Aero Gatineau-Ottawa 2019: Hand-in-hand with history

Held from Sept. 6-8, Aero Gatineau-Ottawa rocked the region with demonstrations by the F-35 Lightning II Demonstration Team, the Royal Canadian Air Force CF-18 Hornet Demonstration Team and the Snowbirds Demonstration Team. On the quieter side, Viking Air demonstrated its Turbo Beaver and DHC-1 Chipmunk. The Quebec Government provided a Bombardier CL-415 “Superscooper” fire fighting water bomber. Second World War aircraft provided a glimpse back into Canada' s proud military history and aerobatic performers wowed the crowds with breathtaking manoeuvres. This was the second edition of Aero Gatineau-Ottawa, on Aug. 13 the show hosted a one day event featuring the Royal Air Force Red Arrows as they embarked on a North American Tour.

For many, the sight of Canadian astronaut Col Chris Hadfield, flying the Mike Potter Collection Second World War Spitfire Mk. IX fighter in formation with the CF-18 Hornet Demo, piloted by Capt Brian Kilroy, was a great Canadian moment. Kilroy demonstrated the great performance features of Canada's CF-18 Hornet in a 20 minute demonstration. He was then joined by Hadfield for a series of heritage flight passes. Hadfield then demonstrated the Spitfire dedicated to Canadian Second World War fighter pilot, F/L Arnold Roseland, who lost his life in a Spitfire during a dog fight over France in 1944.

On the civilian side of flying, extreme aerobatic performers included Rick Volker flying a Sukhoi SU26M and Martin Hivon in a Yak 55.

Veteran air show performer Manfred Radius quieted things down with a high-performance glider routine. Manfred also performed in the Friday evening show lighting up the sky with wingtip flares. The Quebec Government CL-415 water bomber demonstrated a water drop and the great handling characteristics of this purpose built aircraft. Along with Viking Air's Turbo Beaver and Chipmunk the companies Series 400 Twin Otter was on static display. Go Skydive parachutes, jumping from a vintage C-45 Expeditor, Acer Cold War Museum flying L-29 trainers, the Bushhawks Squadron and Mike Potter's warbird collection helped keep the action going during each day of the show.

Most came to witness the F-35 Lightning II demonstration flown by Capt Andrew “Dojo” Olson. The F-35 is the latest fifth-generation fighter in the United States Armed Forces. It is also a contender to replace Canada's CF-18 Hornet fleet of fighters. Over 400 F-35s have been built and now fly with several air forces around the globe. Unfortunately, the F-35 team operated out of Ottawa International Airport so spectators could not see the Lightning II on static display but they did witness the power and agility of the fighter in the air. During Friday's practice flights, Olson and Maj Aaron Stevens flew with the Canadian Snowbirds team.

Aero Gatineau-Ottawa and Vintage Wings of Canada have slowly grown the airshow into one of Canada's premier aviation events. Hosting two shows a month apart has clearly demonstrated the ability of their volunteers to provide quality aviation events in Canada's capitol area.

    Family issues, desk jobs prompting exodus of RCAF fighter pilots

    DAVID PUGLIESE, OTTAWA CITIZEN The Auditor General's recent report on fighter pilots leaving the Royal Canadian Air Force sparked a lot of speculation on why that was happening. One of the claims made on social media was the pilots were leaving because the Canadian government didn't go ahead with the purchase of new fighter jets, specifically the F-35. This seems to be a brilliant piece of marketing by F-35 manufacturer Lockheed Martin and shopped around with glee by F-35 supporters. Unfortunately reality sometimes has a way of shooting down such bogus claims. RCAF commander Lt.-Gen. Al Meinzinger outlined for Members of Parliament recently the real reasons behind the fighter pilots leaving. “Certainly the feedback from those who are releasing is it's a question of family, challenges for their family,” Meinzinger explained to the Public Accounts committee. “There's a dimension of ops tempo, work-life balance, predictability in terms of geographical location, and then typically fifth or sixth are comments about financial remuneration.” “We find that, unless there's a degree of predictability and positive career management over that individual, we often find individuals who are vexed,” Meinzinger further explained. “They come up to a point where they may not have anticipated they were going to move, or we're asking them to move their family to a location where perhaps their spouse cannot find employment.” Another factor is that some fighter pilots are not happy being streamed into administrative jobs. They want to keep flying. “We find a lot of individuals often don't wish to move to headquarters and work in an office versus work in an aircraft,” the RCAF commander acknowledged. “We recognize that and respect it. But that dialogue, which must happen at the margin, before we force an individual to move, is very, very important.” Not one mention of Canada not having the F-35 or any other new fighter jet. The geographic location aspect has played into retention issues affecting other organizations supporting the RCAF. The federal government will create a new centre of excellence in Ottawa to support aircraft testing, a move that affects the Canadian military's Aerospace Engineering Test Establishment, or AETE, which has been at Cold Lake, Alta. since 1971. Under the new plan AETE would be relocated to the international airport in Ottawa and partnered with the National Research Council Flight Research Laboratory and Transport Canada Aircraft Services Directorate to create a centre of excellence for flight testing and evaluation. Moving AETE will save $14 million a year and free up space for the arrival of more fighter jets at Cold Lake. But defence industry officials were briefed earlier on one of the other aspects behind the move. That involves the difficulty in attracting civilian researchers and trained support staff to Cold Lake and retaining the military personnel that were transferred there. Marc Garneau, minister of Transport, announced a Government of Canada investment to purchase a grader at the North Peace Regional Airport. The grader, valued at $223,728, will assist with the essential clearing of ice and snow from runways, taxiways and the apron. Keeping runways, taxiways and aprons free of snow and ice ensures safe usage by aircraft, passengers, and crews, and helps protect costly airport safety assets during airport operations. “Our Government recognizes that local airports are major contributors to the economic growth and social well-being of smaller communities. In addition to supporting travel and tourism, local airports are key connectors for business, health care, social services, and emerging resource development sectors.     More than 100 military procurements facing delays: Defence Department

    The delivery dates for new or upgraded equipment, some of which is needed urgently, have been pushed several years into the future by Lee Berthiaume OTTAWA — The Department of National Defence has identified delays in more than 100 planned military purchases and facility upgrades, most of which have flown under the radar as attention has focused on the government's problems buying new fighter jets and warships. While some of the schedule setbacks revealed by the Defence Department are relatively minor, others are significant, with the delivery dates for new or upgraded equipment — some of which is needed urgently — pushed several years into the future. Those include new engineering vehicles and machine-guns for the army, new drones for the navy to hunt mines and satellite hookups for its submarines, and upgrades to the air force's aging fighter-jet and surveillance aircraft fleets. More than half the list of 117 delayed projects is infrastructure projects on military bases, including health facilities, maintenance and storage hangars, armouries and ammunition depots. The list was produced by the Defence Department and recently tabled in the House of Commons in response to a request from the official Opposition Conservatives. Federal officials have to get better at setting “predictable” schedules when it comes to purchasing new equipment, Troy Crosby, whose job as assistant deputy minister of materiel is to oversee procurement at the Defence Department, acknowledged in an interview. Yet Crosby believes much of the frustration around military procurement is the result of unrealistic expectations born of a lack of understanding and appreciation for how the system, which is dealing with more projects than at any time in recent history, actually works. “The complexity of what it takes to bring a new piece of equipment into service is extraordinary, and early, early, early in a process, when we don't even know what it is we're going to buy or from where, there's a lot of uncertainty around those schedules,” he told The Canadian Press. “I think people will understand ... you can't nail a date down to a month in a year specifically. And then if you're two days late or two months late or what have you, are you really late or was there just an amount of uncertainty around those schedules to begin with?” As an example, Crosby pointed to the delayed delivery of new search-and-rescue airplanes, where the air force has been wrangling with the manufacturer Airbus over the level of detail that must be in the aircraft's technical manuals before the military will accept the planes. “Three years into the contract, we're behind 18 days,” he said. “That's not a failure. If the standard is perfection, will defence procurement ever be not broken? I'm not sure. I think you're holding us to a pretty amazing standard.” At the same time, Crosby noted that the air force's Buffalo and Hercules airplanes, which have been performing search-and-rescue missions in Canada for decades, continue to operate despite being long past their replacement dates. “Do we want to get (the Forces) even better equipment so they can be even more effective at the job using modern technology? Yes,” said Crosby. “But the Buffalo and those (search-and-rescue) crews are delivering for Canadians now. So I wouldn't want to leave the impression there that suddenly these capabilities don't work.” Yet there have been several examples in recent years of the military either doing without because equipment got too old to use or the government investing taxpayer dollars to keep old gear going longer than anticipated. Those include the navy having been without destroyers for the past few years, the government spending nearly $700 million to lease a temporary supply ship and plans to spend more than $1 billion to keep CF-18 fighters from the 1980s flying to 2032. While some of those problems were caused by political dithering or mismanagement, they nonetheless underscore the real cost of delays. The list of delayed projects produced by the Defence Department included brief explanations for why each procurement has been delayed. Some, such as the purchase of new machine-guns, related to problems with industry and fell outside government's control. Others were afflicted with unforeseen technical issues and many of the delays were the result of “detailed schedule analysis” by government officials, suggesting the original timeframes were unrealistic or otherwise inaccurate. There were also several delays, such as a plan to upgrade the sensors and weapons on the air force's Griffon helicopters, attributed to a shortage of procurement staff and other internal government resources. Despite the delays, Crosby said he felt military procurement is “in a good place,” listing the recent delivery of new armoured vehicles and trucks for the army and the pending arrival of new Arctic patrol ships for the navy and the search-and-rescue planes for the air force. “A lot is moving out,” he said. “There's a lot of movement.” Conservative defence critic James Bezan, however, suggested the delays were the result of Liberal government mismanagement. “The Trudeau Liberals continue to dither and delay when it comes to procuring new equipment for the Canadian Armed Forces,” he said in an email. “It is clear that the Trudeau Liberals repeatedly fail when it comes to procuring and upgrading equipment for our military heroes.” Defence Minister Harjit Sajjan's press secretary Floriane Bonneville defended the Liberals' record on procurement. “Overall, 90% of procurements are delivered within their planned scope and budget,” she said in a statement. “Our defence plan, Strong, Secure, Engaged, helps build strong, healthy communities and secures well-paying middle class jobs for Canadians.
