Norway’s defense minister: Ensuring collective defense and deterrence in the northernmost corner of Europe

A serious security crisis in the northernmost corner of Europe would affect all of NATO. That is why the alliance just conducted the largest full-scale military exercise in decades— in Norway.

In October and November, some 50,000 soldiers from 31 countries were engaged in a major exercise designed to test our ability to operate together in crisis or war. Around 65 ships, 250 aircraft and as many as 10,000 vehicles took part. Exercise Trident Juncture 2018 demonstrated NATO's revitalized focus on collective defense of its member states and the geopolitical importance of Europe's northern flank.

Trident Juncture 2015 took place in the Mediterranean region. This year's Trident Juncture was a unique opportunity for NATO and our partners Sweden and Finland to test and further develop our ability to operate together in the north. Norway's rugged terrain, intricate coastline and demanding climate represent challenges in and of themselves to the war fighter, making this one of the reasons why it is so important to train here. Not just because it makes us better at defending ourselves, but also because it strengthens the bond between our countries and sends a strong signal to anyone who may want to use military power to force our will. The fact that 31 countries contributed to the exercise proves that we, as an alliance, stand together.

Even more importantly, the exercise demonstrated our will and determination to come to each other's aid, should it ever be necessary. With Trident Juncture 2018, we have shown in a very visible way that we will come to the aid of any member nation, should any of us need it.

We see no military threat against Norway today. However, we have seen a more assertive Russia with both the will and the ability to use military power to achieve political goals. Cyberattacks and disinformation are fueling political polarization in both Europe and the United States, which in turn is challenging democratic institutions and our ability to compromise. International terrorism is changing how we think about security; migration has emerged as perhaps the No. 1 dividing force; and climate change is affecting all of these issues in ways we cannot fully predict.

As members of a successful alliance, we all share a common responsibility to maintain peace and stability in our neighborhoods — from the north to the south. Democracy, rule of law, freedom of speech and freedom of religion, as well as a rules-based world order, are at the heart of our nations. All 29 allies participated in exercise Trident Juncture. All 29 allies stand together in our 360-degree approach to security. And all 29 allies share the burdens of collective defense and deterrence. These are the fundamental values that make us capable of reacting to a rapidly changing security environment. We are firm believers in dialogue, transparency and a predictable world order based on international law and binding agreements.

Unfortunately, we see that these values are increasingly challenged. That is why it is necessary to have a credible military capability.

While Denmark, Norway and Iceland are members of NATO, Sweden and Finland are not. By including Sweden and Finland in a NATO exercise, we improve our ability to act together as neighbors.

The Nordic contribution to Exercise Trident Juncture was substantial, with over 13,000 soldiers and a large number of civilian personnel. In a fine example of Nordic cooperation, army elements from Finland operated as part of a Swedish brigade, and Danish helicopters supported the Norwegian brigade. NATO and partner forces from Finland and Sweden used military bases and airfields in all the Nordic countries, with the strategically important Iceland serving as a central hub, gateway and staging area for deployment and sustainment of allied forces across the north Atlantic.

From a Norwegian perspective, Trident Juncture 18 has been a success. For the first time in decades, the whole alliance came together in the High North to test reinforcement plans and to demonstrate that we are committed to collective defense. In addition, the sea lanes across the Atlantic are once again seen as vital.

Being a host nation, with all it entails, is a daunting task for a small nation like Norway. With this exercise, we were able to test our abilities to receive and accommodate allied forces. All units were in position, with their equipment, on time. All supplies were delivered as planned. The infrastructure was satisfactory. In addition, we were able to put our total defense concept to the test. More than 50 other Norwegian actors — governmental as well as nongovernmental — were involved.

Seen with Norwegian eyes, Exercise Trident Juncture 18 has contributed to continued stability in the High North.

    By: Mark Pomerleau The Army is outlining specific technology areas that it wants industry to explore for its tactical network capabilities. The Army's incremental “capability set” build seeks to add capabilities to the network every two years beginning in 2021. Technologies in this area should enhance network capacity, resiliency and convergence solutions that are available for demonstration and experimentation. The Army issued a call for white papers to the C5 Consortium Jan. 6 for technology areas it wants to insert into the 2023 tactical network, according to an Army release. This follows a briefing to industry in Austin, Texas, in November when the Army provided what it thinks its vision is for capabilities in that build. Specific technology areas outlined by the Army include: Managed multi-orbit (Low Earth Orbit/Medium Earth Orbit/Geostationary Equatorial Orbit) satellite Communications services for forces — the Army is interested in managed services to mitigate bandwidth challenges associated with increased terminals for communications services where existing services are lacking. C4ISR/electronic warfare modular open suite of standards (CMOSS) compliant satellite communications modem, next generation blue force tracking and radio waveforms — the Army wants open source standards to converge hardware on a common platform. Non-propriety open suite of consolidated tools for unified network operations — the Army is looking for a smaller suite of tools to assist in planning, installation, managing, fault detection, communication restoral, analysis, security and data collection of the network. Segregation of data by identity access and management enabling multi-level security with mission partners — the Army wants an unclassified software solution in the prototype phase that can be used in the Mission Partner Environment, a network used by the military and coalition partners, that will include a reliable, protected and configurable network. Hardened network transport and reduced electronic signature for command post and mounted formations — the Army is interested in mitigating vulnerabilities that impact command post survivability and network resiliency by developing countermeasures within the electromagnetic spectrum. Optimizing compute, storage and applications on a distributed computing architecture to automate data tagging, synchronization, containerize services and efficiency of compute resources — the Army is looking for a common data fabric to reduce stovepipes, enable automation and improve data context for decision-makers.     La Suisse a lancé début juillet l'appel d'offres pour les nouveaux avions de combat. Les constructeurs Boeing, Airbus, Dassault, Saab et Lockheed Martin redoublent déjà d'efforts pour convaincre la Confédération. Cinq jets doivent être évalués: le Gripen E suédois (Saab), le Rafale français (Dassault), l'Eurofighter allemand (Airbus), et côté américain, le successeur du FA-18, le Super Hornet de Boeing, et le F-35A de Lockheed-Martin. Les constructeurs pourront soumettre leur offre à Armasuisse d'ici la fin janvier 2019. En Suède, l'opération de séduction a démarré à Linköping, petite ville de 150'000 habitants et capitale du Gripen. La localité est habituée aux rugissements du chasseur et au secret défense. Alors qu'il n'était qu'un projet en 2014, le Gripen E de Saab a désormais 30 heures de vols à son compteur. "Le Gripen E mûrit très vite", explique Rustan Nicander, responsable du marché suisse chez Saab. "Le Brésil et la Suède sont déjà clients, avant que la Suisse ne décide d'acheter l'appareil. Ce sera donc un appareil très mûr quand la Suisse fera son choix." Convaincre les politiques et l'industrie Pour remporter à nouveau l'appel d'offres, le constructeur suédois tente de rassurer, tout en misant sur son réseau. "Nous avions déjà remporté la dernière évaluation il y a quelques années", rappelle Jonas Hjelm, responsable des affaires aéronautiques. "Je pense que nous apportons cette fois un ensemble encore plus cohérent." Les performances du futur appareil ne constitueront pas le seul critère pour la Suisse. L'ultra-moderne F-35A américain n'a par exemple plus grand chose à prouver. L'entreprise américaine sait donc qu'elle doit aussi convaincre la politique et l'industrie. "Tous les pays qui ont acheté le F-35 ont eu un retour économique et industriel", affirme Yung A. Le, responsable de l'Europe du Nord chez Lockheed Martin. "Ce ne sera pas différent pour la Suisse. Nous avons des collaborateurs qui rencontrent l'industrie en Suisse romande, chez les Alémaniques et les italophones afin de mieux comprendre le tissu industriel." Après le travail de l'industrie, celui de la diplomatie Les entreprises étrangères avec lesquelles des contrats seront signés devront compenser 100% de la valeur des contrats par des affaires en Suisse. Discrète, la filiale allemande d'Airbus privilégie depuis son bureau bernois les coulisses aux grandes campagnes de communication pour vendre son Eurofighter. "Nous ne sommes pas nouveaux en Suisse, nous y avons déjà des contrats avec l'industrie, mais il faut que nous les développions davantage pour atteindre les besoins demandés", indique le Dr. Alexander-Long Vinh, responsable de cette campagne chez Airbus. Après le travail de l'industrie viendra celui de la diplomatie. Ce sera au gouvernement de chaque constructeur de transmettre une offre à la Suisse. Des tests au sol et en vol seront menés dans le pays entre mai et juillet 2019. Un deuxième appel d'offre pour les jets sera mené en novembre 2019 et les réponses sont attendues pour fin mai 2020. Le choix des modèles devrait tomber vers fin 2020. Le Parlement puis le peuple devraient pouvoir se prononcer sur la facture.
