Beyond Chinook: Army Secretary Challenges Industry To Revolutionize Heavy Lift

A light scout and a mid-size transport remain Army aviation's top two priorities, Secretary Mark Esper said, but industry needs to start thinking about the next heavy-lift aircraft and stop fighting against cuts to the venerable CH-47.

WASHINGTON: “I'm asking industry is to think about heavy future vertical lift,” Army Secretary Mark Esper told reporters today. “Where I need their heads to be is thinking about future heavy vertical lift, not about how do we maintain what we have now and make upgrades here or there.”

Translation: Boeing and Pennsylvania legislators, stop fighting me to restore funding for the latest upgrade to the venerable CH-47 Chinook — built outside Philadelphia — and join me in brainstorming a radically better aircraft for future great-power wars with Russia or China.

“I really want to think aggressively, boldly about what the future may hold, how it can be different,” Esper said.

Is that just your advice to industry, I asked, or is there some kind of preliminary study planned that companies could actually get government money for?

It's premature to talk dollars, Esper replied. “Whether we help fund that at some point, I don't know, I'm not going to talk about that right now,” he said. “My comment was only we need aircraft in the future that can do that heavy vertical lift movement, but can ... survive in a very contested airspace and keep up with the FARAs and FLRAAs.”

That's the Future Attack Reconnaissance Aircraft — a light scout to fill the gap left by the retired OH-58 Kiowa — and the Future Long-Range Assault Aircraft — a mid-size transport to replace the UH-60 Black Hawk. Both are intended to be high-speed, long-range aircraft.The solution probably will be turboprop/helicopter hybrids, rather than conventional helicopters, that can operate on fast-paced, far-flung future battlefields where precision-guided missiles can kill the forward fuel depots and maintenance bases on which today's shorter-ranged helicopters rely. FARA is the Army's top-priority aircraft program, Esper reiterated here at the Brookings Institution today, and FLRAA is No. 2.

But once the light scout and the mid-size transport programs are further along, Esper said for the first time today, his no. 3 priority will be a new heavy hauler. “We're not there yet, right, obviously we need to get FARA and FLRAA moving,” Esper said.

“No. 3 is I need to eventually think about what's the future of heavy vertical lift,” Esper told the audience at Brookings. “What's the future replacement for the Chinook” with the greater speed, range, payload, and survivability required for future battlefields?

    NASA’s new administrator says he’s talking to companies to take over the International Space Station

    NASA is talking to several international companies about forming a consortium that would take over operation of the International Space Station and run it as a commercial space lab, NASA Administrator Jim Bridenstine said in an interview. “We're in a position now where there are people out there that can do commercial management of the International Space Station,” Bridenstine said in his first extensive interview since being sworn in as NASA administrator in April. “I've talked to many large corporations that are interested in getting involved in that through a consortium, if you will.” The White House touched off a heated discussion about the future of the orbiting laboratory earlier this year when it said it planned to end direct government funding of the station by 2025, while working on a transition plan to turn the station over to the private sector. Some members of Congress said they would vigorously oppose any plan that ends the station's life prematurely. Sen. Ted Cruz (R-Tex.) said the decision to end funding for it was the result of “numskulls” at the Office of Management and Budget. And it was unclear, who, if anyone, would want to take over operations of the station, which costs NASA about $3 billion to $4 billion a year and is run by an international partnership that includes the United States, Russia, Japan, Canada and the European Space Agency. An orbiting laboratory that flies some 250 miles above the Earth's surface, it has been continuously inhabited by astronauts since 2000. In unveiling its plan to commercialize the station earlier this year, the White House offered few details of how exactly it would work. As it prepares a transition plan, the White House said it “will request market analysis and business plans from the commercial sector and solicit plans from commercial industry.” The international nature of the station could make it tricky, though perhaps there could be an international commercial partnership with some sort of a government role, said Frank Slazer, the vice president of space systems for the Aerospace Industries Association. “It will be very hard to turn ISS into a truly commercial outpost because of the international agreements that the United States is involved in,” he said. “It's inherently always going to be an international construct that requires U.S. government involvement and multinational cooperation.” Bridenstine declined to name the companies that have expressed interest in managing the station, and said he was aware that companies may find it “hard to close the business case.” But he said there was still seven years to plan for the future of the station, and with the White House's budget request “we have forced the conversation.” A former congressman from Oklahoma, Bridenstine, was confirmed by the Senate by a narrow 50-to-49 votethis spring, after the post had remained vacant for 15 months. Democrats had rallied against his nomination, saying he lacked the managerial and scientific background for the job. Many had labeled him a climate-change denier over controversial comments Bridenstine, a conservative Republican, had made in the past. But during a Senate hearing last month, he said his views had evolved, and that he believes human activity is the leading cause of climate change. That earned him plaudits from Democrats, such as Sen. Brian Schatz (D-Hawaii) who had opposed his nomination. “I have come to the conclusion that this is a true evolution,” Schatz said. “That you respect people with whom you work, you respect the science, you want their respect.” In the interview, Bridenstine said there was no single event that cause him to change his thinking. As chairman of the Environment subcommittee, he said he “listened to a lot of testimony. I heard a lot of experts, and I read a lot. I came to the conclusion myself that carbon dioxide is a greenhouse gas that we've put a lot of it into the atmosphere and therefore we have contributed to the global warming that we've seen. And we've done it in really significant ways.” In the wide-ranging interview, Bridenstine also listed a return to the moon and the restoration of human spaceflight from United States soil as two of his top priorities. NASA has proposed building an outpost in the vicinity of the moon that could be inhabited by humans from time to time, with landers that could ferry supplies to the lunar surface. Known as the Lunar Orbiting Platform Gateway, the system would be built by NASA in partnership with industry and its international partners, he said. “I've met with a lot of leaders of space agencies from around the world,” he said. “There is a lot of interest in the Gateway in the lunar outpost because a lot of countries want to have access to the surface of the moon. And this can help them as well and they can help us. It helps expand the partnership that we've seen in low Earth orbit with the International Space Station.” But the first element of the system wouldn't be launched until 2021 or 2022, he said. Perhaps as early as this year, Boeing and SpaceX, the companies hired by NASA to fly its astronauts to the space station, could see their first test flights with people on board, though it's possible they could be delayed to next year. Since the space shuttle was retired in 2011, Russia has flown NASA's astronauts to the station, charging hundreds of millions of dollars over that time. Bridenstine said that it is “a big objective is to once again launch American astronauts on American rockets from American soil.” Both Boeing and SpaceX have had delays and setbacks in their programs. Government watchdogs have said they were concerned about an issue with Boeing's abort system that may cause its spacecraft to “tumble,” posing a threat to the crew's safety. Boeing has said it has fixed that problem, as well as a concern with the heat shield that the Government Accountability Office said last year could disconnect “and damage the parachute system.” John Mulholland, Boeing's commercial crew program manager, told Congress earlier this year that the company's "analyses show that we exceed our requirements for crew safety." As administrator, Bridenstine and his staff will also have to sign off on SpaceX's decision to fuel its Falcon 9 rocket after the crews are on board -- which some have said could put astronauts at risk. But during a recent NASA safety advisory panel, some members said they thought the procedure could be a “viable option” if adequate safety controls are in place. SpaceX founder and CEO Elon Musk told reporters last month that he did not think the fueling process "presents a safety issue for astronauts. But we can adjust our operational procedures to load propellant before the astronauts board. But I really think this is an overblown issue.” In the interview, Bridenstine said no decision had been made yet about the fueling procedures. “I haven't signed off on anything at this point,” he said. “We're going to make sure we test it every which way you can possibly imagine. And that's underway right now.     Audit finds cyber vulnerabilities in US missile defense system

    By: Geoff Ziezulewicz The Army, Navy and Missile Defense Agency are failing to take basic cybersecurity steps to ensure that information on America's ballistic missile defense system won't fall into nefarious hands, according to a Defense Department Inspector General audit released Friday. Investigators visited five sites that manage ballistic missile defense elements and technical information, but the names of the commands were redacted in the publicly released report. “The Army, Navy and MDA did not protect networks and systems that process, store, and transmit (missile defense) technical information from unauthorized access and use,” the declassified report states. Such inadequacies “may allow U.S. adversaries to circumvent (missile defense) capabilities, leaving the United States vulnerable to missile attacks,” the report states. They found officials failed to employ safeguards familiar to most people online in 2018, the latest development to raise questions about the U.S. military's cybersecurity vulnerabilities. Among the shortcomings: Administrators for classified networks had no intrusion detection and prevention systems in place to watch for cyberattacks, much less stop them, according to the report. At one site, officials said they had requested to purchase those cyber safeguards in December 2017 but nine months later it still hadn't been approved. “Without intrusion detection and prevention capabilities, (the site) cannot detect malicious attempts to access its networks and prevent cyberattacks designed to obtain unauthorized access and exfiltrate sensitive (missile defense) technical information,” the report states. Officials also failed to patch system flaws after receiving vulnerability alerts, one of which had first been identified in 1990 and had still not been fixed by April. Another vulnerability that could be exploited by an attacker was first identified in 2013 but also was never pathced, according to the report. “Countless cyber incident reports show that the overwhelming majority of incidents are preventable by implementing basic cyber hygiene and data safeguards, which include regularly patching known vulnerabilities,” the IG report states. “(Missile defense) technical information that is critical to national security could be compromised through cyberattacks that are designed to exploit these weaknesses.” Some facilities failed to force employees to use common access cards, or CAC, when accessing the classified system, a basic cybersecurity practice known as multi-factor identification. Instead, officials were able to access the sensitive information using just a username and password, the report states. Hackers use phishing and other tactics to exploit passwords and gain access to such systems. New hires are supposed to be allowed network access without a card for only their first two weeks on the job. But IG investigators found users on the systems without CAC cards for up to seven years. At one site, a domain administrator never configured the network to allow only CAC holder access. “Allowing users to access networks using single factor authentication increases the potential that cyber attackers could exploit passwords and gain access to sensitive (missile defense) technical information,” the report states. Investigators also found unlocked server racks at some locations, another key vulnerability to insider snoopers. “The insider threat risk necessitates that organizations implement controls...to reduce the risk of malicious personnel manipulating a server's ability to function as intended and compromising sensitive and classified data,” the report states. External storage devices held unencrypted data and some sites failed to track who was accessing data, and why. Other administrators told investigators that they lacked the ability to record or monitor data downloaded from the network onto these devices. Unless these officials enforce the encryption of such removed data and monitor its downloading and transferring, “they will be at increased risk of not protecting sensitive and classified (missile defense) technical information from malicious users,” the report states. Investigators also found that some supposedly secure sites were failing to even lock their doors. One location had a security door that hadn't worked for years. “Although security officials were aware of the problem, they did not take appropriate actions to prevent unauthorized personnel from gaining unauthorized access to the facility,” the report states. Other sites featured no security cameras to monitor personnel movement and security officers failed to conduct badge checks. While the report makes recommendations to fix the documented problems, officials for the inspected agencies offered no comments on the non-classified draft report of the audit. Friday's scathing IG audit marked the latest in a string of reports detailing shoddy cybersecurity throughout the armed forces and defense contractors. During the same week, the Wall St. Journal reported that Chinese hackers are targeting military systems and those of defense contractors working on Navy projects. Beijing-linked cyber raids have attempted to steal everything from missile plans to ship-maintenance data in a series of hacks over the past 18 months, the Journal reports. As a result, Navy Secretary Richard Spencer has ordered a “comprehensive cybersecurity review” to assess if the Navy's cyber efforts “are optimally focused, organized, and resourced to prevent serious breaches,” spokesman Capt. Greg Hicks said.
