The Pentagon is eyeing a 500-ship Navy, documents reveal

WASHINGTON — The Pentagon's upcoming recommendation for a future Navy is expected to call for a significant increase in the number of ships, with officials discussing a fleet as large as 530 hulls, according to documents obtained by Defense News.

Supporting documents to the forthcoming Future Navy Force Study reviewed by Defense News show the Navy moving towards a lighter force with many more ships but fewer aircraft carriers and large surface combatants. Instead, the fleet would include more small surface combatants, unmanned ships and submarines and an expanded logistics force.

Two groups commissioned by Secretary of Defense Mark Esper to design what a future Navy should look like suggested fleets of anywhere from 480 to 534 ships, when manned and unmanned platforms are accounted for — at least a 35 percent increase in fleet size from the current target of 355 manned ships by 2030.

The numbers all come from an April draft of inputs to the Future Navy Force Study conducted by the Office of the Secretary of Defense. While the number will likely have changed somewhat in final recommendations recently sent to Esper, the plans being discussed in April are notable as they reflect what will likely be major shift in the Navy's future — and the expectation is that a larger-than-planned Navy based on the concepts laid out in the documents will remain intact in the final analysis.

Esper himself hinted at that in comments last week. In a speech delivered at the think tank Rand, the secretary called for a Navy of “over 350 ships,” specifically by increasing the Navy's shipbuilding funding account.

“In short, it will be a balanced force of over 350 ships — both manned and unmanned — and will be built in a relevant time frame and budget-informed manner,” he said.

Indeed, the fleet compositions presented in the inputs broadly reflect the concept of a lighter fleet more reliant on unmanned or lightly crewed vessels that Esper described to Defense News in a February interview.

“One of the ways you get [to a larger fleet] quickly is moving toward lightly manned [ships], which over time can be unmanned,” Esper said then. “We can go with lightly manned ships, get them out there. You can build them so they're optionally manned and then, depending on the scenario or the technology, at some point in time they can go unmanned.”

The Future Naval Force Study, overseen by Deputy Secretary of Defense David Norquist, kicked off in January after Esper decided he wanted an outside take on the Navy's self-review of its future force structure. The OSD-led review tasked three groups to provide their version of an ideal fleet construction for the year 2045, one each by the Pentagon's Cost Assessment & Program Evaluation office, the Joint Staff, the Navy and a group from the Hudson Institute.

Those fleets were war-gamed and the results were compiled into the Future Naval Force Study, which was briefed to Esper earlier this month. Ultimately, the Navy is using the feedback from the study to create their shipbuilding plan and fiscal 2022 budget request, the service said in a statement.

“The Future Naval Force Study is a collaborative OSD, Joint Staff and Department of the Navy effort to assess future naval force structure options and inform future naval force structure decisions and the 30-year shipbuilding plan,” said Navy spokesman Lt. Tim Pietrack. “Although COVID-19 has delayed some portions of the study, the effort remains on track to be complete in late 2020 and provide analytic insights in time to inform Program Budget Review 22.”

The April documents viewed by Defense News included notional fleets designed by CAPE and the Hudson Institute. Defense News did not have access to the Navy's inputs into the FNFS. Neither fleet reviewed by Defense News, nor the fleet developed by the Navy, will be the final composition reflected in the FNFS. The numbers, however, provide a glimpse of the radically different future fleet likely to be reflected in the final analysis expected later this year.

    SpaceX, L3 to provide hypersonic tracking satellites for Space Development Agency

    Nathan Strout WASHINGTON — SpaceX and and L3 Harris will contribute satellites to track hypersonic weapons to the Space Development Agency's planned mega-constellation, with the nascent agency announcing Oct. 5 it has selected the two companies to build its first wide field of view satellites. Under the contracts, each company will design and develop four satellites equipped with wide field of view (WFOV) overhead persistent infrared (OPIR) sensors. Operating in low Earth orbit, the sensors will make up the inaugural tranche of the SDA's tracking layer — the Pentagon's new effort to track hypersonic weapons from space. “This SDA tracking layer is going to consist of a proliferated, heterogeneous constellation of WFOV space vehicles that provide persistent global coverage and custody capability. That's going to combine with activities in the Missile Defense Agency as they build toward their Hypersonic and Ballistic Tracking Space Sensor (HBTSS) medium field of view (MFOV) space vehicles,” Acting Deputy Undersecretary for Research and Engineering Mark Lewis told C4ISRNET. Per the announcement, SpaceX will receive $149 million, while L3 Harris will receive $193 million. According to SDA Director Derek Tournear, the awards were the result of a full and open competition, with the selection based purely on technical merit. SpaceX has made waves with its Starlink constellation — a series of satellites built to provide commercial broadband from low Earth orbit — and the Department of Defense has tested using Starlink to connect various weapon systems. However, the company does not have a history building OPIR sensors. According to Tournear, the company will work with partners to develop the sensor, which it will then place on a bus it is providing. SpaceX already has a production line in place to build a bus based on its Starlink technologies, added Tournear. “SpaceX had a very credible story along that line — a very compelling proposal. It was outstanding,” he said. “They are one of the ones that have been at the forefront of this commercialization and commodification route.” L3 Harris will develop an OPIR solution based on decades of experience with small satellites, small telescopes and OPIR technologies. “They had an extremely capable solution. They have a lot of experience flying affordable, rapid, small satellite buses for the department,” noted Tournear. “They had the plant and the line in place in order to produce these to hit our schedule.” Tracking hypersonic weapons The contracts are the latest development as the SDA fleshes out its National Defense Space Architecture (NDSA), a new constellation to be comprised of hundreds of satellites primarily operating in low Earth orbit. These satellites are expected to make up tranche 0 of the SDA's tracking layer, which will provide global coverage for tracking hypersonic threats. The glue that holds the NDSA together will be the transport layer, a space-based mesh network made up of satellites connected by optical intersatellite links. Like most planned SDA satellites, WFOV satellites will plug directly into that network. “The idea is it connects to the National Defense Space Architecture — the NDSA transport layer — via optical intersatellite links,” said Lewis. “And that will enable low latency dissemination for missile warning indications. It will provide track directly to the joint war fighters.” SDA issued two contracts in August for its first 20 transport layer satellites. York Space Systems was awarded $94 million to build its 10 satellites, while Lockheed Martin was awarded $188 million for its 10 systems. That transport layer capability is essential to the tracking layer's mission. Because they are so much closer to the Earth's surface than the U.S. Space Force's missile tracking satellites in geosynchronous orbit, the WFOV sensors will naturally have a much more limited field of vision. In order to track globe traversing hypersonic missiles, the WFOV satellites will have to work together. Once the first satellite picks up a threat, it will begin tracking it until it disappears over the horizon. During that time, it is expected to transmit its tracking data to other WFOV satellites over the transport layer. So as the first satellite loses sight of the threat over the horizon, the next WFOV is ready to pick it up, and so on and so forth. From there, the WFOV satellites will pass the tracking data — either directly or via the transport layer — on to the medium field of view satellites being developed by the Missile Defense Agency as their HBTSS. “SDA is developing the low cost proliferated WFOV space vehicles that provide the missile warning and the tracking information for national defense authorities, as well as tracking and cueing data for missile defense elements,” explained Lewis. “Meanwhile, the Missile Defense Agency is developing the high resolution HBTSS MFOV space vehicles — those can receive cues from other sources including the WFOV system — and they'll provide low latency fire control quality tracking data.” “The MFOV HBTSS satellites will then be able to hone in and actually be able to calculate the fire control solution for that missile, send those data to the transport satellites with a laser [communication] system ... and then the transport system will disseminate that to the weapons platform as well as back to" the continental United States, where MDA can broadcast that information, added Tournear. MDA issued $20 million contracts to Northrop Grumman, Leidos, Harris Corporation and Raytheon to develop HBTSS prototypes in Oct. 2019. Tournear noted that proposals for HBTSS “are being written as we speak.” Together, HBTSS and the SDA's tracking layer are meant to provide the data needed to take out hypersonic threats — which Congress is increasingly concerned by. “It's part of an integrated DoD OPIR strategy. So the wide field of view sensors and the medium field of view sensors are really integral to this whole NDSA system and legacy strategic missile warning capability,” said Lewis, praising MDA and SDA for working together to build a heterogeneous solution. Spiral development Of course, this initial tranche won't provide global coverage up front. As part of its spiral development approach, SDA plans to continuously add satellites to its mega-constellation in two-year tranches, with each tranche including more advanced technology. The tracking layer is not expected to reach global coverage until 2026, said Tournear. But as the constellation is built out, the more limited initial capabilities will be used to help integrate the space-based assets with war fighters. “We call tranche 0 our war fighter immersion tranche,” said Tournear. “What that means is, its goal is to provide the data in a format that the war fighters are used to seeing on tactical timelines that they can be expected to see once we actually become operational. The whole purpose of tranche 0 is to allow the war fighters to start to train and develop tactics, techniques and procedures so that they can create operational plans for a battle where they would actually incorporate these data.” With tranche 1 in 2024, the tracking and transport layers will essentially reach initial operating capability, said Tournear. That will include persistent regional coverage. According to Tournear, the tranche 0 satellites are set to launch in September 2022. Tournear told C4ISRNET his agency is planning to issue a separate solicitation for launch services later this week.     By: Karen Jowers A retired Army major general and former retail executive will lead a Pentagon task force that is examining the case for a possible merger of the military exchange and commissary systems, Defense officials announced Thursday. Keith Thurgood, who was also the chief executive officer of the Army and Air Force Exchange Service from 2007 to 2010, will start work Monday. If the task force business case analysis confirms that consolidation is the right approach, and if Defense Department officials back that finding, Thurgood will serve as the consolidated organization's executive director until the permanent position is advertised and filled, according to a May 29 memo directing the task force's formation. The retired Reserve major general has more than 28 years of military service and has held executive positions at PepsiCo & Frito-Lay Inc., Sam's Club, Overseas Military Sales Corporation, and MedAssets, Inc. He will take a sabbatical from his current position as clinical professor at the University of Texas at Dallas. He could serve up to two years on the task force. The task force will examine “back office” operations of the exchanges and commissaries, such as information technology, human resources and accounting. It will first determine whether the exchange systems ― AAFES, Navy Exchange Service Command, and Marine Corps Exchange ― could be combined with one corporate “backbone.” Then members will determine whether the Defense Commissary Agency could be merged into that system. Consolidation of the stores wouldn't necessarily mean that commissaries and exchanges would be combined into one store. Officials are also looking at keeping the individual branding of the exchange stores on military bases, as they combine behind-the-scenes operations. “With General Thurgood's leadership, understanding of the customer experience, and private sector experience in the retail space, the task force will evaluate our potential to generate efficiencies and scrutinize the above-the-store business aspects of the exchange system, with a goal of validating and defining our execution plan for the way forward,” said John H.     The case for robust defense spending

    By: Rep. Rob Wittman President John Adams once wrote: “National defense is one of the cardinal duties of a Statesman.” These words are as true now as they were when they were written in 1815. However, unlike in 1815, the weight of these words seems lost on some in Congress. As Congress moves forward with the National Defense Authorization Act and the passage of the defense appropriations bill, there are irresponsible calls for blanket cuts to defense spending that are either misguided or willfully ignorant of the role the U.S. military plays in maintaining global stability. In a time where China continues its unprecedented aggressive actions, such as pushing into contested territory in India, attempting to subdue Hong Kong and continuing to antagonize partner nations in the South China Sea; where Russia advances its malign global state-building agenda through overt means while simultaneously using paramilitary mercenaries such as the Wagner Group to do the Kremlin's more insidious bidding; where Iran continues to terrorize the Middle East; and where North Korea remains a global nuclear threat, our response cannot be to cut our defense budget by nearly 50 percent, as suggested by some members of Congress. Simply put, there is no shortage of global powers who wish to see the United States, our partners and allies falter and fail. Ultimately, national defense is not just about protecting the homeland — it is about preventing conflicts from escalating, eliminating future threats and deterring those who have malicious intent toward the American people. Unfortunately, the world is not a benevolent place. The United States isn't fighting terrorism in Syria and Iraq for fun, we aren't protecting shipping lanes in the Pacific Ocean because we have nothing else to do, and we aren't working to bring the structural change needed to protect human rights against oppression across the African continent because of boredom. The United States military engages in these operations because no one else will, and we take up the mantle to bring stability to this dangerous world because we support peace and democratic institutions. Bringing stability to the globe and protecting our homeland comes at a price — it requires strong, robust funding of the Department of Defense. This does not mean to suggest there isn't waste, excess or duplicative programs within the Department of Defense. However, we are fortunate right now to have Pentagon leadership in Secretary Mark Esper and Deputy Secretary David Norquist who are tackling this problem head-on through their departmentwide review that has already yielded at least $5.7 billion to be reallocated for higher priorities. On top of this, every year the congressional Armed Services committees continue to work to refine, streamline and root out waste in the Pentagon through reformative NDAA provisions. For example, I led the aircraft carrier block-buy contract that saved nearly $4 billion for the taxpayers, and I have a bill out right now to do multiyear procurement on amphibious ships that would save at least $1 billion. While these are just two examples, one can imagine the type of savings that are to be found if we continue to extrapolate these types of actions out to our defense acquisitions at large. Additionally, Congress must work with the department to examine the audit and eliminate and reduce functions that are redundant or deemed no longer mission-critical, which will save the taxpayers billions of dollars. This is how Congress must address the defense budget — to make it streamlined and effective, and to find the mechanisms and authorities needed to make sure our dollar works harder than the yuan or the ruble. While this anti-defense spending rhetoric may play well for a certain form of politics, we must remember blanket cuts don't cut out the waste, it eliminates the programs that are easiest to cut, necessary training exercises, and emerging programs that are going to make the difference between life and death on the battlefield for our service members. https://www.defensenews.com/opinion/commentary/2020/07/16/the-case-for-robust-defense-spending/
