Palantir wants to be the ‘central operating system for all US defense programs’

WASHINGTON — Palantir, the Silicon Valley-based software company that successfully sued the Army in 2016, wants to become “the central operating system for all U.S. defense programs," the company wrote in paperwork filed with the U.S. Securities and Exchange Commission for its initial public offering.

The software company, known for its controversial work with the U.S. government, went public on the New York Stock Exchange on Wednesday said that it wants its big data analytics platforms to “become the default operating system for data across the U.S. government.”

Palantir, according to the filing, views the U.S. government's push toward alternative acquisition methods as a primary opportunity to for their company to grow. The federal government, particularly the Defense Department, is increasingly using what's known as Other Transaction Authorities and Small Business innovation Research contracts to eliminate the long timelines associated with the traditional contracting process. In 2019, research showed that those types of awards accounted for nearly 10 percent of the department's research, development, test and evaluation spending.

“Our software is well positioned for this new procurement approach. Our platforms have been tested and improved over years of use across industries and can rapidly be deployed by the government with minor configurations. This gives us a significant edge over contractors selling custom tools,” the filing states.

Palantir expects that there is $26 billion worth of work in the federal space, the filing stated.

The company offers two big data analytics platforms, Foundry and Gotham, for data-driven decisionmaking by its customers. According to the filing, the company is currently working with Air Force, Army, Navy, Marines, Special Operations Command and “other defense agencies,” along with several other civilian agencies, including the Department of Veterans Affairs.

The filing also states that the Army uses the platform to “keep one million troops ready for their missions, and every battalion in the U.S. Army uses our software for intelligence analysis.”

In its filing, the the company specifically cites the DoD's $144 billion in fiscal 2020 on procurement funds and $105 billion on research, development, testing, and evaluation dollars as areas where its software “can contribute to programs covered by both of those budgets.”

In 2016, Palantir sued the Army over its procurement strategy for an intelligence analysis system. After winning that case, which forced the Army to seek commercial solutions before building their own system. Since winning the case in 2018, the company has received $134.5 million in revenue from Army accounts, up from about $52 million in the previous 10 years.

“Our victory in federal court is transforming the procurement of goods and services across the U.S. federal government,” the filing states. “For us, this shift in government acquisition represents a significant expansion of our [total addressable market] with the U.S. federal government. We are working towards becoming the central operating system for all U.S. defense program.”

Un achat de défense n'est pas uniquement un achat En matière de défense, un pays n'achète pas seulement un matériel, il répond à une histoire — tradition maritime, terrestre, etc. —, une géopolitique intérieure — neutralité, non aligné, aligné, autonome —, une affirmation de soi — volonté de prouver au peuple, à ses voisins sa puissance —, un contexte géopolitique — proximité ou non d'adversaires ressentis ou réelle —. La volonté d'avoir une autonomie d'équipements, ou non, découle de tous ces facteurs. La meilleure défense face à un adversaire ... Face à la Russie, nombre de pays européens estiment que la meilleure défense reste les États-Unis. Il ne s'agit donc pas de desserrer les liens qui existent avec les USA, mais de les resserrer. Et le meilleur moyen reste alors les achats d'équipement, qui solidifient de façon claire ce lien euro-atlantique. La duplicité de l'appel à dépenser plus C'est toute la duplicité de l'appel à dépenser davantage pour la défense. Appel largement soutenu par les Américains. Au-delà de l'objectif, justifié, de partage du fardeau entre Européens et Américains, la pression a un objectif purement économique : favoriser l'industrie américaine qui est la seule à répondre à la fois aux objectifs industriel (les matériels), opérationnel (l'interopérabilité), économique (le moins disant) et politique. La panoplie complète des Américains La fourniture des équipements militaires s'accompagne de la logistique, des armements et de la formation. Un ‘package' ordinaire pour ce type d'armements. Mais les Américains ont une panoplie beaucoup plus complète, qui va de l'outil de financement à crédit au soutien logistique dans les opérations extérieures, en passant par la présence de troupes ou de matériels dans les pays concernés, destinés à les rassurer face à des voisins inquiétants, un forcing permanent de leurs politiques, sans oublier l'accueil de jeunes ou moins jeunes officiers ou sous-officiers stagiaires dans leurs écoles. Un effort notable américain de formation Rien que pour la Roumanie, par exemple, pays qui préside actuellement aux destinées de l'Union européenne, ce sont 700 officiers qui franchissent le seuil d'une des écoles militaires US, des écoles de guerre réputées aux simples écoles de gardes nationaux. Cela forge des réflexes, une culture commune, des camaraderies, une solidarité... et l'habitude d'utiliser certains matériels. Peu étonnant ensuite que chacun soit convaincu dans l'armée roumaine qu'il faille acheter ces équipements. Une réflexion à engager Si les Européens veulent un tant soit peu défendre leurs équipements, il va falloir réfléchir sérieusement à se doter de ces cinq outils : les échanges et l'accueil dans les écoles européennes — l'Erasmus militaire prôné dans la fin des années 2000 est un peu tombé dans l'oubli (1) —, le financement croisé, la présence dans les pays (qui ne soit pas dispersée).     French-Italian naval joint venture invests in future technologies

    By: Tom Kington ROME – Italy and France are to fund half the cost of new cutting-edge technology projects launched by Naviris, the joint venture between the countries' leading shipyards. The money will be used for development work on computer-aided engineering, vessel lifecycle simulation, energy efficiency, fuel cells for surface vessels, logistics and new technologies for helping sail in rough weather. Naviris is a 50-50 joint venture launched in 2019 by Italy's Fincantieri and France's Naval Group to develop common vessels including a new European corvette which has attracted interest from Spain after Greece signed up. The deal on funding for new research, announced on Thursday, will see the injection of state cash overseen by OCCAR, the European procurement organization which is used by nations to manage multinational programs. “Through this deal, managed by OCCAR, Naviris will provide half the funding for the research, while the defense ministries of Italy and France will provide the other half,” said a Fincantieri source. “Naviris will have the intellectual property of the results, which can be exploited by Italy and France for their navies,” he added. No value was given for the three-and-a-half-year contract. In a statement, Naviris said that three Naval Group sites will be involved in the projects – Nantes-Indret, Ollioules and Lorient, as well as its subsidiary SIREHNA. Fincantieri facilities at Genova and Trieste will work on the project, along with its subsidiaries Cetena and Seastema.     DARPA: In the Sky and on the Ground, Collaboration Vital to DARPA’s CODE for Success

    On a brisk February morning in the Yuma, Arizona, desert, a swarm of unmanned aerial vehicles equipped with DARPA's Collaborative Operations in Denied Environment system, or CODE, successfully carried out mission objectives, even when communications were offline and GPS was unavailable. One-by-one, six RQ-23 Tigersharks lifted off, fitted with an array of sensors onboard. Next to the runway at the U.S. Army's Yuma Proving Ground, the mission team inside a small operations center tracked the aircraft and as many as 14 additional virtual planes on an aerial map. The capstone demonstration paired program performer Raytheon's software and autonomy algorithms and Johns Hopkins University Applied Physics Laboratory's White Force Network to create a realistic, live/virtual/constructive test environment. During four demonstration runs, the team activated a variety of virtual targets, threats, and countermeasures to see how well the Tigersharks could complete their objectives in suboptimal conditions. “Exactly how the aircraft continue to work together in degraded conditions is the most challenging aspect of this program,” said Scott Wierzbanowski, the DARPA program manager for CODE in the Tactical Technology Office. “Current procedures require at least one operator per UAV in the field. Equipped with CODE, one operator can command multiple aircraft; and in a denied environment, the aircraft continue toward mission objectives, collaborating and adapting for deficiencies.” Before, if operators lost communications with a UAV, the system would revert to its last programmed mission. Now, under the CODE paradigm, teams of systems can autonomously share information and collaborate to adapt and respond to different targets or threats as they pop up. “CODE can port into existing UAV systems and conduct collaborative operations,” said Wierzbanowski. “CODE is a government-owned system, and we are working closely with our partners at the Air Force Research Laboratory and Naval Air Systems Command to keep each other informed of successes and challenges, and making sure we don't replicate work. In the end, our service partners will leverage what we've done and add on what they need.” The Tigersharks employed in the demonstration are surrogate assets for CODE. Each has about one-tenth the speed and performance of the aircraft planned for integration, but shows traceability to larger platforms. Constructive and virtual threats and effects presented by the White Force Network are appropriately scaled to the Tigersharks' capabilities. “It's easy to take the CODE software and move it from platform to platform, both from a computer and vehicle perspective. It could be a manned aircraft, unmanned aircraft, or a ground vehicle,” said J.C. Ledé, technical advisor for autonomy with the Air Force Research Laboratory. “The concept for CODE is play-based tactics, so you can create new tactics relatively easily to go from mission to mission.” The Naval Air Systems Command (NAVAIR) will take ownership of CODE after DARPA closes out the agency's role in the program this year. It already has built a repository of algorithms tested throughout the development process. “What we're doing with the laboratory we set up is not just for the Navy or NAVAIR. We're trying to make our capabilities available throughout the entire DoD community,” said Stephen Kracinovich, director of autonomy strategy for the Naval Air Warfare Center Aircraft Division (NAWCAD). “If the Army wanted to leverage the DARPA prototype, we'd provide them not just with the software, but an open development environment with all the security protocols already taken care of.” Kracinovich says NAWCAD has a cadre of people with hands-on knowledge of the system, and is ready to help port the capability to any other DoD entity.
