    3 ways the Pentagon wants to make buying American weapons easier

    By: Aaron Mehta WASHINGTON — America sold more than $55 billion in weapons abroad in fiscal 2019, but the man in charge of those efforts hopes to increase sales as he continues to tinker with the security cooperation system. Security cooperation has long been a foreign policy tool in America's pocket, but under the Trump administration, it “has been elevated to a tool of first resort for U.S. foreign policy,” Lt. Gen. Charles Hooper, the head of the Defense Security Cooperation Agency, said during a panel at the Association of the U.S. Army's annual conference. Since taking over at DSCA, Hooper has implemented a series of reforms aimed not only at speeding the process up, but shaving costs for potential buyers. He intends to keep that reform effort going in 2020. Here's how: Continue to cut surcharge costs. In June, DSCA dropped a surcharge on American defense goods sold abroad from 3.5 percent to 3.2 percent; later that year, the agency also cut a transportation administration fee. Both those charges are used to support DSCA operations, but some in the security cooperation process had argued the increased prices for customers would lead potential buyers to look to cheaper Russian or Chinese goods in the future. Hooper said that in 2020, DSCA plans to also cut the contract administration surcharge — applied to each FMS case to pay for contract quality assurance, management and audits — from 1.2 percent to 1 percent. “This will reduce the overall costs of FMS and could potentially save allies and partners 16.7 percent in CAS surcharges in this coming year,” Hooper said. Make it easier for customers to get custom weapon systems. The FMS system is set up to help sell weapons that are identical to systems already in use by the U.S. military. It's easier to move a package of Abrams tanks equipped with the same gear that multiple countries use than to push through a custom version with specific capabilities. But Hooper noted that partners are moving away from standard designs and are looking for systems “designed and tailored to meet their needs. Our system was not initially designed to process these types of systems, which increases time and cost in the U.S. response.” To help deal with that, DSCA established an “interagency non-program of record community of interest,” which involves all the agencies that have a say in the process, to figure out ways to make moving custom systems more plausible. The goal is to have a new pathway for moving those capabilities by 2020, which Hooper says will “reduce the time it takes to review request for non-program of record systems, to facilitate industry ability to compete in this global market.” Plan out commercial offsets. Many countries require offsets from industry for big foreign military sales. These offsets are essentially throw-in sweeteners for the buying country, put together from the industrial partner. In the past, these were often things like building a new library or school. But in the last two decades, some countries specifically requested high-end technologies or tech transfer to jump-start their domestic defense industries. Because offsets are negotiated between the industrial partner and the customer nation, the Pentagon, which serves as the in-between for an FMS case, often finds out about offsets only at the end of the process. But with offsets becoming more technological, those now require more review time, and so a deal can slow down while the relevant agencies approve the deal. Hooper hopes 2020 will see industry better inform DSCA of potential offsets early in the process so that last minute hangups can be avoided. “We continue to encourage our industry partners to inform the U.S. of potential offset requirements early on so that we can begin the necessary technology security foreign disclosure and policy reviews as early as possible,” Hooper said. https://www.defensenews.com/digital-show-dailies/ausa/2019/10/16/3-ways-the-pentagon-wants-to-make-buying-american-weapons-easier/

    By: Pierre Tran SATORY ARMY BASE, France — Nations in Europe need to forge a more coordinated forceacross the continent, with each ready to step up to play a leadership role during conflict, said the French joint chief of staff. “The future of the defense of nations on the continent cannot be considered outside the European framework,” Army Gen. François Lecointre told the Summer Defense University, a two-day gathering of senior officers, parliamentarians and industry chiefs. “In the context of doubt over multilateralism, greater fragility of alliances and America's refocus of attention to the Indo-Pacific region, the European continent must confront — increasingly on its own — all kinds of threats: might, terrorism, hybrid, cyber and migration,” he said. That use of the term “might” referred to unspecified nations perceived to pose a threat to Western allies. That calls for a common vision in strategy and capability, with a country ready to take the role of a “leader nation,” he said. The aim is to build a “European strategic autonomy,” he added. The French armed forces minister, Florence Parly, came to the army base, just outside Versailles, west of the capital, and watched a dynamic display staged by the Army. The service fielded a Jaguar combat and reconnaissance vehicle, a VBCI infantry fighting vehicle carrying a squad of troops, a robotic vehicle carrying a wounded soldier, and a Leclerc main battle tank carried by a tank transport.     DoD hands out $84 million in recovery funds for small drone makers and a space firm

    By: Aaron Mehta WASHINGTON — The U.S. Department of Defense announced Friday it is issuing $84.4 million in funding through the Defense Production Act to small unmanned technology, space and shipbuilding companies. The money, divided among seven different companies, will be used to “sustain and strengthen essential domestic industrial base capabilities,” per a Pentagon announcement. “These actions will help to retain critical workforce capabilities throughout the disruption caused by COVID-19 and to restore some jobs lost because of the pandemic.” The Defense Production Act has been in the spotlight in recent months, as it's served as a central tool in attempts by the Trump administration to increase production of personal protective equipment to combat the spread of the coronavirus, something critics say the administration was too slow to implement. Title III of the DPA gives the department the opportunity to fund what it sees as critical suppliers of the defense industry who might otherwise be at risk of closing. Although those authorities have been on the books for years, the department became more serious about using them following a 2018 landmark study of the defense industrial base that identified a number of sectors where small companies that provide key parts for America's arsenal could go out of business. The undersecretary of defense for acquisition and sustainment, Ellen Lord, previously identified shipbuilding, aviation and the small space sector as three areas that are suffering under the economic impacts from COVID-19. She has said her office will keep an eye on those sectors. That seems to have played out in the Pentagon's announcement about the $84.4 million in funding. Of the funding, $13.4 million went to five small unmanned systems companies. Funding was authorized and appropriated under the Coronavirus Aid, Relief and Economic Security Act, and awarded through the Defense Innovation Unit — the Silicon Valley technology hub for the Pentagon. The department claims the funding “saved 14 jobs, created 20 new positions, and will support continued advancement of capabilities providing the companies additional paths for recurring revenue.” Even before the economic damage from COVID-19, the department had identified small UAS manufacturers as a sector that needs to grow. Included in this latest funding are: AirMap, in Santa Monica, California, which received $3.3 million. The money will “aid product development and engineering support for integration of sUAS mission planning, post-mission analysis, and unmanned traffic management software.” ModalAI, of San Diego, California, which received $3 million to “develop their next generation U.S.-made flight controller that will enable advanced autonomy including GPS-denied navigation, and all-environment obstacle avoidance.” Skydio, in Redwood City, California, which received $4 million to “improve the flight controller hardware/software and data link for their sUAS so that highly capable components can be purchased and used across U.S. Government unmanned systems.” Graffiti Enterprises, located in Somerset, New Jersey, which was given $1.5 million to “modify their commercial data link for DoD's sUAS use including operation in restricted frequency bands, reduction in the size, weight, and power of the hardware, and software developments to improve security and resiliency of their data link.” Obsidian Sensors, from San Diego, California, which received $1.6 million to build a “low-cost, dual thermal sUAS camera that can be mounted onto a stabilization gimbal and then integrated and flown on small, packable, ISR systems.” In addition, the Pentagon awarded $15 million to LeoLabs, based in Menlo Park, California, to “ensure the continued viability of space surveillance capability through the operation and maintenance of a world-wide highly capable phased-array radar network.” The department said LeoLabs is the only domestic commercial supplier with the capability to meet requirements in this area. Last month, the Space Force invoked the DPA to get funding for six small space companies that were considered at risk, before it reversed those awards two weeks later. While those are all fairly small technology firms, the biggest dollar amount awarded was $56 million for ArcelorMittal Inc., a steel and mining company based in Chicago, Illinois. The funding, also from the coronavirus relief package, will be used to “protect” jobs impacted by the pandemic that are critical to military shipbuilding.
