    Le budget du ministère des Armées, premier budget d'investissement de l'État, a un « rôle majeur à jouer » pour soutenir l'industrie de défense française, dont de nombreuses entreprises sont affaiblies par la crise, a affirmé le 17 mai la ministre Florence Parly dans un entretien à Ouest-France. « Nous avons un rôle majeur à jouer pour répondre aux besoins de nos forces et pour soutenir l'ensemble de la base industrielle et technologique de défense, ses grands groupes et ses milliers de PME et PMI, et leur éviter d'être impactées par la crise du coronavirus », déclare-t-elle. Le secteur, réuni au sein du Conseil des industries de défense française (Cidef) juge ainsi « fondamental » un plan de relance de l'économie, dont il bénéficierait. Sans l'évoquer formellement, Florence Parly indique que le gouvernement y semble favorable. Le Premier ministre « a donné des éléments de réponse en disant que l'investissement de défense se construit dans le long terme, que le monde dans lequel nous vivons ne sera ni moins dangereux ni moins risqué, comme le montre la période actuelle », rappelle-t-elle. Fin avril, le niveau d'activité des industriels, qui remonte progressivement, était évalué à environ 75%. « L'industrie annonce un retour d'activité de l'ordre de 100% entre mai et fin juillet, selon les industriels et les domaines concernés », a observé Joël Barre. Mode de fonctionnement. Déployable en quelques secondes, le système FireFLy se contrôle à partir d'un écran semblable aux stations sol des drones. La caméra embarquée permet d'observer l'environnement et de détecter la présence d'objectifs tout en les localisant avec précision. Il est ainsi possible de suivre leur évolution et leur mouvement. By THERESA HITCHENSon May 15, 2020 at 12:54 PM WASHINGTON: The Air and Space Forces are speeding efforts to adopt 3D printing as a major pillar of force sustainment, now making critical spare parts for weapon systems such as engine components for fighters and rockets. “Additive and advanced manufacturing [has] been going like gangbusters across the Air Force and Space Force — printing thousands of parts for airplanes,” Air Force acquisition head Will Roper said yesterday. “We're starting to print parts for satellites, including propulsion.” And today, the Air Force Rapid Sustainability Office (RSO) announced that it had reached a first milestone in its collaboration with General Electric to 3D print metal engine parts for aircraft — printing a metal sump pump for F-110 engines used by both F-15 and F-16 fighter jets. According to the announcement, the next phase of the program — Phase 1B , now being planned — will involve a family of parts on the TF34 engine, which has been in service for more than 40 years. “The collaborative effort between the US Air Force and GE shows great promise toward the adoption of metal 3D printed parts as an option to solve the US Air Force's current and future sustainment challenges,” Col. Benjamin Boehm, director of propulsion at the Air Force Life Cycle Management Center (AFLCMC) said in a press release. “This capability provides an alternate method to source parts for legacy propulsion systems throughout their life cycle, especially when faced with a diminishing supplier base or when infrequent demands or low volume orders are not attractive to traditional manufacturers.” GE originally approached the Air Force with the idea of a collaboration on 3D printed parts in 2019, and in April this year the service brought in the Defense Logistics Agency to help certify the GE-made parts for airworthiness. ALCMC, as we reported way back in September at the Air Force Association shindig, has also been pushing to get its depots around the country certified to print their own spare parts, beginning with those not critical to life and death. Air Force leaders see additive manufacturing as key to resolving the service's serious problems in maintaining aging aircraft and infrastructure and lowering costs. That said, the new 3D sump pump cover is an important piece of the engine. “Compared to other parts on the F110 engine, the sump cover might have lower functionality, but is incredibly important. It needs to be durable, form a seal and it needs to work for the entire engine to function – which is of course critical on a single engine aircraft like the F-16,” said James Bonar, engineering manager at GE Additive. The RSO-GE program is using a spiral development model, increasing the complexity and scale of parts printing with each phase. “In this program, complexity involves moving from simpler part identification, progressing to part and family of parts consolidation and eventually tackling complex components and systems, such as common core heat exchangers,” the press release said. Roper told reporters yesterday in a Zoom briefing that due to the COVID-19 pandemic, RSO has transformed its planned Advanced Manufacturing Olympics, originally planned to coincide with the now-postponed Tokyo Summer Olympics in late July, to a virtual event to be held November. It will allow 3D printing companies to show off their wares to potential service customers via a number of challenges, including a “printer shoot-off” and a “Box of Parts” challenge where manufacturers will compete to create a drone part without a blueprint. “We have been growing our network of small batch makers across the Air Force and Space Force,” Roper said. “I've been so passionate about bringing in additive manufacturing, and small batch digital manufacturing, to help on aircraft parts availability.” The COVID-19 crises has proven the “additive” value of tapping into a network of small manufacturers as the Air Force has scrambled to obtain personal protective equipment for airmen at far-flung bases, he explained. Because many large producers of items like face masks are overwhelmed, the service set up the “Air Force Rapid Advanced Manufacturing Portal,” or “AFRAMP,” as a method of finding and vetting small producers to meet service needs. “It's a portal where small batch manufacturers can make their capabilities known — show what they're able to produce — we vet them, and that then allows these small companies in aggregate to add up to large batch manufacturing,” Roper said. “We've already delivered over 11,000, different PPE devices to seven air bases that wouldn't have otherwise been able to get access for personal protective gear.” His hope is to expand that portal to other types of advanced manufacturing in the future. “I'm excited about scaling it up beyond just personal protective gear, and really having it be a one-stop-shop in the government for companies that can make things in small quantity — that can't mass produce, but can produce in mass if they're added up with a lot of their other sister companies.” https://breakingdefense.com/2020/05/air-forces-roper-3d-printing-going-like-gangbusters/

    Navy inks deal for synthetic aperture radar imagery

    Nathan Strout Capella Space announced May 13 that it signed a deal to provide synthetic aperture radar to the U.S. Navy, even though the company has yet to put a satellite on orbit. Unlike traditional electro-optical satellite imagery, which can be degraded or denied by adverse lighting conditions or weather, SAR creates images with radar, meaning it can produce images regardless of the weather or lighting conditions. Additionally, SAR sensors can provide data on material properties, moisture content, precise movements, and elevation, meaning that SAR can be used to build 3D recreations of a given geographical area. Capella says its planned SAR satellite constellation will be able to collect sub-0.5 meter imagery, capable of identifying various types of aircraft or vehicles at ground level. Still, the company has yet to put a single payload of their planned 36 satellite constellation on orbit. Although Capella executive hoped to have satellites launched by the end of 2019, it noted in January that the first satellite wouldn't launch until March, with six more to follow by the end of the year. With this latest announcement, the company simply stated the first launch would take place later this year. Until then it will collect imagery by flying its synthetic radar on a specially outfitted airplane. The Navy signed a contract with the company through the Defense Innovation Unit's Commercial Solutions Opening. Under the new contract, Capella will provide imagery as well as in-house analytics for interpreting that data. The Navy deal is just the latest military and intelligence contract for the company. “Defense & intelligence agencies utilize Capella's SAR data for a variety of purposes, including disaster recovery, infrastructure monitoring and indications and warnings of potential threats,” said Capella CEO and Founder Payam Banazadeh. “The continuous work we receive from these agencies is a testament to the future they see where Capella services play an important role in our national security.” The Air Force awarded the company a contract in November to use its SAR for virtual reality software, missile defense and developing predictive intelligence to foresee foreign threats.     DoD asks Congress for a two-sub Columbia-class buy

Larter , and Valerie Insinna WASHINGTON ― The Pentagon is asking Congress for authority to buy two of its new Columbia-class ballistic missile submarines, a potential mega-deal worth as much as $17.7 billion with far-reaching implications for the ailing submarine industrial base. If approved, the proposal would potentially lower the price by promising General Dynamics a steady stream of work at its shipyard as the Pentagon and its network of suppliers grapple with COVID-19's economic shocks. General Dynamics and the Navy have been negotiating the terms of a two-ship purchase, but nothing can be finalized until Congress authorizes the block buy. As the House and Senate Armed Services committees ready their drafts of the 2021 National Defense Authorization Act, it's customary for the Defense Department to send legislative proposals for the annual policy bill. It was unclear how Congress will ultimately react to this one, but at least one key lawmaker would “seriously consider” the proposal. Senate Armed Services Seapower Subcommittee Chairman David Perdue, R-Ga., “certainly supports and has been working toward better business practices in the Department of Defense. He would seriously consider any proposal that achieves cost savings or increases efficiency,” said his spokesperson, Jenni Sweat. The Columbia-class program is meant to design and build 12 new ballistic missile submarines to replace the Navy's current force of 14 aging Ohio-class boats. The president's budget estimated the cost of the lead Columbia-class sub at $14 billion, the second at $9.3 billion, and total procurement costs for all 12 at $110 billion. The Navy wants to procure the first Columbia-class boat in fiscal 2021, the second in fiscal 2024, and the remaining 10 at a rate of one per year from 2026 through 2035. The Navy has already spent about $6.2 billion in advanced procurement for the Columbia, which leaves about $8.2 billion remaining for the first boat. A summary of its new legislative proposal, obtained by Defense News, said the move is intended to “permit the Navy to enter into one block buy contract for up to two Columbia-class submarines (SSBN 826 and SSBN 827), providing industrial base stability, production efficiencies, and cost savings when compared to an annual procurement with options cost estimate.” Complicating matters is the potential for the coronavirus pandemic to create construction or funding issues that delay SSBN 826's first scheduled patrol in 2031, according to a recent Congressional Research Service report. To boot, it was unclear whether the Navy had accurately projected costs or whether stable funding would be available across the Navy's procurement portfolio. The Navy is confident the program is on track and negotiations are ongoing in line with what the Navy has previously disclosed, said Capt. Danny Hernandez, spokesman for the Office of the Assistant Secretary of the Navy for Research, Development and Acquisition. “The Columbia program is on track, it is our top acquisition priority,” Hernandez said in an email. "Per the Navy's Budget Submission, the Navy plans to award a contract modification for construction of the first two Columbia-Class ships as a priced option in FY20. "Formal option exercise and SSBN 826 construction start are planned for October 2020, following required Congressional authorizations and appropriation of funds.” This week, the Navy and General Dynamics were still negotiating on the terms of the two-ship buy, but what the ultimate savings would be for contracting for two together was not clear yet, according to a source familiar with the talks. No final deal can be negotiated until Congress has authorized the contract. Also unclear is how perturbations in the system from the COVID-19 outbreak might impact the supply and labor system, the source said. Indeed, the potential impact of COVID-19 on an already stressed submarine industrial base is one reason the strategy could be important, said Bryan Clark, a retired submarine officer a senior fellow at the Conservative Hudson Institute think tank. “There has already been advanced procurement money provided by Congress that has been used to build missile tubes, nuclear reactors and propulsion plants,” Clark said. "But there is a bunch of other equipment on the ship that you would like to buy in quantities: Pumps, valves, fans, a lot of habitability systems. “If you double the number of ships, you double the number that you buy and maybe you reduce your costs, but more importantly you support your industrial base.” To date, disruptions to the submarine supplier base and the Electric Boat shipyard have been comparatively mild, two sources familiar with the situation said. General Dynamics is interested in locking in a larger block buy for the remaining ten boats, and a source familiar with the company's thinking said the precise savings would be clear once the company gets further along with construction of the first boat. The third ship will officially be procured in 2026, so it gives the parties time to understand the program better. The Navy has been public about its desire to buy the first two submarines as a block but given that it's a new start program, that seemed premature, said Project On Government Oversight military analyst Dan Grazier. He noted that a multi-year procurement, under the law, would require a stable design, while a block buy would not. “The Navy claims the Columbia's design is much further along in the process than the Ohio was at this point, but the Navy's track record of designing and building ships recently is quite poor," Grazier said. "The Zumwalts, LCSs, and the Ford-class ships were designed using similar methods and the results have proven to be both costly and disappointing. It would be better to build the first boat and make sure the design actually works as intended because if it doesn't, then the money we save now will actually cost us much more in the future.” Clark, on the other hand, argued that while early multi-ship buys on new classes of ships are usually a bad idea, Columbia might be a special case where the risks associated with early block buys are sufficiently offset. “You wouldn't want to do a block buy if you thought the design was going to change significantly, as in you were going to buy one or two hulls and then revise it based on the results of testing or production issues,” Clark said. “On this one, more of the design is more complete so they are confident it is mature. "And with the experience General Dynamics has with submarine construction, they are confident in their path to build it without significant design changes.” The Navy is aiming to have more than 80 percent of the Columbia's design complete prior to construction starting later this Fall, double where they were at the start of construction on the lead boat of the Virginia class. The Columbia class is not the only big-ticket weapons program where the Pentagon is seeking latitude from Congress in pursuit of savings. For the Lockheed-made F-35 Joint Strike Fighter, DoD has separately proposed to use department funds to again bulk buy F-35 components ― “material and equipment” in “economic order quantities,” the proposal synopsis says ― for Lot 15 in fiscal 2021 through Lot 17 in 2023. Lawmakers have historically been supportive of such moves, and Congress authorized the purchase of F-35 economic order quantity buys in the fiscal 2020 defense policy bill. In October, the Defense Department and Lockheed finalized a deal for F-35 lots 12, 13 and 14, but the order is structured so that lot 13 and 14 fall under separate contract options, differentiating it from a block buy. Lt. Gen. Eric Fick, who leads the F-35 program on behalf of the government, has said that arrangement would likely continue over the next several production lots. "To date, we are pursuing a base-plus-options production contract vehicle for [lots] 15 to 17,” Fick said in March at the McAleese and Associates conference. “The business case that supports a three year multi year has not been there.     Some F-35 suppliers are having trouble delivering parts on schedule, and Turkey’s departure could make that worse

    By: Valerie Insinna WASHINGTON — Lockheed Martin's F-35 Joint Strike Fighter is on the verge of full-rate production, with a decision slated for early 2021. But a congressional watchdog group is concerned that as the company ramps up F-35 production, its suppliers are falling behind. And those supply chain problems could get even worse as Turkish defense manufacturers are pushed out of the program, the Government Accountability Office said in a May 12 report. According to the GAO, the number of F-35 parts delivered late skyrocketed from less than 2,000 in August 2017 to upward of 10,000 in July 2019. The number of parts shortages per month also climbed from 875 in July 2018 to more than 8,000 in July 2019. More than 60 percent of that sum was concentrated among 20 suppliers, it said. “To mitigate late deliveries and parts shortages — and deliver more aircraft on time — the airframe contractor has utilized methods such as reconfiguring the assembly line and moving planned work between different stations along the assembly line,” the GAO said. “According to the program office, such steps can cause production to be less efficient, which, in turn, can increase the number of labor hours necessary to build each aircraft,” which then drives up cost, the GAO added. Those problems could be compounded by Turkey's expulsion from the F-35 program, which was announced last year after the country moved forward with buying the Russian S-400 air defense system. Although Turkey financially contributed to the development of the F-35 as a partner in the program, the U.S. Defense Department has maintained that Turkey cannot buy or operate the F-35 until it gives up the S-400. The Pentagon has also taken action to begin stripping Turkish industry from the aircraft's supply chain, a process that involves finding new companies to make 1,005 parts, some of which are sole-sourced by Turkish companies. Ellen Lord, the Pentagon's undersecretary for acquisition and sustainment, had hoped to stop contracting with Turkish suppliers by March 2020, but in January she said that some contracts would extend through the year, according to Defense One. While the Defense Department has found new suppliers to manufacture the parts currently made in Turkey, it is uncertain whether the price of those components will be more expensive. Furthermore, as of December 2019, the new production rates for 15 components were lagging behind that of the legacy Turkish producers. “According to program officials, some of these new parts suppliers will not be producing at the rate required until next year, as roughly 10 percent are new to the F-35 program,” the GAO said. “Airframe contractor representatives stated it would take over a year to stand up these new suppliers, with lead times dependent on several factors, such as part complexity, quantity, and the supplier's production maturity. In addition, these new suppliers are required to go through qualification and testing to ensure the design integrity for their parts.” The F-35 Joint Program Office disagreed with the GAO's recommendation to provide certain information to Congress ahead of the full-rate production decision, including an evaluation of production risks and a readiness assessment of the suppliers that are replacing Turkish companies. In its statement, the JPO said it is already providing an acceptable number of updates on the program's readiness for full-rate production. Hard times for the F-35's engine supplier Not all F-35 production trends reported by the GAO were bad for the aircraft. Since 2016, Lockheed has made progress in delivering a greater proportion of F-35s on schedule, with 117 of 134 F-35s delivered on time in 2019. However, one of the biggest subsystems of the F-35 — the F135 engine produced by Pratt & Whitney — drifted in the opposite direction, with a whopping 91 percent of engines delivered behind schedule. At one point in 2019, Pratt & Whitney stopped deliveries of the F135 for an unspecified period due to test failures, which also contributed to the reduction of on-time deliveries. According to the Defense Contracts Management Agency, “there have been 18 engine test failures in 2019, which is eight more than in 2018, each requiring disassembly and rework,” the GAO wrote. “To address this issue, the engine contractor has developed new tooling for the assembly line and has established a team to identify characteristics leading to the test failures.
