    Boeing could be out of the Air Force’s competition for next-gen ICBMs for good

    By: Valerie Insinna WASHINGTON — Boeing's risk reduction contract for the Air Force's Ground Based Strategic Deterrent program is functionally cancelled, the company announced Oct. 21. “Boeing is disappointed in the Air Force's decision to not allot additional funding for the GBSD Technology Maturation and Risk Reduction (TMRR) contract,” said Boeing spokesman Todd Blecher. “The Boeing team has delivered substantial value under the contract, achieved all contract milestones on time and received strong performance feedback from the Air Force.” “Continuing Boeing's TMRR contract would advance the Air Force's objectives of maturing the missile system's design and reducing the risk for this critical national priority capability,” he added. GBSD is the Air Force's program to replace its existing Minuteman III intercontinental ballistic missiles, a major priority for the service as well as for U.S. Strategic Command, which oversees the operations of America's nuclear arsenal. Earlier on Monday evening, Politico reported that the Air Force had sent a letter to Boeing last week declaring its intent to stop funding the TMRR contract. Without additional money from the Air Force to continue work, Boeing expected its funding stream for the GBSD contract to be exhausted on Oct. 18, the company stated in an Oct. 16 letter to the GBSD program office at Hill Air Force Base, Utah. “The Air Force's decision not to allocate any further funding to the TMRR contract requires immediate and irrevocable actions by Boeing to wind down contract performance within the allotted funds. These measures include the reassignment of approximately 300 Boeing employees and the flow-down of a Stop Work notice to all suppliers working on the TMRR contract,” states the letter, which was obtained by Defense News. Air Force spokeswoman Capt. Cara Bousie told Defense News that the service had not cancelled Boeing's TMRR contract. However, she declined to comment on whether the Air Force had sent Boeing a letter stating its intention to curtail funding for the contract. Regardless of the semantics, a decision to cut short the TMRR contract would effectively hand the GBSD award to Northrop Grumman, the sole company competing against Boeing to produce the weapon system. Both Boeing and Northrop were awarded risk reduction contracts worth up to $359 million in 2017, beating out Lockheed Martin for the chance to bring their designs into the production stage. But Boeing withdrew from the GBSD competition in July, claiming that Northrop Grumman's purchase of one of the only two U.S. solid rocket motor manufacturers — Orbital ATK, now known as Northrop Grumman Innovation Systems — gave the company an unfair advantage in terms of being able to offer the lowest-cost system. In a July 23 letter, Leanne Caret, who leads Boeing's defense business, wrote that the current acquisition approach gives Northrop “inherently unfair cost, resource and integration advantages.” “We lack confidence in the fairness of any procurement that does not correct this basic imbalance between competitors,” she stated. Caret added that a joint bid between the two companies was unrealistic, as Northrop would have no incentive to partner with Boeing when it can put forward a solo bid. However, Boeing switched tactics about a month later, with Frank McCall, its director of strategic deterrence systems, telling reporters in September that the company hoped to persuade the Air Force to force Northrop to partner with it. “We think clearly it's time for the Air Force or other governmental entities to engage and direct the right solution. Northrop has elected not to do that,” McCall said during the Air Force Association's annual conference. “So, we're looking for government intervention to drive us to the best solution.” The Air Force did not take Boeing up on that suggestion. Nor did Northrop, which pointedly released its list of suppliers days before the AFA conference. The list — which featured Aerojet Rocketdyne, Collins Aerospace, Lockheed Martin and other major defense contractors — did not include Boeing. Boeing, in its letter to the program office, stated that the dissolution of the risk reduction contract could disadvantage the Air Force as it moves forward with the GBSD program, even if it ultimately opts to sole-source from Northrop. “The Government's decision also prevents Boeing from completing the work left to be performed under the TMRR contract, including the major milestones of a successful Software System Review and Preliminary Design Review,” it said. "We believe this work would provide substantial value to the Government, irrespective of the fact that Boeing will not participate as a prime offeror under the current EMD [engineering, manufacturing and development] solicitation structure for the next phase of the GBSD program. In September, McCall pointed to Boeing's ongoing risk reduction work on GBSD as a positive sign that the service may not be ready to sole-source the program to Northrop. “The service is maintaining our work," he said. “They continue to accept our deliverables, continue to fund our contract. So, I think we're in good shape with the service.” But with the TMRR contract revoked, Boeing's last hope may be an appeal to Congress. Sen. Doug Jones of Alabama as someone who has already raised shown support for Boeing's position, McCall said in September.     Fewer Threats, More Bandwidth: DISA Awards $199M For Cloud Browsing

    KELSEY ATHERTON Leaving the browser and its history in a virtual environment spread across any number of servers makes it harder for adversaries to target the military's actual computers or tablets. ALBUQUERQUE: The Defense Information Systems Agency awarded $198.9 million for a Cloud Based Internet Isolation contract to Menlo Security and By Light, the agency announced today. DISA hopes Menlo Security's tech can, by keeping downloads in the cloud, reduce harmful downloads across the entire Pentagon workforce. By keeping browsing inside the cloud, the program will save on bandwidth, and protect against the department's 3.5 million users accidentally downloading malware. It is a kind of “air-gapping,” the style of computer security that keeps networks safe by making sure that computers are not physically connected at all times. Leaving the browser, and all its contained history, in a virtual environment in any of a number of servers makes it harder for adversaries, be they criminals, nonstate actors, or nations, to target the actual computers or tablets used by the military. Internet browsing is mostly downloading files directly to the end-user's computer or mobile device. What the Cloud Based Internet Isolation (CBII) does is make sure that all that downloading happens, not on the end user's computer, but instead in a remotely secured server. “The remote worker will perform the task of going to their net or an Internet based application, that fetch and execute,” Menlo Security VP Mike Fraga says. What is different is that, instead of downloading directly onto the user's device, “getting the information and actually queuing is done in a disposable container in Menlo cloud. And so then we replicate what's happening on the application or the internet down on a remote workers device.” In essence, CBII promises to do all this while making the user experience virtually indistinguishable from having the browser directly running on the computer. Users are functionally interacting with an image of a browser window, instead of the browser itself, but that illusion should be imperceptible. “That's going to significantly reduce the risk in the attack surface,” said By Light VP Jason Cole, “alleviating all the congestion at those Internet access points.” For security purposes, this means that instead of monitoring all traffic for harm on every device, the Pentagon can instead look at the connection between computers and clouds. If a piece of malware was downloaded, it becomes a much smaller haystack of files for the forensics team to go through, since downloading to a computer becomes an active choice, instead of the passive function of browsing. Many of the normal conveniences of browser-based functionality are continued within Menlo's cloud-based environment. Instead of users having to log in anew to every site they visit every time they load the remote cloud, the software “maintains an encrypted cookie-jar in our cloud for each user that largely mirrors how the user's native browser handles cookies,” said Kowsik Guruswamy, Menlo Security CTO. “When a user navigates to a site, Menlo injects the user's site-specific cookies into the isolated browser so they can stay logged in,” Guruswamy continued. “The encryption key for each user's cookie jar is stored in their own browser, such that only they can unlock the contents.” Beyond the security of the environment, the move to cloud-based browsing also promises an overall savings in data use. “We're estimating about a 20% bandwidth reduction for any general web browsing, but then a 50 to 70% bandwidth reduction for streaming media,” said Cole. That savings is valuable everywhere, and is especially valuable in areas where bandwidth is already constrained, like on ships underway or at remote bases with low connectivity. Even in more domestic settings, the pandemic-induced shift to remote work often means users have to send data back through company-owned network infrastructure for security reasons, which eats up time in the process, and comes with risks. “I think companies overall are struggling with not only the latency so that their end users can have a good experience to accomplish their job, but gaps in security based on all that backhauling, and there's some blind spots there,” said Fraga. The servers are, like much of the cloud infrastructure available today, provided through Amazon Web Services. Menlo's approach is already in use with banks like JPMorgan Chase, HSBC, and AmEx. “Isolation overall is an innovative technology,” said Fraga. Isolation, in the fashion promised by cloud-based browsing, is a preventative technology.     Pentagon seeks to classify future year defense spending plans

    By: Aaron Mehta WASHINGTON — The Pentagon has asked Congress to allow it to classify its Future Year Defense Program spending projections, new documents have revealed. The FYDP numbers, which project five years into the future, are considered essential information for the public to see where the Department of Defense expects to invest in the future, and to hold the department accountable when those spending plans change. Information on the request was published Monday by Steven Aftergood of the Federation of American Scientists. Aftergood wrote that the proposal would “make it even harder for Congress and the public to refocus and reconstruct the defense budget.” In its request to Congress, the Pentagon wrote that an unclassified FYDP “might inadvertently reveal sensitive information,” despite the fact the numbers have been unclassified since 1989. “With the ready availability of data mining tools and techniques, and the large volume of data on the Department's operations and resources already available in the public domain, additional unclassified FYDP data, if it were released, potentially allows adversaries to derive sensitive information by compilation about the Department's weapons development, force structure, and strategic plans,” the DoD wrote. It added that there is a commercial concern with the FYDP providing too much information to industry. “The Department is also concerned about the potential harm to its interactions with commercial interests by release of FYDP information prior to the budget year. Exposing resources allocated to future acquisition plans may encourage bids and other development activities not beneficial to the Government,” the proposal read. Seamus Daniels, a budget analyst with the Center for Strategic and International Studies, said in a tweet that “DoD's proposal to eliminate the unclassified FYDP severely limits the public's ability to track how strategy aligns with budgets and how program plans change over time. Serious step backwards in transparency from the department.” Earlier this year, the No. 2 uniformed officer in the Pentagon railed against the department's tendency toward overclassification, calling it “unbelievably ridiculous.” The Pentagon has requested a number of legislative changes this year, in addition to the FYDP classification attempt. Among the notable requests are one that would remove the requirement for the defense secretary to “notify the Senate and House Armed Services Committees whenever the Secretary establishes or modifies an end-of-quarter strength level;” a request for the ability to add an additional 15 general officer billets in the combatant commands and three general officer billets on the Joint Staff, to be filled exclusively by reserve component officers; and a request to rename the assistant secretary of defense for special operations and low-intensity conflict as the assistant secretary of defense for “Special Operations and Irregular Warfare.” https://www.defensenews.com/pentagon/2020/03/30/pentagon-seeks-to-classify-future-year-defense-spending-plans/
