Northrop Grumman Receives $104 Million Contract for UH-1Y, AH-1Z and UH-60V Aircraft Mission Computers

WOODLAND HILLS, Calif. – July 1, 2019 – Northrop Grumman Corporation (NYSE: NOC) has received a $104 million indefinite delivery, indefinite quantity (IDIQ) award for the technical refresh of UH-1Y, AH-1Z and UH-60V mission computers. The IDIQ contract covers delivery of production units, retrofit units and spare units for the Marine Corps, Defense Logistics Agency and the government of Bahrain under the Foreign Military Sales Act.

This contract brings together multiple mission computer customers, driving greater value, cost efficiency and a reduced logistics footprint. Under the IDIQ, the Navy may issue task or delivery order awards up to the ceiling amount specified in the contract. Work under the contract is set to conclude in 2023.

“Northrop Grumman’s mission computer delivers mission critical capability to the warfighter,” said James Conroy, vice president, land and avionics C4ISR, Northrop Grumman. “The system provides improved situational understanding in the rapidly changing threat environment.”

The mission computer integrates advanced mission, weapons and video processing capabilities into a high-performance airborne computer capable of driving independent, multi-function displays. Its trusted, open architecture provides centralized display and control of all integrated avionics system functions. The mission computer brings improved capability, commonality, reliability and maintainability to the warfighter.

Nguyen Chi Vinh on June 16 engaged in two online talks with Jody Thomas, Deputy Minister of Canada’s Department of National Defence, and Peter Tesch, Deputy Secretary for Strategic Policy & Intelligence at Australia’s Department of Defence. Canadian and Australian ambassadors and military attaches to Vietnam also took part in the talks. During the talks, Vinh informed the Australian and Canadian officials on the COVID-19 situation in Vietnam, attributing the good outcomes in controlling the disease to concerted efforts of the entire political system, with the Vietnam People’s Army serving as the core and vanguard force. Highlighting the importance of international collaboration in the fight against the pandemic, he thanked Australian and Canadian defence bodies’ cooperation in sharing information on COVID-19 prevention, control, research and treatment. He hoped the joint work will last for long given the COVID-19 complexities. On the occasion, Vinh and his counterparts reviewed outcomes of Vietnam-Australia and Vietnam-Canada defence ties in the past time and sought agreement on future orientations with a stress on military medical coordination in disease prevention and control. All sides vowed that they will not allow the pandemic to hinder their thriving cooperation. The Vietnamese and Canadian officials expressed their delight at breakthroughs in the relations of the sides after their defence ministers exchanged visits, particularly in human resources training and UN peace keeping mission. The Canadian side said it plans to set up a military attaché office in Vietnam this year, and the two sides agreed to push for the establishment of a bilateral defence policy dialogue mechanism toward building a three-year cooperation scheme for the two defence ministries. Meanwhile, Vietnam and Australia took note of outstanding joint work, such as Australian military aircraft, for the second time, transporting personnel of Vietnam’s level-2 field hospital to South Sudan for peacekeeping mission. The sides also began teaming up to organise activities in searching for Vietnamese soldiers going missing during wartime, shooting skills exchanges; and discussions on women, peace and security. Vinh stated Vietnam’s Defence Ministry is committed to the effective implementation of defence cooperation with Australia and Canada based on signed documents and agreements for the benefit of the sides involved and of the region. The official also informed his counterparts on the schedule of activities during the year Vietnam serves as Chair of ASEAN 2020 and its tenure as a non-permanent member of the UN Security Council for 2020-2021. He highlighted Vietnam’s determination in strengthening collaboration within the framework of the ASEAN Defence Minister’s Meeting (ADMM) and ADMM Plus.     US Air Force Could Struggle to Grow Its Fleet

    By Jon Harper The Air Force hopes to ramp up to 386 squadrons by 2030, but it could face challenges just to maintain its current size. The Congressional Budget Office estimates that the service would need significantly more funding annually than it has received in recent decades simply to replace aging airframes. The Air Force has about 5,600 aircraft, many of which are nearing the end of their service life, the nonpartisan research group noted in a recent report, “The Cost of Replacing Today’s Air Force Fleet.” CBO estimates that replacing the planes in the current fleet one-for-one would cost an average of $15 billion a year (in fiscal year 2018 dollars) in the 2020s. That figure would rise to $23 billion in the 2030s and then drop back down to $15 billion in the 2040s. In comparison, appropriations for procuring new aircraft averaged about $12 billion per year between 1980 and 2017, and just $9 billion between 2010 and 2017, the report noted. “In CBO’s projection, the procurement costs of new aircraft … would rise to and remain at levels considerably above historical averages,” it said. Fred Bartels, a defense budget analyst at the Heritage Foundation’s Davis Institute for National Security and Foreign Policy, said the Air Force is at risk of shrinking due to fiscal constraints, especially as other services such as the Navy seek to beef up their own force structures in the coming years. Even if the Air Force doesn’t decline in size, modernization and force level increases could be delayed, he noted. “I can see the growth being slowed down a little bit here and there.” To maintain force structure, the Air Force might have to resort to life-extension efforts, he said. But that creates its own set of problems. “Your aircraft cost even more to operate because you’re … [holding] together a 50-year-old airplane,” Bartels said. “You’re just creating different challenges all the time and you’re increasing your [operation and maintenance] costs, which in turn decreases the availability of resources that you have to procure a new platform. So you end up in that vicious cycle.” Delaying modernization also puts the U.S. military at risk of falling behind the technological curve as it faces advanced adversaries. “You can’t expect the same aircraft to still represent air superiority 30 years from when it’s first released,” he said. The Air Force has been conducting an assessment to determine its force structure and modernization needs for the 2020s. Officials have concluded that the service would need 386 squadrons by 2030 to fulfill the requirements of the latest national defense strategy, which was released last year. It currently has 312 squadrons. The final results of the study are expected to be delivered to Congress in March. Air Force Vice Chief of Staff Gen.     Solvay et Lockheed promeuvent l'innovation universitaire dans le secteur aéronautique

    La Libre Eco avec Belga Publié le 17-07-20 à 10h59 - Mis à jour le 17-07-20 à 11h00 Le groupe chimique belge Solvay et l'américain Lockheed Martin ont annoncé vendredi la conclusion d'un accord permettant la sélection de projets d'innovation des universités belges dans le secteur aéronautique, une initiative qui fait suite au choix de l'avion de combat F-35 Lightning II américain par le gouvernement belge. Solvay et Lockheed Martin, ainsi que sept entreprises belges (Asco, Coexpair, Feronyl, SABCA, Safran Aeroboosters, Sonaca et Thales Belgium) ont démarré la procédure de sélection dans le cadre de l'+Innovative Growth University Challenge+ ces 1er et 2 juillet. Soutenus par le gouvernement belge, les projets de l'"University Challenge" s'inscrivent dans une stratégie de renforcement des pôles de défense, d'industrie et de technologie de la Belgique, ont précisé Solvay et Lockheed dans un communiqué conjoint. En tout, plus de vingt projets ont été présentés par sept universités belges, reconnues pour leur expertise de haut niveau dans les matériaux avancés, répondant à l'objectif du "Challenge" qui vise à découvrir ou faire émerger la future génération de composites de l'industrie aéronautique belge. Solvay, Lockheed Martin et les sept autres sociétés feront leur sélection finale d'ici la fin août. Les projets concernent cinq domaines suivants: les matériaux composites de nouvelle génération, la diminution des coûts de production grâce aux technologies hors autoclave, le collage de métaux et composites, l'intégration des fonctions et simplification des assemblages et les techniques de réparation des composites. Les projets prévoient la participation d'un ou plusieurs membres des neuf entreprises impliquées pour assister le développement de produits de haute technologie pour le secteur aérospatial, souligne le communiqué. Solvay, Lockheed Martin et les sept autres sociétés avaient signé l'an dernier un accord-cadre visant à développer l'+University Challenge+ et stimuler la recherche et développement dans le secteur aéronautique. Cette initiative s'inscrit dans le cadre de l'accord entre les gouvernements américain et belge pour l'achat de 34 avions de combat F-35 de Lockheed Martin en remplacement des F-16 vieillissants.
