    US Army wants $364 million for Defender Pacific in FY21

    By: Jen Judson WASHINGTON — The U.S. Army is requesting $364 million to conduct a division-sized exercise in the Indo-Pacific region in fiscal 2021, the service confirmed to Defense News. Yet, the cost breakout details are classified, according to an Army spokeswoman. The exercise is fueled by a rising China, characterized in the National Defense Strategy as a long-term, strategic competitor of the United States. The NDS lays out a world where great power competition rather than counterterrorism will drive the Defense Department's decision-making and force structure. While the U.S. Army has 85,000 permanently stationed troops in the Indo-Pacific region and is already conducting exercises such as Pacific Pathways with allies and partners, the service is aiming to practice rapid deployment from the continental United States to the Pacific. In FY20, the Army will conduct a smaller version of Defender Pacific while Defender Europe will get more investment and focus. But then attention and dollars will swing over to the Pacific in FY21. Defender Europe will be scaled back in FY21. The Army is requesting just $150 million to conduct the exercise in Europe, according to the Army. This year it has been reported that Defender Europe, already underway with troops and equipment arriving at ports on the continent this month, will cost about $340 million, which is roughly in line with what the service is requesting in FY21 for the Pacific version. The only specific funding lines broken out for the FY21 Defender Pacific exercise is home station training; it's unclear if those numbers are included in the total cost. The Army is requesting $150,000 for home stationing training devoted specifically for Defender Pacific and is also asking for another $214,252 for an “expanded level deployment exercise that demonstrates employment of [Continental United States]-based forces into the Pacific Theater,” according to budget documents. The funds include additional transportation, maintenance and operations for the exercise. Defender Pacific will build upon the U.S. Army's expanding role in the region. The service is already growing its Pacific Pathways exercise series and plans to focus on reinforcing the Oceania region this year. The series began in 2014 and has supported training efforts that satisfy bilateral needs between the U.S. Army and its allies and partners in the region in roughly three rotations each year for about 10 months total. Last year, Pacific Pathways shifted from shorter rotations that involved more countries to longer visits that involve fewer countries as a way to improve bilateral relations. And participation has grown from a battalion-sized task force to roughly the size of a brigade.     The F-35 jet might hit full-rate production more than a year late

    By: Valerie Insinna WASHINGTON — The U.S. Defense Department will not clear the F-35 fighter jet for full-rate production this year, and it may even have to push that milestone as far as January 2021, the Pentagon's acquisition executive said Friday. The Pentagon had intended to make a full-rate production decision — also known as Milestone C — by the end of 2019. But because the Joint Simulation Environment continues to face delays in its own development, the Defense Department will have to defer that milestone by as many as 13 months, Under Secretary of Defense for Acquisition and Sustainment Ellen Lord told reporters during a news conference. The Joint Simulation Environment, or JSE, is needed to conduct simulated evaluations of the F-35 in a range of high-threat scenarios. “We actually had signed out of the JPO [F-35 Joint Program Office] earlier this week a program deviation report that documented expected schedule threshold breach in the Milestone C full-rate production decision of up to 13 months,” Lord said. It is unclear whether the delay will cause an increase in program costs. Although the Defense Department already buys the F-35 in large numbers, the full-rate production decision is viewed as a major show of confidence in the program's maturity. During this time, the yearly production rate is set to skyrocket from the 91 jets manufactured by Lockheed Martin in 2018 to upward of 160 by 2023. But before Lord signs off on the production decision, the F-35 must complete operational testing, the results of which will be validated by Robert Behler, the Pentagon's director of operational test and evaluation. The F-35's testing community intended to complete initial operational test and evaluation, or IOT&E, by this summer; however, the JSE is not yet complete. “We are not making as quick progress on the Joint Simulation Environment, integrating the F-35 into it. It is a critical portion of IOT&E. We work closely with Dr. Behler and DOT&E [[the office of the director of operational test and evaluation]. They are making excellent progress out on the range with the F-35, but we need to do the work in the Joint Simulation Environment,” Lord said. “We have collectively decided that we need the JSE [to be] absolutely correct before we proceed, so I will make some decisions about when that full-rate production decision will be made shortly," she added. Specifically, the Defense Department and F-35 prime contractor Lockheed Martin are lagging behind in integrating the "'F-35 In-A-Box” — the simulated model of the F-35 and its sensors and weapons — into the JSE, reported Military.com, which broke the news of the testing delay in September. Even before IO&TE formally started, the F-35 test community had noted the challenge of maintaining the planned schedule. The F-35 began operational tests in December 2018, three months after the originally scheduled start date in September. The program office maintained that its goal was to see the test phase finished by the summer of 2019. However, F-35 test director Air Force Col. Varun Puri documented concerns in a September 2018 presentation that the test phase could slip until September 2019, which could add budget pressure to the program. In a statement, Lockheed Martin expressed confidence in its ability to ramp up production over the next few years. “As Secretary Lord stated earlier today, the F-35 is performing exceptionally well for our customers and we continue to ramp up production, modernize the aircraft and improve sustainment performance,” the company said. “This year our goal is to deliver 131 aircraft and that is on track to grow to over 140 production aircraft deliveries next year.     Pentagon to pit AI against human pilots in live fighter trials

    Aaron Mehta and Andrew Eversden WASHINGTON — U.S. Defense Secretary Mark Esper announced Wednesday that the Pentagon intends to conduct live trials pitting tactical aircraft controlled by artificial intelligence against human pilots in 2024. The announcement comes three weeks after an AI algorithm defeated a human pilot in a simulated dogfight between F-16s, something Esper described as an example of the “tectonic impact of machine learning” for the Defense Department's future. “The AI agent's resounding victory demonstrated the ability of advanced algorithms to outperform humans in virtual dogfights. These simulations will culminate in a real-world competition involving full-scale tactical aircraft in 2024,” Esper said in prepared remarks delivered to the department's Artificial Intelligence Symposium. The Aug. 20 test was the finale of the Pentagon research agency's AI air combat competition. The algorithm, developed by Heron Systems, easily defeated the fighter pilot in all five rounds that capped off a yearlong competition hosted by the Defense Advanced Research Projects Agency. Heron's AI system gained notoriety throughout the competition for its aggressiveness and the accuracy of its shot. But the system wasn't perfect. Heron often made an error in basic fighter maneuvers by turning away from enemy aircraft to where the AI thought the other aircraft would go. It was then unable to recover throughout the fights. “There are a lot caveats and disclaimers to add in here,” Col. Dan Javorsek, program manager in DARPA's Strategic Technology Office, said after the test, including that the AI had significant information that might not be available in an actual combat scenario.
