New Model Standardizes Measurement Of Cybersecurity In Critical DoD Assets

ARLINGTON, Va., Aug. 13, 2019 /PRNewswire/ -- Cyber experts from Lockheed Martin [NYSE: LMT] developed and piloted a first-of-its-kind model that standardizes how to measure the cyber resiliency maturity of a weapon, mission, and/or training system anywhere in its lifecycle – the Cyber Resiliency Level™ model (CRL®).

The U.S. government defines "cyber resiliency" as the ability to anticipate, withstand, recover from, and adapt to changing conditions in order to maintain the functions necessary for mission effective capability. Until now, the aerospace and defense industry lacked a simple, common method to discuss cyber resiliency of a military system.

"Today's software-based military systems and a global supply chain make securing military systems a complex problem to solve," said Jim Keffer, director of Cyber, Lockheed Martin Government Affairs. "With the CRL, we can now leverage existing risk management frameworks to effectively measure and communicate resiliency across six categories we know are important to our customers. The release of this model builds on Lockheed Martin's enduring commitment to mission assurance and will ultimately help the warfighter operate in cyber-contested environments."

To use the model, engineers work with U.S. and allied military program stakeholders to conduct a series of risk and engineering assessments. The process provides increased visibility into the current state of risk and produces a customized, risk-mitigation roadmap that shows how to increase a system's CRL to a more desirable level.

"In an era of scarce resources, the CRL model can help stakeholders make informed decisions and prioritize cyber spending on the most impactful solutions," said Keffer.

To date, Lockheed Martin has used model-based assessments on several of its own systems across multiple domains and plans to conduct at least 10 CRL assessments by the end of 2019.

    Turkish ‘brain drain’: Why are defense industry officials ditching their jobs in Turkey for work abroad?

    By: Burak Ege Bekdil ANKARA, Turkey — Turkey's procurement authorities are working to identify why some of the industry's most talented individuals are migrating to Western countries — an exodus that could stall several indigenous programs. Turkey's procurement authority, the Presidency of Defence Industries — also known as SSB and which directly reports to President Recep Tayyip Erdogan — conducted a survey to better understand the migration. A parliamentary motion revealed that in recent months a total of 272 defense industryofficials, mostly senior engineers, fled Turkey for new jobs abroad, with the Netherlands, the United States and Germany topping the list, respectively. Other recipient countries are Britain, Canada, Australia, Austria, Belgium, Italy, Sweden, Poland, France, Finland, Japan, Thailand, Qatar, Switzerland and Ireland, according to the SSB's internal study. The companies affected by the exodus are state-controlled entities: defense electronics specialist Aselsan, Turkey's largest defense firm; military software concern Havelsan; missile-maker Roketsan; defense technologies firm STM; Turkish Aerospace Industries; and SDT. Findings among those who left and responded to the survey include: 41 percent are in the 26-30 age group. “This highlights a trend among the relatively young professionals to seek new opportunities abroad,” one SSB official noted. 40 percent have graduate degrees; 54 percent have postgraduate degrees; and 6 percent have doctorates or higher degrees. 59 percent have more than four years of experience in the Turkish industry. The largest group among those who left (26 percent) cited “limited chance of promotion and professional progress” as the primary reason to seek jobs in foreign companies. The number of Turks applying for asylum worldwide jumped by 10,000 in 2017 to more than 33,000. “The flight of people, talent and capital is being driven by a powerful combination of factors that have come to define life under Mr. Erdogan and that his opponents increasingly despair is here to stay," according to The New York Times.     Air Force’s next GPS satellite ready to boost accuracy, anti-jamming capabilities

    By: Daniel Cebul Lockheed's Martin second GPS III satellite has passed all of the U.S. Air Force's technical and safety tests and is ready to be launched, likely in 2019, according to a company statement Aug. 21. The statement marks the formal designation that the satellite is “available for launch.” The first GPS III satellite was available for launch in September 2017 aboard a SpaceX Falcon 9 rocket and is set to liftoff from Cape Canaveral Air Force Station in Florida before the end of 2018. The next satellite will launch aboard a rocket from United Launch Alliance. The new satellite constellation is expected to be a significant improvement over the current generation of satellites. According to Harris Corp., the company that provides Lockheed Martin with the satellites navigation payload, the next-gen satellites are equipped with “a Mission Data Unit (MDU) with a unique 70 percent digital design that links atomic clocks, radiation-hardened computers and powerful transmitters." This allows for signals three times more accurate than those on current GPS satellites, the company said. In addition to being more accurate, the satellite is also eight times more resistant to jamming. This model also adds and maintains signals to ensure compatibility with Global Navigation Satellite Systems and provide stronger signal integrity. Harris also unveiled an upgraded payload in November 2017 to be used for the Air Force's GPS III Follow On (GPS IIIF) program, which will begin with the 11th GPS III satellite. This next-gen payload will grant the clock signal for a new GPS III Search and Rescue (SAR) payload, and extend the satellite's service life. Lockheed Martin is expected to be the prime contractor.
