BAE Systems, along with teammate Iveco Defence Vehicles, has been awarded a $67 million contract modification by the U.S. Marine Corps to develop new variants for the Amphibious Combat Vehicle (ACV) Family of Vehicles program for enhancing battlefield situational awareness and firepower. “The ACV has proven to be a versatile platform capable of numerous configurations to meet current and future mission requirements,” said John Swift, director of amphibious programs at BAE Systems. “With this award, BAE Systems will be able to develop a family of vehicles that will deliver the technology and capability the Marines require to accomplish their mission in support of our national security.” The contract calls for the design and development of the command (ACV-C) and the 30mm medium caliber cannon (ACV-30) variants. The ACV-C incorporates seven work stations to provide situational awareness and control of the battle space. The ACV-30 integrates a 30mm cannon to provide the lethality and protection the Marines need while leaving ample room for troop capacity and payload. BAE Systems was previously awarded a low-rate initial production contract in June 2018 for the personnel variant (ACV-P). The Marine Corps announced the ACV had successfully completed anticipated requirements testing and would no longer be pursuing an envisioned incremental ACV 1.1 and ACV 1.2 development approach. The program is now known as the ACV Family of Vehicles, which encompasses the breadth and depth of the vehicle's capabilities and multiple variants. By: Jen Judson WASHINGTON — The U.S. Army has approved the Oshkosh-built Joint Light Tactical Vehicle's transition to full-rate production after a roughly six-month delay, according to a June 21 announcement. Full-rate production for the JLTV was pushed from an original schedule of December 2018 out to May this year due to a number of changes to the Humvee replacement. The Army decided to make a series of alterations as the result of soldier feedback, including a larger back window and the addition of a muffler. The approach was designed to minimize the cost and quantity of the vehicles that would need to be retrofitted, the vehicle's program office told Defense News at the time. The decision to delay the full-rate production did not stop the service from beginning to field 300 of the new vehicles to the Army's 1st Brigade, 3rd Infantry Division at Fort Stewart, Georgia, making it the first unit equipped with the vehicle in April 2019. “We are also grateful for soldier feedback on new features and enhancements,” Jeffrey White, the Army acquisition chief's principal deputy said in the Army announcement. “The Soldiers of the 1st ABCT, 3rd Infantry Division provided valuable input on enhancements such as increased situational awareness, reduction of system noise, a troop seat kit, and a companion JLTV trailer. Their assessments helped bring us all to a successful Full-Rate Production decision.” Oshkosh beat out Humvee-maker AM General and Lockheed Martin in 2015 to build the replacement for the Humvee for both the Army and the Marine Corps. The low-rate initial production, or LRIP, contract was worth $6.7 billion, and the entire program is estimated to be worth $30 billion through 2024. “Important insights from manufacturing and rigorous developmental and operational test during LRIP contributed to shaping the vehicle's current configuration,” George Mansfield, vice president and general manager of joint programs for Oshkosh Defense, said in a statement sent to Defense News. “The program remains on schedule and on budget, and ensures our troops have the protection, connection, and extreme off-road mobility they need today for current and future battlefields. The JLTV is the only light tactical vehicle being fielded today that can maneuver within combat formations,” he said. At the time of the LRIP award, a total of 49,100 JLTVs were planned for the Army, not including what the Marine Corps is planning to buy as well as a small number for the Air Force and Navy. The service cut its procurement of the JLTV in its fiscal 2020 budget request by 863 vehicles. The Army procured 3,393 vehicles in FY19 in LRIP but only plans to buy 2,530 vehicles in FY20. The Army originally planned in its FY19 request to buy 3,035 vehicles in FY20. It is unclear if more cuts will come for the JLTV. Army Secretary Mark Esper said at the time the FY20 budget rolled out that the vehicle was designed and procured in “the context of Afghanistan and Iraq,” and hence was just not as relevant anymore when applied to the fresh National Defense Strategy now guiding Army investment. “We are certainly cutting the total number” of JLTV procurement, Esper said. “I know that much. But whether it settles out, finals out right here, today, I can't tell you. In five years, I could maybe have a different number for you.” While the JLTV was designed for the counterinsurgency fight — a light vehicle with the protection to endure the blast of an improvised explosive device much like mine-resistant, ambush-protected vehicles — Oshkosh has used the JLTV's highly configurable design to increase firepower options on board a JLTV and to protect it from missile and rocket attacks. Over the past three years, it integrated remote weapon systems, a lightweight 30mm cannon paired with a 7.62mm coaxial machine gun, a Javelin integration kit, several .50-caliber machine guns, and a lightweight automatic chain gun, among other weapon systems. The IMI Iron Fist Active Protection System and Rafael's Trophy Light APShave both been integrated onto JLTVs for evaluation. And the Boeing Maneuver Short-Range Air Defense launcher, which was not selected by the Army for its interim SHORAD solution, was also integrated onto the JLTV to include an M3P .50-caliber machine gun, M299 launcher with four Longbow Hellfire missiles, a sensor suite, and a communications suite with the Thales VRC-111. Now that the Army has approved full-rate production for the JLTV, it is anticipated Foreign Military Sales prospects could begin more rapid materialization. By: Shawn Snow The Corps is gearing up to field its new lightweight body armor plates, designed to be worn in the Corps' low intensity or counterinsurgency style conflicts. On Friday the Defense Department announced the Navy awarded a nearly $216 million contract to Point Blank Enterprises for the purchase of up to 680,706 of the new lightweight plates. Maj. Ken Kunze, a spokesman for Marine Corps Systems Command, told Marine Corps Times that the Corps expects to kick off fielding the new plates during the second quarter of fiscal year 2020 and complete by 2023. The new body armor plates will protect “against the preponderance of likely threats while improving mobility” and will reduce the hard body armor weight burden on Marines by 38 percent, Kunze said. The Corps has been in the hunt for lighter body armor as the force tries to reduce the weight burden and combat load carried by Marines and grunts, which a government watchdog report said can be as high as 117 pounds to 119 pounds. One solution was to field a set a new set of armor plates that would provide commanders flexibility to match body armor with the threat in the region the Marines were operating in. That means Marines don't always need to slap on the nearly 15 poundenhanced small arms protective, or ESAPI plates, while operating in low intensity conflicts like Iraq and Afghanistan, where a lighter, more mobile armor plate would be sufficient. The heavy ESAPI plates will still be important, especially as the Corps faces down near-peer rivals equipped with better and more capable weapon systems. Nick Pierce, the armor team lead for infantry combat equipment at Marine Corps Systems Command, previously told Marine Corps Times that the Corps was seeking to shave the 15 pound ESAPI plate down to roughly 8.6 pounds for a medium-sized Marine. Marines can shed a total of 8 pounds to 10 pounds from their combat load when the lightweight plate is used in conjunction with the Corps' new Plate Carrier Gen III system, Pierce explained. By: Jen Judson WASHINGTON — The U.S. Army has awarded a sixth contract to EOS Defense Systems USA, Inc. to develop a design to integrate a new weapon system on a Stryker combat vehicle. The service originally announced it was awarding contracts to five companies, but following a protest filed by EOS, it reevaluated the company's proposal and determined it too should receive a contract, according to the Stryker project manager, Col. Glenn Dean, who spoke to Defense News in an interview this month. The company protested the Army's original decision through Army Contracting Command; upon review, Dean said, it was learned the proposal had not been “accurately assessed.” The sixth award was made June 5 and posted to the Federal Business Opportunities website. The Army made no follow-up announcement regarding the contract. EOS is an Australian-owned company focused on precise, remote weapon systems. The Army awarded $150,000 contracts to five companies on May 23 under its Stryker Medium Caliber Weapons System (MCWS) lethality program: General Dynamics Land Systems Kollsman, Inc. Leonardo DRS Raytheon Pratt & Miller Engineering and Fabrication, Inc. Defense News first reported in May that the Army had decided — after upgunning some of its Stryker vehicles with a 30mm cannon — that it would proceed to outfit at least three of its six brigades of double V-hull A1 Stryker infantry carrier vehicles with the more powerful guns and would hold a competition to acquire that weapon system. The companies have to come up with integration designs using a government-furnished XM813 gun on a government-furnished Stryker DVH A1 hull. The Army was prepared to award six contracts and had the money to bring EOS into the effort, Dean said. Despite the late award, EOS was able to jump into the effort and participated in contractor training on the Stryker and the 30mm cannon, which took place earlier this month, so the companies could take possession of the government-furnished equipment. The MCWS program will be carried out in two phases, which will culminate in equipping a Stryker DVH A1 brigade in fiscal 2022, according to the Army. As part of the design study, competitors will build a production-representative vehicle. The second phase will be a full and open competition to award a production contract. Draft requests for proposals will be released to industry beginning in fall 2019. The two phases, as well as fielding, are expected to take 39 months total — a short timeline.
