New COVID bill dampens hopes for defense industry aid

WASHINGTON ― Democrats unveiled a $2.2 trillion coronavirus relief package Monday night without defense industry stimulus funding, hinting that the billions of dollars defense firms sought to diffuse the economic impact of the pandemic are not coming.

Defense officials warned they will have to tap modernization and readiness funds if Congress does not appropriate about $10 billion for defense contractors' coronavirus-related expenses, as authorized by Section 3610 of the Coronavirus Aid, Relief, and Economic Security Act. However, neither the new Democratic measure nor the last draft from Senate Republicans contained any such aid.

Smaller than the $3.4 trillion bill that passed the House in May in order to come closer to a compromise with Republicans, the new bill comes as House Speaker Nancy Pelosi, D-Calif., and Treasury Secretary Steven Mnuchin are attempting to revive long-stalled aid negotiations. The House bill could be a final attempt to pass coronavirus aid legislation before the Nov. 3 presidential and congressional elections.

The House bill does propose nearly $2.5 billion for defense: $320 million in emergency operations and maintenance funding for the services to buy personal protective equipment; $1.4 billion to pay salaries and other needs of military base facilities like child care centers and post exchanges that are usually paid by revenue-generating accounts; and $705 million for the Defense Health Program to cover COVID-19 prophylactics, therapeutics and personal protective equipment.

Senate Majority Leader Mitch McConnell, R-Ky., proposed his own $300 billion bill, but that legislation failed in the Senate earlier this month. That bill left out the $29 billion for defense ― which included $11 billion in Section 3610 reimbursements ― that Republicans proposed in their $1 trillion stimulus in July.

The Senate is set to vote on a House-passed continuing resolution to prevent a government shutdown. It would extend the window for Section 3610 reimbursements through Dec. 11, a step sought by trade groups. But there has been no matching appropriation.

Defense industry sources say lobbying for aid hasn't gained traction beyond a handful of hawkish Republicans, despite a public push from Pentagon acquisition chief Ellen Lord. The Pentagon's senior-most officials have not been as vocal as Lord, and lawmakers from both parties have been wary of new spending that favors industry after the Pentagon won a timely budget at record levels.

“There's never been an appetite for defense stimulus from the parties that matter,” an industry source told Defense News. “I would be shocked if defense, being in neither of the two chambers' bills, ended up in the final bill.”

Undercutting the argument that defense industry relief would immediately stimulate the economy, Lord said earlier last week that it will likely take five to six months before industry receives any reimbursements under the CARES Act. Lord also said that only 30 of the hundreds of defense subcontractors shuttered by the pandemic remained closed.

Days ago, Lockheed Martin reportedly signed off on a 8.3 percent quarterly dividend increase to pay $2.60 per share and announced plans for an additional $1.3 billion share buyback. Lockheed is one of the main recipients of the Pentagon's accelerated payments to contractors, meant to boost cash flow to large and small defense companies during the coronavirus crisis.

In May, Democratic lawmakers questioned Pentagon leaders about why they had spent just 23 percent of the $10.5 billion the department received under the CARES Act. The Pentagon responded with with its spending plan for the aid, which allocated $688 million to aid suppliers of aircraft engine parts, shipbuilding, electronics and space launch.

Last week, key progressives, Reps. Marc Pocan and Barbara Lee, demanded an investigation and public hearings into that use of economic stimulus funding for defense contractors, calling it a “Pentagon misuse of COVID funds.” The Pentagon has refuted that characterization.

    US Army picks 5 teams to design new attack recon helicopter

    By: Jen Judson WASHINGTON — AVX Aircraft Co. partnered with L-3 Communications Integrated Systems, Bell Helicopter, Boeing, Karem Aircraft and Lockheed Martin-owned Sikorsky have won awards to design a new Future Attack Reconnaissance Aircraft (FARA) for the U.S. Army over the next year, the service announced April 23. Only two teams will move forward, at the end of the design phase, to build flyable prototypes of the future helicopter in a head-to-head competition. The Army laid out a handful of mandatory requirements that the vendors had to meet and also a list of desired requirements for initial designs, Col. Craig Alia, the Future Vertical Lift Cross Functional Team chief of staff, told a select group of reporters just ahead of the contract awards. The service also looked at the vendors' execution plans and evaluated timing as well as funding profile requirements. “The ones that were selected were clearly meeting the mandatory requirements and were in the acceptable risk level of the execution plan and the desired requirements," Dan Bailey, who is the FARA competitive prototype program manager, added. The prototype program falls under the purview of the Army Combat Capabilities Development Command Aviation and Missile Center's Aviation Development Directorate. AVX and L3 unveiled its design for the FARA competition at the Army Aviation Association of America's annual summit in Nashville, Tennessee, earlier this month. The design uses AVX's compound coaxial and ducted fans technology. The companies said its single-engine design meets 100 percent of the Army's mandatory requirements and 70 percent of its desired attributes. The CEO of Textron, Bell's parent company, said during a recent earnings call, that its FARA design will be based on its 525 technology rather than its tiltrotor technology. Bell has built and flown a tiltrotor prototype — the V-280 Valor — for the Army's Future Vertical Lift program. Karem has been working to develop technology under a small contract to help build requirements for FVL aircraft focused on a medium-lift helicopter. Sikorsky's offering will be based off of its X2 coaxial technology seen in its S-97 Raider and the Sikorsky-Boeing developed SB-1 Defiant, which are now both flying. “This is the culmination of years of investment in the X2 Technology Demonstrator and the S-97 RAIDER aircraft that have proven the advanced technology and shown its ability to change the future battlefield,” Tim Malia, Sikorsky's director of Future Vertical Lift Light, told Defense News in an emailed statement shortly after the announcement. “We continue to fly the S-97 RAIDER to inform the design for FARA, which provides significant risk reduction to the program schedule and technical objectives. We are eager to continue to support the US Army, and we are excited that the Sikorsky FARA X2 will be ready for this critical mission," he said. A total of eight teams submitted data and potential designs for FARA, but upon evaluation, three of those did not meet mandatory requirements, according to Bailey. It is not publicly stated who the losing teams were, but MD Helicopters had previously protested the Army's decision to not enter into a first phase agreement with the company to develop a FARA prototype, arguing to the Government Accountability Office (GAO) that the Army “unreasonably” evaluated its proposal and failed to promote small business participation. The GAO denied the protest earlier this month on the grounds it did not have authority to review protests of contracting mechanisms like Other Transaction Authorities (OTA) which the Army used in this case. The awards were made two months ahead of an already ambitious schedule to get FARA prototypes flying by 2023. A production decision could happen in 2028, but the service is looking at any way possible to speed up that timeline. The Army has to move quickly, Alia said. Echoing his boss, Brig. Gen. Wally Rugen, the FVL CFT director, he said the Army is “at an inflection point. We can't afford not to modernize. We know the current fleet is fantastic, but we can't indefinitely continue to incrementally improve 1970s to 1980s technology.” FARA is intended to fill a critical capability gap currently being filled by AH-64E Apache attack helicopters teamed with Shadow unmanned aircraft following the retirement of the OH-58D Kiowa Warrior helicopters. The service has tried and failed three times to fill the gap with an aircraft. The Army is also planning to procure another helicopter to fill the long-range assault mission, replacing some UH-60 Black Hawk helicopters in the fleet, simultaneously. With the advent of the new Army Futures Command — that is focused on six major modernization priorities of which FVL is third — the service is moving faster on prototyping capability to ultimately procure major weapon systems at a somewhat unprecedented speed. Through the AFC and the use of contracting mechanisms like OTAs, the Army has found a way to compress parts of the acquisition process that previously took three to five years into periods of time often amounting to less than a year. “What is exciting about the new process the Army has put in place,” Bailey said, “in basically a year's period of time, we've gone through concept, through an approved set of requirements, to developing an innovative approach to contracting, to building industry partnerships to have industry propose to us a plan and a solution.” And the Army rigorously evaluated those FARA proposals, Bailey said, all within that year. The teams have until January or February next year to provide design plans and an approach to executing the build of the prototypes followed by potential larger-scale manufacturing, Bailey said. The second phase of the program will be to build prototypes, and “only two will make it into phase 2 and they all know that now,” Bailey added. According to Rugen, when the request for proposals was released, the Army did not want to get locked into keeping inflexible requirements, but the request did state that the aircraft should have a maximum 40-foot rotor diameter. The Army also asked for the aircraft to be able to accept some government furnished equipment including an engine, a gun and a rocket launcher, Alia said.     By: Pierre Tran VERSAILLES, France ― France is to double its order for the Light VBMR reconnaissance vehicle, a key element in the French Army's €10 billion (U.S. $12 billion) Scorpion modernization program. An additional 420 Light VBMR units are to be ordered, taking the total to 978, according to Erwan, the director of the Scorpion modernization program at Direction Générale de l'Armement procurement office. Erwan, whose last name is not used for security reasons, spoke to the press May 16. A first delivery of the Light VBMR is due in 2022, with 489 shipped by 2025. In addition to the highly equipped 489, there will be a further 200 units ordered, with the latter more lightly equipped units, according to the annex of the draft multiyear military budget law for 2019-2025. That raises the total of Light VBMRs to 689 delivered by 2025. After 2025 and out to 2032, there will be a further 978 ordered for Scorpion, and 1,060 ordered outside of the program, with a total of 2,038 for that period. A first delivery of an armored personnel carrier version of Light VBMR is due in 2021, a reconnaissance model in 2022 and a communications variant in 2023. A wide spectrum of missions will be covered, as there will be 16 versions of the vehicle, with 10 of the APC, two for recon and four for comms. Nexter will design, build and service the vehicles, while Texelis will supply the chassis and driveline. Nexter's factory at Roanne, central France, will build the Light VBMR, adding to the workload generated by orders for the Griffon troop carrier and the Jaguar combat and reconnaissance vehicle. The Light VBMR weighs 15-17 tons, can reach a speed of 100 kph and has a range of 600 kilometers. That weight compares to the French Army's initial requirement for a 10-ton vehicle, before industry called that unrealistic. One of the vehicles can be airlifted on a C-130, while two can fit on the A400M transport aircraft. Regarding the latter, the vehicles can be fully equipped for combat and still be successfully loaded. The vehicle is armed with a remote controlled 7.62mm machine gun, a minigun at the rear and self-protection with a Galix smoke dispenser. The vehicle can carry 10 people ― eight troops, a driver and a gunner. France is also to order an upgrade for 200 Leclerc main battle tanks, with a first delivery of a modernized tank in 2021, Erwan said. Sensors and the Bull SICS battle management system, or Scorpion Information Communication System, will bring the tank into the Scorpion's so-called collaborative combat concept, which seeks to heighten teamwork on the ground and with commanders at the regimental level. An order for the Griffon multipurpose troop carrier is to be raised to ”a target“ of 1,872, up 150 units from a previous total, Erwan said. A first delivery is due by the end of the year, with certification in the second quarter of 2019. Some 936 units are due by 2025. Contracts for those increased orders are expected to be signed later this year after the French Parliament formally adopts the draft military budget law, expected in July. That boost in orders follows the Army's call for a speedy introduction of the new armored vehicles, to replace an aging fleet of VAB troop carriers. There is a 2,700-strong fleet of VABs, which are some 40 years old.     A long-term future for Robins Air Force Base and US national defense

As a member of the United States Senate Armed Services Committee and a former member of the Senate Foreign Relations Committee, I know that Robins Air Force Base is an integral piece of our country's national security. Since 1996, Robins has been home to the Joint Surveillance and Target Attack Radar System mission. JSTARS is a platform that helps with intelligence gathering and battle management. JSTARS planes are very much in demand. However, JSTARS is an aging platform. Russia and China have modernized their air defenses to keep America's specialized capabilities, like JSTARS, out of potentially denied airspace. There are growing areas of denied airspace around the world that JSTARS planes simply cannot penetrate. The Obama administration had proposed a JSTARS recapitalization that was on track to leave a significant capability gap. We fought that in the United States Senate and House by pushing for a JSTARS recapitalization that would continue the mission in non-denied airspace with new planes and avoid that gap. Now, President Donald Trump and his national security team have created an opportunity for a long-term solution for both denied and non-denied airspace. The final version of this year's National Defense Authorization Act is supported by President Trump, Defense Secretary Jim Mattis and Air Force Secretary Heather Wilson. First, the plan in the defense authorization bill secures the future of the JSTARS platform for the next 10 years, including the more than 2,500 jobs that JSTARS supports. Second, the plan accelerates the development of the Advanced Battle Management System, or ABMS, mission, which is a multidimensional platform that can access both denied and non-denied airspace. Third, the Air Force has named Robins Air Force Base as the host base of this new ABMS mission. This means that Robins will be a force for years to come, while providing for our long-term national defense by developing this technology more quickly than we would have been able to do otherwise. Clearly, this is a major win for Robins Air Force Base, the middle Georgia community and for our national defense overall. It provides certainty for the current JSTARS mission for the next 10 years. It accelerates the development of next-generation mission capabilities so desperately needed by our armed forces today. Finally, the Air Force has assured Robins' future role in dealing with modern-day threats by naming Robins the host base of the Advanced Battle Management System. Sen.
