    IM-SHORAD delayed by pandemic, but first unit equip date remains in place

    By: Aaron Mehta WASHINGTON — The U.S. Army's newest short-range air defense system is one of several projects that are facing delays due to COVID-19, but top officials insist that all major acquisition programs remain on track for their planned delivery dates to the field. For programs in the two largest categories of acquisition programs, “we remain on track for first unit equipped for all the programs,” Bruce Jette, the Army acquisition head, said Wednesday. However, “that doesn't mean that some of the programs aren't having adjustments to delivery schedules or adjustments to milestone. We're making adjustments as necessary, and then working with the companies to try and catch up.” One of the programs to fall behind is the Interim Maneuver Short-Range Air Defense (IM-SHORAD) system, which had been scheduled to wrap up developmental testing by June. Last week, Janes reported that there were software issues with integrating the weapons package onto the Stryker combat vehicle-based system used for the IM-SHORAD design. The Army plans to procure 144 of the systems, which would be deployed in Europe. “I think we flipped a few months to the right, based upon some software issues,” said Gen. Mike Murray, the head of Army Futures Command. “And matter of fact, I was just talking to the CEO today on the software issues, and we're jumping on that and they got an update yesterday and we're making great progress, but we did slide that a little bit to the right.” In addition to the software challenge, Murray said the need for COVID-19 safety measures was causing a delay in testing, as well. “When you're working tests like that, the run up like that for the test, it's almost impossible to maintain the 6 feet of social distancing. So it was getting the right [personal protective equipment] in place, and then the software issues we had,” Murray said. The general declined to say which CEO he had discussions with on the program. General Dynamics Land Systems (GDLS) is the lead integrator for the program, with a mission equipment package designed by Leonardo DRS. That mission equipment package includes Raytheon's Stinger vehicle missile launcher. The two officials appeared on a call hosted by the Defense Writers' Group. Jette said there is only one program that has had to make a “significant” change to its schedule, but described that program as an ACAT 3 level effort — the smallest acquisition category — with the delay a direct result of the small size of the company. “The greatest sensitivities tend to be down in those programs which have connectivity to small companies, as their major source of technology, delivery services, etc. Because if one person gets sick in the company, you often end up with the entire company being in quarantine for 14 days.     Another win for Boeing: New Zealand commits to the P-8 with $1.6 billion deal

    By: Nick Lee-Frampton New Zealand has become the fifth export customer (after Australia, India, Norway and the U.K.) for Boeing's P-8 Poseidon, with a $1.6 billion order for four aircraft. Announced July 9 by Minister of Defence Ron Mark, the order includes the cost of infrastructure and training equipment. The aircraft are expected to enter Royal New Zealand Air Force (RNZAF) from 2023 and will replace six Lockheed P-3K2 Orions that have served the RNZAF for more than 50 years. New Zealand purchased five P-3B Orions in 1966 and acquired a sixth aircraft in 1985. New avionics led to new designation of P-3K in the late 1980s; they were then given new wings as part of a life extension program in 2000. New radar and digital avionics from 2011 led to the designation P-3K2. A new title for the Orion fleet was introduced too, the Airborne Surveillance and Response Force. Always operated by 5 Squadron RNZAF from Whenuapai air base, Auckland, the squadron will operate its P-8As from Ohakea. Mark says options for a complementary maritime surveillance capability will be included in the forthcoming Defence Capability Plan review, due to be completed by the end of the year. Smaller manned aircraft, as well as remotely piloted aircraft and satellite surveillance will be considered to complement the P-8s.     UK Ministry of Defence orders Leonardo/Thales protection system for RAF Shadow ISTAR fleet

    London September 11, 2019 - The UK Ministry of Defence has contracted Leonardo and Thales, under a single source procurement, to deliver an integrated UK Defensive Aids System (DAS). The procurement will equip the RAF's fleet of eight Shadow R1 intelligence-gathering aircraft, providing an advanced DAS which will protect the aircraft against latest-generation of Infra-Red (heat seeking) missiles. Designed, developed and manufactured in the UK, the system provides a sovereign capability which will be able to evolve in anticipation of changing threats to air platforms. The contract will be delivered by a combined MOD/Leonardo/Thales team under a Leonardo prime systems integration contract, with the equipment being integrated onto the platform by Raytheon UK. Initial Operating Capability is targeted for early 2021. The system consists of the following subsystems: Thales “Elix-IR” Threat Warner Leonardo DAS Controller Leonardo “Miysis” Directed Infra-Red Counter Measure (DIRCM) Thales “Vicon” Countermeasures Dispensing System The single source selection by the MOD follows the recent SALT III international trials hosted by the Swedish Defence Materiel Administration in Sweden. There, the integrated Miysis/Elix-IR system, using a jamming waveform developed by the UK MOD's Defence Science and Technology Laboratory, proved its ability to defeat Infra-Red missiles in live fire exercises. How the system works: The integrated DAS brings together world-class capabilities in threat warning, self-protection co-ordination, countermeasures dispensing and in DIRCM. At the heart of the system, the DAS Controller is able to assess multiple threats to the aircraft and prioritise the appropriate response using the Countermeasure Dispensing System (CMDS) and Miysis DIRCM. Elix-IR is constantly on the lookout for missile and gunfire threats, providing long range, rapid and accurately-located alerts when they occur. The dual-head fit of the Miysis DIRCM provides 360 degree protection and the ability to defeat multiple threats simultaneously by accurately directing a jamming laser onto the missile's seeker, confusing its guidance system and steering the missile away from the aircraft. The integrated and optimised threat-warning/threat-defeat chain ensures that sequential incoming missiles are thwarted quickly and effectively. Shadow: The RAF's fleet of Shadow aircraft, which are based on the King Air 350CER, are operated by 14 Squadron out of RAF Waddington. Because of the ISR role of the aircraft, it may be required to fly through hostile airspace, necessitating protection from enemy forces. A particularly deadly and prevalent threat are heat-seeking, Man-Portable Air-Defence Systems (MANPADS), which are widely employed around the world. The Shadow's new defensive aids suite will effectively counter this threat, being able to rapidly defeat incoming missiles.
