    Raytheon Provides Cybersecurity for Global Hawk UAS

    Mike Rees Raytheon Company has announced that it will deploy sustainment and cybersecurity experts around the world to support the ground control systems and onboard sensors used by the U.S. Air Force fleet of RQ-4 Global Hawk remotely piloted aircraft. Raytheon Intelligence, Information and Services will perform the work, which includes providing software upgrades to defend against cyber threats, as part of a $65 million subcontract from the aircraft manufacturer, Northrop Grumman. “Raytheon will help these unmanned aircraft meet tomorrow's threats,” said Todd Probert, vice president of Mission Support and Modernization at Raytheon IIS. “We have been improving the Global Hawk fleet's capabilities for 20 years by modernizing their ground and sensor systems and will now ensure their resiliency in the face of cyber threats.” Raytheon previously announced a $104 million effort to modernize the Global Hawk ground segment, moving payload and aircraft operators into mission control buildings.     DARPA Prototype Reflectarray Antenna Offers High Performance in Small Package

    DARPA's Radio Frequency Risk Reduction Deployment Demonstration (R3D2) is set for launch in late February to space-qualify a new type of membrane reflectarray antenna. The antenna, made of a tissue-thin Kapton membrane, packs tightly for stowage during launch and then will deploy to its full size of 2.25 meters in diameter once it reaches low Earth orbit. R3D2 will monitor antenna deployment dynamics, survivability and radio frequency (RF) characteristics of a membrane antenna in low-Earth orbit. The antenna could enable multiple missions that currently require large satellites, to include high data rate communications to disadvantaged users on the ground. A successful demonstration also will help prove out a smaller, faster-to-launch and lower cost capability, allowing the Department of Defense, as well as other users, to make the most of the new commercial market for small, inexpensive launch vehicles. Satellite design, development, and launch took approximately 18 months. “The Department of Defense has prioritized rapid acquisition of small satellite and launch capabilities. By relying on commercial acquisition practices, DARPA streamlined the R3D2 mission from conception through launch services acquisition,” said Fred Kennedy, director of DARPA's Tactical Technology Office. “This mission could help validate emerging concepts for a resilient sensor and data transport layer in low Earth orbit – a capability that does not exist today, but one which could revolutionize global communications by laying the groundwork for a space-based internet.” The launch will take place on a Rocket Lab USA Electron rocket from the company's launch complex on the Mahia Peninsula of New Zealand. Northrop Grumman is the prime contractor and integrated the 150 kg satellite; MMA Design designed and built the antenna. The rocket propelled the National Reconnaissance Office satellite from Vandenberg Air Force Base at 11:10 a.m. Pacific time, arcing over the Pacific Ocean west of Los Angeles as it headed toward space. The outer boosters of the rocket separated about four minutes into flight, followed shortly by separation of the central first-stage booster and successful ignition of the upper stage. As is customary with classified payloads, United Launch Alliance webcast the liftoff only until the aerodynamic fairing covering the payload was discarded. Details of the mission, dubbed NROL-71, were not released. The launch had been repeatedly delayed since late last year for various reasons including a hydrogen leak, high winds and a problem with ground communication equipment. The National Reconnaissance Office is responsible for U.S. intelligence satellites. United Launch Alliance is a joint venture of Lockheed Martin and Boeing.     Posté dans Industrie, Politique de défense par Laurent Lagneau Le 22-01-2019 Certes, si la trajectoire financière établie par la Loi de programmation militaire [LPM] 2019-25, promulguée le 13 juillet dernier, est respectée, le budget des Armées va augmenter significativement au cours des prochaines années, avec, au total, une enveloppe de 295 milliards d'euros. Il s'agit de pouvoir moderniser des capacités clés, ce qui signifie un carnet de commandes bien rempli pour les industriels de l'armement. Pour autant, et comme l'avait déjà dit le président Macron en juillet 2017, « l'intérêt des armées doit primer sur les intérêts industriels. » Plus tard, lors de ses voeux aux Armées en janvier 2018, il avait remis une couche en évoquant un « meilleur rapport coût-efficacité » s'agissant des matériels. « L'État est aux côtés de ses industriels, il l'est pour les besoins de ses armées comme à l'export, mais j'attends la même exigence, la même transparence et le même esprit de responsabilité de nos industriels de défense. [...] Nous investissons [...] pour avoir les meilleurs prestations possibles », avait-il affirmé. Depuis, la transformation de la Direction générale de l'armement [DGA] a été amorcée. Il s'agit, entre autres, de revoir la façon dont sont conduits les programmes d'armement, en abandonnant la logique dite en « silo » au bénéfice d'un travail en « plateau ». This modification brings the total cumulative value of the contract to $336,869,185. Work will be performed in San Diego and multiple international sites, and is expected to be completed on Jan. 23, 2020.     The Army wants to use AI to prevent cyberattacks

    By: Justin Lynch If the U.S. Army has its way, soldiers deployed on the battlefield will be shielded from cyberattacks without human involvement. The Army's Aberdeen Proving Ground is conducting research into how artificial intelligence can protect soldiers' tactical networks and communications from cyberattacks, according to a Jan 14. announcement. Among the areas of research are ways for machine learning to automatically detect known cyber vulnerabilities, spot previously unknown malware and respond to a cyberattack. After the market research is submitted, the Army will use the submissions for informational and planning purposes only. The Army's hunt for AI research comes as the Pentagon has grown more interested in defending against cyberattacks that itself use machine learning. It is a future where machines will fight machines in cyberspace. That concern was evident in the service's announcement. “The cyber technology will secure automated network decisions and defend against adaptive autonomous cyberattacks at machine speed,” the Army wrote. Evidence of the Army's focus on AI was evident during the 2018 CyCon conference in November. The Army is interested in three primary categories of artificial intelligence attacks, Maj. Nathan Bastian, a researcher at the Army Cyber Institute said during the conference. First, data poisoning is a method in which an attacker inserts malicious information into a data set. Because artificial intelligence relies on these data sets to make decisions, their manipulation blunts machine learning's effectiveness, Bastian said. Second, an attack on artificial intelligence can take place by changing the classification methods. For example, if a cat is incorrectly labeled as a dog, than artificial intelligence's use is mitigated, Bastian said. Third, an inference attack, or figuring out where machine learning's boundaries lie, can be a weapon to defeat artificial intelligence. By discovering the limitations of the machine's algorithm, Bastian said hackers can manipulate its effectiveness. The Department of Defense has expanded its research into AI in recent months. In October 2018, the service created its AI task force, which is located at Carnegie Mellon University. Projects are initiated by the Army Futures Command. The Pentagon also created its Joint AI Center in the summer of 2018. At the CyCon conference, Brig. Gen. Matthew Easley, head of the Army's new AI task force, said that the Pentagon needs to integrate commercial AI products. “The commercial sector is driving current breakthroughs in applications of AI,” Easley said. Easley laid out four principles for what the Army sees as a successful AI project. They include clean data, an articulate use case, talent and technology. However, Easley cautioned about the boundaries of machine learning during the event. Limitations of AI can include a sample size that is too small and limited ability to use the machine learning in the field.     Can the National Guard help solve states' cyber problems?

    By: Mark Pomerleau The Department of Defense, in conjunction with the National Guard, has drafted a plan to allow for better coordination and information sharing to states in the event of a cyber emergency. Aside from the typical assistance the National Guard offers states, such as natural disaster cleanup, the Guard also helps states respond to major cyber threats or incidents. This can include securing critical infrastructure such as power plants, water treatment plants or major ports. The new plan, known as a concept of operation, describes a framework for how information flows from the federal government — Department of Homeland Security and Cyber Command — to the states to help government officials improve their cybersecurity. The plan is still in draft form, Lt. Col. Jody Ogle, director of communications for cyber programs at the West Virginia National Guard, told reporters Jan. 17. “That concept of operation helps shape that framework for how that information can flow up and down” the government, Ogle said. For example, if an IT technician working for a secretary of state notices something out of the ordinary on the network, that can be passed up to higher levels of the government and included with other threat signals across sensors on the network making that initial small tidbit of information more actionable. Ogle said he helped write the concept during a recent stint at U.S. Cyber Command's Joint Force Headquarters-DoD Information Networks, which is tasked with defending DoD's network.
