    USAF Receives Nine KC-46As In Third Quarter

    Boeing delivered nine KC-46A tankers to the U.S. Air Force in the third quarter and 21 overall so far this year despite a series of quality control issues and a newly discovered design flaw, the company announced on Oct. 8. The Air Force could receive a total of 30 KC-46As this year if Boeing matches third-quarter deliveries during the last three months of 2019. That delivery total still falls short of Boeing's original plan to deliver at least 36 aircraft this year, but it is possible the company could deliver aircraft at an even faster rate in the fourth quarter. The Air Force had planned to receive KC-46As at an annual rate of 15 aircraft, but an impasse over assigning financial responsibility for fixing two design flaws delayed first delivery more than two years. As negotiations continued, Boeing built up a large backlog of undelivered KC-46As. The two sides finally came to an agreement on Jan. 29, allowing Boeing to deliver the first aircraft by the end of that month. Boeing agreed to pay for a redesign of the remote vision system (RVS), which is still being defined. The Air Force funded the redesign of a new actuator for the KC-46A refueling boom. The service is also withholding 20% of the payment for each aircraft until the RVS redesign is complete. In the meantime, the Air Force has restricted the KC-46A fleet from carrying cargo and passengers after finding a new design flaw during initial operational test and evaluation.     Singapore wants the F-35 to replace its F-16s

    By: Mike Yeo MELBOURNE, Australia — The Lockheed-Martin F-35 Lightning II Joint Strike Fighter appears to have secured another export success, with Singapore announcing that it has identified the type “as the most suitable replacement” for the Republic of Singapore Air Force's fleet of F-16s. In an announcement on Friday, Singapore's defense ministry said that it made the decision following the completion of a technical evaluation conducted together with the Southeast Asian island nation's Defence Science and Technology Agency. It added that “the technical evaluation also concluded that the RSAF should first purchase a small number of F-35 JSFs for a full evaluation of their capabilities and suitability before deciding on a full fleet.” According to the ministry, Singapore will next discuss details with relevant parties in the United States before confirming its decision to acquire the F-35. Singapore's defense minister Ng Eng Hen added that this process is expected to take “nine to 12 months.” The deal would almost certainly be through the United States Foreign Military Sales program. Ng had previously said that the F-16s will start to be retired around 2030, although neither he nor the ministry's announcement indicated how many F-35s will initially be acquired. Also not revealed was the variants that Singapore would buy. A ministry spokesperson declined to provide further details when asked by Defense News. Singapore has been a security cooperative partner in the F-35 program since 2003, and first disclosed its interest in the F-35 in 2013. Subsequent reports suggested it was keen on the short take-off and vertical landing F-35B variant. It is believed Singapore has a requirement of 40-60 aircraft, or enough to make up two or three squadrons. Singapore, which is a regional security partner of the United States, currently operates a fleet of 60 Lockheed Martin F-16C/D/D+ Fighting Falcon multirole fighters. These are a mix of 40 Block 52 C/D aircraft and a further 20 newer F-16D+ Advanced Block 52s acquired in four batches between 1994 and 2001. Deliveries started in 1998, which would make the oldest of these 32 years old by 2030. Twelve of the older Block 52s serve with a training detachment based at Luke Air Force Base in Arizona embedded within a mixed USAF-RSAF squadron conducting continuation training for RSAF pilots with the remainder distributed among three Singapore-based squadrons.     Japan unveils its hypersonic weapons plans

    By: Mike Yeo MELBOURNE, Australia — Japan has outlined its research and development road map for its homegrown, standoff hypersonic weapons, confirming that it is seeking an incremental growth in capability and providing more details about the kinds of threats it is targeting with this new class of weapon. In a Japanese-language document published on the Acquisition, Technology and Logistics Agency website, the government said two classes of standoff hypersonic systems will be deployed — the Hypersonic Cruise Missile (HCM) and the Hyper Velocity Gliding Projectile (HVGP). The former will be powered by a scramjet engine and appears similar to a typical missile, albeit one that cruises at a much higher speed while capable of traveling at long ranges. The HVGP, on the other hand, will feature a solid-fuel rocket engine that will boost its warhead payload to a high altitude before separation, where it will then glide to its target using its altitude to maintain high velocity until impact. The agency also provided more details regarding warhead payloads, with different warheads planned for both seaborne and land targets. The former will be an armor-piercing warhead designed specifically for penetrating “the deck of the [aircraft] carrier,” while a land-attack version will utilize a high-density, explosively formed projectile, or EFP, for area suppression. Area suppression effects for the latter will be achieved via the use of multiple EFPs, which are more commonly known as a shaped charge. An EFP is made up of a concave metal hemispherical or cone-shaped liner backed by a high explosive, all in a steel or aluminum casing. When the high explosive is detonated, the metal liner is compressed and squeezed forward, forming a jet whose tip may travel as fast as 6 miles per second. Japan's road map also revealed the country is taking an incremental approach with regard to designing the shapes of warheads and developing solid-fuel engine technology, with plans to field early versions of both in the 2024 to 2028 time frame. They are expected to enter service in the early 2030s. The agency expects both systems to navigate via satellite navigation with an inertial navigation system as backup. Japan is seeking to establish a network of seven satellites to enable continuous positioning for its self-defense forces, which will enable it to provide continuous navigation data without relying on foreign satellites. Warhead guidance is achieved via either radio-frequency imaging converted from doppler shift data — which the government agency said will be able to identify stealthy naval targets in all weather conditions — or an infrared seeker capable to discriminating specific targets. Japan has been conducting R&D into various areas related to hypersonic weapons for a number of years, although most of it was to benefit other fields like satellite navigation and solid-fuel rockets.
