Aero Gatineau-Ottawa 2019: Hand-in-hand with history

Held from Sept. 6-8, Aero Gatineau-Ottawa rocked the region with demonstrations by the F-35 Lightning II Demonstration Team, the Royal Canadian Air Force CF-18 Hornet Demonstration Team and the Snowbirds Demonstration Team. On the quieter side, Viking Air demonstrated its Turbo Beaver and DHC-1 Chipmunk. The Quebec Government provided a Bombardier CL-415 “Superscooper” fire fighting water bomber. Second World War aircraft provided a glimpse back into Canada' s proud military history and aerobatic performers wowed the crowds with breathtaking manoeuvres. This was the second edition of Aero Gatineau-Ottawa, on Aug. 13 the show hosted a one day event featuring the Royal Air Force Red Arrows as they embarked on a North American Tour.

For many, the sight of Canadian astronaut Col Chris Hadfield, flying the Mike Potter Collection Second World War Spitfire Mk. IX fighter in formation with the CF-18 Hornet Demo, piloted by Capt Brian Kilroy, was a great Canadian moment. Kilroy demonstrated the great performance features of Canada's CF-18 Hornet in a 20 minute demonstration. He was then joined by Hadfield for a series of heritage flight passes. Hadfield then demonstrated the Spitfire dedicated to Canadian Second World War fighter pilot, F/L Arnold Roseland, who lost his life in a Spitfire during a dog fight over France in 1944.

On the civilian side of flying, extreme aerobatic performers included Rick Volker flying a Sukhoi SU26M and Martin Hivon in a Yak 55.

Veteran air show performer Manfred Radius quieted things down with a high-performance glider routine. Manfred also performed in the Friday evening show lighting up the sky with wingtip flares. The Quebec Government CL-415 water bomber demonstrated a water drop and the great handling characteristics of this purpose built aircraft. Along with Viking Air's Turbo Beaver and Chipmunk the companies Series 400 Twin Otter was on static display. Go Skydive parachutes, jumping from a vintage C-45 Expeditor, Acer Cold War Museum flying L-29 trainers, the Bushhawks Squadron and Mike Potter's warbird collection helped keep the action going during each day of the show.

Most came to witness the F-35 Lightning II demonstration flown by Capt Andrew “Dojo” Olson. The F-35 is the latest fifth-generation fighter in the United States Armed Forces. It is also a contender to replace Canada's CF-18 Hornet fleet of fighters. Over 400 F-35s have been built and now fly with several air forces around the globe. Unfortunately, the F-35 team operated out of Ottawa International Airport so spectators could not see the Lightning II on static display but they did witness the power and agility of the fighter in the air. During Friday's practice flights, Olson and Maj Aaron Stevens flew with the Canadian Snowbirds team.

Aero Gatineau-Ottawa and Vintage Wings of Canada have slowly grown the airshow into one of Canada's premier aviation events. Hosting two shows a month apart has clearly demonstrated the ability of their volunteers to provide quality aviation events in Canada's capitol area.

    ‘Near total power failure’: Questions about propulsion system on new Canadian warship

    David Pugliese, Ottawa Citizen The Defence department has acknowledged the government's choice for a $60-billion warship program has a propulsion system that has been plagued by problems, at times shutting down entirely while at sea. But the department says it is confident the Type 26 ship, designed by the British firm BAE, meets all the requirements necessary for the Royal Canadian Navy's future fleet. The acknowledgement of the problems is contained in a Department of National Defence fact sheet that outlines potential issues with the selection of Lockheed Martin Canada, with its bid of the BAE Type 26 vessel, as the “preferred bidder” for the Canadian Surface Combatant program. That $60-billion CSC program, the largest single government purchase in Canadian history, will see the construction of 15 warships at Irving Shipbuilding in Halifax. Among the issues addressed by the DND was an outline of some potential problems with the Type 26 warship. “The British Navy has had serious issues with the propulsion system in their BAE Type 45s, both in the generator — which has caused near-total power failures — and the engines themselves,” the DND document noted. “Given it uses the same propulsion system, will this affect the CSC too?” But in the document, the DND also expressed confidence in the Type 26, adding that a design that didn't meet all the requirements would not have been considered. Until negotiations with the preferred bidder are completed, the DND can't discuss specific elements of the warship design, the department's response pointed out. Over the years, the BAE Type 45 destroyers have been plagued by problems, with the propulsion system conking out during operations and exercises. In March the British government awarded a contract to BAE worth more than $200 million to fix the problems, with the first ship to be overhauled by 2021. But a representative of the Lockheed Martin Canada-BAE team noted in an email to Postmedia that the propulsion system for the Type 26 “is fundamentally different to the Type 45 propulsion system.” “The T26 design therefore offers more propulsion options, both mechanical and electrical, and is underpinned by a greater number of propulsion engines, providing greater redundancy,” the email noted. “We are confident that the Type 26 design is the right solution for the Royal Canadian Navy and meets the requirements for the Canadian Surface Combatant.” Officials with the consortium expressed surprise at the suggestion the Type 45 issues could be linked to the Type 26 design. Negotiations with Lockheed Martin Canada on the surface combatant program have already hit a roadblock after the Canadian International Trade Tribunal ordered the Canadian government on Nov. 27 to postpone the awarding of a contract while it investigates claims the Type 26 doesn't meet the military's needs. That came after Alion, one of the firms that submitted a bid on the CSC project, filed a complaint with the trade tribunal. Alion, a U.S. firm, has also filed a legal challenge in federal court, asking for a judicial review of the decision by Irving and the Canadian government to select Lockheed Martin and the BAE design. Alion argues the Type 26 cannot meet the stated mandatory requirements, including speed, that Canada set out for the new warship and because of that should be disqualified. Alion had offered Canada the Dutch De Zeven Provinciën Air Defence and Command frigate, which the firm says meets all of Canada's requirements. The entry of the BAE Type 26 warship in the competition was controversial. Previously the Liberal government had said only mature existing designs or designs of ships already in service with other navies would be accepted, on the grounds they could be built faster and would be less risky. Unproven designs can face challenges as problems are found once the vessel is in the water and operating. But that criteria was changed and the government and Irving accepted the BAE design, though at the time it existed only on the drawing board. Construction began on the first Type 26 frigate in the summer of 2017 for Britain's Royal Navy, but it has not yet been completed. Company claims about what the Type 26 ship can do, including how fast it can go, are based on simulations or projections.     Installing Canadian software on Australian F-18s first order of business when aircraft arrive, says defence official

    DAVID PUGLIESE, OTTAWA CITIZEN One of the first things that will be done to the used Australian F-18s that Canada is purchasing is that the aircraft will be outfitted with different ejection seats and software. The first two F-18s that Canada is buying from Australia will arrive sometime in the spring and will be sent to Cold Lake, Alta, said Pat Finn, assistant deputy minister for materiel at the Department of National Defence. “They land, they (the Australians) will remove their software and we'll install our software,” Finn explained in an interview. Also to be installed are ejection seats and a lighting system that is used on the CF-18s. “Ultimately the intent is the 18 aircraft are indistinguishable from our 76 aircraft,” Finn said. Canada has finalized its deal to buy the 25 used fighter jets from Australia, Eighteen of the Australian F-18 aircraft will eventually be flying while another seven will be used for testing and spare parts. The Department of National Defence still has to figure out how to get the aircraft over from Australia. “We would rather fly them over,” Finn said. “Or have them (the Australians) fly them over.” The Liberal government had originally planned to buy 18 new Super Hornet fighter jets from U.S. aerospace giant Boeing to augment the Royal Canadian Air Force's CF-18s until new aircraft can be purchased in the coming years. But in 2017 Boeing complained to the U.S. Commerce Department that Canadian subsidies for Quebec-based Bombardier allowed it to sell its C-series civilian passenger aircraft in the U.S. at cut-rate prices. As a result, the Trump administration brought in a tariff of almost 300 per cent against the Bombardier aircraft sold in the U.S. In retaliation, Canada cancelled the deal to buy the 18 Super Hornets. That project would have cost more than US$5 billion. Instead of buying the new Super Hornets, the Liberals decided to acquire the used Australian jets. Defence Minister Harjit Sajjan says the extra jets are needed to deal with a “capability gap” as Canada does not have enough fighters to handle its commitments to NATO as well as protecting North America. But Conservative MPs say the capability gap didn't exist and was concocted by the government to delay a larger project to buy new jets, a competition that might end up selecting the F-35 stealth fighter the Liberals vowed never to purchase. In November 2018 Auditor General Michael Ferguson issued a report noting that the purchase of the extra aircraft would not fix the fundamental weaknesses with the CF-18 fleet which is the aircraft's declining combat capability and a shortage of pilots and maintenance personnel. “The Australian F/A-18s will need modifications and upgrades to allow them to fly until 2032,” the report noted. “These modifications will bring the F/A-18s to the same level as the CF-18s but will not improve the CF-18's combat capability.” https://ottawacitizen.com/news/national/defence-watch/installing-canadian-software-on-australian-f-18s-first-order-of-business-when-aircraft-arrive-says-defence-official

Selon une présentation gouvernementale consultée par La Presse, les ententes entre le Canada et les constructeurs des avions de combat sont « non contractuelles », donc pas régies par un contrat.
