However, that policy, announced Thursday by President Joe Biden, left open the possibility for future sales that are considered vital for Saudi Arabia's national defense, a fine line that would mean some munitions sales will continue. “We are ending all American support for offensive operations in the war in Yemen, including relevant arms sales,” Biden said during a speech at the State Department. “At the same time, Saudi Arabia faces missile attacks, UAV strikes, and other threats from Iranian-supplied forces in multiple countries. We're going to continue to support and help Saudi Arabia defend its sovereignty and its territorial integrity and its people. " The two deals include a foreign military sales case for 3,000 Boeing-made GBU-39 small diameter bombs, which was cleared by the State Department in late December with an estimated price tag of $290 million, according to two sources familiar with the matter. The second is a direct commercial sale for Raytheon Technologies munitions, likely the reported $478 million sale of 7,000 Paveway IV smart bombs. Raytheon CEO Greg Hayes foreshadowed the move in a Jan. 26 investor call, when he said the company was backing off the sale of an “offensive weapon system” to an unnamed middle eastern customer because it did not believe a license would be granted by the new administration. Boeing did not immediately respond to a request for comment. It is possible that further Saudi weapon sales may be paused or outright cancelled in the future, as the Biden administration has announced a wide-ranging review of weapon sales cleared by the Trump administration. According to a White House spokesperson, arms sales to Saudi Arabia will go back to the traditional arms sale oversight process, after the Trump administration pushed multiple weapon sales through over objections by Congress. “All arms sales to Saudi Arabia will return to standard procedures and orders including with appropriate legal reviews at the State Department,” the spokesperson said. “We have reestablished an interagency process for working through the details of individual cases, led by the White House and with all relevant agencies at the table, bringing expertise, discipline, and inclusivity back to our policymaking on these issues.” Added an administration official, speaking on background, “we are ending all American support for offensive operations in Yemen, including relevant arms sales. Importantly, this does not apply to offensive operations against either ISIS or AQAP. “It does include both materiel and terminating our intelligence sharing arrangement with Saudi Arabia regarding the war in Yemen. You've seen that we have already paused two arms sales with Saudi Arabia to ensure while we examine whether they meet our objectives and policies.” Since 2015, the Arab Sunni nations of Saudi Arabia and the United Arab Emirates have led a coalition of states in Yemen against rebel Houthi forces, which are backed by the Shia government of Iran. Aligned with former Yemeni President Ali Abdullah Saleh, the Houthis took over Yemen's capital, Sanaa, in September 2014. The armed conflict in Yemen has resulted in the largest humanitarian crisis in the world, according to Human Rights Watch. Citing the Yemen Data Project, HRW says that during the Saudi-led air war in Yemen, more than 17,500 civilians have been killed and injured since 2015, and a quarter of all civilians killed in air raids were women and children. More than 20 million people in Yemen are experiencing food insecurity; 10 million of them are at risk of famine.     ‘No lines on the battlefield’: Pentagon’s new war-fighting concept takes shape

    By: Aaron Mehta WASHINGTON — For most of this year, Pentagon planners have been developing a new joint war-fighting concept, a document meant to guide how the Defense Department fights in the coming decades. Now, with an end-of-year deadline fast approaching, two top department officials believe the concept is coalescing around a key idea — one that requires tossing decades of traditional thinking out the window. “What I've noticed is that, as opposed to everything I've done my entire career, the biggest difference is that in the future there will be no lines on the battlefield,” Gen. John Hyten, vice chairman of the Joint Chiefs of Staff, said during an Aug. 12 event hosted by the Hudson Institute. The current structure, Hyten said, is all about dividing areas of operations. “Wherever we go, if we have to fight, we established the forward edge of the battle area, we've established the fire support coordination line, the forward line of troops, and we say: ‘OK, Army can operate here. Air Force can operate here,' ” Hyten explained. “Everything is about lines” now, he added. But to function in modern contested environments, “those lines are eliminated.” What does that mean in practice? Effectively, Hyten — who will be a keynote speaker at September's Defense News Conference — laid out a vision in which every force can both defend itself and have a deep-strike capability to hold an enemy at bay, built around a unified command-and-control system. “A naval force can defend itself or strike deep. An air force can defend itself or strike deep. The Marines can defend itself or strike deep,” he said. “Everybody.” That “everybody” includes international partners, Hyten added, as the U.S. operates so often in a coalition framework that this plan only works if it can integrate others. And for the entire structure to succeed, the Pentagon needs to create the Joint All-Domain Command and Control capability currently under development. “So that's the path we've been going down for a while. And it's starting to actually mature and come to fruition now,” Hyten said. The day before Hyten's appearance, Victorino Mercado, assistant secretary of defense for strategy, plans and capabilities, talked with a small group of reporters, during which he noted: “We had disparate services [with] their concepts of fighting. We never really had a manner to pull all the services together to fight as a coherent unit.” Mercado also said the war-fighting concept will directly “drive some of our investments” in the future and tie together a number of ongoing efforts within the department — including the individual combatant command reviews and the Navy's shipbuilding plan. “I can tell you there's some critical components [from those reviews] — how you command and control the forces, how you do logistics; there are some common themes in there in a joint war-fighting concept,” he said. “I can tell you if we had that concept right now, we could use that concept right now to influence the ships that we are building, the amount of ships that we need, what we want the [combatant commands] to do. “So this war-fighting concept is filling a gap. I wish we had it now. Leadership wishes we had it now,” he added. “It would inform all of the decisions that we make today because now is about positioning ourselves in the future for success.” Like Hyten, Mercado expressed confidence that the concept will be ready to go by the end of the year, a deadline set by Defense Secretary Mark Esper. But asked whether the department will make details of the concept public when it is finished, Mercado said there is a “tension” between informing the public and key stakeholders and not giving an edge to Russia and China. “I think there is an aspect that we need to share of this joint war-fighting concept,” he said. “We have to preserve the classified nature of it.     Des Rafale de la Marine nationale s’équipent de pièces imprimées en 3D

    Un Rafale de la Marine nationale vient d'effectuer son premier vol avec une pièce imprimée en 3D avec succès : dessinée et prototypée sur le porte-avions Charles de Gaulle, la pièce est un boîtier de commande de vidanges des réservoirs de carburant. C'est une première pour la marine qui peut ainsi compter sur la fabrication additive pour concevoir des pièces détachées rapidement et proposer diverses itérations à moindre coût. Le composant final a été imprimé en 3D par Dassault Systèmes et pourrait bien être le premier d'une longue série. En février 2019, le porte-avions Charles de Gaulle s'équipait d'une imprimante 3D, probablement d'une machine de bureau à dépôt de matière fondue, afin de concevoir toutes sortes d'objets pour dépanner l'équipage parti en mission. Un ravitaillement ou une réparation en pleine mer est très coûteux et long, un temps que les techniciens de la Marine nationale ne peuvent parfois pas s'offrir. La fabrication additive pourrait être une première solution : en ayant une imprimante 3D à bord du porte-avions, son équipage produirait ce dont il a besoin sur place, s'affranchissant de nombreuses contraintes. La Marine nationale possède aujourd'hui 40 Rafale, dont 28 en ligne. C'est aujourd'hui l'avion de combat le plus moderne en service sur le territoire français. L'Etat-major des armées (EMA) explique qu'une équipe de techniciens de la Marine nationale a proposé d'utiliser l'imprimante 3D à bord du porte-avions Charles de Gaulle pour imaginer différentes pièces détachées intégrées à leur Rafale. Ils ont donc dessiné une maquette de renfort qui a ensuite été imprimée en 3D sur le bateau directement. L'EMA ajoute : “Le projet est immédiatement retransmis à la Direction de la maintenance aéronautique pour analyse au sein du plateau technique central mis en place dans le cadre du premier marché verticalisé de la flotte et rassemblant les spécialistes étatiques et industriels du domaine.” Le marché évoqué concerne le contrat RAVEL obtenu en mai 2019 par Dassault Aviation et ce pour une durée de 10 ans. Celui-ci a notamment pour objectif d'assurer l'entretien des Rafale, une assistance technique et une meilleure gestion des stocks. Après quelques jours d'études, le modèle imprimé sur le porte-avions a été adapté afin que le groupe Dassault puisse imprimer en 3D un produit fini. On ne sait pas quels matériaux et technologie ont été utilisés mais les pièces auraient été montées sur l'ensemble des Rafale embarqués dans le cadre de la mission Foch qui a débuté le 22 janvier dernier. La direction de la maintenance aéronautique (DMAé) conclut : « L'endommagement d'un aéronef en mer étant plus sévère qu'à terre, il revient à la DMAé de calculer et d'anticiper les besoins des différents aéronefs embarqués pour soutenir au mieux les équipes du porte-avions dans leur travail quotidien. » La fabrication additive pourrait donc répondre à ces objectifs et aider les équipes à concevoir des pièces détachées plus rapidement et efficacement.
