    Final hypersonic missile contract awards imminent as US Army preps to shoot one in FY21

    HUNTSVILLE, Ala. — The U.S. Army is just weeks away from awarding the final contracts related to the development of its mobile, ground-launched hypersonic missile. The Army will award a contract within the next three weeks to a company to develop a launching system for the hypersonic missile in co-development across the services, Lt. Gen. L. Neil Thurgood, the service's Rapid Capabilities and Critical Technologies Office director, said Aug. 7 at the Space and Missile Defense Symposium. RCCTO's job is to serve as a bridge between the science and technology community and the program executive offices, helping bring technology out of development and into soldiers' hands, first on a small scale and then a larger scale when passed off to program offices. The office is primarily focused on hypersonics and directed energy. While the missile is under joint development, the Army needs a special launcher to make the missile road-mobile. The contract will encompass the design and integration of a vertical launcher onto a trailer, Thurgood said. Additionally, the RCCTO is preparing to award a contract, also in the next three weeks, to a vendor to produce the glide body for the hypersonic missile, Thurgood said. The Navy will own the design of the glide body, but the Army will own its production, he said. “We have a company that we are in the final process of negotiating an [other transaction authority contract],” Thurgood said. An OTA is a contract that allows for rapid prototyping by bypassing the usual red tape associated with acquisition. “What is interesting about the glide body technology is we also have to create an industrial base to do this. There is no industrial base in the United States for glide bodies,” Thurgood said. The technology is owned by the government labs, he noted, “so we are transitioning that out of the labs into the commercial marketplace. That is a really hard thing to do, but there's a lot of energy and a lot of momentum behind that outcome.” Unlike other programs, Thurgood said, there is not a single company that can produce a hypersonic missile and its equipment alone. “It actually takes a collaborative effort amongst the industry partners,” he added. The first contract will be awarded to one company, but there will be follow-on contracts for other vendors to learn how to make the glide body at the federally funded lab where it was developed. The methodology energizes the supply chain from the prime contractors all the way to sub-contractors should the service decide to make a large number of the weapons, Thurgood told Defense News in an interview at the symposium. Thurgood noted that in order to bring industry closer to the RCCTO's endeavors, the office established an industry board in addition to its board of directors to promote “horizontal communication.” The Army plans to field a hypersonic missile and launcher to a unit in the fourth quarter of fiscal 2021. The unit will train for an entire year without live rounds, Thurgood said, adding that the canisters the unit will use will be cement-filled to match the weight. The first live-round test will take place in FY22 and will be conducted by a battery led by a captain. Thurgood was tasked Feb. 14 to come up with a plan for hypersonic development, and given 30 days to do so.     With mounting questions about cost and survivability, a shifting political landscape for US aircraft carriers

Michael Gilday, was confirmed quickly by the Senate last week, but lawmakers made clear that the cost and growing vulnerability of aircraft carriers to ever-faster and evasive missiles will be among the issues he's expected to tackle when he officially takes the reins. The Navy's main force projection tool, the carrier, became a punching bag for several lawmakers at Gilday's confirmation hearing, as they alternately raised the threat posed by Chinese and Russian hypersonic missiles and berated the Navy's future top admiral for the significant delays and cost overruns associated with the new carrier Gerald R. Ford. At one point during the July 31 hearing, the Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., told Gilday the Navy's arrogance on the carrier “ought to be criminal.” Later on, longtime friend of the Navy Sen. Angus King, I-Maine, warned that hypersonic missiles were a “nightmare weapon” that threatened to make carriers obsolete. And while the lawmakers differed on the future of aircraft carriers and their long-term viability, the hearing left no doubt that Gilday, a career surface warfare officer, has his work cut out for him in proving he can guide the service toward a more stable future for the Navy's most expensive and strategically invaluable assets. To be clear, Inhofe does not oppose carriers, and he has publicly reminded multiple Trump administration officials of the Navy's legal requirement to maintain 11 of them. Inhofe was in the bipartisan chorus of lawmakers who opposed Pentagon plans to cut costs by decommissioning the aircraft carrier Harry S. Truman before the administration scuttledthose plans this year. When it comes to the Ford program, Inhofe plans to keep the Navy on a short leash and pressed Gilday to commit that he would work to prevent the kind of widespread “first-in-class” issues that have plagued the Ford. It's an issue with some urgency behind it, as the Navy prepares to tackle the new Columbia-class ballistic missile submarine for nuclear deterrent patrols, as well as a next-generation frigate, new classes of unmanned warships and a new large surface combatant. “The Navy entered into this contract in 2008, which, combined with other contracts, have ballooned the cost of the ship more than $13 billion without understanding the technical risks, the costs or the schedules, and you know this ought to be criminal,” Inhofe said. The Navy had taken a gamble integrating immature dual-band radar, catapult, arresting gear and weapons elevators, and Inhofe expressed displeasure with the result. Tackling the first-in-class issue will be a priority, Gilday said. “I commit to that and complete transparency as well as taking what we learn from the Ford and ensuring that we don't commit those same mistakes again in the Columbia class and other ships that we need to field in the next few years,” Gilday told Inhofe. ‘Sitting ducks' As for rising threats to the carrier, King believes hypersonic missiles are an existential threat to the Navy and urged Gilday to take the issue head on. “Every aircraft carrier that we own can disappear in a coordinated attack,” King said. “And it is a matter of minutes. Murmansk, [Russia], to the Norwegian Sea is 12 minutes at 6,000 miles an hour. “So I hope you will take back a sense of urgency to the Navy and to the research capacity and to the private sector that this has to be an urgent priority because otherwise we are creating a vulnerability that could in itself lead to instability.” In an interview with Defense News, King said the speed at which the Russians and Chinese are fielding the capability worries him. “My concern is that we are a number of years away from having that capacity, and our adversaries are within a year of deployment,” he said. “And that creates a dangerous gap, in my view. This represents a qualitative gap in offensive warfare that history tells we better figure out how to deal with, or it will mitigate our ... advantage.” King, who represents the state where half the Navy's destroyers are produced, also said he's concerned about the long-term viability of aircraft carriers in a world with hypersonic missiles. “I think it does raise a question of the role of the aircraft carrier if we cannot figure a way to counter this capability,” he said. “I don't want indefensible, $12 billion sitting ducks out there.     By: Andrew Chuter LONDON — The Northern Irish shipyard that built the Titanic ceased business Aug. 5, and its part in a bid to build a new class of the general-purpose frigate for the British Royal Navy appears to have sunk with it. Harland and Wolff was the lead U.K. yard in a proposal by German-based warship company Atlas Elektronik to build five Type 31e frigates for the Royal Navy. But the Belfast shipyard of Harland and Wolff went into administration after a 158-year history, which included production of the Titanic and ended with its parent company insolvent and running out of offshore renewable-energy work that had become the mainstay of its business. Industry executives, who spoke on condition of anonymity, said that unless Atlas has a plan B, the bid has likely been scuttled by the Belfast yard slipping into administration and thus putting the jobs of 125 on-site workers at risk. Atlas Elektronik UK did not return calls regarding its bid. British warships must be locally built, but designs can be foreign. Atlas Elektronik UK is offering parent company ThyssenKrupp Marine Systems' Meko A200 frigate to Britain. Currently, Atlas Elektronik and its U.K. partners Harland and Wolff and Ferguson Marine Engineering of Scotland are vying for the deal against rival proposals led by BAE Systemsand Babcock International. An announcement by the Ministry of Defence on a winning bidder for the program worth more than £1.25 billion (U.S. $1.52 billion) could come next month. The procurement competition was aimed at breaking the local maritime monopoly of BAE Systems. Sharing work across the shipbuilding sector via the Type 31e was part of a national shipbuilding strategy published by the British government in 2017. A strategy review was completed this year by its author, John Parker, but the findings have not been published by the MoD. New Defence Procurement Minister Anne-Marie Trevelyn, the fourth such minister in three years, will likely give Parker's findings a close review. Trevelyn has no previous ministerial experience, but she is known in maritime circles for her membership of Parliament's all-party group on shipbuilding and ship repair, which recently published a report advocating for the domestic production of a new fleet of logistics support ships. However, it's unclear how long the government, and hence the new ministerial team at the MoD, will survive given the political uncertainty here around Britain's exit from the European Union and murmurings of a general election. Buy British? The logistic vessels, known here as fleet solid support ships, are not considered military vessels by the British government; this is so the government can procure them more cheaply overseas. A competition is underway with a U.K. team led by BAE Systems bidding against overseas rivals. But the tide may be turning, as there's parliamentary pressure that two or three large supply ships be built locally. The industry executives who spoke to Defense News said that although the upcoming DSEI defense show had been touted as a possible venue for some kind of an announcement, the timing was — like most other defense issues — clouded by political uncertainties, including the appointment of a new defense secretary and defense procurement minister as part of the government reshuffle by the new prime minister, Boris Johnson. An MoD spokesman said the department wouldn't provide a running commentary on the Type 31e competition or Harland and Wolff's part in it. However, the spokesman did suggest an announcement could take place after DSEI. “It would be inappropriate to comment on Harland and Wolff's involvement in the Type 31e program, whilst this is subject to an ongoing competition," the spokesman said. “The competitive design phase is proceeding to schedule. The outcome of the competition for the design and build of the ships will be announced by December 2019.” All three bidders have been in a competitive design phase ahead of submitting their proposals in late June. The MoD previously ran a competition for the Type 31e (the "e" stands for export), but it halted the procurement effort when all of the bidders failed to submit fully compliant bids. The Royal Navy wants the first of the five Type 31e frigates handed over during 2023 to start replace aging Type 23 frigates in its fleet. Some analysts and industry executives think that's a tall order. The government originally demanded a price tag of no more than £250 million per frigate, although earlier this year, industry executives said the budget restriction had been abandoned, as the MoD agreed to supply more equipment and systems at its own expense. Atlas Elektronik isn't the only company with Harland and Wolff on its team. Babcock International also listed the Northern Irish yard in its proposal. But Babcock has various options, including using its site at Rosyth in Scotland, where the second of two aircraft carriers being assembled for the Royal Navy is now virtually complete. “Our solution for the T31(e) requirement includes a flexible U.K. build approach that can accommodate the use of a range of delivery sites,” a Babcock spokesman said. BAE's plan is to build it's Leander-class warships at the Cammell Laird yard near Liverpool while its own yards on the River Clyde in Scotland focus on completing the design and build of eight Type 26 anti-submarine warfare frigates destined for the Royal Navy. Three have been ordered so far. Steve Turner, the assistant general secretary for manufacturing at the Unite union, said there are strategic defense interests why the Belfast yard should be saved. “The shipyard works with BAE on the Dreadnought [nuclear] submarine program, has an important part to play in the building of the Royal Navy's new Type 31e and is central to the U.K. consortium's bid to build the Navy's fleet solid support ships,” Turner noted. “All this proud workforce needs is a temporary boost from government and a commitment from U.K. ministers that they will back U.K. shipbuilding by block building the new fleet solid support ships in yards across the UK." Harland and Wolff is not the only potential Type 31e supplier in a tough spot. Ferguson Marine, which has a yard on the River Clyde and has been part of the Atlas and Babcock proposals, is experiencing significant cost and time overruns building two ferries. The Harpers Ferry-class dock landing ship USS Oak Hill (LSD 51), also part of the amphibious ready group, conducted a live-fire exercise Saturday as well. “We are doing this exercise to verify full operation of our kill chain for our RAM system,” said USS New York Fire Controlman Chief Christopher Campbell. “The weekly overall combat system operability tests and RAM's daily system tests assess every part of the kill chain except the actual launch of the missile. This is our opportunity to ensure that the missile will launch prior to deployment.” In order to prepare for an exercise of this magnitude it takes a great deal of preparation. “Preparation for this exercise started a month or longer before we even loaded the missiles,” said Fire Controlman 2nd Class Austin Jones. “We had to ensure each missile cell received the proper signals to fire missiles and make sure the launcher was in overall good condition before receiving and firing missiles. All the fire controlmen have accomplished more than 150 man hours of maintenance in preparation for this shoot. The exercise was a way to show how effective training in the combat systems department has been and how prepared the New York is to use the RAM system on board.” The fire controlman aboard was not the only one involved in this exercise. “All combat watch standers, bridge watch teams and many other people were involved in this exercise,” said Jones. “Each person has a specific role from safeties to launching the missile to coordinating procedures in case of a dud, or misfire.” This exercise is the last event for the Surface Warfare Advanced Tactical Training (SWATT) exercise where the New York, alongside the Oak Hill and flagship Wasp-class amphibious assault ship USS Bataan (LHD 5), have been tested in many avenues of war fighting. “This is a culminating event where watch standers and systems can be rigorously tested to prove their capability and effectiveness while also utilizing state of the art data extraction systems to continue our pursuit for perfection,” said Lt. j.g.     Boeing investment accommodates V-22 fuselage production and MV-22 modification program Allows Ospreys to be delivered with higher quality, efficiency and improved safety PHILADELPHIA, Aug. 1, 2019 — Boeing [NYSE: BA], the U.S. Marine Corps, U.S. Air Force and U.S. Navy celebrated the transformation of a 350,000-square-foot facility outside Philadelphia into a modern factory where company employees will build fuselages for the V-22 tiltrotor aircraft and modernize the MV-22 fleet for the Marines. “Boeing's $115 million investment supports U.S. and international demand for the unrivaled capabilities of the V-22,” said David Koopersmith, vice president and general manager, Boeing Vertical Lift. “We started this project two years ago in a mothballed building. Now, it is a state of the art manufacturing center for the only in-service tiltrotor aircraft in the world.” The new factory will improve safety and productivity, lower operating costs, and reduce Boeing's environmental impact. It will be home to the Common Configuration – Readiness and Modernization (CC-RAM) program that standardizes the Marine Corps Osprey fleet by upgrading previously built aircraft to the new Block C configuration. The factory will also house fuselage production for Navy, Air Force, Marines, and international Osprey customers. “The V-22 readiness program is our number one priority,” said U.S. Marine Corps Col.
