    Critical flight-safety feature up for grabs in planned Eurodrone

    By: Sebastian Sprenger COLOGNE, Germany — German radar specialist Hensoldt announced a successful test of the company's collision-warning radar for unmanned aircraft this week, joining an upcoming industry race to make subsystems for the Eurodrone. Commissioned by the German Defence Ministry's acquisition arm, the test entailed strapping a preliminary version of Hensoldt's detect-and-avoid system to the nose of a manned Dornier Do 228 of the German Aerospace Center. The radar “reliably detected the test aircraft approaching at different altitudes and angles,” the company wrote in a statement. Recreating a human pilot's ability to avert midair collisions remains a largely unsolved problem in unmanned aviation. Military drones flying at similar altitudes as commercial airliners therefore must remain in restricted areas until a suitable technology is found and certified as safe by regulators. The planned European medium-altitude drone, however, is intended by lead nations France, Germany, Italy and Spain to be safe enough to fly in the same airspace as civilian air traffic. That requirement brings back unpleasant memories in Germany, where a previous attempt to field the similarly sized Euro Hawk surveillance drone came crashing down because the aircraft never gained the required certifications. Airbus Defence and Space, Dassault Aviation, and Leonardo are the main contractors for the new drone program, officially dubbed European MALE RPAS and envisioned to be ready by the mid-2020s. The European multinational Organisation for Joint Armament Co-operation, or OCCAR, manages the effort.     CEO of Airbus Defence and Space on what will be vital in 2020

    By: Dirk Hoke The year 2020 will become one of truth for Europe's defense industry — especially in the sector of military aviation. For years, European nations are discussing efforts to jointly develop defense assets that should ensure better security into the 21st century. Progress has been made — mainly on the development of a European drone and the Future Combat Air System. Next year will show how serious the nations take the projects, as for the first time big contractual and financing milestones will have to be achieved. Security never comes for free. Everybody acknowledges that fact, but practical decisions need to underpin this. Same applies to the promise to meet the NATO target of spending 2 percent of gross domestic product on defense. We can only show a credible line of defence if enemies of the alliance are afraid of feeling the strong military power NATO is able to provide in the worst case. Procrastination and post-Cold War recession in several countries need to come to an end. I acknowledge that, for example, Germany is moving in the right direction. But is it fast enough while security is evermore volatile in certain parts of the world? The defense industry, especially that in Europe with its decades of experience in working in collaborative programs, can help. We are on standby, but political decisions need to be taken first. Modern threats sometimes require modern answers. But we shouldn't forget that these answers are often two- or threefold and inherit also a large pack of traditional approaches — and sometimes the old ways are still the best. Nations and industry must not wait for the next big thing, but they also need to consider constantly refining their existing equipment. A perfect example for this is the military aircraft fleet of Airbus. Be it our transport, mission or combat segment: By adding more sensors and connectivity into the existing fleets, we will see in 2020 good things becoming better and enable them to play a vital role in the Future Combat Air Systems scenarios. Special attention will also need to be devoted to the novel situation in space as a serious area of engagement for defense. As Europe's largest space company, we know what we are talking about here. Let's be frank: Without our assets in space — all communications nods and observation assets — what the Western world calls “normal” life is no longer possible. And with this goes the well-being of our societies. So it is only fair that nations are starting now to make up their minds on space defense, and NATO recently decided to declare space the fifth dimension of defense next to land, sea, air and cyber. This adds another layer to an already extremely complex scenario. How does that translate into the defense industry? The importance of the few large companies will rise. With their huge integration, capabilities and portfolio that is spread over all five threat dimensions, they will have to play a key role in mastering technologies, integrating smaller, specialized companies, and ensuring that government and military users can focus their decision-making on the bits and pieces that really matter.     Navy information warfare project received $400 million funding boost

    Andrew Eversden WASHINGTON — An information warfare project run by Naval Information Warfare Systems Command (NAVWAR) recently received hundreds of millions of dollars in new funds after a successful first 18 months, NAVWAR announced Aug. 17. NAVWAR's Information Warfare Research Project (IWRP), which uses an agile acquisition tool known as an Other Transaction Authority to quickly contract for and deliver IW tools, recently received a $400 million funding increase and two-year performance period extension after hitting its $100 million funding ceiling a year before the project was set to expire next summer. The massive bump was approved by Assistant Secretary of the Navy for Research, Development and Acquisition James Geurts. The project, which kicked off in October 2018, now has a $500 million ceiling and a five-year performance period. “IWRP has proven its effectiveness and successfulness as a streamlined approach to rapid prototyping,” said Jee Youn Fickling, IWRP program manager at Naval Information Warfare Center (NIWC) Atlantic, in a statement. “As interest increases to do more prototyping in order to keep up with the pace of technology, IWRP OTA offers the flexibility and speed within 14 technology areas. The growth in interest from IWRP users across many Navy and Marine Corps commands and program offices and the growth in the size of the consortium, speaks volumes to the need to quickly make awards for prototypes.” The project focuses on technology areas that include tools for cyber warfare, autonomous systems, cloud computing and data analytics. IWRP partners with industry and academia through a consortium managed by Advanced Technology International, a non-profit that builds research and development partnerships. In the last 18 months, the IWRP has released more than 800 prototyping opportunities, according to the NAVWAR press release. The consortium has more than 580 partners. IWRP users include NAVWAR, NIWC Atlantic, NIWC Pacific, Naval Sea Systems Command Logistics, Maintenance and Industrial Operations, Program Executive Office (PEO) for Digital Enterprise Services, PEO for Manpower, Logistics and Business Solutions, PEO Command, Control, Communications, Computers and Intelligence Space Systems, PEO Integrated Warfare Systems, Marine Corps Systems Command, Naval Analytics Office and Office of Naval Research. “IWRP has been a game changer and has proven to be a key enabler in rapid delivery of IW capability to the warfighter,” said Nicole Stone, director of rapid prototyping – information warfare at NIWC Pacific, in a statement. “Collaboration with our partners in industry, small business and academia, with the flexibility necessary to adapt to evolving requirements, is critical to our success in winning the fight.
