AMC). Air Force and Boeing officials are working to identify a solution to the problem, AMC says. An uncommanded release of the cargo locks could allow pallets of cargo or passenger seats to shift position during flight, potentially changing the center of gravity of the aircraft. In response, the Air Force generated the third unresolved Category 1 deficiency report charged to the KC-46 program, AMC says. A Category 1 deficiency reflects an identified risk that jeopardizes lives or critical assets. The Air Force agreed to accept the first KC-46 last January despite two Category 1 deficiencies still pending. Boeing is implementing an Air Force-funded design change to the actuator on the refueling boom to make it more sensitive to smaller receiver aircraft, such as A-10s and F-16s. Meanwhile, Boeing has submitted a proposed redesign of the remote vision system (RVS) to correct what the Air Force calls a “rubber sheeting” affect that distorts the image on the visual display used by the boom operator during refueling operations.     The Air Force’s new trainer jet is attracting the Navy’s and Marine Corps’ interests

    By: Valerie Insinna NATIONAL HARBOR, Md. — The U.S. Navy and Marine Corps are monitoring the development of the Air Force's T-X training jet, but it may be years before they can launch their own competitions to replace the T-45, officials said Monday. “We're watching the T-X. Obviously the Air Force is going through that process,” Lt. Gen. Steven Rudder, the Marine Corps' deputy commandant for aviation, said during a panel at the Navy League's Sea-Air-Space conference. “At some point, we're going to have to replace the T-45. We're going to have to replace the F-5,” he said, referring to the T-45 Goshawk (used by the Navy and Marine Corps to train fighter pilots) and the F-5 (used to simulate adversaries during exercises). “Our adversary requirement is not going away. It only increases. That's another one that with our Air Force counterparts we're watching closely on many different fronts,” he added. Last year, the Air Force chose a Boeing-Saab team to build a new, clean-sheet trainer, awarding the firms a contract worth up to $9.2 billion. Although the service's program of record is 351 T-X jets and 46 simulators, the agreement gives it the flexibility to buy up to 475 aircraft and 120 simulators. A Navy and Marine Corps buy would add several hundred aircraft to the Air Force's eventual order — a massive financial win for Boeing, which bid extremely low on the T-X solicitation with the expectation of raking in big profits during the production stage. Boeing is set to deliver the first simulators to Joint Base San Antonio-Randolph, Texas, in 2023. In fiscal 2024, the Air Force will have enough simulators and trainers to declare its first squadron as operational. Angie Knappenberger, the Navy's deputy director of air warfare, said the timing of a T-X buy could be “problematic” because of the current schedule of the TH-57 replacement, which is taking priority over a new jet trainer. “Once we're able to accomplish that — the helicopter trainer replacement — then we're going to look more forward to something like the T-45 replacement. The service wants to buy 130 helicopter trainers from FY20 to FY23. Knappenberger did not elaborate on why the timing of the T-X program could be challenging for the Navy, but the service plans to finish purchasing new helicopter trainers just as Boeing starts producing and delivering T-Xs to the Air Force. Another key factor may be whether the T-X can be outfitted with the gear necessary for taking off from and landing on aircraft carriers, and how quickly Boeing could complete the engineering work involved. Like Rudder, Knappenberger noted the appeal of buying enough T-X trainers to fill the service's adversary air requirements, saying she's “curious to see” the jet's red air capabilities. The Air Force is also assessing the T-X's ability to conduct other mission sets. “You could imagine a version of the airframe that could be equipped as a light fighter. You can imagine a version that is equipped as an adversary air-training platform,” Air Combat Command head Gen.
