    Duckworth: Army's New Helicopters Should Not Be Designed for Anyone Else

Tammy Duckworth, a former U.S. Army helicopter pilot, said recently that the Marine Corps, Navy and Air Force would have to wait their turn if they want their own version of the Army's futuristic helicopters being developed under the Future Vertical Lift (FVL) effort. The Illinois Democrat and member of the Senate Armed Services Committee recently attended a high-profile flight demonstration of Sikorsky-Boeing's new SB-1 Defiant helicopter that was designed with the goal of replacing the UH-60 Black Hawk. The Army awarded a team from Sikorsky, part of Lockheed Martin Corp., and Boeing Co. a 2014 contract to build Defiant as part of the Joint Multi Role Technology Demonstrator (JMRT-D) program. A Textron Inc.-Bell team also received a contract under the effort and built the V-280 Valor, a tiltrotor-design helicopter that completed its first test flight in December 2017. Both the Valor and the Defiant prototypes are promising designs, Army officials maintain, that are capable of flying at speeds of more than 200 knots and will result in a replacement for the venerable Black Hawk as the service's new Future Long Range Assault Aircraft (FLRAA). Duckworth, a former Army National Guard officer who lost both legs after enemy forces shot down the Black Hawk she was flying over Iraq in 2004, said she intends to keep the FVL program from morphing into an unwieldy, joint effort. That's a pitfall that has thrust many joint-service programs into program delays and cost-overruns because of overly broad requirements. "This is an Army aircraft; we need to keep an Army mission," Duckworth told reporters at the Feb. 20 flight demo. "If the other services want to fall in behind it and develop something afterward and tweak it for what they need, that is fine, but we cannot build a Frankenaircraft ... that's going to meet the Marines' needs and the Navy's need and the Air Force's needs. "We need to not let the requirements start to meander and creep around because otherwise we will never get to where we need to and get these things fielded as quickly as possible," she added. In the past, the Pentagon has often tried to develop multiple versions of a major combat system, such as the new F-35 Joint Strike Fighter, which has been designed to satisfy the requirements of the Navy, Marine Corps and Air Force. The acquisition program for the advanced, stealth fighter began in the mid-1990s and still suffers from testing setbacks that have delayed a full-rate production decision. That Army-Marine Corps Joint Light Tactical Vehicle (JLTV) program, however, is considered a successful acquisition effort that began in 2006 after Humvees in Iraq could not withstand the destruction force of enemy homemade bombs attacks. JLTV took almost a decade to become a reality but, in August 2015, Oshkosh Corp. was selected over Lockheed Martin Corp. and AM General LLC to build the vehicle for the Army and Marine Corps. Meanwhile, for the second year in a row, the Army has reduced the number of JLTVs it will buy in fiscal 2021 to free up money to fund future modernization. FVL is one of the Army's top modernization priorities under a new strategy the service launched in 2017, with the goal of replacing most of its major combat platforms beginning in 2028. Leaders stood up Army Future Command, an organization designed to help the service's acquisition and requirements machines work more closely together in an effort to streamline what has traditionally been a slow-moving process to develop and field combat system. So far, the strategy appears to be working, since the FLRAA and the Future Attack Reconnaissance Aircraft (FARA) efforts are ahead of schedule, Duckworth said. Army officials are scheduled to down-select to two vendors to build final prototypes of the FARA next month. The service is also scheduled to begin a competitive demonstration and risk reduction phase for FLRAA, which is expected to last until 2022, the year the service plans to down-select to one vendor to build the Black Hawk replacement. "This is rare for defense procurement to actually be ahead of timeline instead of pushing everything to the right," Duckworth said. "I am very pleased with how well the Army is handling this development." The senator stressed, however, that she intends to continue strict oversight of the FVL to ensure it doesn't result in a waste of taxpayer dollars. "We can't be spending upward of $60 million per airframe," Duckworth said. "If we do that, then we can't field the number of airframes that we need to be out there in the force." Army Secretary Ryan McCarthy, who also attended the flight demo, stressed that the service's leadership is committed to making necessary cuts to outdated programs to free up money for FVL and other modernization efforts. "We don't have a choice.     Against Army’s wishes, Congress primes pump to buy newest CH-47 variant for active force

    By: Jen Judson WASHINGTON — Congressional appropriators and authorizers have increased advance procurement funds for the newest variant of the CH-47 Chinook cargo helicopter as preparation to supply the aircraft to the Army's active force, even though the service asked to only buy a small number of the helos in fiscal 2020 for special operations. The service's decision to cut the aircraft from the active force was based on the need to free up future cash to cover the cost of an ambitious plan to buy two new future vertical lift aircraft for long-range assault and attack reconnaissance missions. But Congress has gone against the Army's wishes to divert funding away from procurement for the active force, instead adding $28 million in FY20 funding — in both the recently released spending and policy bill conference reports — for advance procurement to begin to prime the pump to restore CH-47F Block II deliveries to the conventional Army. The cut the service made would only buy 69 special operations variants — or "G" models. The original plan was to procure 473 "F"-model Block II helicopters for the active force. The Army approved the Block II effort to move into the engineering and manufacturing development phase in April 2017, and the program officially began in July 2017. In October 2018, the first two EMD Block II Chinooks were already on the assembly line with plans to fly in mid-2019. Boeing, which manufactures the aircraft, expects a production decision in July 2021. While $28 million won't get the service much, based on the original plan the Army would start building five CH-47F Block IIs in 2021 meant for the active force. The advance procurement in FY20 would support buying longer-lead items from suppliers, but is still a stretch to claim that the additional funding restores the program. Those five aircraft would be delivered in 2023 based on Boeing's typical three-year lead time to build an airframe. It remains to be seen whether the congressional plus-up will prompt the Army to restore funding for the five CH-47F Block IIs in its FY21 budget request due out early next year. It's also unclear how many of those long-lead parts procured in FY20 could be used in G-model aircraft or are exclusive to F-models. Therefore, it's also murky how much of the $28 million in parts might be wasted if the Army sticks to its plan to only procure G-model aircraft. The Army has indicated it might reconsider the CH-47F Block II cut; the FY21 budget request, when it is released, will likely reveal the Army's decision. Shortly after the service's plan to cut the CH-47F Block II was revealed in its FY20 budget request, then-Army Vice Chief of Staff Gen. James McConville, who is now chief, told reporters the Army was comfortable with its decision, but tempered that, adding: “I think in two to three years, we will have a better idea about where we are, as far as developing the helicopters we talked about, and that will drive the decision.” McConville was referring to the Army's plan to buy two future vertical lift aircraft. The same day, then-Army Secretary Mark Esper, who is now defense secretary, told another group of reporters that the service would not be rethinking its plans to build CH-47 Block IIs for the conventional force. The Army has also claimed it is pursuing foreign military sales of its CH-47F Chinooks to soften the blow from cuts made to its intended buy of the Block II variant, but none of the possible sales — to the United Kingdom or to the United Arab Emirates — were newly in the works at the time. And neither country has plans to buy Block II variants.     Les exportations d'armements ont dopé la balance commerciale de la France en 2019. Selon des données dévoilées le 15 juin par l'Observatoire économique de la défense, les exportations de matériels de guerre ont atteint un niveau historique. En 2019, la France a réussi à diminuer son déficit commercial de 3,9 milliards d'euros. Comment ? Notamment gr'ce au succès de ses armements à l'international. Les exportations de matériels de guerre et produits liés ont atteint un record décennal de 11,3 milliards d'euros (+34 %), selon le bulletin du mois de mai de l'Observatoire économique de la défense (OED). Les véhicules aériens ont particulièrement contribué à ces résultats. Quatrième meilleur secteur en excédent commercial Le succès des armes françaises à l'export n'est pas nouveau. Début juin, le ministère des Armées rapportait un haut niveau de prises de commandes. Cette fois, on connaît la valeur totale des exportations, le type de biens exportés et également les zones géographiques vers lesquelles ils sont expédiés. Avec 2,7 milliards d'euros d'importations, l'excédent commercial lié aux livraisons de matériels de guerre s'élève à 8,5 milliards d'euros en 2019 (+2,1 milliards d'euros et +32,8 % par rapport à 2018). “Cet excédent sectoriel est une des principales sources d'atténuation du déficit commercial de la France”, fait remarquer l'Observatoire économique de la défense. Seuls trois secteurs dépassent cet excédent commercial en France : en premier l'aéronautique civile (+29,6 milliards d'euros), l'agro-alimentaire des boissons (+13,2 milliards) et l'industrie manufacturière des parfums et des cosmétiques (+12,5 milliards). L'aviation de défense repart Après une stagnation entre 2017 et 2018, les exportations d'avions et d'autres véhicules aériens repartent avec une augmentation de 24,4 % entre 2018 et 2019. Cette catégorie représente à elle seule 2,8 milliards d'euros, soit 25 % de l'ensemble des exportations de matériels de guerre. Les systèmes de propulsion (turboréacteurs, turbopropulseurs) enregistrent également une belle performance : leurs exportations ont cru de 34 % à 2,3 milliards d'euros, soit 20 % de la valeur totale exportée par la France. “Ces exportations sont principalement à destination, dans l'ordre, du Proche et Moyen-Orient, de l'Union européenne, de l'Amérique et de l'Asie”, note l'OED. L'Observatoire économique de la défense ne détaille pas les produits livrés mais l'avion de combat Rafale de Dassault Aviation a sans doute contribué à ces résultats. En 2019, les livraisons de cet appareil vers l'étranger ont explosé à 26 exemplaires. Belle croissance pour les instruments d'optique Derrière, les avions et les systèmes de propulsion les armes et les munitions comptent pour 2,1 milliards d'euros (+34,7 %), soit 18 % des exportations françaises de matériels de guerre. “Près de trois quarts de ces exportations sont des bombes, des grenades, des torpilles ou des missiles”, décrit l'OED. Les chars, les véhicules blindés, les instruments d'optique, de mesure et de précision représentent moins d'argent. En revanche ces catégories affichent les plus fortes croissances. Les exportations de véhicules blindés décollent de +56,8 % (1,1 milliard d'euros). Les instruments ont quant à eux progressé de 47 % (700 millions d'euros). “Il peut s'agir de télémètres ou encore d'appareils pour la navigation à usage militaire. 80 % des exportations sont à destination du Proche et Moyen-Orient, de l'Afrique et de l'Asie (hors Proche et Moyen-Orient)”, détaille l'OED. Pour le secteur maritime, l'année 2019 n'a pas connu de grandes livraisons à l'international. Les navires de guerre affichent une contre-performance de -20,4 % et n'ont compté que pour 128,3 millions d'euros dans les exportations. Les appareils de détection et de radiosondage (radars, sonars et leurs composants) affichent une croissance de 59 % à 1,8 milliards d'euros. Selon l'OED, ces matériels sont principalement exportés vers le Proche et Moyen-Orient. Le Proche et Moyen-Orient, principaux clients de la France De manière générale, le Proche et Moyen-Orient concentrent 42,4 % des exportations françaises (4,8 milliards d'euros, +205 %). Les résultats sont plus serrés entre les autres zones géographiques : l'Amérique représente 11,4 % des exportations (1,3 milliard), derrière l'Afrique (13,8 %, 1,6 milliard), l'Asie (15,7 %, 1,8 milliard) et l'Europe (16,7 %, 1,8 milliard).
