The US Navy wants to find ships to kill using aerial drones launched from submarines

WASHINGTON – The name of the game in the Pacific is stand-off range. But with longer range torpedoes and anti-ship missiles in the arsenal, submariners are looking to a new domain to help them extend their deadly reach: The air.

In an October request for information, Naval Sea Systems Command's Submarine Combat and Weapons Control Program Office asked industry for input into a “Submarine-Launched Unmanned Aerial System,” or SLUAS, currently in development.

The Navy has been interested in sub-launched drones for some time and has been testing prototypes, but the RFI shows the service is getting serious about the idea as it adds longer-range torpedoes and anti-ship cruise missiles to the arsenal of its attack submarines.

The idea for the SLUAS is an ambitious one.

The drone would launch from a submerged submarine out of a 3-inch ejector tube used for sonobuoys, flares and countermeasures among other things. The battery-operated UAS would then deploy its wings and operate for an hour, well beyond the range visible from just the low-in-the-water periscope.

Additionally, the UAS should have an “electro-optic capability with reliable target solution analysis,” the RFI said, adding that it should be able to “operate at ranges out to the line-of-sight radio horizon, and use a variable bandwidth encrypted datalink with at least 256-bit encryption strength.

The drone should also have a degree of autonomy and “include the ability to operate in an emission-controlled environment and operate without constant radio communication links.”

“Every submarine has a 3-inch launcher, so in theory, every submarine could operate with UASs,” said Bryan Clark, a retired submarine officer and senior fellow with The Hudson Institute. “The idea is that you would be about the size of a sonobuoy — it could be pretty long — and you'd put it inside a canister. Then you launch this in a canister, it floats to the surface and the USA deploys from there.

“And from there it can either connect up with the submarine or it could connect with another unit, and it gives you the ability to have over-the-horizon surveillance.”

“The demonstrations have been pretty successful,” Clark added.

The responses to the RFI were due in November.

Pentagon releases RFP for ‘optionally manned’ Bradley replacement
The Pentagon seeks industry feedback on the draft request for proposals for Optionally Manned Fighting Vehicle (OMFV) vehicle. The U.S. Army on 31 January posted a request for proposal (RFP) on Federal Business Opportunities for OMFV combat vehicle that will be designed for and used by military forces to maneuver Soldiers in the future operating environment (FOE) to a position of advantage, in order to engage in close combat and deliver decisive lethality during the execution of combined arms maneuver. In a notice posted on the Federal Business Opportunities Website, the army called on companies to submit their plans to develop pre-production prototypes of new combat vehicles. The Next-Generation Combat Vehicle – OMFV must exceed current capabilities while overmatching similar threat class systems. It must be optimized for dense urban areas while also defeating pacing threats on rural (open, semi-restricted and restricted) terrain and be characterized by the ability to spiral in advanced technologies as they mature. Since its inception, the NGCV-OMFV program has represented an innovative approach to Army acquisition by focusing on delivering an essentially new capability to the Armor Brigade Combat Teams (ABCTs) while under a significantly reduced timeline, as compared to traditional acquisition efforts. This will be achieved by leveraging existing material solutions with proven capabilities coupled with new technologies to meet the requirements. The draft request sticks to the original target of awarding up to two EMD contracts during the second quarter of fiscal year 2020. Each contractor at that time will deliver 14 pre-production vehicles, as well as two ballistic hulls and turrets. One of the U.S. Army's top research centers has already achieved considerable success in developing a prototype of the Next-Generation Combat Vehicle (NGCV). Think tank to Italy: Join UK Tempest program, then try to merge it with Franco-German effort
By: Tom Kington ROME — A leading Italian think tank is pressuring the country to enter Britain's Tempest fighter program as soon as possible and then push for the project to merge with a rival Franco-German effort. The proposal by the IAI think tank in Rome comes as the Italian government deliberates over what air power it will need in the 2030s, around the time when the Tempest could take to the skies. The British program was announced last year as France and Germany started work on their own Future Combat Air System, raising the prospect of European neighbors working, yet again, on rival aircraft, following parallel developments of the Eurofighter, Rafale and Gripen. To avoid that, IAI stated in a paper published this week, the Tempest project, with Italy on board, “should in the midterm merge with the Franco-German project for the benefit of European defence and strategic autonomy.” The industrial team involved in the Tempest program already includes Italy's Leonardo, thanks to its large-scale operation in the U.K., and an Italian junior defense minister has called for Rome to become a national partner on the fighter project, although wariness over defense spending in Rome means there's been no official commitment. French, German leaders provide fresh top cover for new warplane, tank projects
By: Sebastian Sprenger COLOGNE, Germany — German and French officials emerged from a meeting in Toulouse, France, this week with fresh promises that a next-generation aircraft program and new European battle tank spearheaded by the two countries would advance soon. The summit declaration follows repeated reports that both projects are at risk of failure due to political and industry-related differences. In the case of the Future Combat Air System — a next-generation fighter jet with sidekick drones — Berlin and Paris have long been at odds about the exportability of the future weapon, with Germany favoring a more restrictive stance than France. Airbus and Dassault are the two main industry players in FCAS. The Main Ground Combat System — the two countries' idea for a European tank ready for action in the late 2030s — had been caught up in a maneuver by German manufacturer Rheinmetall to take over the Franco-German industry team of Nexter and Krauss-Maffei Wegmann, called KNDS. According to a report in Germany's newspaper Frankfurter Allgemeine Zeitung, officials recently came to an agreement in which Rheinmetall would become a subcontractor in the project, receiving 25 percent of the work share, with Nexter getting 50 percent and KMW getting 25 percent. The aircraft and tank projects made it into the Toulouse declaration only in passing, expressed in the typical diplomatic rhetoric of bilateral enthusiasm meant to mask whatever problems brew underneath. The envisioned cooperation “requires mutual trust and common rules,” the document read. Specifically, both sides negotiated a binding agreement on arms exports in Toulouse that would be implemented once unspecified “final steps” are taken, it added. French newspaper La Tribune reported that the Oct. 16 meeting reiterated the objective of awarding study contracts for an FCAS demonstrator early next year. That means the financial commitments will now begin to grow larger, eventually reaching a level of billions of Euros in just a few years' time. German lawmakers, meanwhile, are still awaiting details on exactly how the government plans to proceed.
