    JLTV: New $911M Order Strengthens Oshkosh’s Hand For Recompete

    With 9,500 Joint Light Tactical Vehicles already delivered, the Army was running out of room on its existing contracts, so it just ordered another 2,738 from Oshkosh. FREEDBERG JR.on December 02, 2020 at 4:49 PM WASHINGTON: The Army's already shared Oshkosh's Joint Light Tactical Vehicle design with rival companies, who hope to take over the program when a new competition is held in 2022. But, having announced a new $911 million order just yesterday, Oshkosh Defense is confident that it'll fend off all challengers and keep building JLTVs for years to come, general manager George Mansfield told me this morning. “This contract really shows how the Joint Program Office feels about Oshkosh,” Mansfield said. “They're very confident we build a good quality product, [and] we are on time and under budget so far.” In fact, Mansfield said, Oshkosh JLTVs were coming in so much under budget that the military was able to buy more vehicles in less time than the original contract anticipated. (And it did so despite cuts to the JLTV budget in recent years). That's why the Army — which runs JLTV on behalf of all the US armed services and seven foreign customers from Belgium to Brazil — had to issue the new contract this fall. You see, in 2015, when Oshkosh beat aerospace titan Lockheed Martin and Humvee manufacturer AM General, the Army issued a production contract with a maximum value of $6.7 billion and a maximum quantity of 16,901 vehicles. That contract was supposed to last eight years, through 2022. Before it ran out, the Army would hold a new competition, open to all comers, with the winner – perhaps Oshkosh, perhaps a rival – getting a new contract to build JLTVs after 2022. But Oshkosh kept selling JLTVs more cheaply than the 2015 contract had assumed. That meant the military could buy more vehicles more quickly, even with a reduced budget for JLTV. That meant, in turn, that it ran up against the 2015 contract's 16,901-vehicle maximum this fall, two years ahead of schedule. So, to keep production going, the Army issued the new contract: an additional $911 million for 2,738 more JLTVs, plus 1,001 trailers and other kit. That brings the total on order to 18,073 JLTVs, of which over half – about 9,500 – have already been delivered. What does a JLTV cost? That's tricky. Oshkosh doesn't divulge exact prices. The government's estimated Average Procurement Unit Cost per JLTV is $395,000 (once adjusted for inflation; it's $365,000 in 2015 dollars). If you just divide the dollar value of the new contract by the number of vehicles, the average cost per JLTV has fallen below $333,000. But the actual price per JLTV is actually a lot lower than that, because these contracts always include trailers, specialized mission equipment for different JLTV variants, spare parts and support. The new contract allows the Army to order additional JLTVs through November 2023. That keeps production going through the re-competition, which is scheduled to award a contract in the second half of 2022. Now, the re-compete is not about picking a new design. Instead, it's about giving the Army the option to pick a new manufacturer for the existing design. Under the terms of the original 2015 contract, the government bought the Technical Data Package that shows you how to build a JLTV and can give that data to any company it likes. In fact, several potential competitors have not only gotten the data package, they've actually leased JLTVs so they can reverse-engineer them. But while competitors now have the JLTV design, they don't have Oshkosh's facilities, workforce or their years of experience actually building it. “We've been manufacturing this vehicle for five years,” Mansfield told me. “We know how it's designed because we designed it, we know how to manufacture it, we've got a strong supply base.     Pour le directeur de l'Agence de l'innovation de défense, Emmanuel Chiva, il faut détecter plus vite les technologies capables d'arriver sur le champ de bataille pour imaginer les parades et les évaluer à des fins militaires. L'Usine Nouvelle. - Quel est l'objectif du ministère des Armées avec cette deuxième édition digitale du Forum innovation défense, du 2 au 4 décembre ? Emmanuel Chiva. - Nous souhaitons montrer à un large public la diversité de l'innovation de défense en termes de recherche, de projets et de préparation des futures capacités militaires. Nous voulons attirer des sociétés industrielles et des porteurs de projets innovants en les informant du soutien dont ils peuvent bénéficier. C'est également un moyen de susciter des vocations chez les ingénieurs et les chercheurs. Cet événement sera l'occasion de lancer notre fonds d'investissement dédié à l'innovation de défense et doté de 200 millions d'euros. Quel est le profil des entreprises ciblées ? Nous visons les entreprises qui ont un potentiel dual, à la fois civil et militaire dans des technologies qui sont importantes pour les armées : les technologies quantiques, l'intelligence artificielle, l'énergie, les matériaux... Ce qui nous intéresse, c'est de « capter » des technologies développées par des sociétés déjà établies sur leur marché primaire, mais qui présentent un intérêt pour la défense. Pourtant certaines sociétés innovantes nous disent qu'il n'est pas toujours simple de travailler avec le ministère. Comme le fabricant de drones Parrot... Je suis surpris. Des acteurs comme Parrot sont reçus à l'Agence et nous regardons comment nous pourrions intégrer leurs technologies... C'est typiquement le type d'innovation qui nous intéresse. De la même manière, nous travaillons avec Franky Zapata [l'inventeur du Flyboard, un engin à sustentation hydropropulsé, ndlr]. Nous réfléchissons à l'utilisation de sa technologie pour envisager un « robot-mule volant » à des fins d'évacuation sanitaire, de transport de munitions... Nous finançons ses travaux pour optimiser ses moteurs en termes d'autonomie et de discrétion acoustique, en partenariat avec l'Office national d'études et de recherches aérospatiales (Onera) et la société Poly-Shape, spécialiste de la fabrication additive à partir de métal. Auparavant, les grands programmes militaires dans le spatial, la dissuasion nucléaire, tiraient l'innovation civile... Aujourd'hui, l'inverse se produit. Pourquoi ? Ce qui a changé, c'est le rythme de l'innovation civile. On assiste à un raccourcissement des cycles entre l'idée, sa réalisation et son emploi sur un marché. La puissance des Gafam et de leurs équivalents chinois, les BATX, change aussi les équilibres. Ils investissent des sommes considérables dans les applications à base d'intelligence artificielle, d'où l'accélération et la démocratisation de l'accès à cette technologie. C'est une source d'opportunités pour les armées. Le secteur civil est mieux placé que nous pour développer certaines technologies car nous n'irons pas plus vite. C'est le cas des processeurs graphiques, tirés par l'industrie du jeu vidéo, ou de la propulsion électrique, tirée par l'industrie automobile. Néanmoins, ces technologies civiles vont nécessiter une adaptation. Une voiture électrique sur une autoroute européenne n'est pas soumise aux mêmes conditions d'emploi qu'un véhicule d'infanterie dans le nord du Mali, où les routes sont sommaires et les stations de recharge inexistantes ! Cette démocratisation des technologies ne représente-elle pas une menace ? Ce qui nous empêche de dormir, ce serait de rater les prochaines évolutions à très court cycle et que nos adversaires s'en emparent alors avant nous. Regardez les groupes terroristes : ils utilisent les drones, l'impression 3D pour fabriquer des armes... Plus vite nous détectons l'innovation, plus vite nous pouvons imaginer les parades pour nous en protéger et les évaluer pour un usage militaire. Nous sommes engagés dans une course. Comment l'agence s'organise-t-elle pour capter cette innovation tous azimuts ? La loi de programmation militaire 2019-2025 prévoit d'augmenter de 25 % les crédits annuels consacrés à l'innovation pour atteindre 1 milliard d'euros en 2022. Avec ses 100 salariés, l'Agence agit avant tout comme un chef d'orchestre de l'innovation. Et dans un orchestre, le chef ne joue pas tous les instruments ! Nous nous appuyons sur un réseau national qui comprend les laboratoires d'innovation des armées et les centres d'expertise technique et d'essais de la Direction générale de l'armement. Nous avons par ailleurs créé une cellule de détection et de captation, une petite équipe chargée de faire en quelque sorte « la chasse et la pêche » à l'innovation. Il s'agit de correspondants qui se rendent dans les incubateurs, les salons, les communautés d'innovations... Ces derniers ont permis à l'Agence de travailler avec la société SEAir, qui fabrique des foils rétractables pour les bateaux à coque semi-rigide. Demain, une embarcation des forces spéciales intégrera cette innovation. Nos équipes n'hésitent pas non plus à se rendre là où on ne les attend pas. Les salons de cosmétique par exemple ! Les géants du domaine réalisent des développements pour le traitement de la peau qui pourraient avoir un intérêt dans le soin aux grands brûlés. Dans certains domaines technologiques, par exemple les missiles hypervéloces, la France ne risque-t-elle pas de se faire déclasser ? Les États-Unis, la Russie et la Chine sont les plus actifs sur ce sujet. Si la France est plus discrète, elle n'a pas forcément de retard du fait des exigences technologiques dans le domaine des véhicules spatiaux liés au programme de dissuasion. Nous avons une expertise reconnue en matière de technologies spatiales, de propulsion, de guidage et de science des matériaux. Nous menons un programme structurant dans le domaine de l'hypervélocité qui s'incarne, par exemple, dans le développement par l'Agence d'un démonstrateur dédié à la montée en maturité des technologies d'un planeur hypersonique. Quelles sont vos priorités en matière de technologies quantiques ? À notre sens, l'ordinateur quantique n'est pas un sujet militaire en soi. La recherche d'un tel ordinateur est faite par l'industrie, au niveau mondial. En revanche, le ministère des Armées finance les travaux qui sont spécifiquement liés à une utilisation militaire possible des technologies quantiques. Les technologies de cryptographie post-quantique nous intéressent au premier plan. Nous suivons également de près l'évolution des capteurs quantiques. En particulier les travaux de l'Onera sur les gravimètres quantiques à atomes froids, qui peuvent avoir des applications dans la navigation sans GPS. Vous aviez en prévision la création d'une Red Team au sein du ministère des Armées, qui s'appuierait sur des auteurs de science-fiction. De quoi s'agit-il ? Nous profiterons du Digital forum innovation défense pour faire découvrir les auteurs qui ont intégré cette Red Team et pour rendre publics ses premiers travaux. Son but est d'identifier les menaces auxquelles nous pourrions être confrontés à l'horizon 2060 et la manière de les anticiper d'un point de vue technologique, organisationnel et sociétal... Pour illustrer la démarche, citons l'équipe de Los Alamos du programme nucléaire américain à la veille de la Seconde Guerre mondiale, qui a reconnu s'être inspirée des ouvrages de Robert Heinlein, un auteur de science-fiction, pour mettre au point le concept de la dissuasion nucléaire. Isaac Asimov, auteur de la série « Fondation », a également travaillé pour le gouvernement américain. After committing to spend more than $2 billion with American companies, the Liberal government wants to give a major boost to homegrown defence firms by moving ahead on projects that can purchase equipment for the Canadian military quickly from domestic companies to either create or shore up jobs. Department of National Defence officials began looking in late April at options to provide support to the defence industry as the new coronavirus pandemic rocked the economy. DND and the government hoped the fast-tracked purchases would help Canada's economic recovery. But so far, the four major purchases over the last several months for the Canadian military saw the Liberal government make major commitments with U.S.-based companies for work that will be done almost entirely in America and create or support hundreds of U.S. jobs. That includes the acquisition of new surveillance aircraft for Canadian special forces, the purchase of new systems and missiles for the air force's CF-18s, missiles for the navy and parts and equipment for C-17 transport planes. The particular equipment ordered isn't built in Canada. In some cases, the U.S. firms receiving the work are exempt from the government's requirement to match the value of the contracts with the reciprocal purchasing of services or supplies from Canadian companies. Now, the government has ordered DND officials to draw up lists of equipment that can be bought from Canadian firms. Companies must be based in Canada and the work has to be completed relatively quickly, creating or maintaining domestic jobs. DND spokesman Dan Le Bouthillier confirmed options are being examined to help minimize the impact of COVID-19 on the defence industry. “We are looking at ongoing procurement projects to determine what we may be able to prioritize in order to ensure our defence industry partners are supported,” he said. “This is ongoing at this time, though no decisions have been made at this point.” But Tamara Lorincz, a peace activist and PhD candidate in Global Governance at the Balsillie School for International Affairs, says many more jobs could be created in Canada if the money was directed into non-defence sectors of the economy. She pointed to the 2009 U.S. study by University of Massachusetts, which examined the impact of spending $1 billion on both military and non-military areas. The non-military areas included clean energy, health care, and education, as well as for tax cuts which produce increased levels of personal consumption. The study concluded substantially more jobs were created by non-military sectors. Lorincz noted that there were no comparable independent studies which have looked at the Canadian situation. Lorincz and various peace groups are also questioning the Liberal government's plans to spend $19 billion on new fighter jets in the coming years. The money should instead go towards programs like national pharmacare or child care, she added. Lorincz noted it costs $40,000 an hour to operate a F-35, one of the fighter jets being considered by the Liberals. That amount is close to the yearly salary of a long-term care facility employee, she added. Christyn Cianfarani, president of the Canadian Association of Defence and Security Industries, said the country's defence industry can play an important role in the federal government's COVID-19 economic recovery plan. The association has recommended to government that it accelerate military equipment project approvals, favour domestic firms as much as possible for future work, as well as focus on Canadian-based cyber firms for associated purchases as the government moves its employees to more remote work. Construction projects on bases could also provide local contractors with work, she added. Canada's defence industry actually fared better than other economic sectors during the pandemic, Cianfarani noted. There were no significant layoffs and most firms have been able to continue operations and production. In addition, some companies switched to producing medical equipment or protective gear for use by hospital staff during the pandemic.     By Christen McCurdy Dec. 1 (UPI) -- Oshkosh Defense inked two deals $911 million this week to deliver Joint Light Tactical Vehicles to the U.S. and overseas partners. On Tuesday, the defense contractor announced that U.S. Army Contracting Command had placed an order for 2,738 JLTVs for the U.S. Army, U.S. Navy, U.S. Marine Corps and U.S. Air Force, "along with a select group of NATO and non-NATO allies." The Pentagon also announced the domestic sale on Monday night. Under the deal, valued at $888.4 million, Oshkosh is contracted to deliver 2,679 JLTVs, 1,001 trailers and 6,725 kits to the four branches of the U.S. military, with a completion date of Oct. 31, 2022. Oshkosh also inked a $23 million deal this week to provide 59 vehicles to Brazil, Lithuania and North Macedonia. "The men and women of Oshkosh Defense take great pride in what they do," said George Mansfield, Vice President and General Manager of Joint Programs for Oshkosh Defense. "Designing, building, and delivering the world's most capable light tactical vehicle, the Oshkosh JLTV, is one of our greatest accomplishments. And we plan to continue building the Oshkosh JLTV for many years to come," Mansfield said. This week's deals follow several lucrative awards for the vehicles -- which were developed by the Marines and the Army as a replacement for Humvee -- in the past calendar year. This week's deals come nearly a year after Oshkosh was awarded an $803.9 million contract to provide JLTVs to the U.S. military and military of Montenegro.     US clears weapon sales for Saudi Arabia, Lebanon, Croatia, Canada, Brazil and South Korea

    By: Aaron Mehta WASHINGTON — The U.S. State Department on Tuesday cleared six Foreign Military Sales cases, potentially worth a combined total of $1.55 billion. The six cases, spread across South Korea, Saudi Arabia, Brazil, Croatia, Lebanon and Canada, were announced on the website of the Defense Security Cooperation Agency. DSCA announcements mean that the State Department has decided the potential FMS cases meet its standards, but this does not guarantee the sales will happen in their announced forms. Once approved by Congress, the foreign customer begins to negotiate on price and quantity, both of which can change during the final negotiations. Here are the details on each case: Croatia: The largest dollar value of the announced FMS cases comes from Croatia, which seeks to spend $757 million on refurbishing its 76 M2A2 Bradley Infantry Fighting Vehicles. The NATO ally operates older models dating to Operation Desert Storm, and is looking to upgrade capabilities. In addition to maintenance, upgraded radios, armor and simulators, the package includes 84 M240 machine guns, 1,103 TOW 2A radio frequency missiles, 100 TOW 2B radio frequency missiles and 500 TOW bunker buster radio frequency missiles. Work will primarily be done by BAE Systems' York, Pennsylvania, facility as well as Raytheon Missile Systems in Tucson, Arizona. Canada: America's northern neighbor wants to upgrade its fleet of five C-17 transport aircraft to the tune of $275 million. The package includes “aircraft hardware and software modification and support; software delivery and support; ground handling equipment; component, parts and accessories; GPS receivers; alternative mission equipment; publications and technical documentation; contractor logistics support and Globemaster III Sustainment Program (G3) participation; other U.S. Government and contractor engineering, technical, and logistical support services; and related elements of program and logistical support,” according to the DSCA announcement. Boeing would perform the work. Saudi Arabia: The most unique of the six cases, the Saudi request involved $350 million in support services for five years, covered through the U.S. Military Training Mission to Saudi Arabia, or USMTM, located in Riyadh — an office of roughly 330 service members and U.S. contractors who help train the Saudi military. Services included in the package are “pay and allowances for U.S. Military, U.S. Government, and Foreign National staff members; USMTM communications support costs; local contracting costs; construction and renovation costs of housing area; transportation costs; U.S. Mail services support costs; dependent education (grades K through 12); administrative costs; temporary duty costs for USMTM personnel; Value Added Taxes (VAT) assessed by Saudi Arabia; and future transition costs to move USMTM” to a proposed new housing location in Saudi Arabia, per DSCA. Brazil: The government in Brazil wants to spend $70 million on 22 MK 54 conversion kits, which would convert existing MK 46 Mod 5 A(S) torpedoes to MK 54 Mod 0 lightweight torpedoes. Those would be equipped on the country's fleet of Sikorsky S-70B Seahawk helicopters and its surface ships. Work would be performed at Raytheon Integrated Defense System's Portsmouth, Rhode Island, facility. Lebanon: The country seeks to spend $55.5 million to procure 300 M1152 High Mobility Multipurpose Wheeled Vehicles in two tranches of 150 each. Beirut currently operates more than 1,000 HMMWVs of various designs, according to the DSCA, which are primarily used to “counter violent extremist organizations and to secure its border.” The primary contractor would be American General, with work happening in its South Bend, Indiana, facility. This is the first FMS case cleared for Lebanon since the start of the Trump administration. South Korea: A frequent customer of U.S. weapons, South Korea now seeks to purchase two MK 15 MOD 25 Phalanx Close-In Weapons System Block 1B Baseline 2 systems for $39 million. This anti-missile defense weapon for ships would come along with training and 4,000 rounds. According to DSCA, Seoul plans to use the systems aboard its first KDX III Batch II-class ship “to provide it with effective means of detecting and defending itself against incoming airborne threats.” The primary contractor is Raytheon, with work to be done at its be Louisville, Kentucky, location. All told, the six notifications mean the Trump administration has cleared 23 FMS cases since Oct. 1, the start of fiscal 2021, with an estimated price tag of $58.75 billion.     Satory, France, November 26, 2020 - On 13 November 2020, the French Delegation for Armaments (DGA) qualified the command post vehicle (EPC) variant of the GRIFFON vehicle. At the same time, the first examples are being submitted for acceptance by the DGA's quality department at the Roanne site. Therefore, the three first GRIFFON EPC have been delivered to the Army technical section (STAT) which will continue the operational evaluation of this equipment with its rapid deployment within the regiments in sight. The GME (temporary grouping of companies) EBMR (Engins Blindés Multi-Rôles) comprised of Nexter, Arquus and Thales is fully mobilized on the production of the first 35 series GRIFFON EPCs to be presented to verification operations by the end of 2020. Ultimately, the SCORPION program calls for the acquisition of 333 units of this variant, half of which will be delivered by 2025. As a reminder, the SCORPION program aims to modernize the Army's combat capabilities and in particular to improve command through new information resources. The GRIFFON EPC can accommodate a pilot and a gunner in the front, and five soldiers in the rear of the vehicle. From an external point of view, the silhouette of the EPC does not differ from the VTT Félin variant (troop transport vehicle). Only the armament changes, with the integration on the roof of a new-generation T2 remotely operated turret armed with a 7.62mm caliber. Inside, on the other hand, the GRIFFON EPC is fully equipped to accommodate a command post: communication means, large screens, a board and a printer. This variant is designed to accommodate latest-generation electronic equipment for collaborative combat: the vetronics common to the SCORPION platforms, the CONTACT joint radio, the SCORPION Combat Information System (SICS), the ANTARES optronic system offering the crew a 360° vision of the environment, as well as a gunfire location detector (or SLA, for Acoustic Localization System). In addition, the air-conditioning system adapts to all environments to guarantee crew's comfort and the proper functioning of onboard electronics. Thanks to its level of protection and mobility, the EPC variant of the GRIFFON enables a command post to be deployed quickly at the heart of operations. The force commander can thus conduct an engagement or monitor the progress of a regimental or brigade-level action. The arrival of the GRIFFON EPC is complementary to the GRIFFON VTT Félin, with the goal of projecting a joint battle group (GTIA) into a foreign theatre of operations by 2021.     November 30, 2020 - BAE Systems has been awarded a new 15-year contract for the supply of munitions to the UK Ministry of Defence (MOD). The contract, worth £2.4bn, will sustain approximately 4,000 jobs across the UK. This new agreement, which will supersede the current contract due to conclude at the end of 2022, will guarantee the delivery of munitions products and engineering support to the UK Armed Forces. BAE Systems directly employs 1,260 people who are involved in either munitions manufacturing or test and evaluation at five sites across the UK; Glascoed in Monmouthshire, Radway Green in Cheshire, Washington in Tyne & Wear, Bishopton near Glasgow, and Ridsdale in Northumberland. It is anticipated that the contract will also help sustain a further 1,500 jobs in the UK supply chain and support a further 1,300 jobs induced by consumer spending in economies local to sites. The agreement enables BAE Systems to invest £70 million on the refurbishment and upgrade of manufacturing lines, with 75% of this value being invested by 2026. The Company will also spend up to £350m with UK-based companies on raw materials and machine components. Charles Woodburn, Chief Executive, BAE Systems, said: “This contract secures the future of a highly technical and critical industry which supports thousands of manufacturing jobs in several areas throughout the UK. By investing in new technology and skills to further develop our expertise, we can continue to deliver essential sovereign capability to the Armed Forces at competitive prices.” Defence Minister Jeremy Quin said: “This vital multi-billion pound contract will provide our service men and women with fire power on the front line for years to come whilst investing in British industry, British jobs and British infrastructure. Defence underpins hundreds of thousands of jobs across all four corners of the nation, and ongoing investment is crucial as we work together to build back better and stronger from the Covid-19 pandemic.” The contract, called the ‘Next Generation Munitions Solution' (NGMS), is due to commence in January 2023 and will succeed the current ‘Munitions Acquisition, the Supply Solution' (MASS) contract, which commenced in 2008. Aviation Week Executive Editor for Defense and Space Jen DiMascio answers: Pentagon Editor Lee Hudson put this question to Ellen Lord, the Pentagon's acquisition chief, during the American Institute of Aeronautics and Astronautics Ascend conference on Nov. 18. According to Lord, she is focused on protecting the supply chain and helping the acquisition system adapt to acquire software. Lord is working to protect the supply chain in two primary ways: • One is to protect companies critical to national technologies from investment by adversaries. • The other is to protect the supply of rare metals used to make microelectronics. The Pentagon has been working with the U.S. government's Committee on Foreign Investment, which reviews foreign transactions in the U.S. for national-security implications to “block or undo a lot of transactions” in which adversaries are buying critical U.S. technologies or real estate adjacent to military installations, Lord says. Rather, the Pentagon is trying to partner with companies that can help the U.S. increase its technological and economic security. To that end, the Defense Department is building an electronic marketplace that Lord compares to a dating app—to match clean investors with companies building defense technologies. “We've practiced this in some different one-off events,” Lord says, “but we are literally just going through federal paperwork right now to launch this in December.” A related matter is lessening the U.S. dependence on countries like China for rare minerals such as those used in the microelectronics industry. “COVID has shown us that we cannot have dependencies on non-allies and partners and makes sure that we get the supplies we need when we need them,” Lord says. The Pentagon has a real need for radiation-hardened micro-electronics for its space-industrial base and nuclear enterprise. “Although we developed over 50% of the intellectual property around micro-electronics domestically, the bulk of manufacturing and almost all packaging and testing are conducted offshore. That just does not lead us in a place where we have a secure and resilient microelectronics industrial base,” she explains. And finally, Lord aims to continue to roll out tools for the acquisition workforce to incorporate iterative software development into the way it works. “We know that, if you do software correctly, it's a constant iteration of development, production and sustainment,” she adds. “We don't want to be constrained by different budgets and get into too much [of an] administrative hurdle.
