    Congress should fund new, not used sealift vessels, say former Maritime Administration officials

Larter WASHIGTON — Five former Maritime Administration officials have called on Congress to fund the construction of new sealift vessels instead of pushing the plan to buy and convert used ships on the open market. In a letter to the chairs of the House and Senate Appropriations committees, officials from both Republican and Democrat administrations said replacing the nation's organic surge sealift fleet, which has an average hull life of 44 years, is essential to maintaining the ability to send troops and materiel overseas on short notice. The letter, signed by former MARAD Administrator Clyde Hart, as well as four other former MARAD attorneys and policy chiefs, called for Congress to build new ships to spur shipbuilding in the United States and to cut down on maintenance hassles that could spell delays in a crisis. “First, the new ships would be immediately operational,” the letter said, “and the Maritime Administration won't have to spend precious time finding long-obsolete parts, therein delay surge capacity. Second, building ships in the United States creates jobs, spurs spending and strengthens the U.S. shipbuilding industry.” The letter comes in the wake of findings from last year's turbo activation that only about 40 percent of the sealift fleet would be ready to surge in a crisis, and that the force would be “challenged to be immediately ready for a large-scale inter-theater force deployment,” which is its entire raison d'etre. The sealift fleet is composed of 26 Military Sealift Command pre-positioning ships, 46 ships in the Ready Reserve Force and 15 command-owned roll-on/roll-off surge force ships. Many of the roll-on/roll-off ships are steam-operated, and the obsolete equipment is causing significant personnel issues in the pool of qualified civilian mariners needed to operate them. The White House's Office of Management and Budget favors a “buy used” policy for the sealift fleet, which is rapidly aging out. The Army in 2018 sent a warning to the House Armed Services Committee in an information paper regarding the nation's surge sealift capacity — which would be responsible for transporting up to 90 percent of Army and Marine Corps equipment in the event of a major war. The Army said the capacity would fall below its requirement by 2024. “Without proactive recapitalization of the Organic Surge Sealift Fleet, the Army will face unacceptable risk in force projection capability beginning in 2024,” the document said, adding that the advanced age of the current fleet adds further risk to the equation. “By 2034, 70% of the organic fleet will be over 60 years old — well past its economic useful life; further degrading the Army's ability to deploy forces,” the document read. https://www.defensenews.com/naval/2020/01/22/congress-should-fund-new-not-used-sealift-vessels-former-maritime-administration-officials-say/

    By: Valerie Insinna   15 hours ago WASHINGTON — General Electric, Rolls-Royce, and Pratt & Whitney will compete for the chance to outfit the U.S. Air Force's B-52 bomber fleet with new engines, with a contract award projected for June 2021. The Air Force released a request for proposals for the B-52 Commercial Engine Replacement Program to the three companies on May 19. The engine makers are already under contract to create digital prototypes, and they have until July 22 to submit final proposals, the solicitation stated. The Air Force operates 76 B-52s, each outfitted with eight TF33 engines. The service plans to order 608 new engines, plus spares and support, from the winner of the competition. The public version of the RFP obscures the estimated value of the program, which is projected to extend from 2021 to 2035. Pratt & Whitney, which manufactured the TF33 currently onboard the B-52, has stated it will propose the PW800. “Its industry-leading reliability, robust sustainment infrastructure, and significant fuel efficiency savings will greatly improve the legendary bomber and keep it flying for decades to come,” said Chris Johnson, Pratt & Whitney's executive director for mobility and diverse engine programs. "Our unique experience with the B-52, coupled with our expertise integrating commercial engines onto military applications, will deliver a low-risk, high-performance engine to power the Stratofortress fleet through 2050.” GE Aviation will put forward the CF34-10 and Passport engines, spokesman David Wilson said. “GE is the only company to have been involved in re-engining U.S. Air Force aircraft three times over,” he said. “Add in our deep experience powering six strategic bombers, entrenched support of air combat and the reverence we have for the role we play in protecting this country, and GE is the clear partner to ensure the B-52 is ready at all times for mission critical.” Rolls-Royce intends to offer its F130 engine, the company confirmed. “Rolls-Royce is excited to move to the proposal stage of the campaign and ready to demonstrate that the Rolls-Royce F130 engine is the perfect fit for the B-52,” Craig McVay, senior vice president for Rolls-Royce Defense, said in a statement. “The F130 is a highly reliable and proven engine which is already in commercial production. Our team is focused and energized, and eager to compete for the B-52 Commercial Engine Replacement Program and provide the best possible solution for the U.S. Air Force and the key missions of the B-52 weapon system.” The Air Force plans to operate the B-52 into the 2050s and sees new commercial engines as a way to reduce fuel burn and the time it takes to maintain the bomber. Last year, B-52 maintainers at Barksdale Air Force Base, Louisiana, told Defense News that modern engines would make it easier for crews to diagnose problems and make needed repairs. “I would like to know if I need to take that aircraft down out of the schedule and give it a new engine ahead of time,” said Lt. Col. Tiffany Arnold, 2nd Maintenance Squadron commander. “We could prioritize, we could understand the patterns of the engines in a way that we could maintain them better.     BY REBECCA KHEEL The State Department formally approved a potential $39.2 million sale of Javelin anti-tank missiles and related equipment to Ukraine, the Defense Security Cooperation Agency announced Thursday. News of the approval broke earlier this week, but Thursday's announcement represented the formal notification to Congress of the approval. The sale, which is now subject to a 30-day congressional review period, would include 150 Raytheon-made Javelin missiles and 10 launchers, as well as related equipment and support. “This proposed sale will contribute to the foreign policy and national security of the United States by improving the security of Ukraine,” Thursday's announcement said. “The Javelin system will help Ukraine build its long-term defense capacity to defend its sovereignty and territorial integrity in order to meet its national defense requirements.” The United States first sold Ukraine 210 Javelin missiles and 37 launchers in 2018. Thursday's announcement comes as House Democrats pursue an impeachment inquiry into President Trump, in part over his handling of U.S. military aid to Ukraine. The Javelins are separate from almost $400 million in Pentagon and State Department aid that was held up earlier this year, but they have still come under scrutiny after they were mentioned in the July call between Trump and Ukrainian President Volodymyr Zelensky that's at the center of an impeachment inquiry. Democrats are probing whether Trump pressured Ukrainian leaders to investigate 2020 election rival and former Vice President Joe Biden and his son, as alleged in a whistleblower complaint. Among the questions is whether Trump held up military aid to Ukraine, which is battling Russia-backed separatists, as leverage. About $400 million in aid for Ukraine approved by Congress was held up over the summer before being released Sept. 11. Trump acknowledged holding up the money, but has alternately said he did so because of concerns about corruption or because he believes Europe is not contributing enough to Ukraine. In the July call, Zelensky told Trump his country was almost ready to buy more Javelins, according to a rough transcript of the call released by the White House last week. Immediately after Zelensky mentioned the Javelins, according to the rough transcript, Trump said, “I would like you to do us a favor though” and asked Zelensky to look into CrowdStrike, a U.S.-based internet security company that initially examined the breach of the Democratic National Committee's servers in 2016.
