US Air Force receives new KC-46 aircraft, an event decades in the making

EVERETT, Wash., and MCCONNELL AIR FORCE BASE, Kan. — On the chilly morning of Jan. 25, just as the sun was beginning to rise, two KC-46 refueling tankers took offfrom Boeing's Everett, Washington, delivery center and began flying toward McConnell Air Force Base in Kansas. Later that day, it touched down, to cheers from airmen assigned to the base's 22nd Air Refueling Wing.

It took only minutes for the aircraft to taxi and take to the skies — a welcome lack of drama for a program that has seen prolonged challenges: a virulent competition between two companies, two years of schedule delays and more than $3 billion in cost overrunsthat manufacturer Boeing had to pay out of pocket.

The delivery of the first two KC-46 Pegasus planes was almost two decades in the making. As such, the event was treated as a momentous celebration by Boeing officials, who held a ceremony Thursday marking the occasion with its Air Force customer.

On Friday, Air Force leadership, congressional representatives and Boeing executives witnessed the aircraft's arrival at McConnell for yet another event.

“To me, its personal to bring on this capability,” Air Force Chief of Staff Gen. David Goldfein said after arriving on base. “This is a big day for us.”

“I think we all know the journey over the last several years,” Boeing CEO Dennis Muilenburg said Thursday. “It hasn't been easy. In fact, it's been hard. But this team stuck to it. This team worked together.”

At the Everett ceremony, Boeing brought in a band to play classic rock songs by the likes of Jimi Hendrix and Led Zeppelin before the ceremony, dispersed cookies and chocolate lollipops featuring the KC-46, and had a tanker-themed “selfie station” where visitors could take photos of themselves with the Pegasus on display.

Over the KC-46 flight test program, the aircraft clocked 3,800 hours in the sky and pumped more than 4 billion pounds of fuel, Muilenburg said.

Leanne Caret, who heads Boeing's defense business, said the delivery solidifies the firm's legacy as “the tanker company for the U.S. and the world.”

“We're looking at delivering not only great capability that works today, but we're looking at staying on that leading edge of technology going forward, and we will continue to lean in throughout this process,” she told reporters after the event.

But numerous obstacles remain. Boeing needs to correct the KC-46's deficient remote vision system — the series of cameras and sensors that are the sole source of situational awareness for boom operators trying to move fuel from the tanker to a receiver aircraft. The company is redesigning that system at its own expense, and Caret declined to comment on the projected costs of the upgrades.

In order to hit a contractually obligated milestone, it also needs to move forward with getting wing aerial-refueling pods certified by the Federal Aviation Administration, an event that Air Force Secretary Heather Wilson confirmed will not happen until 2020.

Despite those problems, Air Force officials sounded an optimistic note about the current status of the program.

Wilson, who previously criticized Boeing for seemingly not paying enough attention to the tanker's problems, touted the new capabilities the KC-46 will bring to the tanker force, such as infrared countermeasures, protection against electromagnetic pulses and armor that will make it more survivable in the field.

“This aircraft is able to defend itself in ways that the KC-135 can't. It also has some other capabilities that allow us to refuel completely in the dark,” she said. “So there are things about this aircraft that we're really keen to get into the hands of our airmen.”

Larter , and Joe Gould WASHINGTON — Like everyone else in America, the defense industry is still reeling from how quickly the new coronavirus, known as COVID-19, went from a potential issue to a city-shuttering pandemic. But as major economic hubs like San Francisco and New York City struggle with curfews and restrictions on public gatherings, companies — and the Defense Department — still appear to be sorting out if any shutdowns related to work are imminent. The fluid nature of the situation is reflected in a series of industry statements, captured below by Defense News reporters. In many cases, when contacted by reporters and asked directly if any production lines were being slowed or halted by the attempt to reduce the rate of infection, spokespeople responded with general comments about challenges with the disease. That's not a huge surprise to Byron Callan, an analyst with Capital Alpha Partners, who noted that there are many moving parts for companies to work through. “Maybe it's too soon for a lot of these guys,” Callan said. “When you think about it, we're into the second week of this [as a national emergency]. By the time they do earning calls in April, they should definitely have a better grip on what's happened in the last few weeks and what might they be looking at.” That could potentially include anything from supply chain issues to delays in delivery of defense articles to a massive bailout of the commercial aerospace industry and issues with pension requirements, Callan warned. “It's like a giant rock you drop in a lake. It's got all these waves. The people who work in restaurants or hotels are the ones feeling it immediately, but it's going to wash up and ripple through all these sectors, and we just don't know how or when the impact will be,” Callan said. “You're pilling up unknowns and unknowns here.” Todd Harrison of the Center for Strategic and International Studies noted that the design of modern production spaces shouldn't preclude people being able to work there, noting that for “a lot of those manufacturing jobs, they're set up, and the way a lot of people are doing work, they have adequate social distancing anyway." “If you've been in these facilities, they're not like sweatshops where people are in crowded, unventilated areas. It's pretty spread out, and a lot of the jobs in defense manufacturing are basically operating machinery,” he said. “I think what would be more affected would be the engineering and design functions, where the engineers tend to operate in more cubicle-like spaces — and you probably don't want to be doing that right now.” The Pentagon is also early in the process of getting a handle on what those impacts may look like. The department's top acquisitions official, Ellen Lord, has instituted a daily phone call with the Aerospace Industries Association, National Defense Industrial Association, Professional Services Council, National Association of Manufacturers, and Chamber of Commerce to “ensure the security, reliability and resilience of our defense-industrial base” and “and get feedback on COVID-19 impacts on industry,” according to a department spokesman. The first call, which happened Tuesday, was chaired by Deputy Assistant Secretary of Defense for Industrial Policy Jennifer Santos and included representatives from the Industrial Policy office, the Defense Contracting Management Agency, the Defense Logistics Agency, and the Defense Pricing and Contracting office. One potentially vulnerable part of the defense-industrial base is the ongoing modernization of America's nuclear arsenal, which the head of U.S. Strategic Command said last month is approaching a “point of no return” should there be even small delays in the upgrade effort. On Tuesday, Capt. Bill Clinton, STRATCOM's chief of public affairs, said the combatant command is “confident the services, along with industry partners, are able to keep production related to modernization of our nuclear forces on track, while taking appropriate precautions to keep their workforces safe and healthy. ... While our nation is working diligently to solve this acute public health crisis, I am confident we can continue modernizing our nuclear forces on time as planned.” Over the past few days, Defense News reached out to a number of key defense players whose production lines could be impacted by the virus. Here is a collection of their responses: BAE Systems spokeswoman Kelly Golden: BAE Systems has robust business continuity plans which have been implemented and are under constant review as the situation evolves. We continue to ensure we are providing a safe work environment for our employees, customers and suppliers while minimizing impact to our operations. We have also asked our suppliers and contractors to implement measures that are consistent with those we have put in place to protect our employees. Boeing spokesman Larry Chambers: Boeing has issued updated guidance directing all employees who are able to perform their work from home effectively to telecommute until further notice. Some Boeing sites were already partially or fully operating under these guidelines in accordance with local or national government mandates. Production continues at this time, and the company has enhanced cleaning procedures in work spaces, common areas and on high-touch surfaces. We're assessing the safety of all of our sites and their alignment with local, state and national government guidance as we continuously monitor this evolving situation. Leadership at each of our sites is working closely with their employees to implement the guidance, and will make all decisions necessary to follow evolving government direction and to ensure the health and wellbeing of their teams and communities. Electric Boat spokeswoman Liz Power: Electric Boat remains open for business. Our ongoing mission is to provide our Navy with the high-quality submarines they require to complete their missions. We have initiated all government-recommended measures to mitigate spread of the disease and continue to work closely with our employees, customers, suppliers, stakeholders and our community to keep them informed. Fincantieri spokesman Eric Dent: Fincantieri Marine Group has customers with important missions — naval and commercial — and together we're dealing with the Coronavirus pandemic and working to prevent or reduce its impact to our mission and our people. So far, we have experienced no production delays. Obviously like other businesses and shipyards, we have to balance force health protection and production as we work through this. We've taken several mitigating actions, such as extensive cleanings of common areas, scrutinizing the self-reported health of every guest or visitor in the yard, eliminating all but critical travel outside the local area. In some circumstances, we are encouraging employees to work from home if possible. Through this all, we continue to reinforce the need for stringent personal hygiene and social distancing protocols, as well as eliminating large gatherings. We continue communicating with our employees so they understand the importance of their health is to us and their families, and if they exhibit symptoms or are caring for someone with flu-like symptoms, they should not risk the potential spread of it and stay home in accordance with our personnel policies. We suspended all international travel Mar. 4, and all non-critical domestic travel on Mar. 9. We suspended intracompany travel Mar. 13, to reduce the chance of exposure across multiple Fincantieri shipyards in Wisconsin. General Dynamics Land Systems: We are open for business. Our ongoing mission is to provide our Soldiers with the critical platforms and capabilities that they require to complete their mission. We have initiated all government-recommended measures to mitigate spread of the disease and continue to work closely with our employees, customers, suppliers, stakeholders and our community to keep them informed. Huntington Ingalls Industries spokeswoman Beci Brenton: At HII we are taking actions that are designed with the health and safety of our employees at the forefront of our decision making, and this extends across the enterprise. We are having multiple meetings 24/7 with leadership and diligently monitoring the ever changing situation, as well as following CDC's guidelines. This is rapidly evolving and some measures are division specific while others are universal. [HII has put a video statement from its CEO online addressing several issues.] Lockheed Martin spokesman Trent Perrotto As we monitor global developments we continue to use best practices to mitigate risks related to Coronavirus (COVID-19). The health and well-being of our employees and partners is our top priority. Across Lockheed Martin, employees with potential exposure are instructed to work remotely and self-quarantine. We have provided guidance to employees and their managers to accommodate flexible work schedules and alternative arrangements where possible. We continue to follow travel guidance from the U.S. government and other countries where we do business, and are limiting all other international and domestic travel unless necessary for business. We also pre-screen visitors to company locations and limit guests to ensure visits are necessary for business. When the circumstances warrant, we deep clean work areas and common spaces in any facility with elevated exposure to COVID-19 and regularly share exposure-prevention protocols to reinforce healthy behaviors. Additionally, we are mitigating any potential impacts to customers and implementing business continuity plans as required, including secure telework for our customer support teams. There are no specific impacts to our operations or supply chain at this time. We will continue to monitor and coordinate with customers should issues arise.     Navy Awards Ingalls 6 Destroyers, Bath Iron Works 4 in Multiyear Deal; Ingalls to Build Both 2018 Ships

    By: Megan Eckstein The Navy awarded six of its next Arleigh Burke-class destroyers to Ingalls Shipbuilding and four to General Dynamics Bath Iron Works, in a combined $9-billion purchase right at the end of the fiscal year. The two companies had been competing for work in a five-year multiyear procurement (MYP) deal that would cover at least 10 Flight III destroyers. The contracts span Fiscals Years 2018 – which ends on Sunday – through 2022. “These contract awards are further evidence of the Navy's continued delivery of lethal capacity to the nation with a sense of urgency while ensuring best value for the taxpayer,” Navy acquisition chief James Geurts said in a Navy news release. “The Navy saved $700 million for these 10 ships by using multiyear procurement contracts rather than a single year contracting approach. We also have options for an additional five DDG 51s to enable us to continue to accelerate delivery of the outstanding DDG 51 Flight III capabilities to our Naval force. We executed this competition on a quick timeline that reflects the urgency in which the Navy and our industry partners are operating to ensure we meet the demands of the National Defense Strategy.” Ingalls Industries' contract is worth $5.1 billion and covers two ships in FY 2018 and one a year in FY 2019 through 2022. It also includes options for additional ships, which may be subject to a future competition with BIW. Bath Iron Works' contract is valued at $3.9 billion and covers one ship a year in 2019 through 2022 – and none in the short-term in 2018. According to the Navy statement, “each shipbuilder's contract contains options for additional ships in FY18/19/20/21/22, providing the Navy and/or Congress flexibility to increase DDG 51 build rates above the 10 MYP ships in the Navy's FY 2018 budget request, if appropriated.” Lawmakers in the House and Senate armed services committees have pushed for faster acquisition of the destroyers, and in the FY 2018 National Defense Authorization Act they authorized the Navy to enter into a multiyear procurement contract with the two builders for as many as 15 destroyers – three a year, compared to the previous shipbuilding rate of two a year. The lawmakers on the appropriations committees only provided money to buy two ships in 2018, but they did fund three DDGs in the 2019 spending bill, which the Senate passed last week and the House passed this week. It is unclear if that third ship in FY 2019 would have to be competitively awarded or if the Navy would be allowed to select a shipyard based on schedule, performance or other factors – the contract announcement notes the options “may” be subject to a competitive process. Program officials had been mum during the competition on their acquisition strategy and how to handle options for additional ships. All the ships covered under this pair of contracts is for the Flight III configuration, which is built around the powerful AN/SPY-6(v) Air and Missile Defense Radar. “This procurement will efficiently provide Integrated Air and Missile Defense capability for our future fleet while strengthening our critical shipbuilding and defense industrial base,” DDG-51 program manager Capt. Casey Moton said in the news release. “The Navy is proud to be working alongside the dedicated shipbuilders at BIW and Ingalls to continue to deliver these warships to the fleet.” Moton told USNI News in a December 2017 interview that the contracts would be structured in such a way that additional ships – beyond the previous two-a-year rate – could be added easily if the Navy deemed it a priority in its spending request or if lawmakers wanted to add in more funding. With this contract award, the two shipyards – who, for a time after the production line had restarted remained neck-and-neck on contract awards and deliveries – will further diverge. Ingalls Shipbuilding was awarded a contract in June 2017 to begin work on its first Flight III ship, DDG-125. Two months later, Bath Iron Works was awarded a contract that would have the yard build DDG-126 with a Flight III configuration but DDG-127 in the older Flight IIA design, like the rest of the ships in the previous multiyear procurement contract. Though Navy and congressional officials would not comment while the competition was occurring, Bath Iron Works had been challenged to balance the Arleigh Burke-class program and the DDG-1000 Zumwalt-class destroyer program. Keeping DDG-127 – which Congress incrementally funded in FY 2016 and 2016 – at the Flight IIA design would help ease the yard into Flight III production.
