    Homeland Security announces new first response cyber center

    By: Justin Lynch In the face of increasing cyberattacks, the Department of Homeland Security is creating a new center to share threat information with private companies and kicking off a 90 day sprint to identify the country's digital “crown jewels" that may be especially vulnerable, the agency's secretary said July 31. The National Risk Management Center is expected to provide a centralized home where firms and local agencies can turn for cybersecurity solutions. “The next major attack is more likely to reach us online than on an airplane,” said Homeland Security Secretary Kirstjen Nielsen. She added that “intruders are in our systems” and “everyone and everything is now a target.” The announcement came during a cybersecurity summit that the Department of Homeland Security hosted in New York City. The event aimed to bridge the gap between the government and some of the top companies in the United States that make up the critical parts of American digital life. It was envisioned as the start of a new relationship between the private and public sector. Nielsen said that the threat center is “driven by industry needs” and is spurred by a ”re-emergence of the nation state threat” and the “hyperconnected environment” of the United States. She said that previously some local governments have called 911 during a cyberattack. In the future, they would call the new cyber center. “Nation-state actors attempt to infiltrate critical infrastructure operations across multiple sectors,” a Homeland Security fact sheet on the new center read. It added there is a “need for an agreed-upon playbook to integrate government and industry response efforts.” The center also provides a playbook for risk management and identifying critical cyber supply chain elements. Although there are already government-backed risk-sharing initiatives, DHS leaders hope that the private sector will be more willing to share their challenges and expertise. Jeanette Manfra, the assistant secretary for the Office of Cybersecurity and Communications at Homeland Security, told reporters that the new center is "going to start small, we don't want to sign up for all sorts of things and then fail.” The hope is for the national counterterrorism center to be able to focus on incident response, and the center announced on Tuesday will focus on identifying national risk. The risk center will pull staff from other parts of government, Manfra said. A leader has not been named, and it has not received an increased budget. Throughout the conference, government officials were eager to entice the private sector to work with the new risk center. It appears that business participation is a necessary condition for the centers' success. The announcement comes just one week after Homeland Security warned that the Russian government is conducting cyberattacks against critical infrastructure sectors that include energy, nuclear, water, aviation and critical manufacturing. “The warning lights are blinking red," Coats said during a July 13 event at the Hudson Institute. Current threat sharing portals have been described as ineffective. The Cybersecurity Information Sharing Act of 2015 already attempted to spur collaboration between the public and private sector. Some experts told Fifth Domain that they did not expect the new portal to be groundbreaking. Only six companies are currently sharing cyberthreats with government, according to Chris Krebs, head of the national protection and programs directorate at Homeland Security. “We have to age to establish a value proposition for an organization to share into the system,” said Krebs. He highlighted better supply chain risk management as an incentive that would set the new center apart from previous intelligence-sharing schemes. Companies can write into their contracts that their vendors must use the threat-sharing portal so they know that contractors are managing third-party risks, Krebs said.     Nathan Strout The U.S. Army has invested another $190 million into a counter-small unmanned aircraft system (C-sUAS), but it's determined that the system will need to be replaced by a U.S. Marine Corps alternative. On July 20, the Army announced it was awarding DRS Sustainment Systems $190 million to develop, produce and deploy the Mobile-Low, Slow, Small Unmanned Aircraft System Integrated Defeat System (M-LIDS). While the system will be deployed, it doesn't have a long-term future with the military. Despite the Army investing in the program for years, M-LIDS is a casualty of redundancy. As the Department of Defense has become more concerned by the threat posed by small drones in recent years, the services have each developed their own C-sUAS responses — mobile, stationary and dismounted. Recognizing the redundancy in that approach, the defense secretary delegated the Army to lead the effort to narrow the number of C-sUAS solutions for use by the joint forces. On June 25, the Army's Joint C-sUAS announced it had selected eight C-sUAS for future investment and deployment by the joint forces. M-LIDS didn't make the cut. But then, about a month later, the $190 million M-LIDS contract was announced, “Mobile-LIDS (M-LIDS) was not selected and will be replaced by the next generation mobile system,” said Jason Waggoner, an Army spokesman. In the meantime, “M-LIDS will be deployed with Army units to the CENTCOM area of operations.” M-LIDS would likely be replaced by the Light-Mobile Air Defense Integrated System (L-MADIS), a C-sUAS developed by the U.S. Marine Corps and the only mobile solution approved by the Joint C-sUAS Office. L-MADIS has already been deployed for testing and was reportedly used to down a drone off the coast of Iran last year. The Joint C-sUAS office told reporters in June that the services were conducting an analysis of how many systems would need to be replaced under the new arrangement. However, leaders were not able to provide a timeline for how quickly they expected to replace those systems. The series of announcements in this market came quickly this summer. Two days after the M-LIDS award, the Army announced a contract for one of the C-sUAS solutions that was included on the list for future investment: the Expeditionary-Low, Slow, Small Unmanned Aircraft System Integrated Defeat System (now known as FS-LIDS). The $426 million contract with SRC Inc. provides for the development, production, deployment and support of FS-LIDS, the only fixed-site solution approved for the joint forces by the Joint C-sUAS Office. “Development of FS-LIDS is complete and systems are being deployed to U.S. forces globally, with a focus in the CENTCOM area of operations,” Waggoner said. “FS-LIDS will remain in use until replaced with newer technologies.” C-sUAS spending hasn't been limited to the Army in recent weeks.     Air Force study on future aerial refueling tanker could start in 2022

    By: Valerie Insinna WASHINGTON — The Air Force could begin to lay out its vision for a future aerial refueling tanker, previously known as KC-Z, as early as next year, the head of Air Mobility Command said Monday. The service intends to conduct an analysis of alternatives for an advanced aerial refueling aircraft in fiscal year 2022, AMC commander Gen. Jacqueline Van Ovost said during a Defense Writers Group meeting with reporters. That study will help the Air Force determine precisely which capabilities a future tanker will need to to operate in more heavily contested battlefields against the threats posed by nations such as Russia and China. “We're thinking about the near peer [competition], and what we need for a near peer [competition],” she said. Key to that discussion is figuring out how much of the aerial refueling process can be performed without a human pilot or boom operator onboard the plane to fly it or give other aircraft gas. “Is going to be autonomous? Is it going to be pilot on the loop [or] pilot in the loop capability?” asked Van Ovost. “Is it going to be small? Is it going to be large? What kind of [self protection] is it going to have? What kind of electromagnetic spectrum capabilities is it going to have to both protect itself and enhance the lethality of the Joint Force while it's out there?” In April, Will Roper, then the Air Force's top acquisition official, told reporters that an agreement with Boeing for a new and improved KC-46 vision system could pave the way for autonomous aerial refueling. The addition of 4K high-definition cameras, modern processors and LiDAR (light detecting and ranging) sensors would help the new system accumulate much of the data necessary for a computer to correctly calculate all the variables that need to be solved for safe aerial refueling. “All you have to do is take that data that tells the world inside the jet the reality of geometries between the airplane and the boom outside the jet. Once you have that, you simply need to translate it into algorithms that allow the tanker to tank itself,” Roper said then. The Air Force is not the only service interested in automated aerial refueling. The Navy is flight testing the MQ-25 Stingray aerial refueling drone — which, like the Air Force's new KC-46 tanker, is built by Boeing. The Navy eventually hopes to operate the MQ-25 onboard aircraft carriers, where it will be used to extend the range of fighter jets like the F-35C and F/A-18EF Super Hornet. Van Ovost acknowledged the Air Force is still years away from being able to hold a competition for the platform formerly known as KC-Z. After the Air Force completes its procurement of 179 KC-46s — which, if its current buy rate holds, will occur around the 2027 timeframe — the service will buy a non-developmental “bridge tanker,” she said. That effort, which replaces the KC-Y program, will likely be a battle between Boeing and an Airbus-Lockheed Martin team, which joined forces in 2018 to market Airbus' A330 Multi-Role Tanker Transport to the U.S. Air Force. Both teams are expected to offer upgraded versions of their current aerial refueling aircraft. Van Ovost did not say when that competition will begin. Along with tackling questions about its future tanker, the Air Force is also set to begin a business case analysis whether to pursue contracted aerial refueling to support U.S. military training and test activities across the contiguous United States. After holding a December 2019 industry day with interested vendors, Air Mobility Command conducted a study into the feasibility and affordability of commercial air refueling services and submitted a proposal to Air Force leadership. However, Air Force leaders want more information before making a final decision, and have asked for a comprehensive business case analysis that would finalize a requirement for all of the services' needs, Van Ovost said. The study would come up with options for various contracting models — which could include tankers that are leased to the government or contractor-owned and operated — as well as hammer out details on Federal Aviation Administration certification requirements. “We're working with headquarters Air Force to finalize the parameters for the study, and then likely will be contracting out that study,” Van Ovost said. “And for expectation's sake, it does take a while.
