  Sikorsky Gets $542M Navy Contract to Build 6 New Presidential Helicopters

  By Gina Harkins The winner of the next presidential election will be the first to fly in one of six new helicopters built for the commander in chief. Sikorsky, a Lockheed Martin company, will deliver half a dozen VH-92A aircraft starting in 2021 as part of a new $542 million contract, Navy officials announced Monday. The six aircraft will be the first of 23 new presidential helicopters the company will deliver by 2023. The contract from Naval Air Systems Command includes support equipment, parts replenishment and spares, according to the announcement. Dave Banquer, Sikorsky's VH-92A program director, said the latest modifications to the aircraft make it capable of transporting the president anywhere around the world at any time. The aircraft has undergone rigorous testing and operational assessments, including on the south lawn of the White House, according to a Sikorsky news release. "The VH-92A has flown over 520 flight test hours establishing the aircraft's technical maturity and readiness of its mission systems," it states. The Quantico, Virginia-based Marine Helicopter One Squadron flies the aircraft that transport the president, vice president and foreign heads of state. The squadron includes a fleet of "White Top" VH-3D Sea Kings, VH-60N "White Hawks" and "Green Top" MV-22B Osprey tiltrotor aircraft. The VH-92A will "increase performance and payload over the current presidential helicopters," which have been flying for more than 40 years, a Navy release states. That includes better communication capabilities and maintainability. Most of the work on the new helicopters will be done in Connecticut and Pennsylvania, with some also taking place in New York, Maryland and Virginia. James Geurts, assistant secretary of the Navy for research, development and acquisition, said the government and contract teams were able to move the deal into initial production at more than "$1 billion less than the program's cost baseline." Marines in Quantico have been learning how to fly the new helos since earlier this year on a new training device. The replica VH-92A cockpit gives pilots "mission-oriented flight training in a simulation-based training device," Sikorsky said in its release.   USAF, US Navy and industry discuss physiological sensors development

  The US Air Force Research Laboratory (AFRL) has hosted an industry day to brief industry about the need for sensors to reduce physiological episodes in pilots. More than 150 members from the US Air Force (USAF), US Navy and industry took part in the inaugural Physiological Episodes Mitigation Technology Summit and Industry Day conducted in Dayton, Ohio, US. At the event, participants discussed the research and development of sensors to collect physiological data from pilots. The USAF and US Navy intend to develop sensors that are capable of gathering data from pilots before, during and after a flight. USAF Physiological Episodes Action Team (PEAT) lead Brigadier General Gregor Leist said: “Efforts surrounding this issue are really driven by the nature of the challenge. It's a safety-critical issue, and we need to throw everything we can at this and find the root, if there is a root, for the safety of our pilots.” Both the airforce and navy established PEATs to address the spike in the rate of physiological episodes. The services have been working with each other to share data and research. Leist added: “What really drove a lot of the airforce activities for this was the T-6 trainer and the steep rise in air breathing-associated physiological episodes. “We've been partnering continuously with the navy, sharing data in both directions so we're not duplicating efforts, and have the defence department's best working this.” The PEATs used different sensors to collect aircraft data. The effort was aimed at accurately characterising the breathing and pressurisation systems to understand the cause for physiologic episodes.   Did your state receive the most defense dollars? We’ve got the numbers.

  By: Aaron Mehta WASHINGTON — California topped the list of states receiving defense dollars in 2019, a period in which overall Pentagon contracts and payroll spending in the 50 states and Washington, D.C., totaled $550.9 billion, the Department of Defense revealed Wednesday. Of that total, $403.9 billion (73 percent) were from contracts, with the remaining $146.9 billion (27 percent) tied up in DoD personnel salaries. Overall, defense spending represented 2.5 percent of the country's gross domestic product, according to a department statement accompanying the data. The numbers, released annually, are generally included in the case made by pro-defense lawmakers and Pentagon supporters for the benefits of a large defense budget. They come as defense spending is expected to be flat, with some progressives in Congress pushing President-elect Joe Biden to cut defense funding to support social programs instead. “The report compiled by the Office of Local Defense Community Cooperation can be a great tool to state and local officials,” Ellen Lord, undersecretary for acquisition and sustainment, said in a statement. “All of our work is aimed at supporting the National Defense Strategy and this report is key as we look to continue defense reform and modernization efforts.” The top 10 states are: California: $66.2 billion Virginia: $60.3 billion Texas: $54.8 billion Florida: $29.8 billion Maryland: $26.1 billion Connecticut: $19.7 billion Pennsylvania: $18.1 billion Washington: $17.8 billion Alabama: $16.0 billion Massachusetts: $15.8 billion California, Virginia and Texas historically rank among the top states in defense dollars. California is home to a significant aerospace presence, with all the major players in that sector bringing in large chunks of cash for their in-state work. Virginia's top firm was the major shipbuilder Huntington Ingalls Industries, but the state largely brought in funding for being the corporate home for many major defense firms — and for their lobbying efforts. And 41 percent of Texas' total comes from Lockheed Martin contracts; the company's Fort Worth facilities produce the F-35 Joint Strike Fighter, among other materiel.
