Air Force innovation hub launches in Alabama

MONTGOMERY, Ala. — An Air Force innovation hub has opened in Alabama to harness research and technology for the military.

“Mission Launch 2018” was meant to introduce the hub's mission to defense and regional leaders, Al.com reported. MGMWERX will be operating out of the Montgomery Chamber of Commerce building.

MGMWERX is a partnership with the Air Force Research Laboratory.

The facility is part of a network of WERX hubs and will take ideas generated from nearby Air University at Maxwell Air Force Base to solve technological or efficiency problems faced by the military.

Lt. Gen. Anthony Cotton, Air University president, said the hub will take concepts and "incubate them" to solve difficult Air Force and Department of Defense issues.

“This is a direct link to the Secretary of Defense's National Defense Strategy developing a lethal force through evolving innovative operational concepts,” Cotton said. “That critical thinking happens right up the street at Maxwell Air Force Base and will blossom right here.”

MGMWERX Director Bill Martin said a team of five will integrate concepts and technology "from the public sector with the broad spectrum of Air Force proposals brought forward by some of the brightest minds in the service."

Anna Buckalew, executive vice president of the Montgomery Area Chamber of Commerce said MGMWERX “will be a model for communities around the world, fueling innovation and collaboration that creates solutions for some of the most critical issues the Air Force and our nation faces today.”

    DSEI: Shoot and scoot: Industry answers call for more mobile firepower

    By: Jen Judson LONDON — As the U.S. military and its European allies look to counter Russian capabilities observed against Ukraine in Crimea, countries are looking to move away from towed artillery systems to highly mobile mortar systems that pack a punch at greater range. The exposition floor at DSEI, a large defense trade show in London, was littered with examples of mobile mortar systems that are answering the call. “We're seeing the emergence of mobile mortars now due to changing threats and environments,” James Tinsley, a managing director at Avascent, told Defense News at the show. “Where U.S. and allied operations in Afghanistan and Iraq used largely static mortar and artillery emplacements at Forward Operating Bases, these sites are easily fixed, targeted and destroyed by more advanced conventional adversaries,” Tinsley said. “Those adversaries use unmanned aerial vehicles, electronic intelligence and counter-battery radars to quickly target and counter-fire on vulnerable artillery positions.” Militaries have increased their focus on mobile artillery solutions, as a result, Tinsley said, to include self-propelled howitzer being recapitalized with new systems like the Paladin M1299 Extended Range Cannon Artillery, Hanwha's K9, BAE Systems' Archer 155mm howitzer to name a few. And there's an effort to extend the range of rounds like the Nammo ramjet capability. Hammer of Thor BAE Systems showcased its CV90 Mjölner variant — Hammer of Thor — with a 120mm mortar system, which is about to be delivered to the Swedish Army after completing qualifications. The company is seeing a genuine requirement from customers because they are seeing the threat and so the company believes its system fits the bill due to its simplicity for the operator. Swedish Armed Forces Colour Sergeant Joakim Kylstad, a development officer at the Land Warfare Centre, said the system brings an increase in mobility and speed of firing and it can keep up with main battle tanks. The ability to shoot and move out of the way before an enemy can detect and return fire is critical, he added. And the 120mm's firepower and range are more effective than an 81mm mortar, Kylstad said. While this variant was specifically designed for the Swedish Army, there are a number of other countries interested in the platform, Dan Lindell, BAE Systems' director of combat vehicles in Sweden, said. The company has sent information on both the Mjölner variant and an advanced mortar system to the United States, but the two have very different price points, Lindell noted. The vehicle was delivered in record time to the Swedes. BAE fired the first shot from the variant just two-and-a-half months after signing a contract in December two years ago. BAE also brought its Archer system on an 8x8 truck. The system carries 21 rounds and can be fired in two-and-a-half minutes. Also packing a punch, Finnish defense company Patria displayed a 120mm Nemo turret on its 6x6 armored wheeled vehicle. While not integrated onto a vehicle at the show, German defense company Rheinmetall brought its 120mm Ragnarok mortar combat system intended for integration into combat vehicles. Downsizing But even smaller vehicles came to the show with mortar systems highlighting easy setup and high mobility. AM General's booth had one vehicle - a HMMWV with a Hawkeye 105mm mobile weapon system using a standard M20 cannon installed with a soft recoil capability. The company has been working with Mandus Group on refining and integrating the Hawkeye system to the humvee. The only parts different from what is already in the U.S. Army inventory is the gun system's cradle and the recoil mechanism, Nguyen Trinh, company executive vice president of International Defense, told Defense News. The 105mm system can be found on Korean and South African vehicles, but it's installed on huge 6x6 trucks. Yet, AM General installed the gun without making any modifications to the humvee besides adding stabilizer legs to adjust to uneven ground. In a recent demonstration, an experienced artillery crew at Fort Campbell, Kentucky, showed the benefits of a system installed on a humvee versus a towed M119. Compared to the four minutes and 41 seconds an artillery crew of seven took to set up and first fire the system, the four person crew using the HMMWV Hawkeye system fired its first shot in one minute and 54 seconds after spending a day-and-a-half training to use it, Trinh said. In emergency situations, a two-person crew can set up and deploy the weapon. Additionally, the system can fire 24 rounds within three minutes from the time the vehicle stops, and by the time a counter-battery radar has time to find the system, it's already moving to its next firing position, he added. And towed-artillery crews can normally only break down and set up the system several times before it becomes physically exhausting. But the mobility and ease of use of the Hawkeye humvee system means the crew can keep going longer. The AM General system can also shoot in 360 degrees and is the only company worldwide with this capability. The rest of the systems out there can shoot in a forward-facing “wedge.” One of the U.S. Army's priorities is to increase protective mobile fire capability because of the threats observed by Russia on the battlefield in Ukraine, and the Army is evaluating systems including AM General's system. “Mobile, self-protected howitzers we believe are the future, not only in the Army but internationally,” Trinh said. Ditching towed systems The U.S. Army has recently completed an Army Requirements Oversight Council review on mobile, self-propelled artillery and language on the way forward is expected soon. The United Kingdom is also looking at the same thing seriously and has requirements for a 155mm system. But “I would say any country that has towed systems today and that really understands the survivability challenges of towed systems are looking in general terms at self-propelled systems,” Trinh noted. While not at the show, the company also has a 155mm system called Brutus on an FMTV chassis. The system doesn't just have to go on a humvee or FMTV either, Trinh said, but any vehicle in a country's inventory. Also taking up less of a footprint was British company Supacat's High Mobility Integrated Fires Capability with an 81mm mortar system on the back. The U.S. Army has several programs that increase the mobility of 120mm mortar systems from the Future Indirect Fire Turret (FIFT) program, the Armored Multipurpose Vehicle (AMPV) and work within the Next-Generation Combat Vehicle program. Several options are being demonstrated to the Army with Stryker for the FIFT program, with a target of installing on AMPV or the future Optionally Manned Fighting Vehicle. “Mortars offer significant firepower in lighter weight systems than self propelled howitzers, albeit at lower ranges. But they are a highly effective complement to other systems,” Tinsley noted. Most self-propelled mortars today are mounted in the hull of vehicles like AMPV or the Stryker combat vehicle. “These can be effective but they are slower to bring to bear, have an open roof, which is vulnerable to counter-fire and require a heavier vehicle to handle recoil or an expensive and complex recoil system,” Tinsley said. So turret-mounted systems are “coming into vogue now,” he said. “They offer high rates of fire, maintain crew protection and tightly integrate fire control or indirect and direct fire missions. Some have automatic loaders and other automation to drive even higher rates of fire.” The Army was moving in this direction back in the days of Future Combat Systems, but the program was cancelled with the rest of the program.     Raytheon and Rafael to build Iron Dome in US

    By: Jen Judson WASHINGTON — American firm Raytheon Technologies and Israeli-based Rafael Advanced Defense Systems have formed a joint venture to build the Iron Dome missile defense system in the United States, the companies announced Aug. 3. Under the name Raytheon Rafael Area Protection Systems, the partnership is being set up to build a first-ever Iron Dome “all-up-round” facility stateside. The facility will build Iron Dome systems, the Tamir interceptor and launcher, and the SkyHunter missile (the U.S. version of Tamir), according to a Rafael-issued statement. Tamir and SkyHunter are capable of intercepting cruise missiles, unmanned aircraft, rockets, artillery, mortars and other threats. The partnership expects to finalize a site location before the end of the year, the statement said. “This will be the first Iron Dome all-up-round facility outside of Israel, and it will help the U.S. Department of Defense and allies across the globe obtain the system for defense of their service members and critical infrastructure,” Sam Deneke, vice president of Raytheon Missiles & Defense's land warfare and air defense business. Rafael and Raytheon have had a long partnership developing and manufacturing Iron Dome. The system is widely fielded in Israel and, according to Rafael, is “the world's most-used system with more than 2,500 operational intercepts and a success rate exceeding 90 percent.” The U.S. Army has chosen Iron Dome as an interim capability to counter cruise missiles while it continues to develop a future Indirect Fires Protection Capability, or IFPC, to counter those threats as well as enemy drones, rockets, artillery and mortars. Congress mandated the service buy two batteries to cover urgent cruise missile defense gaps, and another set of two if the Army didn't come up with a way forward for its enduring IFPC. While the Army has said it will not buy all-up Iron Dome systems as part of the IFPC program, officials developing the capability are looking at the possibility of incorporating parts of Iron Dome in the final solution. The Army plans to field Iron Dome by the end of the year, but it will still take time to train troops on the system before deployment. Some lawmakers are urging the Army to rapidly deploy the systems to the Middle East, arguing U.S. and coalition forces there need the protection from Iran and its proxies. In and analysis conducted by the Army, it was concluded the Iron Dome launcher and the Tamir interceptor's performances are “highly reliant” on their own battle management systems and multimission radars. The analysis also determined that the launcher and interceptor would be a viable option for an enduring IFPC solution as long as it worked on the Army's future Integrated Air-and-Missile Defense Battle Command System, or IBCS, which is under development, according to a report sent to Congress earlier this year. But Gen. Mike Murray, the head of Army Futures Command, which is in charge of the service's modernization efforts, testified before the House Armed Services Committee earlier this year that the Army has struggled to integrate Iron Dome into its IBCS system, mostly because the Israeli government has refused to provide critical source code needed for the integration. The Tamir interceptor's performance data proves its effectiveness when used within the Iron Dome system, but since data is lacking, it's uncertain how well it would perform when linked through IBCS to the Sentinel radar, which is used to alert air defense weapons of threats, the report noted. The service will conduct a shoot-off of best available options for integration into an enduring IFPC solution in the third quarter of fiscal 2021.     Pentagon officials see ‘troubling’ small business decline since COVID

    Joe Gould WASHINGTON ― Over recent months, the U.S. Defense Logistics Agency has awarded hundreds of millions of dollars in contracts for the federal response to the coronavirus pandemic, but that's not necessarily benefitting the Defense Department's usual vendors. In fact, the Pentagon contracting arm is seeing fewer small businesses in its traditional supplier base competing for contracts in the wake of the coronavirus pandemic, the director of the DLA's Office of Small Business Programs, Dwight Deneal, said Tuesday. “Our percentages [of small business involvement] are as high as they've ever been over the past five years, but we are recognizing that the participation level from our supplier base's standpoint has steadily declined,” Deneal said at a small business panel at the Association of the U.S. Army's annual meeting, which was being conducted virtually. “So [the DLA is] looking at the gaps in there and how do we strategically attack those areas where some of our suppliers are just not participating in or winning some DLA contracts,” Deneal said, adding that the agency plans to roll out a new virtual outreach effort next month to reengage its small suppliers. The comments came as the Pentagon faces congressional scrutiny amid reports it awarded lucrative contracts for disposable medical gowns to a handful of unexpected and inexperienced companies despite bids from more than 100 vendors with track records of successfully completing federal procurement contracts. To boot, the Pentagon's allocation of $688 million to aid troubled suppliers of aircraft engine parts as well as shipbuilding, electronics and space launch services is facing anger on Capitol Hill because the money wasn't spent to increase the country's supply of medical equipment. Pentagon officials have denied any wrongdoing and stressed the need to support companies large and small that make up the defense industrial base. Without mentioning either controversy, Deneal said the DLA's dealings on personal protective equipment contracts reflected a commitment to small businesses and efforts to revive domestic supply chains for PPE, widely regarded as a necessity in the wake of the pandemic. “A lot of companies are starting to pivot their assembly lines to start to get into the business of producing PPE, and that has been quite clear from some of our last solicitations ... for gowns, where we had robust competition from small businesses ― companies that had traditionally never bid on government contracts,” Deneal said. “We were able to allow that competition pool and subsequent awards to be small business awards, and I think that speaks to the importance that DLA sees and [places on] the small business community,” Deneal added. “It goes to show how our acquisition community is forward thinking and forward leaning.” The decline in small business participation extends beyond the DLA. The director the Navy's Office of Small Business Programs, Jimmy Smith, said his data showed a similar and “troubling” trend in need of targeted contracting activity by the Navy. “We're spending about the same, equivalent money every year, but one of the things we're watching in our supplier base is a pretty steep decline in industry partners in certain areas,” Smith said. “I think [it's] incumbent upon us to understand what those shortcomings are and [offer] some solicitations, sources sought in a number of areas where we are seeing a decline in industry partner involvement.” Smith plans to address the gap in the coming year by pushing contacting officers to directly deal with small businesses and by enforcing agreements with large contractors that they flow work to smaller partners. “It's definitely troubling from our standpoint on making sure we've got a viable supplier base,” Smith said. “Having a fragile supplier base does us no good, and it actually impacts the war fighter in negative ways.” https://www.defensenews.com/2020/10/13/pentagon-officials-see-troubling-small-business-decline-since-covid/
