Four unmanned surface vessels are operating at RIMPAC -- and the lessons they generate will inform the path to a Large USV program of record in the next three years, and help determine if there's a future for a Medium USV.

    How the Defense Digital Service revamped Army cyber training

    Earlier this year, the Defense Digital Service — the Pentagon's cadre of coders and hackers performing a short stint in government — finished the second phase of a pilot program to streamline cyber training for the Army. The Army wanted to streamline two phases of cyber training: the Joint Cyber Analytics Course, or JCAC, which takes 27 weeks in Pensacola, Florida, and provides basic cyber training for joint forces that have no prior experience in cyber; and the more tactical training that happens at Fort Gordon in Georgia. Combined, the two phases take a minimum of 36 weeks. To accomplish this, the Defense Digital Service, working with the Army Cyber Center of Excellence and a private vendor, built a course to conduct training in three months — everything a cyberwarrior needed to know from JCAC, said Clair Koroma, a bureaucracy hacker at DDS. Phase two — which combines tactics involving hardware, offensive and defensive cyber, and networking — takes seven months. It excluded the classified course, Koroma added. At this point, she said, DDS has transitioned all of its materials to the Cyber School, which will pick up the third phase of the pilot training, though DDS will still be available for assistance. “The plan is that eventually the 17Cs, [who execute offensive and defensive cyberspace operations], will come to Fort Gordon on inception and do their entry and mid-level training at Gordon. They will run this as the course for those soldiers,” she said. Koroma said success of the pilot will be measured from the operational world — evaluating the skill sets of the soldiers that graduate from the pilot program and comparing them to prior classes. Thus far, she added, no graduates from the pilot program have been overwhelmed in operations. Students during the second pilot were also evaluated by senior leaders within the Army cyber community and commands where they might be assigned during their final project and presentation. Students needed to identify issues on the network and conduct an outbrief to these leaders. “Senior leaders then got an opportunity to ask them questions,” Koroma said. “Every single person who was in that presentation said that they were impressed by the delivery of the students and the quality of the presentation that the students gave.” In fact, Koroma said, there are two students she's aware of whose orders were changed at the conclusion of training because leaders who attended the presentation wanted them on their team. https://www.fifthdomain.com/dod/army/2019/11/29/how-defense-digital-service-revamped-army-cyber-training/

    Air Force unveils ‘Digital Air Force’ initiative

    By: Diana Stancy Correll The Air Force is launching a “Digital Air Force” initiative aiming to revamp its data management, IT architecture and business operations so the force will remain competitive against adversaries. “Our advantage in future battles depends on our ability to fuse vast amounts of data to accelerate our decision cycle to guarantee the success of any mission," said acting Air Force Secretary Matthew Donovan in a news release Tuesday. “Victory in combat will depend on us becoming a Digital Air Force.” This means the Air Force must establish tools to efficiently generate information and data in real-time to help the service make informed and quick decisions, he said. "Doing so will allow the Air Force to rely less on personal experience or intuition. The Digital Air Force initiative, detailed in a July white paper, focuses on eliminating “antiquated processes” and overhauling how the service curates, uses and shares data and information, amid difficulties coordinating systems across air, land, sea and cyber domains. Specifically, the initiative calls for cultivating a 21st century IT infrastructure that can react to the demands of modern combat. This will require cloud-based solutions to store and share data so airmen have constant access to data, the white paper says. Additionally, the Air Force said it is creating data management architecture and standardized policies that facilitate sharing data and using platforms. “This requires data that is gathered, stored and transmitted in commonly read and digested formats to minimize the delay between receiving, processing and using information derived from multiple systems,” the white paper said. The service said it is hiring contracted service providers to handle daily IT infrastructure management so cyber professionals can “focus on warfighter tasks and connecting information operations to our tactical and strategic ends.” The process accompanies the Air Force's plan to streamline its business practices to free up funding for “efforts that increase the lethality and readiness of the force.” “We must move beyond antiquated processes, systems and mindsets,” the white paper says. “We will pursue new ways to leverage technology and institute a culture of innovation and informed risk-taking.” Such changes will influence every segment of the service, the Air Force said.     Belgian SkyGuardian UAS contract awarded

    by Gareth Jennings General Atomics Aeronautical Systems Inc (GA-ASI) has been awarded USD188.9 million related to the production and delivery of its MQ-9B SkyGuardian unmanned aircraft system (UAS) to Belgium. The Foreign Military Sales (FMS) award, announced by the US Department of Defense (DoD) on 14 August, provides for four of the medium-altitude long-endurance (MALE) unmanned aerial vehicles (UAVs), two fixed ground control stations (GCSs), as well as spares and support. Work is expected to be complete by 31 March 2024. News of the contract comes 17 months after the US State Department approved in March 2019 the sale of the SkyGuardian, previously known as Certifiable Predator B, to Belgium.
